1 Dear Secretary February 2013 I have much pleasure in inviting your club to enter teams for the U14 Junior Summer League and the U11 Turnford Hi-5 League. Both leagues will run for 13 weeks on Thursday evenings at Wormley Playing Fields, Church Lane, Wormley. The times of the games are listed below. The league will run from 18 th April to 18 th July. The end of season tournament will be on 20th July. The 7 a-side League will have two divisions catering for both the Junior School and Senior school age groups. The Junior Division will be combined Year 5-6. The Senior Division will compete in their own age groups, Year 7, 8 and 9. They will only be combined if there are insufficient entries. The Hi-5 League will be divided into two combined age groups, Year 3-4 and Year 5-6. The start times are as follows: 5.15pm 6.00pm Hi-5 League for boys and girls (U11 on 1 st September 2012 from Yr 3) 7 a-side League - Children playing 7 a-side rules at school should be entered in the Junior Division below. 6.00pm 7.00pm Junior Division, combined Years 5-6 (U11 on 1 st Sept 2012) 7.00pm 8.15pm Senior Division Year 7 (U12 on 1 st September 2012) 7.00pm or 8.15pm Senior Division Year 8 (U13 on 1 st September 2012) 8.15pm 9.30pm - Senior Division Year 9 (U14 on 1 st September 2012) Entry Fees for the Summer League 2013 are as follows: Hi-5 League a-side Junior a-side Senior Please find enclosed the League Rules, Entry Forms, Team Registration Forms and New Player Registration slips. Please note changes have been made to the rules. The closing date for entry to the Summer League is 18 th March. Payment must be received with entry forms. Entry forms received after 18 th March may not be entered in the league. Please make sure each teams coach/umpire receives a copy of all the paperwork. 2 TURNFORD U14 JUNIOR SUMMER NETBALL LEAGUE AIMS A. To encourage players of all standards to enjoy the game of netball. Aged U8, U9, U10, U11, U12, U13 and U14. Years. B. To help players learn the Official Rules of the England Netball Association. C. To recommend membership of an adult netball club, or league. RULES AND GUIDELINES 1. Rules of Play. The league will be governed by the current A.E.N.A Official Rules book and Hi-5 Rules. 2. Affiliation. All children must be affiliated by the club they are playing for. Affiliation numbers must be on the registration form and checks will be made. If a child is found not to be affiliated, the team will lose 4 points and the child will not be permitted to play until they have been affiliated with England Netball and proof has been seen by a member of the League Committee. 3. League Matches. These will be played once every week on a Thursday evening during the school summer term, from April until July There is a possibility matches will need to be played during the half term holiday Thursday 30 th May. Please check the fixtures once they have been completed. 4. Ground. All matches will be played at Wormley Playing Fields, Church Lane, Wormley, Herts, EN10 7QF. The Committee reserve the right to alter the venue if circumstances change, and teams concerned will be notified by the League Organiser. 5. Divisions. All dates of birth on 1 st September Hi-5 League (boys and girls U11) Div A Years 3-4. Div B Years A-side Junior Division Combined age group Years A-side Senior Division Three age groups Years 7, 8 and 9 6. Registration of Players. This is for one season, one Club and one age group only. Teams may register an unlimited number of players at no extra cost. New players can be added during the season by filling in the New Registration slips provided, and placed in the result box after their first match. Details required are the Club name and team, date of birth, affiliation number, their full name in capital letters and a sample signature. If a team fails to register a player either on the original registration form or by using the New Registration slips the team will lose 4 points. 7. Age Groups. These must be strictly adhered to. Players must play in their own age group, but can play up as reserves within their own age group, or for an older team. Clubs with more than one team in an age group must indicate the order of strength. A minimum of seven permanent players, 5 for hi-5 leagues, must be registered for each team and they may NOT play down for a lower team in their own Age Group. Should they do so, they will be down graded to that team for the rest of the season. A team may only play down one player per match. It may be necessary to promote a replacement immediately to maintain the minimum number of permanent players. A permanent player can be from a younger age group. A lower team player may be promoted three times, on the fourth occasion, she will be considered a permanent member of the last team she played for, and must remain there for the rest of the season. Stronger teams wishing to play in an older age Division, may enter only the one above their own, unless agreed with the committee beforehand.

3 8. Penalties. The following penalties will be applied. Playing an unaffiliated player* 4 points lost Playing an unregistered player 4 points lost Playing an older player in a younger team 4 points lost Failing to hand in the team Registration form 4 points lost 3 cancelled games 4 points lost Late arrival on court please see rule number 19. * The unaffiliated player will not be permitted to play any further matches until proof of affiliation has been seen by a League Committee member. 9. Mixed Teams. Mixed teams are allowed in accordance with AENA ruling for all players under the age of 11 years. Only 2 boys can take to the court per quarter in the Hi-5 and 7 a-side games in the junior section only. Boys are not allowed to play in the senior section as per the AENA rules Players Constitute a Team. All matches must start on time if the minimum number of players are present. In the event of one of the teams having insufficient players, then 4 points will be awarded to their opponents. If both teams default, neither team win any points. It is hoped that, in these circumstances, a friendly match can be arranged with any players available. 11. Substitutes. 12 players are allowed per match with unlimited substitution. See AENA Rules. This applies to the Senior Division only, on the one hour matches. This rule has been waived for the Junior Division, there will be no restrictions on the number of players allowed per match, which will give more of these young children the chance to play. 12. Match Play Durations. The following length of match play are as follows: Hi-5 4 quarters of 6 minutes (24 minutes + 2 minutes between the quarters) Junior Div 4 quarters of 12 minutes (48 minutes + 2 minutes between the quarters) Senior Div 4 quarters of 15 minutes (1 hr 15 mins) 13. Points. The following points will be awarded: 4 points for a win 2 points for a draw 1 point for the losing team if 50% is scored of the winners score. Should there be a tie on points at the end of the League fixtures for either the winners or runners up, places will be decided as follows: Play-off match if time permits or by Goal Average (goals for divided by goals against). 14. Trophies. Trophies will be awarded to the teams gaining the highest total of points, in their own Age Group (or combination). The individual players of the winning teams will each receive a small trophy, and the Runners Up will receive gilt medals. 15. Promotion. Teams are only transferred from one division to the next according to their age group. The League Organiser reserves the right to adjust the number of entries in each Division or combined age groups. 16. Tournament. An End of Season Tournament and Presentations will be organised, at the discretion of the Committee. Depending on the number of entries it may be necessary to combine some age groups. The date is Saturday 20 th July Silver and bronze medals will be presented to the winners and runners up of each age group or combined age groups. 17. League Age Group Winners. The winners of the age group league will compete UP one age Group in the End of Season Tournament. This will be at the discretion of the Committee and will depend on the number of entries. Players registered with an age group winning team will not be allowed to play for a lower team of the day of the

4 tournament. A younger team winning an older age group would not be expected to play up a second age group, but must remain with the group and not return to their own age group for the tournament. 18. Cancelled Matches. Teams cancelling matches will automatically forfeit 4 points to their opponents. Rain does not usually cause matches to be cancelled, so players should come prepared with a change of clothing. In the event of very bad weather conditions all teams must turn up, and both umpires must agree to either cancel, or cut short the playing time. If cancelled each team receives 2 points. The only exception will be if one of the teams fail to have a minimum 5 players present, then the non-offending team will take the 4 points. Score cards must be signed. Cancelling more than 3 games will incur a 4 point deduction for persistent cancelling. 19. Late Arrival. If a team arrives late on court causing a delay of 10 minutes the non-offending team, provided they are on court ready to play, will take a 10 goal lead. Hi-5 teams will take a 5 goal lead to the non-offending team. 20. Umpire Duties. a. Each team must provide an umpire who is affiliated to AENA, who will be personally responsible for their players. Teams arriving without an umpire must inform the Organiser and opposition immediately. If their opponents umpire is willing to cover the whole match in such an emergency, then the team without an umpire must still be accompanied by a responsible adult. The Organiser will make every effort to appoint another umpire. b. Score Cards. These will be provided and the responsibility of the umpires to agree the score with each other and sign the card. The players name must be printed in Capital Letters and the players must sign their own signatures alongside their printed name. Scorecards must then be placed in the result box at the end of each match. c. Neutral Umpires. These will be appointed in the event of a play-off, semi finals and Finals. d. Bleeding. A player who is injured and is bleeding must leave the court immediately. Umpires must inspect the wound for adequate cover before allowing the player to return. e. Penalising. If spectators who make improper comments continue to do so after a warning has been given, the umpires may deduct 2 points from the team concerned. The scorecard must be marked accordingly and signed by both umpires. The committee must also be informed. f. Coaching. 7 a-side teams are allowed to be coached from the side line, but their coach must stand away from the goal line on the right hand side of the post. They may not move up and down the court side line. The umpires for the Hi-5 leagues may explain or coach whilst umpiring and not just at quarter and half times. This is not applicable to the 7 a-side U10-U11 division. 21. Kit and Equipment. A player cannot be allowed on court if she/he is not wearing suitable footwear, ie., trainers. Teams are expected to wear uniforms, place bibs, and provide a size 5 ball for 7 a-side league and size 4 ball for Hi-5, which should be clearly marked with the club name. 22. Organisation of the League. This will be the responsibility of the Organiser and the Turnford Netball Club Committee and their decision will be final.
