1 NEW JERSEY LAW ENFORCEMENT LIAISON NEWSLETTER APRIL 2018/19 NJ DIVISION OF HIGHWAY TRAFFIC SAFETY The mission of the Division of Highway Traffic Safety is the Safe Passage of all roadway users in New Jersey as we move toward zero fatalities. To achieve our mission, the Division promotes statewide traffic safety programs through education, engineering and enforcement activities Distracted Driving Crackdown April 1-21, 2018 Udrive. Utext. Upay. Beginning April 1 and running through April 21, law enforcement officers across the country will target motorists who engage in dangerous distracted driving behaviors such as eating, tuning the radio, fidgeting with their GPS system and most commonly talking on hand-held cell phones and sending text messages while driving. We need your active and highly visible enforcement efforts to send a serious message to all motorists on NJ roadways and to make this years campaign a success. If you are in need of sample press releases or media materials go to for the latest communications news and marketing techniques to maximize your high visibility enforcement efforts. Impaired Driving Summit For Police Executives Recreational Marijuana The NJ State Association of Chiefs of Police in partnership with the NJ Division of Highway Traffic Safety will host the conference. The focus of the conference will be the impact of recreational marijuana on police traffic safety operations, policy implications, training demands/possible new requirements, lessons learned in other states, judicial, prosecution and adjudication impact. The event is scheduled for April 10, 2018 and will be located at the National Conference Center, 399 Monmouth St., East Windsor, NJ Register today, seating is limited to the first 150 attendees. 2 NJSACOP Distracted Driving Enforcement Strategies Virtual Life Training Course The National Highway Traffic Safety Administration (NHTSA) and the Transportation Safety Institute (TSI) have designed a virtual live distracted driving course intended to enhance law enforcement knowledge and understanding of distracted driving by providing resources and strategies to effectively enforce state and local laws in reducing distraction-involved crashes. (Select "Highway Traffic Safety" then "Search Catalog" and use keyword "distracted") Ask Me About DDACTS Data Driven Approach to Crime and Traffic Safety Data-Driven Approaches to Crime and Traffic Safety is a law enforcement model that integrates community-based collaboration with analysis of location-based crime and traffic crash data to determine how to effectively deploy law enforcement and other resources. Drawing on the deterrent value of highly visible traffic enforcement and the knowledge that crimes often involve motor vehicles, the goal of DDACTS is to reduce crime, crashes, and traffic violations, improving the quality of life in every community. 3 NJSACOP 2017 Click It Or Ticket Border 2 Border Seatbelt Mobilization The Click It or Ticket seat belt mobilization will take place May 21 June 3, 2017 and needs your participation to be a success. To kick off this year s campaign and to raise awareness throughout the region, the State of New Jersey, in partnership with New York, Pennsylvania, NHTSA Region 2, and other states up and down the east coast, will hold special targeted seat belt enforcement details between the hours of 4 pm - 8 pm on May 21, 2017, the first day of the Click It or Ticket campaign. The NJDHTS office will be requesting statistics for this four-hour enforcement period, as well as the statistics at the end of the entire enforcement campaign. After the Kick Off on May 21 please complete the Officers Daily Report Form (attached) and fax it to or the Daily Reports can be scanned (as one document) and ed to: pkaminsky@njsacop.org After the entire campaign send the reports, including the Kick Off numbers, to the Highway Safety Office. This program is specifically targeting the border crossings between New Jersey and New York and between New Jersey and Pennsylvania, including the major bridges and tunnels, so please direct your overtime activities in those areas, if applicable. Although, participation from every police department is requested. The goal is to drive home the message that driving or riding unbuckled will result in a ticket, no matter where you travel. The effort this year focuses on nighttime belt enforcement as NHTSA statistics show that unbelted fatalities are more prevalent during the evening hours. So please join thousands of law enforcement officers, State and local safety advocates, and the National Highway Traffic Safety Administration in this year's campaign. Together we can influence occupant safety and reduce seat belt fatalities. 4 NJSACOP Thanks for your participation with the Drive Sober or Get Pulled Over Holiday Campaign Thank you to those agencies that participated in The Drive Sober or Get Pulled Over 2017 Year End Holiday Crackdown that ran from December 8th to January 1st. NJ State Association of Chiefs of Police Your participation and HVE resulted in 1,416 DUI arrests (alcohol and drugs). In addition, participating police agencies issued 5,182 speeding and 2,916 seat belt summonses. 76% (377) of New Jersey s police agencies participated in the crackdown. A new report from the Governors Highway Safety Association (GHSA) projects nearly 6,000 pedestrians were killed in motor vehicle crashes in the U.S. in GHSA's annual Spotlight on Highway Safety provides the first glimpse at state and national trends in pedestrian traffic fatalities for In addition to looking at pedestrian fatality crash characteristics, the report also discusses promising strategies to reduce pedestrian and motor vehicle crashes through a combination of engineering, education and enforcement efforts. It also outlines specific examples from 41 states such as: training law enforcement officers to understand and enforce laws aimed to protect pedestrians; collaboration between State Highway Safety Offices and state DOTs; and policy changes to prioritize safety for all road users, regardless of mode.
