(FOUO) Health: Detainee has been diagnosed with latent tuberculosis and has a history of malaria, but is otherwise in good health. 3. (S/NF) JTF GTMO Assessment: a. (S) Recommendation: JTF GTMO recommends detainee be Transferred to the Control of Another Country for Continued Detention (TRCD). b. (S) Summary: It has been assessed detainee was in direct support of the Taliban and affiliated with Al-Qaida's global tenorist network. Detainee does not admit to training or participating in hostilities againsthe US or allies, yet he directly provided logistical support by functioning as a cook at numerous Taliban safehouses as part of a jihad. 2 Continued Detention (TRCD) for Guantanamo Detainee,ISN: US9YM DP (S) not appear to be a senior leader or have direct ties to senior leadership. Detainee has associations with known facilitators and terrorist organizations, such as Sheik Abdel Al- Majid Al-Zindani, a travel facilitator with strong Al-Qaida ties and an association with UBL. He may be vulnerable to recruitment for terrorist groups in the future. JTF GTMO believes detainee has been truthful in his claims, but there is still intelligence left to exploit. It has been determine detainee poses a medium risk, as he may possibly pose a threat to the US, its interests and allies. 4. (S//NF) Detainee Background Summary: Unless otherwise noted, the following paragraphs are based solely on detainee' statements. a. Prior History: After high school, detainee worked odd jobs, such as selling clothes from a cart on the streets of Hadida, YM. b. Recruitment and Travel: Detainee met Sheik Abdel Al-Majid Zindani at his local mosque in Yemen as he lectured on Afghanistan (AF) and Chechnya. Zindari encouraged detainee to not get involved in the fighting-taking place in Afghanistan, but detainee still wanted to leave Yemen to get out of Hadida and find work. Zindani gave detainee travel instructions. To get an entry visa for Pakistan (PK), detainee went to Sanaa, YM, and met Abdl Al-Razak, anal-qaida travel facilitator, at the Al-Muzaoili Mosque, per Zindani's instructions. Detainee gave Al-Razak his passport and $2,500 USD he had from family and personal savings. Two days later, Al-Razak provided detainee with an entry visa and plane ticket to Pakistan. (Analyst Note: Detainee claims he traveled "on a Tuesday at the end of the sixth month in 1422" of the Islamic Calendar. This date is 11 September 2001 on the Gregorian Calendar.) He flew to Pakistan with a stopover in Abu Dhabi, United Arab Emirates (UAE). From the airport, detainee took a taxi to Quetta, PK, and stayed at an unidentified house for one night. The next day, detainee took a taxi to the Afghanistan/ Pakistan border where he changed into traditional Afghan dress and walked across the border, no questions asked. From there, detainee took a taxi to Kandahar, AF, and then another to the Al Said guesthouse in Kabul, AF. Detainee was asked if he wanted to fight jihad and he agreed. He stayed at the Al Said guesthouse, also known as the Taliban Center, for the next four months, which was run by a man named Kari Bilal. There were five Afghans inside the house upon arrival, but guests came and went. Detainee became the house cook in retum for room and board. c. Training and Activities: Detainee was advised he should move north of Kabul to avoid the fighting. (Analyst Note: In earlier reporting, detainee claims this move was due to being sick with malaria.) He and five others, only known to detainee as Aziz, Omat, Yaser, Safivan, and Muthana, left by car for Konduz, AF, where they stayed at an unidentified house 1- S E C R E T // NOF'ORN I I 2O3OOLO7

3 S E C R E T i /NOFORN I I 2O3OOIO7 JTF GTMO.CG for three weeks. (Analyst Note: Detainee notes all five men later died during the Al Jenke prison uprising.) Detainee remained in charge of the cooking. They then moved to Khawajar Ghar, AF, along the border which Tajikistan, and stayed in a deserted house known as the Omar Saif guesthouse, where detainee claims he cooked for the front lines, but never took part in any fighting. Al Adani was the Taliban commander in charge of detainee and the Taliban fighters in this area. After an undisclosed amount of time, detainee decided he wanted to go back to Yemen. He left Omar Saif to go back to Konduz, where he stayed for a month and ahalf. General Rashid Dostum's Northem Alliance troops then entered Konduz, capturing and claiming control of the Taliban within the city. (Analyst Note: Konduz contained one of the last major pockets of Taliban resistance in Northem Afghanistan, and at this time nearly 1,000 Taliban fighters near Konduz surrendered to the Northern Alliance.) d. Capture lnformation: Detainee and hundreds of others surrendered to General Dostum's troops in late November According to the detainee, he and others were taken to a castle located outside Mazer E Sharif, AF, known as the Al-Jenke Prison on24 November Detainee spent one night.at Al-Jenke before the notorious Al-Jenke uprising took place on25 November 200L Detainee stayed there through the end of Ramadan (16 December 2001), when US troops arrived and transfened him to a prison in Kandahar under US control. He remained in Kandahar until being transferred to JTF GTMO. e. (S) Transferred to JTF GTMO: 12 Jwte2002 f. (S//NF) Reasons for Transfer to JTF GTMO: To provide information on the following: o Taliban leadership in northern Afghanistan o Taliban guesthouses o Al-Jenke and Shabarghan Prison Facilities 5. (S//NF) Detainee Threat: a. Assessment: It has been determinedetainee poses a MEDIUM risk, as he may possibly pose a threato the US, its interests and allies. 3 s E c R E T //NOFORN I

Reasons for Gontinued Detention: o Detainee was in direct support of the Taliban and jihad, although he claims he never participated in any fighting or hostilities: o Upon entering Afghanistan, detainee was asked if he wanted to fight jihad and he agreed. o Detainee cooked for the Taliban in Afghanistan at the Al Said safehouse (aka the Taliban Center) and also on the front lines at the Omar Saif safehouse under the command of Al Adani; however, detainee states he never fired a weapon or received any training. o Detainee was found to be number 44 on a computer media listing of Al Qaida Mujahideen captured during Al-Qaida associated safehouse raids. The listing states he had a trust set up that contained his passport, and it also gave an alias, Haydarah Al-Jaddawi, that was possibly used as his Mujahideen fighting n,tme. o Detainee was facilitated by Sheik Abdel Al-Majid AI-Zindani, who is of interesto the F.B.I. due to his strong Al-Qaida ties and his association with Usama Bin Laden (ubl). c. Detainee's Conduct: While formerly aggressive, detainee has a recent history of passive behavior. His only disciplinary problem in the past year has been failing to comply with guards. 6. (S/NF) Detainee Intelligence Value Assessment: a. Assessmenil JTF GTMO has determined that this detainee is of MEDIUM intelligence value. o Due to detainee's placement and access of numerous Taliban safehouses throughout Afghanistan, he should be able to provide intelligence on Taliban operations and associates. b.
