1 VEHICLE / PEDESTRIAN COLLISIONS (HRM: 2014) January 26, 2015 SUMMARY There was a total of 262 vehicle/pedestrian collisions reported to police in 2014, with a total of 269 victims in Halifax Regional Municipality. Of the collisions, 36% did not experience an injury as a result of the collision. Approximately one quarter of victims was in the years age range; 56% of victims were female. Males accounted for 65% of drivers involved in vehicle/pedestrian collisions. Most vehicle/pedestrian collisions occurred Wednesday to Friday, most commonly 3-8pm. There was an average of 15 collisions reported per month during the Spring/Summer period (April to September), compared to an average of 28 collisions per month during Fall/Winter months (January to March and October to December). Weather conditions were clear or sunny at the time of most collisions (57%), although a higher proportion of collisions in November and December took place during rainy and/or foggy weather conditions compared to other months. Pedestrians in crosswalks accounted for 60% of vehicle/pedestrian collisions. At least one SOT was issued in 46% of collisions. 2 DETAILED ANALYSIS VEHICLE / PEDESTRIAN COLLISIONS INJURIES 84% of pedestrian victims experienced either minor injuries or no injuries in There were 4 deaths as a result of a vehicle/pedestrian collision. Two drivers reported minor injuries. The age group had the highest proportion of victims (26.3% of victims). This trend is observable amongst males and females. *Age range figures exclude 10 cases where victim age unknown. 3 PEAK COLLISION TIMES Late afternoon/evenings (3:00pm-8:00pm) were the most common times for vehicle/pedestrian accidents; with 44% of the collisions occurring during this timeframe Fridays saw the largest number of vehicle/pedestrian collisions (50). Fewer collisions occurred on weekends compared to weekdays Vehicle/pedestrian collisions gradually decreased throughout the months at the beginning of the year, dropping to a low of 11 in both April and May. The number of incidents increased throughout the Fall, peaking in November and December (39 reported incidents in both months)

4 WEATHER CONDITIONS The majority of vehicle/pedestrian collisions in 2014 occurred during clear and/or sunny weather conditions (57%) and 28% of collisions took place during rain, fog or wintery conditions. A small proportion (41, 16%) occurred in parking lots. Two collisions involved buses. SOTS In 46% of vehicle/pedestrian collisions at least one SOT was issued; 105 drivers and 16 pedestrians were issued SOTs. A SOT was not issued in 140 collisions. The outcome of one of the incidents had not been concluded at the time of this report. DISCLAIMER The above analysis does not include figures recorded as unknown at the data collection stage.

7 Willow Tree Intersection There were three vehicle/pedestrian collisions at the Willow Tree intersection in Adverse driving conditions were involved in all three incidents. Robie St / Bell Rd Robie St / Quinpool Rd Robie St / Quinpool Rd Pedestrian in crosswalk struck by vehicle turning left from Robie St onto Bell Rd. Dark and rainy driving conditions. Not clear whether pedestrian or car had right of way, therefore no SOT issued. Pedestrian in crosswalk struck by vehicle turning left from Robie St onto Quinpool Rd. Dark driving conditions. Not clear whether pedestrian or car had right of way, therefore no SOT issued. Pedestrian running in crosswalk struck by vehicle turning left from Robie St onto Quinpool Rd. Dark and raining conditions. SOT issued to driver. Spring Garden Road There were six reported incidents along Spring Garden Rd. Adverse weather conditions were present in four of the incidents. Carlton St Summer St South Park St Brenton St Dresden Row Barrington St Pedestrian struck by vehicle reversing into parking spot. Heavy rain at the time of incident. No SOT issued due to conflicting stories. Two joggers struck by vehicle turning left from Summer St onto Spring Garden Rd. Dark and rainy driving conditions. SOT issued to driver. Pedestrian struck by vehicle turning left from South Park St onto Spring Garden Rd. Dark and rainy driving conditions. SOT issued to driver. Pedestrian struck in crosswalk crossing Spring Garden Rd near Brenton St. Rainy weather conditions. SOT issued to driver. Pedestrian struck in crosswalk by vehicle driving through red light. No SOT issued due to uncooperative complainant. Pedestrian struck in crosswalk heading south on Barrington St. Incident reported by witness, no SOT issued due to pedestrian and driver both leaving scene prior to police arrival.

9 Victoria Road / Thistle Street Intersection Three vehicle/pedestrian collisions were reported at the Victoria Rd / Thistle St intersection. Herring Cove Road Six collisions were reported on Herring Cove Rd between Williams Rd and Aldergrove Dr. SOTS were issued in five of these incidents. Herring Cove Rd / Aldergrove Dr Vehicle made contact with stroller being pushed by pedestrian in unmarked crosswalk while attempting to check for traffic. Driver unaware of contact, both parties admitted to not making eye contact. No SOT issued.

13 Sackville Beaver Bank Road / Glendale Drive Intersection There were three reported vehicle/pedestrian collisions which involved vehicles making a left hand turn onto Beaver Bank Rd from Glendale Dr. SOTs were issued to drivers in all three incidents.
