SITE: Blodgett Pool features an 8 lane, 50 Meter competition course with Kiefer Advantage II lane lines, a fully automatic Daktronics Timing System with alphanumeric scoreboard, and touch pads at both ends of the course. The depth of the turn end is 3 ft 9 and the start end is 7 ft. There is a diving well area that will be available for warm-up and warmdown activities. The facility has seating for 1200 spectators. The pool is located near the Harvard Football Stadium, at 65 North Harvard Street, Boston MA Directions may be found at the end of this document. The competition course has been certified in accordance with C(4). The copy of such certification is on file with USA Swimming. COURSE: Long Course Meters. The 50 Meter events will start on the blocks. MEET FORMAT: All events will be swum as timed finals. Heat sheets will be posted around the pool deck. Coaches will be able to pick up heat sheets for each session at the control table. No events will swim with more than one swimmer per lane. DISTANCE EVENTS (400 M Freestyle): This is event will be swum slowest to fastest, first girls then the boys.. Timers will be assigned by team. ZONE QUALIFICATION: 12 & under swimmers must have three qualifying times and must have 4 qualifying times to attend the meet. The deadline for applications and trip fees for 10 & under and year old swimmers will be due by Monday, July 16th with the exception of new qualifiers from time trials at the Championship Meet or another pre-approved meet (please contact the Zone Coordinator to have this meet pre-

The Zone Table is located on deck near the diving board. any questions to Mary Ellen Tynan at More information on the Zone Meet can be found on the NE Swimming website under ZONES CUT PROTOCOL: If a session is over-subscribed, the following changes could take place in the meet format: 1) Relays will be cut to 1 relay per team Clubs will be notified of all changes by Monday, July 9, 2018 RESERVE THE RIGHT TO MAKE CHANGES: Once a meet is sanctioned, changes can be made to the meet invitation before the meet, only with the approval of the Technical Chair, Bob Menck. Any change to the meet format after the meet begins will be at the discretion of the Meet Referee and will be presented to the coaches at a coaches meeting. MEET COMMITTEE/JURY: The Meet Jury will be made up of one official, one coach, and one athlete to be selected by the Meet Referee who will present issues and moderate the jury but not vote. The three members shall be from separate teams. The Meet Jury will decide all issues of eligibility and anything not addressed in the Meet Announcement. The Meet Referee shall have authority as described in the current USA Swimming Rulebook. WEATHER PROTOCOL: If weather or facility conditions make it impossible to follow the original timeline of events, the Meet Director and Meet Referee have a right to make changes to the meet sessions. The Meet Director will notify the teams of the changes with as much notice as possible. Cancellation of the meet, or a session, is the decision of the Meet Director, Meet Referee and the Meet Jury. DISABILITY SWIMMING: Any current athlete members of USA Swimming with a disability, as defined by USA Swimming Rules and Regulations, may enter this meet at the discretion of the Meet Director in consultation with the Meet Referee. If modifications to USA Swimming rules are necessary, then the coach or athlete must notify the Meet Referee and Meet Director of any disability prior to competition. ELIGIBILITY: All contestants must be current USA Swimming- New England registered who have achieved at least one qualifying time between July 15, 2017 and the entry deadline. All swimmers must be registered before the entry is submitted. Teams that enter unregistered swimmers will be fined $100 per unregistered swimmer. All teams entering the meet are required to check their entries with the online registration check tool on the New England Swimming web site. Please contact the New England Swimming Office for registration information: office@neswim.com. Any swimmer who is entered with incorrect swimmer information, including an incorrect or missing ID, or is unregistered, will be scratched from the meet until corrections are made. Any swimmer entered in the meet must be certified by a USA Swimming member-coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member-coach, it is the responsibility of the swimmer or the swimmer s legal guardian to ensure compliance with this requirement. SWIMWEAR: Per New England Swimming policy, swimmers 10 years old and younger are not allowed to wear "Tech" suits at any NE sanctioned or approved meet. The age of the swimmer is determined on the first day of the meet. A list of restricted tech suits can be found on the website under Admin/Policy EVENTS and SESSIONS: Attached 2

3 ENTRY INFORMATION: Swimmers may enter as many events in which they have qualified but may only compete in a maximum of six (6) individual events per day (including time trials) and a maximum of seven (7) individual events for the meet (not including time trials). Qualification period: July 15, 2017 through the entry deadline. Seeding order: LCM, SCM, SCY. Entry Deadline: All entries must be received by 9:00 PM, Tuesday, July 3, Late team entries will be fined.$100. Electronic Entries: a Hy-tek compatible entry file to meetentryne@gmail.com. s must be received by the regular entry deadline. Include your team initials in the subject. All entries must be complete and include full names and USA registration numbers. No refunds will be issued for entries that are accepted or entries that are rejected due to improper entry (i.e., meet fees will not be returned or credited to new entries for scratches or errors or unverifiable times). Deck entries will only be accepted based on clerical errors by the meet host, with approval of the Meet and/or Admin Referee. The signed entry cover sheet/waiver, payment and a SIGNED CONSENT FORM for each team (attached to this packet) must arrive no later than Saturday, July 7, Include the address and cell phone number of your team s contact(s) so all future meet correspondences can be sent to the correct person. If United States Postal Service Overnight or Priority Mail method is used, check the no signature required box. No faxed entries will be accepted. Non-Electronic Entries: Send entry forms, completed and signed entry cover, waiver, and entry fee to the entry address on or before the entry deadline of 9 PM, July 3, 2018 NEW QUALIFIERS: Only new cuts achieved between July 3, 2018 and July 8, 2018 will be accepted until Monday, July 9, 2018 at 6 PM. new cuts in the text of an to meetentryne@gmail.com. Full payment for the new qualifiers must be received by 8 AM on July 14 th or the swimmers will be scratched from the meet. VERIFICATION SWIMS DATABASE PROOF OF TIME: Entry times from any USA Swimming sanctioned, approved, and observed competitions must be in SWIMS, the national times database. A time not found in SWIMS must be proven before the meet to be valid (split, relay lead-off, foreign etc). A team will be fined $100 for entering a swimmer with an unproven time. RELAYS: All relays will be swum as timed finals. Teams are limited to two qualifying relays. Relay teams may have achieved the qualifying time or may use an aggregate time. If a team has a qualifying relay or uses aggregate times to qualify a relay, then it may use any swimmer entered into the meet, including relay-only swimmers, on the relay The 200 relay legs will start in the water at the turn end of the pool. The 200 relay lead-off will only be recorded in SWIMS if a legal split form, with 3 watch times, is turned into the Control Table after the event. Relay only swimmers must be correctly entered into the meet by the deadline and pay the $10.00 participation fee and the NES travel surcharge of $

4 All 200 relay names must be turned in by 8:30 AM both days to the Control Table and by 10 AM on Sunday for the 400 Free Relay. Relay name or order changes may be done at the Control Table until the event is called. Relays are no longer positive check-in events and must be scratched by the appropriate scratch deadline. Use of Electronic Relay Judging Pads: Dual Human Confirmation of relay take off violations will be required at all New England Swimming meets. If Electronic Relay Judging pads are to be used at a meet, they will serve in the following capacity. Once a Dual Confirmation of a relay take off has been confirmed (Dual Human Confirmation), the Meet Referee or his/her designee shall request the RJP data. This data can only be used to support the disqualification or overturn the disqualification. In the event the RJP data is either missing or deemed invalid, the disqualification will stand. Time trials are $10.00 for individual events, and $40.00 for relays. LEGAL SPLITS: Legal splits (including relay lead-offs) must be recorded during the event using a legal split form (available at the Control Table) and the requesting party must supply an additional timer(s) on the lane for the split, if necessary, to meet the USA requirement. The 200 relay lead off will only be recorded in SWIMS if a legal split form, with 3 recorded times, is turned into the Control Table after the event SCRATCHES and POSITIVE CHECK IN: Coaches and swimmers are expected to understand the scratch, verification and relay rules before the meet begins. Saturday scratches, including relays, are due by 6 PM on Friday, via to the Entry Chair: meetentryne@gmail.com. Write SCRATCH team name in the subject of the . Positive Check in for the 400 M Freestyle event is due by 8:30 AM on Saturday. Scratches for Sunday events, including relays, are due by the end of the Saturday session and are submitted by filling out a scratch form available at the Control Table. In the 400 M Freestyle, any athlete that fails to compete after a positive check-in will be barred from further competition, including relays and time trials. In addition, the athlete must declare their intent to compete on subsequent days with the Administrative Referee prior to the scratch deadline. WARM-UPS: USA Swimming warm-up policies will be in effect for the meet. Diving will be prohibited during warm-ups in the warm-up/down pool at all times during the meet. Training Aids are prohibited during warm-ups and in the warm-up/warm-down pool. One-way sprint lanes will be announced during warm-ups for starting practice only. Coaches must instruct their swimmers to obey these rules. Failure to comply with a designated safety marshal s orders could result in disciplinary action. All swimmers participating in the meet 4

5 without a USA Swimming registered coach shall report to the Meet Referee before warm-ups prior to each session. Warm-up lane assignments will be distributed before the meet and will be posted on the pool deck. DECK ACCESS: Only 2018 USA Swimming registered athletes, coaches, officials, and official meet staff are permitted on the pool deck. All non-athletes on the pool deck must display proof of their valid USA Swimming registration at all times. Deck Pass is an acceptable proof of membership. Individuals without proof of a valid membership in USA Swimming will be removed from the pool deck and will be subject to a fine by New England Swimming. COACH NOTES: Coaches are responsible for the behavior of their swimmers at all times. Any damage to the premises or equipment is the responsibility of those doing the damage. Harvard Swimming, Harvard University, Charles River Aquatics Masters and New England Swimming assume no responsibility for lost or stolen property. There will be a coach meeting on Saturday morning at 8:30AM. SAFETY: 1. Diving will be prohibited during warm-ups except in specifically announced one-way sprint lanes. There will be no diving in the warm-up and warm down areas at any time. Athletes must, at all times, enter the pool only from the starting block end. 2. No shaving is permitted at the competition site. 3. No glass containers are permitted within the facility. 4. Swimmers must be under the supervision of a coach. If a swimmer arrives at the meet without a coach, the swimmer should notify the referee before he/she warms up. The referee will assign the swimmer to a registered coach for warm-ups. 5. Use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms, behind the block on deck or in the stands, in the locker rooms and including in the NO CAMERA ZONES 6. Deck changing is prohibited. DRONES: Operation of a drone, or any other flying apparatus, is prohibited over the venue (pools, athlete/coach areas, spectator areas and open ceiling locker rooms) any time athletes, coaches, officials and/or spectators are present. Exceptions may be granted with prior written approval by the Vice President of Program Operations RULES: Current USA Swimming rules will govern all competition. SAFE SPORT: The conduct of all participants and spectators at a meet is governed by USA Swimming Rules 304/305. Any and all infractions must be reported to an official, the Meet Referee or the Meet Director to be resolved. USA Swimming and NE Swimming encourage all to report any witnessed or suspected forms of abuse/safe sport violations to the NE Swimming Safe Sport Chair, Anne Kaufman: nesafesport@gmail.com ( ) or through the USA-S online reportable form. PHOTOGRAPHY: As per New England Swimming policy, professional photographers contracted by Harvard Swimming or press photographers who have been approved in advance by the Meet Director are allowed on deck. Use of audio or visual recording devices, including a cell phone, is not permitted behind the starting blocks, including in any spectator area behind the starting blocks, nor in any other marked NO CAMERA ZONE, including those areas on deck. All NO CAMERA ZONES will be clearly designated. the Meet Director with questions and requests TIMERS: In accordance with standard NES Championship procedures, all teams entering the meet must provide a prorated share of officials and timers. Work assignments will be based on the number 5

6 entries per team. Teams will be informed of their assignments prior to the meet via and posting in the meet section of the NES website. NO SHOW WORKERS: If a team does not provide the timers it has been assigned at a championship meet, the team will be fined $100 per incident and will not be allowed to enter swimmers in another New England meet until the fine(s) is paid. This fine can be appealed to the Admin Review Board of New England Swimming within 30 days and is enforced only if the meet management has properly assigned timers based on the number of swimmers a team has entered in the meet. OFFICIALS: All applications to officiate that are received by the meet entry deadline, July 3, 2018 will count towards the work requirements for the official's team. "Walk-on" officials are always welcome and will be assigned to positions that are not filled. SCORING: The meet will be scored as follows: Place IE pts Relay AWARDS: Medals will be awarded for the first 8 places in individual events and for the top 8 places in relay events. Ribbons will be awarded to places 9 16 will be awarded for individual events and places 4-8 for relay events. If time allows, and at the discretion of the Meet Referee and Meet Director, awards will be distributed after each boy s event, or at any interval selected by the Meet Referee and Director. The top 8 high point winners for girls and boys, and the top 3 teams, will be awarded a plaque. The high point ceremony will take place on Sunday at the conclusion of the session. Swimmers and coaches are responsible for making sure they are present to receive their award. All awards can be collected by teams at the control table. ADMISSION: $5.00 per session HEAT SHEETS: $3.00 per session MEET MOBILE: Meet Mobile will be functional for this meet. All users should be aware that Meet Mobile publishes unverified raw data that may not always be accurate. LIVE RESULTS: Will be updated on the after each event HOSPITALITY: Hospitality will be open to coaches and officials working a given session. Meals, snacks and drinks will be available at the appropriate times. CONCESSIONS: There will be a concession stand throughout the meet. VENDOR: Metro Swim Shop will be selling suits, goggles, and other accessories for the duration of the meet. 6

10 Program Consent and Release Agreement I hereby give permission for all team members named below to participate in all activities of the 2018 New England Swimming 10 & Under Age Group Long Course Championship (the Program ) held on Harvard University s campus. I understand that the Program is run by Harvard Swimming and Charles River Aquatics Masters. I further understand that Harvard University does not own, control, or present the Program nor is in any way responsible for the Program or the instruction, supervision or monitoring of my child while on campus. I agree that to participate in the Program, I and the swimmers who I supervise will be required to observe standards of conduct. I will instruct my swimmers to comply with the Program s standards of conduct, both those that are provided in writing at the commencement of the Program and those that may be issued, orally or in writing, from time to time at the discretion of the Program. I agree that the Program has the right to enforce its standards of behavior and may terminate my swimmer s participation in the Program for any conduct which the Program considers to be incompatible with the interests, comfort and welfare of the instructor or the other children participating in the Program. I acknowledge that my swimmers participation in the Program may involve risk of personal injury. I hereby certify that I understand the nature and extent of the risks inherent in the Program, and the use of facilities, equipment or services in association with the Program. On behalf of myself and the swimmers I supervise, I hereby assume all risks related to participation in the Program, including but not limited to accident, death, injury or illness, including personal or bodily or mental injury of any nature.
