1 ANNUAL FATHER S DAY INVITATIONAL MEET June 27-30, 2013 Host: The Desert Sharks Swim Club Sanction: Held under the sanction of USA Swimming, Inc. and Border Swimming LSC, Inc. - Sanction #BD13-08 Location: Facilities: Directions: Ascarate Park Swimming Pool 6900 Delta Drive El Paso, Texas Phone (915) The Ascarate Park Pool is a state of the art facility (8 lane 50Mx25Y pool). 7 lanes will be used for preliminaries and finals leaving a lane for warmup/cool down. Colorado 6000 electronic timing and HY-Tek Meet Manager 4 will be used. Starting blocks, non-turbulent lane lines and turn flags are in place. The minimum water depth, measured in accordance with Article , is 12 feet, 0 inches at the start end and 4 feet, 0 inches at the turn end. Separate dressing rooms, showers and lavatories for men and women. The use of video recording devices of any kind in the dressing areas is strictly prohibited. Limited seating on deck of the pool. Concessions with food and drink will be available. Please be aware that El Paso County will collect a $1 fee per vehicle entering the Ascarate Park on Saturday and Sunday. Directions to the pool using I-10 from the East: Take I-10 East to the Trowbridge exit (Exit 24A). Exit I-10 and turn right onto Trowbridge and proceed to Delta Drive where you will take a slight right onto Delta. Turn right at Manny Martinez Road and enter Ascarate Park. Stay to your right as you enter the park and the pool will be to your right. Directions to the pool using the Border Highway from the East: Take the Border Highway east. Exit Loop 375 North at Fonseca Drive. Turn left onto Fonseca Dr. and proceed approximately 2 miles to Delta Drive. Turn right on Delta and proceed to Manny Martinez Road and turn right into Ascarate Park. Stay to your right as you enter the park and the pool will be to your right. Liability: In granting this sanction it is understood and agreed that USA Swimming, Border Swimming, Inc., the County of El Paso, the YMCA of El Paso, Desert Sharks Swim Club, and any sponsors shall be free and held harmless from any liabilities or claims for damages arising by reason of injuries to anyone during the conduct of the event in accordance with USA Swimming, Inc., Rules and Regulations. Safety Marshall: Tony Diaz, (915) Rules: Unless otherwise noted herein, this meet shall be conducted in accordance with the 2013 USA Swimming Rules and Regulations. The USA whistle start and no recall procedure will be used throughout the meet. Coaches and officials will be required to display their 2013 registration cards. Any swimmer entered in the meet must be certified by a USA Swimming member-coach as being proficient in performing a racing start or must start from within the water. When unaccompanied

2 by a member-coach, it is the responsibility of the swimmer or the swimmer s legal guardian to ensure compliance with this requirement. All participants, athletes and non-athletes, must adhere to the USA Swimming Code of Conduct as described in Article 304 of the USA Swimming Rules and Regulations. Meet Eligibility/Proof Of Registration: This meet is open to all currently registered USA/FINA/Federacion Mexicana de Natacion swimmers. The attached membership certification affidavit must be submitted with each team's entries. All FINA/Federacion Mexicana de Natacion entries must include a birth date for each swimmer. Swimmers not able to demonstrate current registration will not be allowed to compete. The swimmer's age as of June 27, 2013 will be used to determine the age group for competition. Events: Swimmers will be restricted to 7 individual events (3 per day Fri/Sat) and 2 relays. Event 5/6 will be limited to the fastest 24 entries for each event. Times must be submitted using long course meters. Look over events for timed breaks. None others will be added. Teams wishing to enter the Family Relay on Saturday will need to pick up an entry card and return it completed to the administration table by the conclusion of Event 62 on Saturday morning. Time Standards/ Verification Some events require a minimum time standard for entry. Time standards are included after the event list. Entry times will be verified through the USA SWIMS database. Swimmers entered into events with times outside of the standards will be removed from the event and will forfeit their event entry fee. Event Seeding: This is a PRE-SEEDED, prelims/finals/timed finals long course, age group meet. Finals will swim youngest age group to oldest age group in each event. There will be 2 final heats for 10 & under in 50 meter events and a single final in the 100 Free will have 1 final heat in each event except the 50 meter events where there will be 2 final heats. There will be 1 final heat for in each event except the 50 Free where there will be 2 final heats. 15 & over will have 2 heats of finals for each event, except the 50 Free where there will be 3 final heats. 11 & over 400 IM will be timed finals, positive check-in with fastest 8 girls and 8 boys swimming in finals. 13/14, 15 & Over 50 Fly, 50 Back, & 50 Breast will be non-scoring timed final events. Each team is asked to pre-enter relays teams and will be permitted to modify order, scratch, or add additional relays on deck. All relays will be deck seeded. Positive check-in is required for events 400 and longer which will swim alternating heats of girls/boys fast to slow, 30 minutes prior to the start of the session and will be deck seeded. A confirmation will be sent after entries are received. Late Entries: DECK ENTRIES WILL BE ACCEPTED UNTIL 30 MINUTES BEFORE THE START OF EACH SESSION. EXTRA HEATS WILL NOT BE CREATED AND USA PROOF OF TIMES MUST BE PROVIDED. Late entries will be $7.00 per event. All swimmers who deck enter will be required to show proof of current USA/FINA/Federacion Mexicana de Natacion registration. There will be no on-deck USA Registration. 3 Ascarate Park/El Paso County is collecting a $1.00 per swimmer fee to cover adult admission to the pool for the meet. THE SWIMMER SURCHARGE INCLUDES A $1.00 FEE ON BEHALF OF BORDER SWIMMING TO ESTABLISH AN LSC SCHOLARSHIP FOR DESERVING SWIMMERS. There is no fee for the FAMILY RELAY EVENT All checks should be made payable to DSSC. CREDIT CARD PAYMENTS WILL BE ACCEPTED. All entry fee balances are due before the meet is over, unless prior arrangements have been made! Refunds: Once a team or individual entry has been received and processed, there will be no refunds in full or in part. Age Groups: The age groups for this meet will be 10 & Under, 11-12, 13-14, 15 & Over. 1st 2nd 3rd 4th 5th 6th 7th 8th 9th 10th 11th 12th 13th 14th Individual Relays Scoring: Scoring is as reflected below. Prelims will be scored as an extension of finals. Awards: Individual Events 1st through 8th Relay Events 1st through 3rd High Points* 1st through 3rd *Ties for high point will be broken using the Hy-Tek Age Group Point System for 14 and under and FINA point system for 16 and over. Timers and Lap Counters: Swimmers competing in the 800 free and 1500 free must provide their own lap counters and swimmers in any event 400 meters or longer will also provide their own timers. Meetings: There will be an officials meeting 30 minutes before the start of each session and a coaches meeting 15 minutes before the start of each session. Special Notice: The Meet Director reserves the right to modify sessions, warm-up/start times, based on final entries received and at other times as may become necessary. Warm-ups: Border Swimming mandatory warm-up procedures will be enforced. A USA-Swimming/FINA registered coach for each swim team must be present to conduct their team s warm-up sessions. Warm-up lane assignments will be posted at the pool behind the starting blocks. 1. General warm up (initial period) a. All lanes to be used for general warm-up. Circle swimming only. b. Swimmers must enter the pool feet first. NO DIVING or JUMPING allowed from the blocks or the edge of the pool. c. No sprinting or pace work allowed during general warm up session. 2. Coach Responsibilities a. Coaches shall instruct their swimmers regarding these safety guidelines and warm up procedures as they apply to conduct at meets and practices. b. Coaches shall supervise and be responsible for the conduct of their swimmers throughout the meet, including the warm-up session. All meet warm ups shall be scheduled for two 30 minute sessions. Teams shall be assigned a warm up session and notified of such session by the meet director. When the number of swimmers does not warrant splitting the sessions, one warm up session may be held. The first twenty (20) minutes of each session shall be designated as a GENERAL WARM UP SESSION. There shall be FEET FIRST ENTRIES ONLY AND AT ALL TIMES during the general warm up session. Lanes may be used for pace, circle, or return swim only. Swimmers shall not mount the starting blocks at any time.

4 During the last TEN (10) minutes of each warm up session sprint lanes shall be open as follows: the lane you have been assigned for warm-up will be your sprint & return lane. Before using sprint lanes, they must be cleared of all swimmers. There will be NO DIVING at any time. RACING STARTS ONLY will be allowed at the start end, but the swimmers swim back in return lanes. Warm up and warm down lane will operate under the same rules and regulations as general warm up lanes, with the exception that a maximum of 10 swimmers will be allowed in the warm-up/down lane at any one time. Coaches will be responsible for informing their swimmers of this requirement. Diving and racing starts (backstroke included) are NOT permitted in the warm up/warm down lane. Family Relay For many years, DSSC has conducted a fun relay at the end of our Saturday morning session. This relay is composed of any 4 people and is conducted in the spirit of families/friends having the opportunity to design/enter a relay team. The race is 100 meters necessitating each swimmer to swim 50 meters. Relay cards for these teams will be available from the administration table and must be turned in 30 minutes before the end of Session 4 (Saturday morning). We will return the card with heat and lane assignment. All teams are encouraged to let parents know about this special event.
