1 Monday night Rec Volleyball League Home Court Rules Co-ed Recreational Volleyball League Rules and Regulations 1 The purpose of this league is to provided structured recreation and learning to adults in the sport of volleyball. The purpose of these rules is to provide guidelines for the following: 1) Safety to the player; 2) Safety to team members; 3) to liken this league to similar volleyball leagues. Rec league is provided as a feeder-program to encourage play and fun competition, so teams and players grow into Competitive leagues and tournaments. SPECIAL RULES United States Volleyball Association (USVBA) rules will govern play with the following exceptions, clarifications and/or modifications: A.) Home court rules will always take precedence over USVBA RULES 1.) Matches will consist of three games. Two games to twenty five and one game to fifteen. All games are rally scoring. The match winner is the first team to win two games. a.) For league standings, a team will be awarded one point for each match they win. It is to each team s advantage to play the third match, even if the match winner has been decided. 2.) Each team shall be given a minimum of five minutes to warm-up before the match begins. 3.) Forfeits: Game time is forfeit time from only the first match; the team then has 10 minutes before forfeiting the second match and five (5) minutes after the second forfeit game before forfeiting all three matches. The official time shall be the gym wall clock unless it is obviously in error. A team may play a non-officiated, forfeited game with no less than four players. a.) Number of players: If any team drops below 4 players on the court at any time during a match (due to injury or any other circumstance), that game and any following games are forfeited. Preceding legal games are counted as scored. 4.) Each team is granted two 30 second timeouts per game. A timeout not used in Game 1 may not be carried over to Game 2 or 3. Three minutes of rest will be allowed between games while teams switch sides and submit new service orders. 5.) Officials will not allow improper shoes on the court. A player without proper shoes will not count as a sixth player toward eligibility. Players must wear non-marking soled shoes. No street shoes, stocking feet, nor bare feet. 6.) Uniforms are requested and recommended, but not required for this, Rec league (See Uniforms under Team Composition). Each team member must be clothed in at least a shirt, shorts and proper shoes. (USVBA regulated uniforms may be required for tournaments outside league play.) See USVBA Rules for requirements. 7.) No unsupervised children will be allowed in the facility. (Children will not be permitted in the facility unless supervised by a non-playing adult.) Substitutes may supervise each other s children. Seward Parks & Rec has rented the gym only. The foyer is not available for kids or for warm-ups. 8.) Managers are responsible for the conduct of their players at all times. Rough or abusive play, profanity or unsportsmanlike conduct will not be tolerated.

2 9.) Any official has the authority to eject a player form the game for delay of game, profanity, or unsportsmanlike conduct. The game will not be allowed to continue until the player has left the building. If the player refuses to leave the gym, his/her team will forfeit that game and continuing games until the match is completed. See USVBA Rules ) Substitution may take place at any time during a sideout or timeout. Only one type of substitution will be allowed per match. 11.) A serve may only be received with a bump. No setting, blocking, or hitting a serve. A serve may be received with an above the waist block-bump to protect the face, or a one armed hit, as long as it is a legal contact. 12.) An attempt at a block is considered a block. 13.) If there is more than one hit on a side, at least one hit must be made by a female player. (A block is not counted as a hit.) 14.) Teams consist of three men and three women players. At no time will four players of the same gender be on the court simultaneously. 15.) A coin toss administered by the referee shall determine the initial side or serve. The coin toss winner shall request serve or side; the other team may have the remaining options. First serve and side alternate after game one, for game two. A new coin toss is administered for game three. TEAM COMPOSITION A team may have as many as (12) active players on their roster, provided the players are eligible under league rules. A team roster may have as few as eight eligible players. Roving Subs: Players available to sub on any league team. To be eligible to be a Roving Sub, players must adhere to the following: a. Complete a player contract form. b. Pay the current player fee amount c. Willing to play on any league team d. Not eligible to play in the End of the Season Tournament e. May not join a team during the current season. May join a team the following season. f. Only one sub allowed per team per match. A team may or may not choose to have a team sponsor, provided the team fee is paid to the City of Seward by the appointed deadline. Uniforms are recommended, but not required. All team members must by appropriately clothed. (Numbers on shirts are recommended by SPRD. USVBA size and digit standards for numbers may be enforced by SPRD Fall 1994 season. USVBA Uniform standards may be required by January 1994.) Each team must designate a manager who shall serve as the team s official representative and contact person. In the event of a manager s absence, the team will select a court captain to represent the team. A designated court captain may be a member other than the manager during any match. A team cannot add a player with less than two weeks remaining in the regular season. (A player must have played in at least three matches before being eligible for the season-end tournament.)

3 3 RIGHTS AND DUTIES OF TEAM PERSONNEL ALL PLAYERS, COACHES AND MANAGERS ARE REQUIRED TO KNOW THE RULES OF THE GAME & LEAGUE AND ABIDE BY THEM! Manager, Coach, Captain Team managers are responsible for insuring that each player contract is correctly filled out, signed by the player and manager, and properly submitted to the league office. Managers are responsible for the proper recruitment of players ensuring that eligibility rules are upheld. In addition, managers and captains are 1.) Required to know game rules and relay info to the team, 2.) Responsible for the proper conduct of the team, 3.) The only players who may address the referee or be team spokesman. (The manager may only address the referee to request a timeout. Requests may only be made at dead balls. A third timeout request not legal will be denied.) Team members: playing or bench. Members not on the playing court are required to remain in the designated team bench area. 1.) The following acts by any team personnel are subject to sanction by the referee: a.) addressing officials concerning their decisions b.) making profane or vulgar remarks or gestures to the referee, opponents or spectators c.) committing actions tending to influence officials decisions d.) disruptive coaching during the game by a coach or bench personnel e.) crossing the plane of the net to distract an opponent while the ball is in play f.) shouting, clapping, yelling, or stamping feet in such a manner as to distract an opponent who is playing or attempting to play the ball. 2. Offenses committed by team personnel are subject to the following sanctions by the referee: a.) Warning for minor unsportsmanlike offenses. A warning is issued and noted on the score sheet. A second offense will result in a penalty. b.) Penalty for rude behavior, a second warning, or for other serious offenses. A penalty automatically results in the loss of serve, if team is serving, or the awarding of one point to the opposing team if offending team is not serving. c.) Expulsion for extremely offensive conduct. An expulsion must result in the disqualification of the player from the match. Disqualified persons must leave the gym area. No further penalties are assessed. 3. Any sanctions for misconduct committed between games will be administered in the following game. TEAM PLAY 1.) Only non-marking soled gym shoes may be worn by players. 2.) It is forbidden to wear head gear (only folded bandannas are allowed per USVBA.) It is forbidden to wear string bracelets or jewelry (except medical medallions, religious medallions, or wedding bands.) Earrings may not be worn. 3.) Matching team jerseys are recommended, but not mandatory. See Uniforms under Team Composition. 4.) No drinks allowed in Seward Middle School. Team or bench water may be allowed if containers are closed. It is not school policy to allow any drinks in the gym for Parks and Recreation events. 5.) A team ROSTER shall consist of eight players; four men and four women. 6.) On the court during play, a team consists of three men and three women. Teams are required to complete a team lineup which consists of the service order to be followed on the score sheet provided at least 2 minutes prior to the start of the match. Players not appearing on the

4 4 line up may not substitute into a game until their name can be added to the lineup. A captain or manager may request a timeout to make such an addition. a.) Commentary on Rule 6 the interpretation of this rule could mean a possible team delay sanction (yellow card), then, after 15 seconds, a penalty (red card point or sideout), if no lineup is submitted two minutes prior to match time. Example, if the team captain is unable to submit service order for lack of players, or if the captain submits a service order which becomes incorrect at match time, a team delay sanction may by administered. 7.) Each team must try to sponsor or provide (prior to team registration) at least one referee who will be trained and who will officiate league matches. 8.) Each team is required to supply one line judge for each game. 9.) No timeout is charged if the official signals a dead ball due to an injured player. TEAM AREAS, DURATION OF MATCHES, INTERRUPTION OF PLAY 1.) Matches will consist of three games. 2.) Games one and two will be played to 25 points. Game three is played to 15 points. All games will be won by at least two points. 3.) A coin toss will be held between the team captains at the start of the match. The winner will have choice of first service or side other court. a.) The captain not calling the toss of the coin at match start will call the coin toss conducted proper to the third game. 4.) Teams will change sides after the completion of one game. In the third game, teams shall switch sides after on team reaches 8 points. 5.) Player positioning shall not change during court changes of the third game. 6.) As soon as the referee notices an injured player or a foreign object on the playing court that could create a hazard to players, he/she shall halt play and direct a play-over when play is resumed. 7.) Any act which shall unnecessarily delay the game shall be sanctioned. 8.) The bleachers will be considered out-of-play areas and players should avoid attempting to bring the ball back in bounds from the bleachers. THE SERVICE 1.) The service is the act of putting the ball into play by the player in the right back position who hits the ball with one hand (open or closed) or any part of one arm in an effort to propel the ball into the opponent s area. a.) The serve may not be taken until the server has been signaled by the referee. b.) The server has 5 seconds in which to serve the ball after the referee s signal to serve. c.) At the instant the ball is hit for the serve, the server shall not have any part of his/her body in contact with the end line, the court or the floor outside the markings of the service area. d.) The service is considered good if the ball passes over the net between the antennas without touching the net or any other object. 2.) The service by a player continues until a fault is committed by the serving team. 3.) If a team serves out of order, the team shall lose the service and nay points scored during such out of order service. The players at fault shall resume their correct positions on the floor before play continues. 4.) The team not serving first in the first game shall serve first in the second game. A coin toss shall determine who will serve first in a third game. 5.) The team which receives the ball for service shall rotate one position clockwise prior to serving. 6.) Players of the serving team shall not screen the service. Screening is a fault. 7.) At the time the ball is contacted for a serve, the players on the serving team must be in their respective positions on the playing floor.

5 5 PLAYING THE BALL 1.) Each team is allowed a maximum of three successive contacts of the ball in order to return the ball to the opponent s area. a.) If more than one hit is made by a team, one of the hits must be made by a woman on the team returning the ball to the opponents. 2.) A player who contacts a ball, or is contacted by the ball, shall be considered as having played the ball. 3.) The ball may contact any part of the body. USBVA rule ) The ball can contact any number of body parts providing such contacts are simultaneous and the ball rebounds immediately and cleanly after contacts. USBVA rule ) Players may have successive contacts with the ball during blocking. 6.) When the ball visibly comes to rest in the hands or arms of a player, it is considered as being held. The ball must be hit in a manner so that it rebounds cleanly after contact by a player. Scooping, lifting, pushing, or allowing the ball to roll on the body shall be considered as a form of holding. A ball cleanly hit with one or both hands from a position below the ball is considered good. 7.) When two members of a team contact the ball simultaneously, the ball shall be considered as being played twice. 8.) A player is not allowed to attack a ball on the opponent s side of the net. If a ball is contacted on the spiker s side of the net and the follow-through causes the spiker s hand/arm to cross over the net without touching a player on the other side of net, such action is considered legal. 9.) Blocking is the action close to the net which intercepts the ball coming from the opponent s side by making contact with the ball before it crosses the net, as it crosses over the net, or immediately after it has crossed the net. An attempt to block is not a block if the ball is not contacted. a.) Blocking may only be legally accomplished by the players who are in the front line at the time of service. See Co-ed Rules #3. b.) Any player participating in a block may have the right to make the next contact, with the next contact being considered as the first contact by a team. c.) The team which makes a block shall have the right to three additional contacts after the block to return the ball. d.) Backline players may not block or participate in a block. Exception, see Co-ed Rules #3. e.) Blocking or attacking a served ball from above the height of the net is prohibited. In our league, an attempt at a service block will be considered a service block and is a fault. PLAY AT THE NET 1.) The ball may be played if it hits the net. 2.) To be good, a ball crossing the net must be between the two antennas or their extension. 3.) A player may not contact the net with any part of his/her body or uniform, whether intentional or accidental, except for incidental contact by a player s hair and insignificant contact by a player not involved in the action of playing the ball. USBVA rule ) If players of opposite teams contact the net simultaneously, the referee shall call a double fault and order a replay.

6 6 5.) It is not a fault if a player is contacted by the net caused by the force of a rebounding ball from the net. 6.) Contacting the opponent s playing area with any part of the body except the feet is a fault. a.) If a foot or feet crosses the line, some part of the foot must be in contact with the center line. LIVE BALL / DEAD BALL 1.) The ball becomes alive when it is legally contacted on a serve. 2.) A live ball becomes dead when: a.) the ball touches the antenna or any part of the net outside the antennas. b.) the ball touches the floor, floor obstructions or wall. c.) the ball contacts the ceiling or any overhead object over the net or over the opponent s side of the net. d.) a player commits a fault. e.) a served ball contacts the net or any other object. f.) the referee blows a whistle whether inadvertently or purposefully. g.) the ball hits the black strap that hangs in the AVTEC gym or the backboard. In both or one of these cases the referee will determine whether the ball was playable and makes a call accordingly. Play will stop if the ball touches wither of these objects. TEAM AND PLAYER FAULTS 1.) Double faults are situations when opponents simultaneously commit faults. In such cases, the referee shall order a replay. 2.) If the serving team commits a fault, the referee shall order a sideout. If the receiving team commits a fault, the referee shall award a point to the serving team. 3.) A fault shall be declared against a team or player when: a.) the ball touches the floor. b.) the ball is held, thrown or pushed. c.) a team plays the ball more than three times consecutively. d.) a non-blocking player touches the ball twice consecutively. e.) a team is out of position at service. f.) a player touches the net or antenna. g.) a player crosses the center line and completely contacts the opponent s playing area. A player attacks a ball above the opponent s playing area. i.) a backline player while in the attack area hits the ball into the opponent s area from above the height of the net. j.) a ball does not cross the net entirely between the antennas. k.) a ball lands outside the court area or touches an object outside the court. l.) the ball is played by a player being assisted by a teammate for support. m.) a player reaches under the net to contact the ball or contacts an opposing player. n.) blocking is performed illegally. o.) Illegally served ball or service fault. p.) a ball is returned over the net having been played by two men without the ball being played by a female. q.) the ball is played by a player in the non-playable area, without at least one foot in the playable area.

7 SCORING AND RESULT OF THE GAME 1.) When a fault is committed by the receiving team, a point is awarded to the serving team. 2.) If a team reaches 25 points, but does not have a two point advantage over their opponent, then play continues until a two point advantage is reached. 3.) A default or forfeit game score is CO-ED RULES 1.) The serving order and positions on the floor must be alternated between men and women. 2.) When the ball is played more than once by a team, at least one of the contacts must be made by a woman player. There is no requirement for a man player to contact the ball regardless of how many hits are made by a team. 3.) When only one make player is forward of the attack line at the time of service, only one man backline player may be moved forward of the attack line for blocking. 4.) No woman backline player may participate in a block. USVBA Coed Rules 5.) The height of the net shall be set at 7 feet, 11 5/8 inches. RULES ARE REPRINTED AND REVISED FROM THE OFFICIAL GUIDE OF THE UNITED STATES VOLLEYBALL ASSOCIATION, WITH REVISIONS AND LOCAL LEAGUE ADDITIONS. USVBA RULES, WITH LEASGUE RULES, WILL GOVERN PLAY. LEAGUE NOTES GAME OFFICIALS One official will call each match and is responsible for the correct score, service, and line calls. The official responsible for the time kept, awarding warm-ups, declaring forfeitures & time out periods. The official has the authority to eject a player from the gym. This is a call-your-own league. LINE JUDGES Each team shall supply one line judge for each game. The official s call may over rule a line judge. The official will reserve the right to disqualify a line judge if poor judgment, bad technique or match interference continues throughout a match. FORFEITURES A forfeit will occur when a team does not have six players dressed and ready to play at scheduled match time. (A team may start with five players, to avoid a forfeit.) If neither team has six players available at match time, each team shall be charged with the loss of one game by default. The next game, if played, would be the third game of the match. If a forfeit occurs due to a team not having enough players for a match, a forfeit fine of $10.00 must be paid to the league office prior to that team s next scheduled match, unless the next scheduled match is the same day. The league has the authority to forfeit a match for unpaid fines, illegal players, unpaid fees, etc Any three forfeited matches by any one team due to insufficient number of players at match time will result in immediate, same day, suspension of that team from the league. SPORTSMANSHIP/DISCIPLINE Officials are required to report any acts of unsportsmanlike conduct to Parks & Recreation by 5:00 pm on the following day. If any player or team is suspended from the league for unsportsmanlike acts before, during, or after league activity, there shall not be any refunds of fees. Any overt of vicious acts committed against players or officials may result in expulsion from the league for the remainder of the season. 7

8 OTHER NOTES: 1.) Teams shall select the game ball. Teams are encouraged to have their own practice balls. 2.) Teams will be allowed a minimum of five minutes warm-up time prior to the start of a match. 5.) Use of illegal players will result in forfeitures of involved games. 6.) Teams are encouraged to provide their own first aid kits, including ice packs, wraps, etc. 7.) Teams playing in the first match of the day shall assist the program aid in setting up the nets and standards. Teams playing the final match of the day shall assist in taking down and storing equipment, returning bleachers and clean-up. 8.) Food and drink are not allowed in the gym. 10.) Players and teams who continually participate in an unsportsmanlike manner may be expelled from the league. 11.) All players participate in the league at the assumption of their own risk to the hazards of sports participation and the risks inherent with the sport of volleyball. Medical insurance is not provided to participants or spectators. 12.) The 2018 League commissioner is SPRD Recreation Assistant, Jessy Calhoun. End xx xx xx 8
