2 THE AMERICAN YOUTH ORGANIZATION (AYSO) was founded in 1964 and now has over 630,000 players and 250,000 volunteers throughout the country. AYSO is divided into sections ; the sections into areas and the areas into regions. There are about 1,000 active regions. Chartered in 1973, we are Region 40 (the number indicates that we were the 40th AYSO Region to be formed). Region 40 is in Area C, which covers the western San Gabriel Valley and consists of the following regions: Region 2 - Arcadia Region 13 - Pasadena Region 40 - Rosemead & San Gabriel Region 60 - Alhambra Region 88 - Glendale Region 98 - Temple City Region South Pasadena Region South El Monte Region Boyle Heights Area C is in Section 1, which reaches from Santa Monica Bay to the Colorado River and comprised of the following Areas: B - Puente, Chino Hills H - Desert Communities C - West San Gabriel Valley N - San Bernardino County D - Beach Cities P - West Los Angeles, Santa Monica F - Torrance, Palos Verdes R - West Riverside County G - Inland Empire U - Pomona Valley THE AYSO PHILOSOPHY We are a volunteer organization dedicated to providing a healthy soccer experience for young people ages four to eighteen. AYSO is based upon six guiding principles: everyone plays, balanced teams, open registration, positive coaching, good sportsmanship, and player development. EVERYONE PLAYS. Our program s goal is for kids to play soccer so we mandate that every player on every team must play at least 50% of every game. It s no fun to spend the game on the bench and that s no way to learn soccer! OPEN REGISTRATION. Our program is open to all children between 4 and 19 years of age who want to register and play soccer. Interest and enthusiasm are the only criteria for playing. There are no elimination try-outs and nobody gets cut. POSITIVE COACHING. Encouragement of player effort provides for greater enjoyment for the players and leads to better-skilled and better-motivated players. A Coach can be one of the most influential people in a child s life, so AYSO requires they create a positive experience for every boy and girl. GOOD SPORTSMANSHIP. We strive to create a positive environment based on mutual respect rather than a win-at-all-costs attitude, and our program is designed to instill good sportsmanship in every facet of AYSO. PLAYER DEVELPOMENT. We believe that all players should be able to develop their soccer skills and knowledge to the best of their abilities, both individually and as members of a team, in order to maximize their enjoyment of the game. -1-

3 PLAYING SEASON Our primary season for all Divisions is the fall season. Coaching and referee clinics, team selection and game scheduling take place in August. Our regular season games start after Labor Day and run through mid-december. In January, the winning teams of each division play division champions from the surrounding Regions in our Area. Additional information is given in the Programs section. We play most games on Saturdays. The upper two Divisions (U19 and U16) also play on weekday evenings as well as on the weekends. Additional information is given below. All coaches should have contacted their players before the Labor Day holiday. If you have not heard from anyone by then, you should contact the appropriate Division Coordinator. Please do not call before Labor Day, many coaches are on vacation until then. AYSO Divisions are formed according to the ages and gender of the players. August 1 st is our cut-off date. U5 age 4 years to 4 yrs-11 months on July 31 U6 age 5 yrs to 5 yrs-11 months on July 31 U8 age 6 yrs to 7 yrs-11 months on July 31 U10 age 8 yrs to 9 yrs-11 months on July 31 U12 age 10 yrs to 11 yrs-11 months on July 31 U14 age 12 yrs to 13 yrs-11 months on July 31 U16 age 14 yrs to 15 yrs-11 months on July 31 U19 age 16 yrs to 18 yrs-11 months on July 31 At all times care is taken to ensure that the teams within a Division are balanced according to abilities and ages. DIVISIONS U19 AND U16 U19 and U16 teams travel throughout the area to play against teams from other regions. The program is specifically designed so that there is no conflict with CIF (High School) rules. Among the other adjustments, the regular fall season is accelerated, running from September to October so that it is over before CIF soccer season begins. Teams play more than one game each week including week-nights and Sundays in addition to Saturdays. Area play-offs, held around the middle of October, include both all-star and league team tournaments. Up to two teams can be entered in each category. The winners of the Area play-offs advance to play against the best teams from other areas for the Sectional Championship near the end of October. Area C provides a second season, following the regular season, for U19 and U16 player s who are not involved in CIF play. Only players who have played in the regular fall season may play in the second season. -2-

4 DIVISIONS U14, U12 AND U10 The fall season for U14, U12 and U10 runs from September through the middle of December. Practices are usually once or twice per week, start at about 6:00 PM (depends on coach s schedule) and last about 90 minutes. Teams start practicing in late August. Games start after Labor Day and are usually played on Saturdays. If makeup games become necessary they may be on a week-night or Sunday. No regular games are scheduled for Thanksgiving weekend, but teams may elect to attend one of the many tournaments held at this time. All- star players are identified near the first of December. Up to two all-star teams may be formed in each division, depending on the size of the division. A following section gives additional information about all-star teams. Division champions and runner-up teams are invited to compete with teams from the surrounding Regions in our Area during January and February. The winners of the Area Play-Offs go on to play against the best teams from other Areas for the Sectional Championship around the middle of March. DIVISION U5 The program for U5 players is distinctly different from the program for the older players. The players meet only on game days (Saturdays). Team assignments are fluid and coaching duties are shared under the direction of the Single head coach or U5 Coordinator. DIVISIONS U8 AND U6 The program for U8 and U6 players is not competitive. To protect our younger players from too much pressure to win we do not record game scores or team standings. Our Region hosts a Graduation Tournament for 7 year old players in January and February, immediately following the fall program. -3-

5 YOUTH DEVELOPMENT PROGRAM Area C offers a Youth Development Program (YDP) in Divisions U10, U12 and U14 during the fall season. There are no tryouts; no specific level of skill is required, although we recognize that more experienced and enthusiastic players may be attracted to this program. Players are selected based on their desire to develop their play by training at least twice per week including some Sunday, and traveling throughout the Area to play. ALL-STAR SPRING SELECT & TOURNAMENT TEAMS During January and February, we have all-star tournaments with neighboring regions. In some years, Area C also provides a spring season, which extends from about the middle of March to June. Spring games are usually played on Sundays except for Easter and Mothers Day. Only those players who have played in the regular fall season may play in the Spring. The resources of our regions are directed almost entirely towards the regular season, which involves all players. We provide only limited support for the special teams, such as all-star and spring select. All-star, spring select and tournament teams pay their own registration and entry fees respectively. Players are expected to provide their own transportation. ALL-STAR A committee consisting of Board members and coaches selects all-stars. Selection is based on talent, attitude and the need for a balanced, complete team. Divisions with many players often hold try-outs, so that the selection team can evaluate players nominated by their coaches. Try-outs are not always necessary for divisions with fewer players. TOURNAMENT TEAMS Tournaments in which AYSO teams can compete are hosted by organizations all over the Untied States all year long. Many are held within a few hours drive from San Gabriel and Rosemead. Our Region cannot fund teams in these tournaments, so players will have to pay all expenses themselves. However, we will provide some organizational advice and assistance to any team, coaches and players who want to organize a team and enter. The Region may be able to loan a set of uniforms. 6 WHAT EVERY PARENTS NEEDS TO KNOW EQUIPMENT Shin Guards are required for all games and practices. They must be completely covered by the socks. Merely folding the socks down and over the shin guards will not be allowed, because socks my fall and reveal the shin guards during play. Cleated Shoes, soccer shoes, cleated athletic shoes are not required, but they give better traction, especially for older players. Metal cleats are not allowed. All Purpose cleats are allowed only if there is no cleat immediately below the front of the shoe. If in doubt, consult a coach or referee. Soccer ball. Most coaches will ask that each player bring a soccer ball to practice. See the Summary of Divisions table for the correct size. Players are not required to own a ball. However, the more contact a player has with a ball, at home, at team practice, or at games, the better that player will become. Jewelry and Watches. Jewelry, such as rings, ear-rings, watches, bracelets and hard hair clips are not allowed during games for safety reasons. At the beginning of each game, the referee will inspect each player for these items. Bring a small sealable bag to store these items during the game. Casts and Braces. Hard casts and braces are not allowed during games, for safety reasons. At the beginning of each game, the referee will inspect each player for these items. Snacks and drinks are usually made available to players by parents of their respective teams. A Team Manager usually coordinates these efforts with all parents of the team. To ensure that your child remains hydrated during a game, please bring an extra bottle of water to every game and/or practice. If your team is visiting at a field that has artificial turf, ONLY water is permitted on these fields. Drinks with color, such as Gatorades, juices, etc. are not permitted. Please be respectful of the rules when visiting other fields outside of Region 40. Uniform. Each player will be given a uniform at the start of the season. Uniform will consist of a jersey, shorts, and a pair of socks. The players are allowed to keep their uniforms at the end of season. (May vary for post season teams). Players who drop and receive a refund are asked to return their uniforms. Other Clothing such as sweats and bicycle shorts not uniformly worn by all team members is usually allowed within our Region if it does not create a safety hazard or detract from the referee s ability to control the game. these items should never be worn over the regular uniform during play. Generally, players are encouraged to learn to play without these items, since they are often banned at Area and Sectional games. -5-

7 PLAYER RECOGNITION Every player will receive a participation award at the end of the season. Additional recognition may be given for outstanding performance (e.g., first place team and best sportsmanship). carrier. If your child is injured during any AYSO activity, please tell the coach immediately. Coaches must file an accident report even if you don t plan to file a claim. Those reports help us to reduce the chance that other players may be similarly injured in the future. WEATHER Soccer is played in all types of weather conditions. In AYSO, the Commissioner, Chief Referee and Assistant Commissioner have the authority to cancel or postpone games because of weather or unsafe playing conditions. Unless previously notified all teams must appear at the scheduled time and place regardless of weather conditions. Keep in mind that weather conditions at your house and at the field can be very different, so always assume the game will be played unless you hear otherwise. You may also check the Region 40 website ( for field closures. Once the game time arrives, the referee of the game has full responsibility for that game. Team practices, of course, may be canceled at the discretion of the coach. INSURANCE There are very few injuries in our soccer program. When injuries do occur, the AYSO Accident Reimbursement Program will reimburse you for certain expenses not covered by your own group or individual plan after you have submitted a claim to your insurance REFUND POLICY Prior to July 15th written refund requests will be awarded less $20. After July 15th but before Sept. 6th a refund will only given for medical reasons, less $20, documented by players physician. Refunds must be made in writing to P.O. Box 2809, San Gabriel CA, BOARD MEETINGS Our Board meetings are usually held the first Tuesday of the month at 7:00 PM. Check the calendar on our Region s web site (ayso40.org) for location. Our meetings are open and you are invited to attend, however, space may be limited so call in advance so that we can accommodate you. HOW TO CONTACT THE BOARD You can contact any Board member by calling the info line (626) or by through our web site (ayso40.org). At the team level, the team Coach is in charge of the team and is mainly responsible for teaching the players and directing them during practices and games. The Team Parent assists the Team Coach by managing the team s off-field activities such as scheduling parents to provide refreshments on game day, and providing -6-

8 board members with information about the team. In addition, each team is expected to designate one or more referees to help officiate the games. These referees can help explain the rules of the game and how referees apply them. At the division level, the Divisional Coordinator coordinates and directs the activities of a division, including: assigning players to teams, adjusting game schedules, and acting as a communication link between the Board and the teams. About a dozen Board Members provide support at the regional level. They include the Regional Coach Administrator, Chief Team Manager, and Regional Referee Administrator. the Regional Coach Administrator recruits, trains and supervises coaches. The Chief Team Manager recruits and trains team parents (team managers). The Regional Referee Administrator recruits, trains and supervises referees. The Regional Commissioner leads the Region and has authority over and is responsible for the activities of the Region. WHAT YOU CAN DO TO HELP YOUR ROLE AS A PARENT SUPPORT YOUR CHILD. In order for your child to get the most out of youth soccer it s important that you support your child by giving encouragement and showing interest. Always be positive. Parents serve as role models for their children. Their children, who look to them for advice and approval, often exhibit parents attitudes. Become aware of this situation and work to be positive role models. That includes, most importantly, showing good sportsmanship at all times to the coaches, referees, opponents and teammates. Let the coach, coach. Don t compete with the coach for your child s attention at practices or games. Few of our coaches are professional coaches. Most are parents, who have volunteered their time to help make your child s youth soccer experience a positive one. They need your support as well, and coaching from the sidelines during practices and games can undermine the coaches efforts. Remember, coaching is only allowed from the technical area and only coaches and players are allowed in there. So please, no coaching from the sidelines! Let the referee, referee. Referees are not the bad guys. They too are parents who have volunteered their time and energy. They also need your support and encouragement. Follow the golden rule and treat their calls fairly and respectfully. Remember, children reflect the attitudes and conduct of their parents, so keep your sidelines behavior positive and supportive. Be a good sport. Remember, everyone makes a mistake now and then. Players, Coaches and Referees all have good days and bad days. When you see someone having a bad day, help turn it into a good day by being a good sport. Be on time. Arrive at the field at least 30 minutes before your game time. Your child will need time to adjust from the distractions of home and the trip to the park and to become focused on the game that is about to begin. the coach will want to give the players a warm-up and give them some brief pregame instructions. Remember the team needs to be dressed, checked in, warmed up, on the field and ready for the kick-off at the designated game time. Help with the field equipment. If your game is the first one of the day, help put up the goals and flags. If your game is the last one of the day, disassemble the goals and put the goals and flags away. Before and after each game, your coach will want to talk to the players. While the coach is doing this, spend some time with the other parents taking care of field and field equipment. Always clean up. After every game the parents should pick up any trash that may be left behind such as water bottles, bags, snack wrappers, etc

VOLUNTEERS AYSO is a volunteer, non-profit organization. Some of the Board members donate hundreds of hours each year to AYSO. They have learned how rewarding this experience can be. However, we succeed through the efforts of many volunteers, not just a few. During the coming year you may be called upon to contribute a few hours of your time or merely a few minutes setting up or taking down goals. Say yes; you ll be glad you did! 10 SIMPLIFIED SOCCER RULES We encourage our members to become familiar with the rules of soccer. The following is intended to be only a summary of the more important points. Number of Players. Normally, there are 11 players on the field per team. Players usually have assigned positions such as goal keeper, fullback (defender), halfback (midfielder) and forward (striker). Smaller teams are fielded in some Divisions to give each player more game experience. U19 U14 U16 U12 U10 U8 U6 Max. on Team Max. on Field 11 11* Min. on Field * May be 9 players on field for U12. Goal Keeper. The Goal Keeper ( Goalie or Keeper ) wears a different colored shirt from all other players. She/he may play the ball with hands, but only when the ball is within his/her own penalty area. He/she may not handle the ball when a teammate has kicked it to him intentionally nor when receiving the ball directly from a throw-in. She/he may not delay play by holding onto the ball. Referee s Judgment. The referee s duty is to penalize only deliberate breaches of the rules. Constant whistling for trifling and doubtful breaches produces bad feelings and loss of temper on the part of the players and spoils the pleasure of spectators. When an offense has been committed, the referee will allow play to continue when the offended team will benefit from such an advantage. The referee will penalize the original offense if the anticipated advantage does not ensue at that time. Ball Out of Play: To be out of play, all of the ball must go COMPLETELY past the outside edge of the touch line (side line) or goal line, either on the ground or in the air. Goal. All of the ball must go COMPLETELY past all of the goal line and into the goal. Offside. A player in an offside position is only penalized if, at the moment the ball touches or is played by one of his team, he is, in the opinion of the referee, involved in active play by: interfering with play, or interfering with an opponent, or gaining an advantage by being in that position. A player is in an OFFSIDE POSITION (but not necessarily committing a foul) if: 1. He/she is ahead of the ball and 2. She/he is in the opponent s half of the field, and 3. There are fewer than two opponents equal to or ahead of him/her. Direct Free Kick. Taken from the spot of the foul, unless inside the penalty area (which is then a penalty kick). The ball need not be touched by a second player in order for a goal to be scored. Awarded for the following acts if committed in a manner judged by the referee to be careless, reckless, or using excessive force: 1. Kicking or attempting to kick an opponent. 2. Tripping or attempting to trip an opponent. 3. Jumping at an opponent. 4. Charging an opponent. 5. Striking or attempting to strike an opponent. 6. Pushing an opponent. A Direct Free Kick may also be awarded for: 7. Making contact with the opponent before the ball when tackling to gain possession of the ball. 8. Holding an opponent. 9. Spitting at an opponent. 10. Handling the ball. Except as a goalkeeper in his own penalty area. -9-

11 Indirect Free Kick. Taken from the spot of a foul, a goal cannot be scored, unless the ball is touched by a second player (from wither team). The referee indicates an indirect free kick by holding one arm up until the ball is touched by a second player. An Indirect Free Kick may be awarded for offside and non-penal fouls: 1. Dangerous play. 2. Impeding the progress of an opponent. 3. Preventing the goalkeeper from releasing the ball. 4. A goalkeeper delaying play by holding the ball more than about 6 seconds. 5. A goalkeeper wasting time. 6. A goalkeeper handling the ball: (a) when deliberately kicked to him by a teammate, (b) after releasing it into play but before any other player has touched it, or (c) when received directly from a throw-in. Caution. Indicated by a yellow card. Players and coaches will be cautioned for: 1. Unsportsmanship behavior. Among other actions, this includes a player removing his or her jersey when celebrating a goal. 2. Dissent by word or action. 3. Persistently infringing the Laws of the Game. 4. Delaying the restart of play. 5. Failing to respect the required distance when play is restarted with a corner kick, free kick or throw-in. 6. Entering or re-entering the field without permission. 7. Deliberating leaving he field without permission. A substitute or substitute player is cautioned and shown the yellow card if he commits any of the following: 1. Unsportsmanship behavior. 2. Dissent by word or action. 3. Delaying the restart of play. Send-Off. Indicated by a red card. The sent-off player must leave the field and surrounding area immediately for the remainder of the game and is disqualified from playing in the next game. A sent-off player cannot be replaced by a substitute. Players, substitutes, substituted players and coaches will be ejected for: 1. Serious foul. 2. Violent Conduct. 3. Spitting at an opponent or nay other person. 4. Denies the opposing team a goal or obvious goalscoring opportunity by deliberately handling the ball (goal keepers exempted). 5. Denies an obvious goal-scoring opportunity to an opponent moving towards the goal by committing a penal foul. 6. Offensive, insulting or abusive language and or gestures. 7. Committing a second caution able offense in the same match. Persons may be disqualified for the remainder of the season for violent conduct or upon being sent off twice within the same season. Hand Ball. A handball is a foul when a player touches the ball with any part of his hand or arm to deliberately control the ball. If, in the judgment of the referee, a player is not trying to control the ball, or is INSTINCTIVELY protecting himself from injury, the referee may allow play to continue. Penalty Kick. Awarded for a penal foul committed by the defending team inside the penalty area. The ball is kicked from the penalty mark. All players except the designated kicker and defensive goalkeeper must be outside the penalty area, behind the ball and at least 10 yards from the penalty mark until the kick has been taken. The goalkeeper must remain on the goal line until the kick has been taken. The ball is in play after it has been kicked and has moved forward. The kicker cannot be next to touch the ball after he has kicked it the first time. -10-

12 Throw in. Balls passing over the touch line are thrown in from where the ball went out. Both of the thrower s feet must be behind or touching the touch line. The ball must be delivered from behind the head with both hands, one on each side of the ball, and the ball must pass over the top of the head, not to one side. Goal Kick. When an attacking player was the last player to touch the ball passing over the goal line (end line) and a goal was not scored, the defensive team places the ball back into play with a goal kick. the kicking player may place the ball anywhere within the goal area. Corner Kick. When a defending player was the last player to touch a ball passing over the goal line (end line) and a goal was not scored, the offensive team will place the ball back into play with a corner kick. The ball is placed within or touching the corner on the side of the field where the ball went out of play. U8 and U6 MODIFIED RULES U8 and U6 are subject to FIFA and AYSO Rules except as follows: Field of Play: Reduced dimensions. Number of Players: See table under Number of Players No Goal Keeper. Players may be in the goal area only if within playing distance from the ball. Substitutions should be made at the quarters, however players may need or want to come off the field from time to time. No player should be forced to stay on the field. Duration of Game: See table in Divisions. There shall be a 2-minute break between 1st and 2nd quarters and again between the 3rd and 4th quarters. There shall be a 5-minute break between the 2nd and 3rd quarter (half time). Offside: There shall be no offside penalty. Foul and Misconduct: All fouls or infractions should be briefly explained to the offending player by the referee. Free-Kick: When any foul occurs (penal and nonpenal) play shall be restarted with an indirect free kick by a player from the team that did not commit the foul. Opponents must be 6 yards away in U8, 5 yards away in U6. No direct free kicks. Penalty Kick: There shall be no penalty kicks. Throw-in: A second throw-in attempt by the player shall be allowed following a bad throw-in. The referee shall explain the proper method before allowing the player to retake the throw-in. -11-

13 SPONSORSHIP Our fees are simply not enough to cover all the expenses related to running our Region and we ask that every team provide us with a sponsor. Sponsorship goals for every team are $300. The Region policy is that every team provides a sponsor but if a sponsor cannot be secured we ask that the parents contribute $25 each, whichever is less to get you to the sponsorship amount. Unlike other sports leagues, we do not require additional fundraisers such as the sale of cookies, candy, etc. In addition our fees are amongst the lowest fees of our neighboring regions. Sponsorships allow us to keep registration fees affordable. The registration fees pay for player fees to National AYSO, Section and Area. In addition they cover liability insurance, medical insurance, uniforms, trophies etc. In order to maintain a quality program funds are needed for equipment purchases (goals, nets, hammers, locks etc.) referee uniforms, coaches equipment, necessary field maintenance, player & coach development programs. We are striving to make Region 40 amongst the best programs out there. Great volunteers and great families are on board to help us achieve this. Sponsorships give us the means to do it.
