Host Club: Ocean County YMCA Date of Meet: December 13 th, 14 th, & 15th, 2013 Ocean County YMCA, 1088 W. Whitty Road Location: Toms River, NJ The OCY Pool is a twelve-lane, 25 yard, single course pool with non-turbulent lane lines and a Colorado timing system with full display board. Eight lanes will be used for competition and two lanes will be used for warm up/warm down. Facility Info: The depth of the water at the starting blocks is 9-0 and the depth at the turn end is 4-0. No deck chairs, no strollers, and no coolers are allowed in the facility. No pets are allowed on the deck or in the stands. The competition course has not been certified in accordance with C(4). Note that this statement is a required meet announcement statement, and refers to the pre-certification of the pool length measurement in regards to Pool Certification National and World Record swims which may occur in the pool. The fact that Statement: this pool is not certified in accordance to C(4) does not impact on the validity of the times achieved in this pool. s swum at this meet will in fact be entered in SWIMS and are eligible for qualifying for any other USA Swimming sanctioned competition. Audio/Visual Recording Statement: Purpose: Meet Director: Use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms or locker rooms. The purpose of this meet is to host a competitive December prelim/finals format meet in the Northeast United States. The proceeds from this meet will go to the Ocean County YMCA Strong Kids Campaign. Our volunteer board ensures that 100% of every dollar raised goes toward scholarships for memberships and programs at the Ocean County YMCA. 2 Meet Format Waiver: Meet Requirement Statement: Distance Events: The host club must stay within the four hour per session rule required by NJ Swimming. All entries must be either MM or TM entries. It is not necessary to overnight or express mail your hard copy and check which are sent in support of an ed entry. We reserve the right to limit the number of heats in the 1650 Free, 500 free, and 400 IM so the timeline for the meet is manageable. If we do limit any of these events we will contact the teams by December 4 th. The host club has the right to change the format of the meet with the approval of the sanctioning chair and either the age-group or senior chairman. These changes would be made for a more efficient swim meet for the swimmers and the host club. Reasons for these changes include: To allow more swimmers to swim. To conform to facility capacity limits or facility safety concerns. To condense the meet into a smaller time frame. Some of the changes that can be made: 1) to change estimated start times, 2) to condense sessions and 3) to limit number of swimmers. In order to be eligible for the New Jersey Swimming Zone Championship Team or for NJ Swimming Athlete Reimbursement for sectional and national level meets, NJ Swimming policy stipulates certain participation requirements. As a NJ Swimming sanctioned meet, this meet counts toward those participation requirements. Distance Seeding: Fastest to slowest for timed finals events on Friday night. All other distance events will be seeded slowest to fastest. Participating swimmers will be responsible for providing timers and counters for distance events on the Friday night and Sunday morning sessions. We reserve the right to change to ten lanes for distance events. Coaches must show coaching card before picking up any meet information or scratch sheets. Coaches must show coaching card for entrance to facility. Coaches must have coaching card visible at all times while on deck. Coaches must have a visible coach s card when entering hospitality area. Participating clubs are requested to provide as many USA Swimming certified officials as possible. Officials working any session of the meet must present their New Jersey Swimming as well as their USA Swimming membership card to: (1) admissions when entering the building, and (2) the Meet Referee on deck; otherwise, admission will be charged and the Official will not be eligible to work the meet. Officials that work are welcome to eat in the hospitality room. All swimmers must be members of USA Swimming to enter and compete in this meet. All transfer swimmer(s) must swim unattached for 120 days from their last attached competition. Swimmers must use an UN- (New Team Alpha Code) as their team affiliation. All Unattached swimmers must be listed on the team s official waiver entry form. All swimmers must be listed on a team s official entry form to be eligible to participate in this swim meet in any events including relays. This meet is for swimmers 9 & Over. standards will be used for this meet. Swimmers are permitted to swim in a maximum of 3 individual events per day. Strong Kids Invitational 2

3 USAS Deck Change Policy Statement: Meet Format: Swimmers Unaccompanied by a USAS Certified Coach: Meet Schedule: Accommodation: Swimmers are permitted to swim one relay per day. Age for this meet is calculated as of December 13 th, 2013 Except where venue facilities require otherwise, changing into or out of swimsuits other than in locker rooms or other designated areas in not appropriate and is prohibited. This meet will be run in accordance with current USA Swimming Rules. This meet will be run as a timed finals meet for: All events Friday night. All 9-10 Events. Saturday and Sunday the Fly, 200 Back, and 200 Breast will also be timed finals held during prelims. This meet will be in a prelim-finals format for all other individual events: s Top 10 swim in finals (Finals heat only) s Top 20 swim in finals (Consols & Finals heats) 15-Over Top 20 swim in finals (Consols & Finals heats) The top 10 relays in each event will be during the finals sessions, all remaining relays will be during prelims. The USA Swimming championships scratch rule will be in effect. This meet will be deck seeded with coaches checking in/scratching all swimmers. When the seeding has been posted, swimmers will report to the blocks. Distance Seeding: Fastest to slowest for timed finals events on Friday night. All other distance events will be seeded slowest to fastest. Any swimmer entered in the meet must be certified by a USA Swimming member coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a USA Swimming member coach, it is the responsibility of the swimmer or the swimmer s legal guardian to ensure compliance with this requirement. On Saturday and Sunday, this meet will have preliminary sessions for 13 & Over in the morning, a 9-12 session in the afternoon, and a finals session at night. The host team will make the gym available on Sunday afternoon between the Preliminary and final sessions for those swimmers that have to check out of their hotels earlier in the day. This will give the swimmers a place to relax for their final session races after they check out of their hotels. Warm-up Procedures: Entry s: Check-In: (Prelims and d Finals) New Jersey Swimming Warm-up and Safety Guidelines: Warm-ups will be run under New Jersey Swimming Warm-up and Safety Guidelines. Warm-ups will include general warm-up lanes, sprint lanes, and pace lanes. All swimmers are entitled to a fair and comparable warm-up. All teams MUST get the same opportunities for general warm-up lanes, sprint lanes, and pace lanes. All swimmers must enter the pool from the starting end of the pool. Uniformed and designated meet marshals will monitor warm-ups. All general warm-up lanes will swim in a counterclockwise direction. Warm-up schedules will be ed no later than 1 week before the meet and posted at ocytigersharks.org. New Jersey Swimming does not allow NT or No to be used as an entry time. All entry times must be in short course yards. All check-in sheets must be turned into the control table 30 minutes before the start of each session. Swimmers that are swimming will have a line through their name. Swimmers that are being scratched will have their names circled with a SCR next to the circle. Swimmers scratching a single event will have a line through his/her name and the event number circled with SCR next to the circle. Failure to follow this procedure may result in the swimmer(s) being scratched from the session. Relay Check-in: Finals Scratch Rule: Starts: Scoring: Awards: Relay check-in sheets will be provided to each team. The relay sheets with names are due 30 minutes before the start of the relay, but may be changed up until the relay swims. The meet will follow USA Swimming rule D and rule E for scratches from finals. A swimmer who fails to scratch from finals within the deadlines outlined in rule E and then fails to swim the event at finals will be barred from further competition for the remainder of the meet. In addition, the club of a swimmer who qualifies for finals or consolation finals and fails to compete in that final during the last session of the meet and doesn t properly scratch from the event in accordance to the above procedures shall be fined $ 50 for each occurrence. Only coaches will be able to scratch a swimmer out of the finals event. The host club will determine if overhead starts will be used after a time line has been produced. This information will be ed and posted in the pre-meet information. Special Notice: All entries fees must be paid no later than Session Checkin. If a team fails to make payment by that time all their swimmers may be scratched, at the discretion of the Host Team. Admission will be: Friday Night: $4.00 Prelims: $4.00(children under 12 - free) Finals: Free Cost of the OCY Strong Kids Invitational meet program will be $10.00 for entire meet. Final sessions heat sheets will be free of charge; one per family while supplies last. No coolers, deckchairs, or strollers. The meet entry coordinator will respond to entries within 48 hours. If you do not receive an response within 48 hours, assume that your has not been received. It then becomes the er s responsibility to make sure that the host club's meet entry coordinator receives the e- mail. If you do not receive an response, you must contact the entry coordinator by or phone. An entry summary with a signed NJ Swimming waiver and a check must accompany or follow each entry. Accuracy of seed times is essential. Incomplete entries will not be accepted. Deck entries will not be accepted. No phone or faxed entries will be accepted. Teams entered will posted on Swimmers will be limited to competing in a maximum of 3 individual events per day. Swimmers may compete in one (1) relay event each day. Results will be ed to all participating teams within 24 hours of the completion of the meet. 6 Participating Club Responsibilities: Concessions: Vendor: Directions: time. The Ocean County YMCA Strong Kids volunteers will provide all timers for the finals sessions Saturday and Sunday nights. A hospitality room will be maintained for coaches and officials. Participating clubs must help with timing assignments. Timing assignments will be proportional to the size of the participating clubs entries they have in the preliminary sessions only. Teams will be contacted one week prior to the meet regarding their timing assignments. Participating club parents must stay off the pool deck except for participating timers or officials. Participating clubs should help with officiating whenever possible. List the club contact for club officials on the meet summary. Participating club swimmers will be responsible for providing timers and counters for distance events on the Friday night and Sunday morning sessions. Refreshments will be available by the entrance. The Sport Spot will be in attendance by the entrance. Directions: FROM THE NORTH Take Garden State Parkway Exit 88 to Route 70 West. Take Route 70 West to New Hampshire Avenue South. (To make left turn you must use jug handle to right). Continue 2 ½ miles on New Hampshire. Make right turn at traffic light onto West Whitty Road (just before the Garden State Parkway Overpass). The "Y" will be on the right just past the cemetery. FROM THE SOUTH Take Garden State Parkway Exit 83 (You will be on Route 9 North). Continue North, West Whitty Road will be the second traffic light. Turn right onto West Whitty Road and the "Y" will be a quarter mile further on the left. FROM THE WEST Take Route 70 East to Route 571 East.(Right Turn onto Route 571). At the Route 9 intersection make left turn to Route 9, West Whitty Road will be the second traffic light.
