2 ROTATION - FOR SOUTHERN EYRE PENINSULA WOMEN S BOWLING ASSOCIATION CLUBS THESE RULES AND REGULATIONS shall NOT be altered, added to or amended except at the ANNUAL GENERAL MEETING of the S.E.P.W.B.A. or at a SPECIAL MEETING of the S.E.P.W.B.A. duly called for that purpose. A copy of any alterations or amendments to be forwarded to each member Club of the S.E.P.W.B.A. by the ASSOCIATION SECRETARY. Combined opening of Men and Women to be held on the home green of the INCOMING Association PRESIDENT on a date to be fixed by negotiation between both bodies prior to 31 st May. OPENING DAY. To be a social day and no charge made. PENNANTS. Plaques for previous season to be presented to Winning Clubs by the Region 5 Councillor. PLAY. Games to be at the discretion of HOST CLUB. INVITATIONS. HOST CLUB to be responsible for Invitations. CATERING Afternoon tea to be provided by HOST CLUB at NO charge.. Page 5

6 PENNANTS SEPWBA Pennant Competition is Open Gender SIDES. From PORT LINCOLN TUMBY BAY CUMMINS KIRTON/PORT LINCOLN COFFIN BAY In Two Divisions to be known as:- 1 st Division - RED and/or NAVY. 2 nd Division - BLUE and/or GREEN. 1 st Division sides of 12 (3 teams of 4), 2 nd Division sides of 12 (3 teams of 4). There may be BYES in each division. Clubs to submit the number of sides to be entered in each Division for the next season to Association Secretary by August 1 st. The number of matches will be determined after all Clubs have nominated their sides. The HOST CLUB when planning the program take into consideration smaller clubs playing more home games together. Each side in each Division play as per programmed matches during Pennant Season and Finals. An extra Thursday at the end of the season to be programmed, to be used in case a final must be postponed. REGISTERING PLAYERS. The same registered list of affiliated players/members that is sent to Bowls SA, Region 5 Secretary & Councillor be sent to S.E.P.W.B.A. Secretary BEFORE the 1 st Pennant Game is played. A separate list of competing Pennant players, shall be sent to S.E.P.W.B.A. Recorder before 1 ST October. MANAGEMENT OF PLAYERS. Minor Rounds: a. A player may play in one side or colour only in any given match. b. A player must have played three (3) games before the last three (3) games in the minor round to qualify in a colour. c. Division one (1) players when having a BYE cannot play in Division two (2) that week. d. A player who has been promoted to a higher grade to replace an unavailable player, shall be eligible to play in a lower Division provided their name was noted as the replacement player on the match team sheet prior to the BYE in which they were noted as the Replacement Player (RP). e. No team sheet shall be submitted in the event of a BYE. Penalty for Breach of the above is on page 7 Page 6

7 PENNANTS (continued). FOR BREACH OF THE ABOVE, THE TEAM COMMITTING THE BREACH SHALL LOSE ALL POINTS FOR THE GAME AND THE OPPOSITION BE AWARDED MAXIMUM POINTS AND 10 SHOTS. Finals Matches: a. To be eligible to play in Finals, a player must have played in a minimum of two (2) games within the Division and Colour during the minor rounds, unless they are promoted from a lower Division. b. A player who has played in one colour in the first Final, is NOT eligible to play in another colour in a subsequent Final in that Division. c. A player who has been promoted to a higher grade to replace an unavailable player, shall be eligible to play in a lower division, provided their name has been noted as the replacement player (RP) on the team sheet prior to the final in which they were the replacement player (RP). d. Should any Final result in a draw by equal shots all the teams in the side shall play an extra end or ends, until a result is obtained (law 45). The side captains/managers shall toss for the right to decide who shall play first. The extra end shall be played from where the previous end was completed. PENALTY FOR BREACH OF a, b and c ABOVE SHALL BE LOSS OF FINAL. MANAGER OF SIDE Manager of Side shall be a player, who is playing in that Side. SELECTORS Names and phone numbers for all Club Selectors to be given to Association Secretary then forwarded to each Club prior to the start of the season. LAW 18.1 OF THE LAW BOOK. TIME TABLE. (1) Where an event which is to be played is a side event, the side manager/captain shall be at the venue 30 minutes before the scheduled starting time for exchange of cards and the allocation of rinks and toss of coin (18.2.1) (2) Trial ends shall commence at least 20 minutes prior to the scheduled starting time. (3) All trial ends shall be completed by the scheduled starting time and if still in progress at the scheduled starting time shall cease immediately. STARTING TIME FOR PENNANTS. Cards to be called at 10.00am and matches to begin at 10.30am. CATERING. A cup of tea/coffee will be provided before each Pennant Match. Savoury biscuits and cheese to be supplied by Club after home pennant game. LUNCH TIME. 12 noon (can be delayed if both sides agreeable). Bring own lunch. Cup of tea/coffee will be supplied. ENDS. The number of ends for Division 1 and Division 2 shall be 25 ends. Page 7

8 PENNANTS ( continued) FINALS 1 st Semi-Final: 3 rd plays 4 th 2 nd Semi-Final: 1 st plays 2 nd - both on the first week. Preliminary Final: Winner of the 1 st Semi-Final plays Loser of 2 nd Semi-Final. Grand Final: Winner of 2 nd Semi-Final plays Winner of Preliminary Final. All matches to be played on neutral greens. The Association President, Association Vice President and Association Secretary allocate neutral grounds for finals. *When two Sides from the same Club have to play off in a Final, consideration be given by Executive as to which Green they play on. GRAND FINAL Finals to be shared by Clubs if possible. Presentation of pennant certificates to Grand Final winners in both Divisions provided by Association. Winning Club(s) shall purchase their own Pennant Badges 1 st Division colour Red. 2 nd Division colour Green or Blue. SCORE/RESULT SHEETS. As early as possible after each match has concluded, SCORE/RESULT SHEETS with lists of players who have participated must be FAXED or ED immediately after the match has concluded to S.E.P.W.B.A. Recorder. These lists must show Surname and Christian name of players and the score sheet to be filled in by a responsible person from the HOME SIDE and signed by responsible person from the VISITORS at the end of each match. RECORDER (a) The Association Recorder shall keep a record of players and results of matches. (b) The Association Recorder shall as soon as possible, report all potential breaches of pennants rules to the Association Secretary. (c) The Association Recorder shall notify all Clubs of any potential breaches of pennants. (d) The Association Recorder audits teams for compliance with clause (b) under Management of Players during the last three games of a Pennant Season. (e) The Association Recorder must update the player eligibility table, on SEPWBA website, regularly especially ensuring that it is up to date just prior to the last three matches of the minor round. Refer to page 5/6 regards penalty breach of Management of Players. PROTESTS (a) Protests to be lodged, may be faxed, scanned or ed as an attachment. Shall be signed by the Club Secretary, or their representative, and received by the Association Secretary no later than five days after a notice, event or match. (b) The Association Secretary shall record dates of notification of breaches and protests. (c) The Association Executive will decide on breaches and protests, as soon as practicable, bearing in mind that in some cases time is of the essence, after consulting all parties involved. All parties shall be notified of the decision as soon as possible. Page 8

9 PENNANTS (continued) CARDS. SKIPPERS to collect cards at the reading of the CARDS. CARDS must not be mutilated, must be clearly marked showing DATE, CLUB, Colour and be signed by both SKIPPERS. Names of opposing team to be completed on cards by MANAGERS after being drawn for Pennant Matches. Please see that score cards are signed by both Skips and the finishing time recorded. This is in case there is an appeal against a Deliberate non-sporting action or challenge to bowls. PENNANTS (continued) CATERING Afternoon Tea to be served on Grand Final Day. Cheese & Biscuits for other two Finals. DATE AND PLACE OF PLAY. Incoming S.E.P.W.B.A. host Club to produce Pennant Programme. FORFEITS. Sides receiving a forfeit shall be credited with a win (14) points and + 12 shots and side forfeiting shall be debited with -12 shots. If a Club forfeits a match they shall notify the opposing Club and Association President as soon as practical preferably minimum of day prior. The Club forfeited to MUST submit a completed result sheet to obtain the win. Clubs must forfeit from the lowest Division first. Forfeited matches shall stand even if other matches that day are eventually abandoned. PENNANT SCORING. 4 teams per side 10 points for a WIN, 5 points for a DRAW. 3 teams per side 8 points for a WIN, 4 points for a DRAW. Plus 2 points for each TEAM WIN and 1 point for a TEAM DRAW. If points are even at end of season shots up will decide the Winner. If still even, winner will be decided on percentage. UNPLAYED PENNANT MATCH. See WEATHER (b) RESULTS. The S.E.P.W.B.A. Recorder to send to each Club full details of each Pennant Match - Scores for and against and points scored. 10 Pennant Matches to be completed to be eligible to win PLAQUE. Winning Pennant sides to be awarded S.E.P.W.B.A. PLAQUES, which are presented by Region 5 Councillor at the combined OFFICIAL OPENING. Page 9

10 PENNANTS (continued) WEATHER. IF INCLEMENT WEATHER the SELECTION COMMITTEE plus PRESIDENT and SECRETARY of HOME CLUB to decide:- (a) If the match to be played, is postponed, the Secretary of that Club is to notify the visiting Club 2 hours prior to starting time of the match. (b) In the event of excessive heat (forecast for Port Lincoln to be 36 C on ABC TV news/weather at 7pm the evening prior to the game) inclement weather or unforeseen circumstances and play is impossible, the game is cancelled by Association President and/or Association Secretary, then points to be shared equally. Players not to travel if forecast is 36 C. Send team sheet of the day to the Recorder as notification of the players qualification. (c) If during the progress of any pennant game, play is stopped due to rain-heat bushfire or other natural disaster, and the match is then abandoned, it shall be deemed to be completed with the scores at the time of abandonment, PROVIDIED that a total of 64% of the ends to be played or more, have been completed, IF NOT, the match shall be treated as a draw and each side involved shall score one half of the available points i.e. (4 x 4 will score 9 points and 3 x 4 will score 7 points). Result sheet must be lodged and player qualification applies. (d) The Home Club may put forward or delay starting time. Starting time to be mutually agreed upon by the two clubs concerned. (e) As a guide, if temperature reaches 36 C or over an appeal may be made to the Umpire. Host Club to provide Official Umpire to be in charge of the match, whose decision (if appealed to) shall be FINAL. (f) Should a Final be POSTPONED before the start of play or the insufficient ends played then it shall be played on the first available day. Association President, Vice President and Secretary in conjunction with the 2 teams decide a day. (g) Should a Final be postponed and when able to be completed, a 100% of ends to be played. DUTY OF CARE re Temperature & Weather Any player who considers that the forecast for the day will have an adverse effect on their health, safety or well being may withdraw from event. Such a withdrawal may also occur during the course of play where temperature is at a level that the player considers placing herself at risk. Players have a personal responsibility to ensure that they apply sound management practices to minimise any likely effects of heat on their well being. Players are reminded that in fours you may continue with 3 and a sub may be used in fours. THERMOMETERS. That all Clubs display an acceptable thermometer under shades of the green. FLAGS. At all Pennant Matches flags MUST be FLOWN to act as a wind indicator. DIRECTION OF PLAY. NORTH and SOUTH if possible. Page 10

11 PENNANTS (continued) SMOKING. Disallowed on green. COSTUME. Dress must conform with Bowls SA Regulations. ROLL UP. After calling cards at 10.00am, all players have the option of a 2 end roll up on own rink prior to beginning of match, to be completed by scheduled starting time. DEATH In the event of a death of a player during a match either on the green or within the Club premises, all matches at that venue shall be abandoned. A result will be deemed to have been achieved if a minimum of 64% of the total number of ends to be played has been completed, otherwise a draw will be declared and each side shall score half the available points. A result sheet must be lodged and player qualification applies. SUBSTITUTES. A substitute may play in any position except Skipper. N.B. To assist S.E.P.W.B.A. Recorder, Clubs are asked to state on score sheet if a player is a SUBSTITUTE by writing Sub after name of player. If a Substitute player is requested by another Club to fill a position for them in a Pennant Team, and that player has to pay travel costs, the requesting Club should pay these costs to the player concerned. Refer to MANAGEMENT OF PLAYERS (page 12) regarding a Replacement Player. Page 11

12 INFORMATION FOR SIDE MANAGERS REPLACEMENT PLAYER (Page 107 Rule Book Domestic Regulations). Takes the place of an intended player BEFORE THE START OF A GAME. If no eligible player (i.e. from own club) is available, an affiliated replacement (i.e. from another club, State etc) may be used providing the umpire is satisfied that their playing ability is not better than that of the absent player in the team (or, as a guide only, similar standard to that of the team and side is which they will play). May play in any position. SUBSTITUTE Can only be introduced into a team AFTER the START of PLAY for a constituted player who is physically incapable of continuing OR some other reasonable cause e.g. family emergency, fire fighting or ambulance duty. Skips should agree on whether a substitute is necessary and if they can t agree the matter should be referred to the umpire who will make a decision. Subs can play in any position except skip. INCOMPLETE SIDES. LAW 46.2 Absentee Player When playing one short in a team in a side game, 8 bowls SHOULD be used and played as follows: - TEAM A (One player missing) TEAM B Lead plays 1 st bowl Lead plays 1 st bowl Lead plays 2 nd bowl Lead plays 2 nd bowl Lead plays 3 rd bowl Second plays 1 st bowl Second plays 1 st bowl Second plays 2 nd bowl Second plays 2 nd bowl Third plays 1 st bowl Second plays 3 rd bowl Third plays 2 nd bowl Skip plays 1 st bowl Skip plays 1 st bowl Skip plays 2 nd bowl Skip plays 2 nd bowl The team playing one short SHOULD deduct 25% from the total of their shots scored. N.B. There is no option for a team to play with 3 players and use 6 bowls only. The Law states that the team SHOULD use 8 bowls. Wherever the Law states SHOULD the action is compulsory. Please refer to Conventions on Page 7 of the Law Book. Page 12

13 TOURNAMENTS CARNIVALS and TOURNAMENT ENTRIES The whole Team to be named, not just the Skippers. CLUB EVENTS No Club to have more than two events of any type in a season. Association and Region 5 matches are an exception. CATERING That Invitation Days with full catering, the cost of the day be $15. On BYO Lunch Days the cost be $8 For non-playing visitors the cost for meals for a full day be $10 Morning and afternoon tea to spectators at events be $4.00 Page 13

14 S.E.P.W.B.A. - ASSOCIATION FOURS - (REGION 5) HOST CLUBS - Refer Page 23 - (TOURNAMENT REGION 5) 1. The Association Secretary shall call a meeting of Association Selectors no later than 4 weeks prior to the Association game for the purpose of selecting teams to represent the Association. 2. The players not selected in the teams make up the general reserves and are not necessarily used in order as listed. 3. That teams from SEPWBA to play in the Association Fours match must be chosen from lady pennant players. 4. The teams shall be selected on strength and position, compatibility and ability regardless of Club representation. 5. If an Association Fours Selector is eligible for a position in a team, they must leave the meeting while their name is being discussed. 6. If a player from a team becomes unavailable the Association Fours Selectors must fill the vacancy by a player from the general reserves. 7. The Association Fours Selector of the Host Club chairs the meeting and sends a copy of the S.E.P.W.B.A. Association teams and reserves to S.E.P.W.B.A. Team Manager. 8. The S.E.P.W.B.A. Association Fours side is to be made public in Clubhouses on a date agreed upon by the Association Fours Selectors. 9. When Association Fours is to be held in the Western Area, that at the Association A.G.M. prior to the event, discussions are held regarding accommodation and travel arrangements. The Manager to book any accommodation and/or a bus provided bus returns on Sunday pm. The Association Fours Manager to be reimbursed travel & accommodation expenses. When the event is to be held in any other Association, travel and accommodation requirements are to be made by the players concerned. Page 14

15 ASSOCIATION EVENTS. Open to all members of S.E.P.W.B.A. TIME. Starting time 9.00am. S.E.P.W.B.A. - SINGLES. VENUE. To be held each season at IMMEDIATE PAST HOST CLUB at a date to be set at Annual Meeting. ENTRY FEE. An entry fee of $15 to be charged. Luncheon compulsory. Profits from the day to be retained by the Club hosting the fixture. ENTRIES. Limited to 56 Players (members of S.E.P.W.B.A.) where only 2 greens are available. Entries to close one week before the event. DRAW. Draw to be done so that players do not play against their own Club members if possible. CONDITIONS OF PLAY. To be drawn in one section. Roll-up before first game. 4 games of 12 scoring ends, controlling body has right to stop a game if deemed necessary. Two points for a win, one point for a draw. If only one 4 game winner, runner-up to be decided on shots up or if still equal, then highest margin or shots up, if still equal, on percentage. If more than one 4 game winner, knockouts and finals to be played, if only two 4 game winners, Final to be played. PLAY OFFS: In the event of an odd number of players with the same number of wins, the player with the highest margin of SHOTS-UP to have the BYE. If shots up are equal, percentage to be used. KNOCK-OUTS to be 5 ends. FINAL 10 ends. If there are no 4 game winners but equal 3 game winners, play-offs are conducted the same as if they were 4 game winners. POINTS score and GAME scores to be entered on MASTER SHEET. Each Club to supply Markers, on request. (To calculate percentage multiply shots for by 100: divide this by a total of shots for and against). Page 15

16 S.E.P.W.B.A. - SINGLES (cont) TROPHY. Winner to be presented with the Cup by the Association President or Vice President after the Host Club presents the Winner and Runner-up trophies. The Winner takes the Cup home, and at the beginning of the following bowls season, gives it to her home Club to be on view in the Clubhouse. The Winner s Club must make sure it is taken to the Host Club on the day it is next played ready to be presented to the new winner. The Association to pay all costs for engraving the Cup each year. PRIZE MONEY Winner to receive $80.00 and Runner-up $ Prize money provided by Host Club. MARKERS. All Markers supplied with lunch; spectators: morning and afternoon tea $4 Morning tea after first game, lunch after second game, afternoon tea after last game. UMPIRE. Official Umpire of the Club hosting the fixture whose decision (if appealed) to be FINAL. CATERING. At all S.E.P.W.B.A. fixtures, spectator s lunch will be $10.00 and a charge of $4.00 will be made for spectators to cover morning and afternoon tea. Luncheon is compulsory for players. 17 S.E.P.W.B.A. - CHAMPION OF CHAMPIONS. Champion of Champions to be played no earlier than the middle of March. To be a Round Robin Competition. FORMAT If the combined Men s and Women s Champion of Champions event eventuates and Coffin Bay is the Host Club, the competition reverts to previous single gender format. The Champion of Champions Singles and Champion of Champions Pairs shall be played on separate days when a Club s Singles Champion is also a Pairs Champion. VENUE. To be played on home green of ASSOCIATION PRESIDENT on a date to be fixed at the ANNUAL GENERAL MEETING of the S.E.P.W.B.A. TIME. Starting Time 9.00am. DRAW. At 8.45am by COMPETITORS. The current Champions of the Member Clubs of the Association will contest the Champion of Champions. Singles and Pairs shall be played concurrently and be played Round Robin Style. CONDITIONS OF PLAY Singles play 4 games: 18 shots up Pairs play 10 ends Dead ends do not count. If no four game winners but equal three game winners, in Pairs when two sides have drawn their game and won the remainder the winner to be decided on shots up, or if still equal then percentage. The Singles Champion of each Club shall play in the Singles Champion of Champions. In the event of a Singles Champion being part of the Club s Championship Pairs (refer to the above FORMAT). In the event of a Singles/Pairs Champion being unavailable, a Substitute shall be obtained from the Runners Up. Pairs a Substitute may play in any position. ROLL UP. All players to have the option of playing a maximum of 2 ends prior to commencement of play. Bye players may practice while first game is in progress. UMPIRE. OFFICIAL UMPIRE of Host Club, whose decision (if appealed) shall be FINAL. MARKERS. Each Club to supply a suitable Marker. (not necessarily the President) NO PERSON to mark for a match in which a member of her Club is participating. Page 17

A Simple morning and afternoon tea for players and spectators available at a charge of $4.00. Morning tea available on arrival. Lunch to be taken after competitors have finished their second game and proceed to their next game as soon as possible. TROPHIES. SINGLES: Winner to be presented with *SEPWBA Singles Shield. *Round Silver Badge inscribed SEPWBA Singles Champ of Champs & on the back, the year. Purchased from Olsons each year at Association expense. *$100 prize money. *Association Secretary to have Shield & Badge inscribed at Association expense. PAIRS: Winners to be presented with *SEPWBA Pairs Shield. *Each receive a Bar with blue background inscribed SEPWBA Pairs Champ of Champs & the year. Purchased from Sportscene each year at the Association expense. $80 prize money each. Association Secretary to have Shield & Bar inscribed at Association expense. Club lists players into Positions eg Skip, Third, Second, Lead. (As per played in Pennant Positions during the season). Players can only move one position. (e.g. Skip can play 3 rd but not 2 nd or lead). Every player in winning rinks is awarded 3pts. Every player who plays, will score 1pt. If there is a drawn game players score 2pts each. Play commences 9am greens permitting. ELIGIBLE PLAYERS: All affiliated clubs in Region 5 are invited to participate. The pair to represent each club to be decided by a competition conducted at the discretion of the individual club. ENTRIES: All clubs to forward names of competitors to the Secretary of current Hostess Club for the Les Freeman Pairs, or otherwise notify inability to enter a pair by closing date, one week before event. In the event of any pair withdrawing from the competition, they are to find a replacement pair from their own club (runner-up first) in the current competition. In the event of one player of a pair being unavailable the replacement player may play in any position THERE SHALL BE NO BYES. In the event of an un-even draw, non participating club to be invited to field a pair (winner or runner-up first) from current competition in order to avoid a bye. If draw still un-even, include a pair (runner-up first) from Les Freeman Memorial Pairs competition of host club or runner-up pair from a member club of host association, in current competition. 26 BOWLS SA GUIDELINES FOR OFFICIAL BOWLS FUNCTION. The purpose of these notes is to inform Clubs of the correct procedure and protocol to be observed on official occasions when the Representative of Bowls SA has been invited to be present at a function. On all such occasions it is emphasised that the State Representative takes precedence over all other guests, including local officials, parliamentary and Civic Representatives. When the date of a function is fixed, a written invitation to the Representative should be forwarded to the Secretary of Bowls SA as far in advance as possible. The invitation should state the nature of the function, date, time and place. A reply will be sent by the State Secretary, indicating in the case of acceptance, whether the Representative will be attending personally, or if not, her representative. If possible, reserved parking space should be available and the Representative of the State should be met at the entrance of the Club and escorted to the Green and Clubhouse. (by the Host President and her Secretary). The Representative s flag should be flown below the Australian flag, if on the same flagpole. If two flagpoles are used, the Australian flag should be flown on the more prominent. The Official team includes the State Representative playing opposite the Club President. In calling the cards for play, that of the Official representatives and their opponents should be called first and etiquette requires that their match should be played on a central rink. At the afternoon or high tea, the following is given as a lead to the table arrangements for functions to which distinguished guests may be invited. This example of arrangement may serve to cover the normal extent of the needs of most Bowling Clubs. It should be noted that the State Representative having first guest precedence, is seated on the right of the Club President and then other guests in line with Club policy on precedence. All present remain standing until the Host President and the official guests are seated. If desired, Grace is sung or recited. If toasts are to be proposed, the Toast of the Day is that of The Queen, usually proposed by the Club President or Senior Officer. (Not used at Openings) A toast to Bowls SA is usually proposed by the Club President. The response to the toast is made by the State Representative, who during her response, introduces her Official team, if with her, and makes any presentation of Bannerettes or badges. (Not used at Openings) At the conclusion of the function the Host President rises and escorts the visiting guest of honour to the door and farewells her. The Host President remains at the door until all guests have left. PROTOCOL State Officers. It is customary when State Officers are in attendance at an official function to present them with a gift when presentations are being made. Protocol also dictates that a small gift be place in their motel rooms before they arrive. State Officers include State President, Executive Members, Councillor and Assistant Councillors. Page 26

27 GUIDELINES & OFFICIAL FUNCTIONS (continued) OFFICIAL FUNCTIONS Hats, not visors, must be worn on the green at all official functions, Region and Association Openings, Anniversaries etc, and when the Bowls SA Representatives are present on official duty. PROTOCOL Protocol is essential at Association openings and all official Association and Regional functions and when State officials or divisional officers are officiating. It is expected the position of Councillor, Assistant Councillors and Region 5 life members be recognised at all times with the exception of pennants and her own club days. OFFICIAL EVENTS - DRESS When an official event is being held at their Club it is correct for officials and Club members to wear full uniform. INVITATIONS BOWLS SA Invitations from Bowls SA must always be answered. OFFICIAL INVITATIONS Must be issued through Councillor of Bowls SA i.e. when inviting member/s of the executive to attend a special function such as anniversaries, openings etc. FLAGS Australian National flag and club flag to be flown. If Bowls SA officials or Councillor (Region 5 events) are present, their appropriate flag should be flown. If two flagpoles are used, the Australian flag should be flown on the more prominent. SEATING OFFICIAL GUESTS Association Secretary, Assistant Councillors (if required) Councillor, Association President (Councillor always on Assoc. 28 RULES AND REGULATIONS OF: SOUTHERN EYRE PENINSULA WOMEN S BOWLING ASSOCIATION Approved and Adopted: - 26 th May 2008 (Amended 29 th May 2008). 1. Name of the Association: SOUTHERN EYRE PENINSULA WOMEN S BOWLING ASSOCIATION 2. Objects and Purposes The Objects and Purposes of the Association shall be: 2.1 to adopt and promote the Objects and Purposes of Bowls SA; 2.2 to comply with the Bowls SA Constitution, By-Laws, Rules, Policies and Procedures; 2.3 to administer the game in accordance with the Laws of the Sport of Bowls; 2.4 to promote, administer and advance the game of bowls within the defined area of the Association; 2.5 to foster good relations between Member Clubs and members of Member Clubs within the Association; 2.6 to consider and deal with matters referred to it by its attached Member Clubs; 2.7 to conduct and control the pennant competition within the Association and other Association and Region events as determined from time to time; 2.8 to do all things incidental to the furtherance of the Objects and Purposes of the Association. 3. Membership 3.1 Until otherwise determined by the Council and the Board of Bowls SA, the Association shall be attached to Region 5, and the following Member Clubs shall be attached to the Association: COFFIN BAY, CUMMINS, KIRTON-PT.LINCOLN, PORT LINCOLN, TUMBY BAY 3.2 The Association requesting a transfer to another Region, or a Member Club within the Association requesting transfer to another Association, shall apply in writing and follow procedures in accordance with the Bowls SA Constitution and By-Laws. 3.3 All Member Clubs within the Association shall contribute each year to the proper transit and other expenses of their Association as determined at the Annual General Meeting of the Association. 3.4 The Executive Committee of the Association shall have the power to levy Member Clubs should additional funds be required to meet the expenses of the Association. Life Membership 4.1 Life Membership may be conferred upon a member of a Member Club within the Association who has rendered distinguished or outstanding service to the Association. 4.2 Nominations for Life Membership must be submitted in writing to the Executive Committee of the Association for consideration and, if approved, shall be recommended to the next Annual General Meeting of the Association. Life Membership may be granted, provided the recommendation is carried by a threequarters majority, taken by ballot, of those present and entitled to vote. 4.3 A Life Member shall not be relieved of any of the financial obligations to the Association prescribed in Rules 3.3 and Office Bearers - Executive Committee 5.1 The Association shall be administered by an Executive Committee comprising the following Office Bearers: A President, a Vice President, a Secretary/Treasurer, or such number as determined at the Annual General Meeting, all of whom shall be elected at the Annual General Meeting of the Association for such term of office as determined at that meeting. 5.2 A Region Councillor, or an Assistant Region Councillor, who is a member of a Member Club within the Association, shall be eligible for election to any position on the Executive Committee. 5.3 Members of the Executive Committee shall, subject to these Rules, be nominated for election by Member Clubs within the Association in the following rotation order - Cummins, Kirton-Pt.Lincoln, Tumby Bay Coffin Bay, Port Lincoln. 5.4 In the event of a casual vacancy occurring, the Executive Committee may appoint a member of a Member Club within the Association to fill the vacancy, and the member so appointed shall hold office, subject to the Rules, until the conclusion of the term of office of the member causing the vacancy. 6. President The President: 6.1 shall be elected from nominations duly received in accordance with Rule 9.2; 6.2 shall regulate and keep order at all meetings at which the President is to preside as prescribed by these Rules; 6.3 shall preside as Chairperson at all meetings at which present, other than those committee meetings of which not elected or appointed as Chairperson. If not able to be present, or unwilling or unable to preside, the Vice President shall preside. If the Vice President is not present, or is unwilling or unable to preside, the members present and entitled to vote shall appoint one of their number to preside as Chairperson at that meeting only; 6.4 shall, at meetings of the Association, subject to Rule 9.6, be entitled to a casting vote only.
