Comment Managers Response General The submitters request that the speed limit on Road between Leamington (190m west of Ihimaera Terrace) and the Kaipaki Road / Lamb Street intersection (or more specifically a point immediately south of the intersection) be reduced in the Bylaw. Currently the speed limit on this section of road is 100km/h. It is requested that the speed limit be reduced to 70km/h as the first preference or, failing that, 80km/h. (see submission for more detail) Thank you for your comments. As part of this bylaw change, Council can only consider changes described in the Statement of Proposal, so changes to the speed limit on Road (Te Awamutu to ) cannot be considered at this time. Comment Managers Response St Kilda Road - Reduce the speed from 100km/h to 70km/h Goodwood School - Reduce the speed from 70km/h to 60km/h Goodwood School - Introduce a 40km/h speed restriction during peak school hours Road - Extend the 50km/h from Vogel Street to Kelly Road Road - Reduce the speed from 100km/h to 80km/h from Kelly Road past the Velodrome and St Peters School Excellent decision, that area often has people still doing 100km/h on it., this area is terrible as drivers currently speed up to 100km/h then do not slow as they approach Peake Road and the mismatch of 80km/h traffic and 100km/h traffic makes it extremely dangerous to navigate the area. I do Peake Road to St Peters daily. Often I turn towards St Peters and accelerate quickly to 80 to find someone roaring up my tow bar. If this Page 6 of 12

How long before some school kids get cleaned up there. Also, some signs with the happy face/sad face for cars travelling south would be nice. Also, I don't know the cost of these but am willing to put some money where my mouth is. Submitter #88 Ken Brough Town Topic /No? Comment Managers Response Te Awamutu Te Awamutu CBD - Reduce the speed from 50km/h to 40km/h No We have yet more "dumb as" road rule changes on the table. Pen-pushers wanting to reduce speed limits around town (again on safety grounds). If these pen-pushers are SO concerned about safety when why do their proposed new limits stop within about 100m of a kindergarten and four school gates (2 schools, front and rear entrances) and two pedestrian crossings that service the 2 schools? Going by the map published in a recent Courier article there would be 11 changes from 50kph areas to 40kph areas and 11 back again. That's 22 speed change zones. That's a lot of speed signs to be erected that will just clutter up the town with very little/no benefit as the average speed in these areas is well below 50kph anyway. And who is going to police these new speed limits as the police haven't got time to do their work properly as it is. Just dumb people with too much time on their hands and nothing better to do than to try to substantiate their employment. Thank you for your comments. The proposed 40 km/hr restriction is consistent with the safe and appropriate speed for the CBD balancing the access and safety functions. Currently most vehicles are travelling at around 40 km/hr, the change in speed limit will confirm this for all drivers and improve safety for all users. Page 7 of 12

As part of this bylaw change, Council can only consider changes described in the Statement of Proposal, so changes to the speed limit on Thornton Road cannot be considered at this time. Comment Managers Response Te Awamutu Te Awamutu CBD - Reduce the speed from 50km/h to 40km/h No Tell me what is the problem we are trying to solve with these proposed changes? I understand the current average speed in Alexandra St is 43. I assume this is between 8.00am and 6.00pm. How many accidents or reported near misses occurred in this area in the past 12 months? How does this differ from average - e.g. Feilding, Pukekohe, Matamata, Hawera, Levin, etc. Where do I find full analysis of these accidents? How widely are we consulting? Have we discussed this with the transport industry - the life blood of our town? Please provide a detailed description of the problem we are endeavouring to solve. Thank you for your comments. During the five year period there were 57 crashes attended by the NZ Police, with crashes having a social cost of $700,000 per annum. The proposed 40 km/hr restriction responds to this, and is consistent with the safe and appropriate speed for the CBD balancing the access and safety functions. Currently most vehicles are travelling at around 40 km/hr, the change in speed limit will confirm this for all drivers and improve safety for all users, reducing the number of outliers driving at higher speeds. Prior to this formal consultation period, there was early engagement with the wider Te Awamutu community including organisations such as the Te Awamutu Chamber of Commerce and Fonterra. The proposal put forward and consulted on responds to their feedback, and Council is confident the proposal will meet the needs of all sectors of the Te Awamutu community. Page 8 of 12

I've pulled out on numerous occasions with no traffic, only to look in my rear vision mirror and find a car up my bum, even stock trucks. Comment Managers Response Te Awamutu General Would like to put in a request to reduce the current speed limit on Ngaroto Road. There is a bit of a dip just after the bridge going west - going into a curve that takes you by surprise. Thank you for your comments. As part of this bylaw change, Council can only consider changes described in the Statement of Proposal, so changes to the speed limit on Ngaroto Road cannot be considered at this time. Staff will investigate and consider whether curve advisory signs would be appropriate to warn approaching drivers of the curve. Comment Managers Response Te Awamutu General Transport planning and policy decisions affect public health in various ways. These include motor vehicle crashes, physical activity and inactivity, and basic access to essential goods and services including healthcare. A planning Page 9 of 12

Comment Managers Response emphasis on improving road design for increased efficiency in car use stimulates vehicle dependency, creating communities where driving becomes the most convenient form of travel. Transport planning strategies can improve public health. More comprehensive health impact analysis provides an evidence base for public health and wellbeing factors to be incorporated into the early stages of transport policy development and planning. The inclusion of health impact assessments can encourage consideration of alternative modes of transport that better accommodate vulnerable road users. There are opportunities to ensure that the Te Awamutu town centre and surrounds are walkable, and that walking facilities accommodate all road users especially those who are young, old, physically and intellectually disabled and impaired. There possible the combination of traffic calming measures and reduced speed limits could be strengthened to improve non-motorised travel conditions. Te Awamutu General Recommendation 1: Council commit to improving the safety of vulnerable road users in and beyond Te Awamutu's town centre. A first step could be to determine the many factors that expose vulnerable road users to risk both within and beyond the demonstration site. This recommendation recognises that obtaining comprehensive data on the extent of the pedestrian and cyclist safety risk will help inform effective measures to improve safety, mobility and accessibility. For example, designated crossings with pedestrian islands in the town centre provided a sense of safety and confidence Page 10 of 12

Reduction or elimination of pedestrian and cyclist risk factors is an achievable policy goal that will benefit Council, health and transport sectors. Te Awamutu General Recommendation 2: Reduce vehicle speed in and beyond the town centre by strengthening the combination of lower speed limits and traffic calming measures to improve the safety, confidence and mobility of vulnerable road users such as pedestrians and cyclists. Traffic calming strategies are primarily promoted as a way to reduce crashes, injuries and death. they may also result in promoting physical activity by helping create a safe environment that encourages walking and cycling as part of daily life. There is significant community and public health benefit from increased physical activity in all population groups. Findings from this HIA suggest this approach would have a positive public health impact in the town centre and in areas where there are a lot of children such as schools and childcare centres. - Extending the demonstration site to encompass both Rewi Street and Alexandra Street to College Road, would improve safety beyond just the town centre. HIA findings showed that these streets were particularly difficult for children to cross due to traffic volume, speed and poor visibility. Te Awamutu General Recommendation 3: Promote Te Awamutu as a walkable community by creating a defined pedestrian-safe-zone within a kilometre radius of Te Awamutu's town Thank you for your comments. Council may consider extending the 40km/hr speed limit to cover other streets following evaluation of the current proposal. This would require further public consultation through a separate bylaw review process. Thank you for your comments. Page 11 of 12

This recommendation promotes Te Awamutu's town centre and surrounds as a walkable community. Walkable communities are known to increase social interaction, physical fitness, reduce crime, and increase health and well-being in general. - Additionally, by 2026, Waipa district will experience a 36% increase in the number of people over the age of 65. A walkable community would increase the safety, mobility and accessibility for this age group and for other vulnerable groups. Te Awamutu General Conclusion: The HIA has identified a nember of ways Waipa District Council could improve public health benefits for local residents and vistors to the district as part of its review of the Speed Limits Bylaw. Where possible the combination of traffic calming measures and reduced speed limits should be strengthened to improve nonmotorised travel conditions. There are opportunities to ensure that the Te Awamutu town centre and surrounds are walkable, and that walking facilities accommodate all road users especially those who are young, old, physically and intellectually disabled and impaired.
