7 RULES 1. MEMBERSHIP 1.1 The league shall be called the South Wales Women s Football League. 1.2 Membership of the league shall be open to any club located within the boundaries of the South Wales, West Wales and Gwent Football Associations. 1.3 Clubs must affiliate to the Area Association in which they are situated. 1.4 The membership fee shall be 30, which will be made payable before the opening day of the season. Any club withdrawing from the league after that date shall forfeit their entry fee. Any monies owing to the league by a club must be paid in full before that club is permitted to affiliate for the following season. 1.5 A bond of 100 must be made payable to league by any new or reserve team entering the league, to ensure that fixtures will be carried out. 50% of the bond will be returned at the end of the season if all fixtures are completed. If all fixtures have not been completed then the full amount shall be retained for any inconvenience that has been caused. Membership for reserve teams will be decided on a year to year basis. 2. MANAGEMENT 2.1 The business of the league shall be conducted by a Management Committee, which shall consist of a Chair, Honorary Treasurer, Secretary and one representative from each member club. 2.2 The Chair, Honorary Treasurer and Secretary shall be elected at the Annual General Meeting. Nominations for these positions must be submitted in writing to the Secretary at least seven days prior to the meeting. 2.3 The quorum for a General Meeting shall be two-thirds of the member clubs. The quorum for a meeting of the Management Committee shall be one officer (i.e. Chair, Honorary Treasurer or Secretary) and three club representatives. 2.4 A committee member will not be allowed to participate in debate, nor to vote on any subject in which his/her club is directly involved. The officers 7

8 may not also represent a club at a meeting. In the event of any vote being equal, the Chair shall have a further casting vote to decide the issue. 2.5 The Management Committee shall have the power to rule on any other matter not specifically provided for within the rules of the league. 2.6 The funds of the league shall be deposited with a bank. The Honorary Treasurer shall present a bank statement and cashbook when requested at Management Committee meetings. 2.7 A Special General Meeting shall be convened by the Secretary if requested by at least one-third of the member clubs or by a majority of the members of the Management Committee. Notice of such meetings shall be sent to all clubs in membership together with an agenda at least seven days prior to the date set for the meeting and such notice shall also state the object for which the meeting is convened. 2.8 The Management Committee may appoint an Emergency Committee and/or such other sub-committees as they may consider necessary and may delegate all or any of their powers to such committees. The decision of all such committees shall be reported to the Management Committee. 3. MEETINGS 3.1 The Annual General Meeting shall be held not later than 31 st July in each year. At this meeting the following business shall be transacted: (a) (b) (c) (d) (e) (f) (g) The Minutes of the preceding Annual General Meeting, having been circulated, to be confirmed, and business there from dealt with. Presentation and adoption of the Balance Sheet. Election of Clubs to fill vacancies. To confirm the Constitution of the League for the ensuing season. Election of the Officers of the Management Committee. Alterations to Rules, if any (of which notice has been given). Fix the dates for the following season. 3.2 A copy of the balance sheet, statement of accounts and agenda shall be forwarded to each club at least 14 days prior to the meeting. 3.3 All member clubs must attend the AGM. Each club shall be entitled to one vote only irrespective of the number of teams they have entered into the league. No person shall represent more than one club. 3.4 No person shall be entitled to vote on any matter that appertains to themselves, their club or any member of their club. 3.5 Each member of the Management Committee shall have the right to vote at the AGM. In the event of the voting being equal on any matter the Chair shall have a second and casting vote except in the election of officers. 8

9 3.6 Clubs who are not continuing in membership, shall be entitled to attend, but shall vote only on matters relating to the season being concluded. 3.7 All voting shall be conducted by a show of hands, unless a paper ballot is demanded by at least one-third of the delegates present, or the Chair so decides. 3.8 The presence of representatives from at least half the affiliated member clubs shall constitute a quorum. 3.9 A fee of 10 shall be charged to a club failing to attend any scheduled meeting, AGM or regular league meeting. 4. CLUB PARTICULARS 4.1 Each club shall forward annually, on a form provided, to the League Secretary a statement of its playing colours and alternative colours, together with name, address and contact details of the club secretary, and also the location of its home ground and dressing rooms. Such form shall be returned to the League Secretary by no later then July 14 th annually. 4.2 In the event of a clash of colours between teams, the home team shall change to its alternative colours. The referee shall be the arbiter of what constitutes a clash of colours. 4.3 It is the duty of clubs to notify the league and the Area Association to which it is affiliated of any change of officers. 4.4 No club in membership of the league shall play matches with any other club, which is not affiliated to a recognized Area Association. Permission must be obtained from a club s Area Association and from the F.A. of Wales if a club wishes to play a match (either home or away) against a club from outside Wales. 4.5 All clubs must ensure that they have adequate public liability cover in place to allow them to play matches. Clubs in breach of this rule may be expelled from the league. 5. PLAYER REGISTRATION AND TRANSFER 5.1 The League will accept the registration of players from the 1 st August. The appropriate registration form must be completed in full and sent to the Registration Secretary. 9

10 (a) (b) (c) (d) (e) (f) (g) (h) A player may play for only one club in membership of the league at any one time with a maximum of three clubs per season; If a club enters more than one team in the same division, a player may play for only one team and cannot be transferred to a second team until she has compiled with league rules relating to the transfer of players; A fee of 1 must be paid for each registered player. In the event of any club withdrawing from the league during a season, the players become eligible to register to another club and must complete the appropriate registration forms. The player s details will be logged onto the FAW Player Registrations database. A photocopy of the registration form with the player number will be sent back to the club. The Registration Secretary must be in possession of the Registration form and to enter it onto the database before the player is eligible to play. No telephone registrations are acceptable. Players must be registered by 5pm on the day prior to the match. 5.2 The fee for transferring a player s registration shall be No club will be allowed to register a player after the last Thursday in March. A club may, in exceptional circumstances, be permitted by the Management Committee to register a goalkeeper after this date. 5.4 A club playing an unregistered or otherwise ineligible player, or players, in a game may have up to 3 (three) points deducted from its playing record and be liable to a fine not exceeding 30 for each such player. The Management Committee may also order the game in which the Unregistered or otherwise ineligible player, or players, took part, to be replayed and for the club at fault to bear the costs of the other club, in full or in part of the replayed game. 5.5 (a) A player under the age of 16 shall not be permitted to change clubs after December 31 st in the same season without prior permission of the Area Association to which her present club is affiliated. (b) A player over the age of 16 may not have her request for a transfer withheld by her present club unless she has outstanding financial obligations to that club. 5.6 Any approach to a club with regard to a transfer of a player must be in accordance with F.A. of Wales rules. Any club attempting to induce a bona fide player or players of another club to join the club will be liable to expulsion from the league. 10

11 6. PLAYING SEASON CONDITIONS OF PLAY 6.1 The Management Committee shall recommend the dates for the start and finish of the following season to the Annual General Meeting which, save for exceptional circumstances, shall start on the first Sunday in September and will finish on the last Sunday in April and must be within the limits laid down by the F.A. of Wales. 6.2 The dates of all matches shall be arranged by the Fixture Secretary, on a home and away basis. All matches shall be customarily be scheduled on a Sunday. In the event of a midweek fixture the date will be set by the Fixture Secretary. The kick off time for a match will be 2.00pm unless mutually agreed. Midweek matches will kick off at the discretion of the clubs concerned. A club which is found responsible for delaying a kick off may be liable to a fine. League fixtures take precedence over any other fixture or tournament with the exception of a fixture or tournament organized by the F.A. of Wales. 6.3 A club having two players selected for International duty shall be allowed to request a postponement of its league fixture. If one player is selected and that player is the goalkeeper, a club may similarly make a request for a postponement of its league fixture. 6.4 The home club must, at least 5 clear days before the scheduled match date, speak to the match officials and the opposing club, and give details of the direction of the ground, kit colours and kick off time. A club failing to comply with this rule shall be fined The home team is responsible for telephoning the match result to the League Secretary by 7.00pm on the day of the fixture (for midweek matches, the result must be notified by 7.00pm on the following day). The both teams shall forward match result sheets within two days of the match (excluding Sundays). Failure to comply will incur a fine of If, for any reason, a game is postponed, notice must be given, without delay, to the opposing club, the match officials, and the League secretary. Applications for postponement of fixtures due to illness or injury will be subject to Rule 6.9. The notice shall be given by the postponing club or, in the case of a Referee/Grounds Person/Local Authority, etc decision, by the home club. A letter of explanation from the Referee/Grounds Person/Local Authority is required within 14 days. All postponed matches shall be rearranged by the League Management Committee. 6.7 A team failing to fulfil a fixture will have 3 (three) points deducted and are liable to a fine of not more than 30. The Management Committee may order the game to be rescheduled and shall have the power to order the defaulting club to pay all, or part of, the expenses incurred by their opponents. 11

12 In extreme circumstances, the Management Committee may order the game to be declared void and award the points to the opposing team. The Management Committee may order a match to be played on the opponent s ground, or a neutral ground, if it is satisfied that such action is warranted by the circumstances. 6.8 In the event of a team being unable to fulfil a fixture because of excessive illness or injury to players, the club shall supply official medical certification evidence to the League Secretary within 3 days of the scheduled fixture to substantiate any application for postponement. N.B: A minimum of 7 players will constitute a team for a league match. 6.9 If a match is not played, or is abandoned, due to causes over which neither club has control, it shall (subject to rule 6.11) be played or replayed in its entirety on a date fixed by the League Secretary The Management Committee shall review all abandoned matches, which have played 60 minutes or more, and in cases where it is to the advantage of the league and does no injustice to any member club, shall be empowered to order the score at the time of the abandonment to be recorded as the match result. If the Management Committee is satisfied that the game has been abandoned because of the conduct of one club, or its club members, it shall be empowered, after the matter has been dealt with by the appropriate Area Association, to award the points to its opponents or take what other action it deems necessary. When a game is abandoned because of the conduct of either teams or their club members, the Management Committee shall take such action as it considers appropriate In accordance with the Laws of the Game, clubs may use three substitute players in any match. These substitutes shall be chosen from not more than 5 players from the list handed to the Referee before the start of the match. Failure to comply with this instruction will result in the substitute being unable to participate at any point. All substitutes must be listed on the team sheet, irrespective of whether they were used during the game Any club or team failing to complete all of its fixtures in any season shall (unless the conditions are beyond their control) have its playing record in the league expunged Each club can request one Sunday free in the playing season. The club must give at least one months notice and send written confirmation to the Fixture and League Secretary. 12

13 7. GROUNDS 7.1 All matches will be played on grounds deemed suitable by the Management Committee and shall satisfy the following minimum requirements: (a) (b) (c) (d) Regulation goal nets and corner flag posts must be used. Adequate facilities should be provided for each team and shall be provided for the match officials. All grounds must have provision for emergency vehicle access. Adequate car parking facilities. 7.2 A match shall only be played on an artificial pitch with the prior written consent of the visiting team. 7.3 Each team must provide a qualified first-aid officer with equipment and who must be in attendance at every game. 8. CHAMPION CLUB 8.1 Three points will be awarded for a win and one point for a draw. At the end of the playing season the club obtaining the highest number of points shall be declared champions. If two or more clubs are level on points, the following criteria shall apply:- (a) goal difference (b) most goals scored (c) the results between the equally placed teams in terms of points gained (d) the results between the equally placed teams in terms of goals scored If the teams should still be level, the League Management Committee shall arrange for a play-off match between the teams to determine the Championship. For other league placing, the teams shall be declared equally placed. Points gained in matches played by a disbanded, withdrawn or suspended team shall be deleted from league records. 8.2 At the end of each season two teams will be promoted from Division 2 and two teams will be relegated from Division 1. A team cannot be promoted/relegated into the division where their first or second team or youth/senior already play. 8.3 A team will be considered for the Welsh Premier League if they are in the top two places in Division 1. A team will decide whether they want to be considered for the Welsh Premier League. 9. REFEREE 9.1 All referees must be registered with their Area Association. It is the responsibility of the League to ensure that a qualified referee is nominated for each match. 13

14 9.2 A referee s fee shall be 20 per game, with traveling expenses of 20p per mile or standard public transport fare where applicable. Should a game not be played when the referee has traveled, the home team shall pay half match fee plus travel expenses. 9.3 Each club must supply one person to act as referee s assistant during the match. 9.4 A referee who fails to arrive at an appointed fixture after confirmation has been made by the home club secretary, must be reported to the League Management Committee by the home club. 9.5 A person shall not be appointed to officiate as a referee in any match who is not registered with the FA of Wales or one of its affiliated associations. In the event of a registered referee being unable to officiate then the game will be postponed. The referee concerned shall be reported to the League Secretary. 9.6 All referees will be appointed by the League. 9.7 Each club is responsible for the actions of its players, officials, spectators and is required to take all necessary precautions to prevent spectators threatening or assaulting officials and players, during or at the conclusion of matters. Any misconduct towards the referee away from the field of play is dealt with as if the offence had been committed on the field of play. 10. MISCONDUCT AND PROTESTS 10.1 All reports by referees of misconduct by players, officials or spectators must be reported to the Area Association to which the responsible club is affiliated Protests and complaints, which must contain full particulars of the grounds upon which they are founded, must be lodged with the League Secretary within 7 days of the match or occurrence to which they refer. A member of the Management Committee, who is also a member of any club concerned, in any way, shall not be present, except as a witness or representative of their club, when such protest or complaint is being considered. The League Management Committee has the power to order a club to pay the expenses of the Committee and/or the other club for holding a meeting to hear a protest Any club dissatisfied with a decision of the League Management Committee has the right to appeal to the F.A. of Wales. Any such appeal must be submitted in accordance with the rules of the Association At the AGM, a two-thirds majority of the accredited delegates present shall have the power to exclude any club or team from further membership. 14

15 10.5 At the AGM or at a Special General Meeting called for the purpose a twothirds majority of the accredited delegates present shall have power to exclude from further participation in the League any club whose conduct has in their opinion been objectionable. Voting on this matter shall be conducted by ballot. A club whose conduct is the subject of the vote being taken shall be debarred from voting. 11. FINANCIAL OBLIGATIONS 11.1 Any club which fails to meet its financial obligations to the league will be deemed guilty of misconduct and will be dealt with at the discretion of the League Management Committee. 12. ALTERATION TO RULES 12.1 No alteration or amendment of these rules shall be permitted except at the AGM or a Special General Meeting convened for this purpose Notice of proposed alterations, to be considered at the AGM must be submitted in writing to the League Secretary by 1 May annually Notice of these proposals, together with any proposals by the Management Committee, shall be circulated to each member club in writing at least seven days before the meeting Alterations to these rules, whether at the AGM or at a Special General Meeting shall be declared carried if at least two-thirds of those present and entitled to vote, are in favour. 13. LEAGUE CUP RULES 13.1 League cup fixtures to be played in exactly the same way as league fixtures except that if there is no result at full time extra time will be played. This will consist of 15 minutes each way and then penalties if there still is not a result. If a game is postponed then it will be replayed the following Sunday; it will take precedent over the league fixture At the semi final stage there will be assistant referees. Both teams will share the responsibility to pay the fee for the match officials (referee and assistants). The fee for assistant referees is 15 plus 20p per mile. Referee is 20 plus 20p per mile The league cup final will be played at a neutral venue. 15
