2 INTRODUCTION According to the Oxford Dictionary, a captain is the "leader of a side in a game." The best way to lead others is to lead by example. A positive, disciplined captain will, no doubt, expect the same qualities in his/her teammates. A good captain is a motivator and an arbitrator, not an agitator or instigator. He/she must have the respect of the players and be able to control them in difficult situations. A great captain must believe in and practice fair play. He/she must also appreciate the role of the referee and the opposition. Without either of these factors, there can be no match. To be qualified as a leader, one does not have to be the most knowledgeable player on the team, nor does one have to be the most skilled or the greatest point scorer. He/she must, however, play the game with heart, in the spirit it was meant to be played in, and encourage others to do the same. Most of all, a captain must be calm and level-headed. He/she cannot afford to whine and complain at every injustice encountered during the course of a match. A bad situation will only turn worse if the captain does not prevail with diplomacy. There is nothing worse for a team than to see its captain lose his/her temper at a player, referee, or the competition. AIMS AND OBJECTIVES OF THE INTRAMURAL PROGRAM The University of Regina Intramural Program endeavors to provide opportunities for all students, faculty, and staff to participate in a variety of physical activities. Ultimately, the aim of the program is to create, among all participants, a positive attitude toward the necessity of active participation in physical activity, one that will hopefully continue throughout their lifetime. The program is in keeping with the educational philosophy of the institution to ensure a proper balance between academics and cocurricular activities, which will enhance the university experience of all who participate. The following objectives have been developed to guide Intramural Sports participants and personnel in their involvement with the program. 1. To provide a diverse program of recreational and competitive activities for students and other members of the University of Regina community; 2. To provide programs that are geared toward mass participation rather than elite competition; 3. To provide a safe environment that is an attractive alternative for the utilization of free time with a view of promoting physical, psychological, and social well being of participants and fostering positive attitudes toward active lifestyles; 4. To provide a program that enhances community life and students experience at university through social contact, participation and fair play; 5. To provide a program of physical activities that contribute to the development and identity of student groups/societies on campus; 2

3 6. To provide an opportunity for students to gain leadership skills, professional skills, qualifications and work experience through participation and employment in the program. Involvement in the Intramural Sports Program is based upon participation and not on the concept of winning at all costs. The program is based upon ideals that reflect fair play, respect for rules and officials, cooperation and teamwork, all of which are positive attributes toward sport, recreation and life in the professional community. DUTIES AND RESPONSIBILITIES OF TEAM CAPTAIN S All teams registered and participating in the University of Regina Intramural Sports Program MUST have a Team Captain designated and identified for the coordination between team players, officials and Intramural Sports Office personnel. Team Captains are to accept a leadership role that ultimately contributes to the efficient operation of the Intramural Sports Program. All Team Captains must have an active address for communication purposes. SPECIFIC FUNCTIONS: To ensure that every team member is aware of the potential physical risks associated with their involvement in the program. IMPORTANT: To attend, or to ensure a team representative attend, the Captains' Meeting prior to the start of league play. Failure to have representation at the Captains' Meeting will result in that team being excluded from the league schedule. A full refund will be issued. To notify team members of scheduled games. It is the Team Captain's responsibility to have their team members present and ready to play when scheduled. Information concerning date, time and location of games will be printed on all league schedules. League schedules will be made available to all Team Captain s and will also be posted on Intramural Bulletin Boards located in designated areas across campus and on the Intramural Sports Web Site at Please note that Intramural Sports reserves the right to re-schedule any games due to facility/equipment problems and inclement weather. IMPORTANT: To ensure that team members are aware of and abide by all sport specific and Intramural General Rules and conduct themselves in accordance to those rules. If a team is unable to play a regular league scheduled game due to an extenuating circumstance and would like the game re-scheduled; the request must be submitted in writing (Reschedule Game Form) to the Intramural Sports Office a minimum of five (5) working days prior to the scheduled game. Intramural Sports may be unable to re-schedule such games due to potential facility conflicts and timelines, although every attempt will be made to do so. In the event the game(s) cannot be rescheduled, the team will be assigned a loss rather than default. To inform the Intramural Sports Office immediately of any change in your address, telephone number and address. For certain activities, to sign out equipment or pinnies as required from the Equipment Room. Identification will be required and will be returned when all items are returned. Teams will accept responsibility for any lost or damaged equipment caused by abuse. To ensure that your team has minor officials (i.e. linespeople, scorekeepers, timekeepers) present at all games as indicated on the league schedule. Failure to do so will result in team penalty. Team Captain s may also be asked to officiate in league play if the Program encounters an official s shortage in certain sports. These will be paid occurrences. 3

4 To ensure that game sheets are completed in full (player name and jersey number) prior to the start of each game. To ensure that all University of Regina equipment and pinnies are returned to the appropriate place upon completion of activity. Failure to do so will result in team penalty. To ensure that team members assist other participants and/or Intramural Sports Personnel in setting up and taking down the activity area (i.e. Volleyball nets, pylons etc.). NOTE: Do not assume your team s position for playoffs as team penalties may affect final team standings. ELIGIBILITY REGULATIONS Only full and/or part time registered University of Regina students are eligible to participate in the Intramural Sports Program. Participants must bring their student photo I.D. card to all games. Participants may be asked before, during or after a scheduled contest to present their photo I.D. and current class validation slip or faculty/staff I.D. card to prove their eligibility. Individuals who are not able to present their identification when asked will be given until 4:30 p.m. the next business day to prove their eligibility to the Intramural Sports Office. Failure to do so will result in a team penalty. CIS Registered varsity athletes may not compete in the same sport for which they are competing at the intercollegiate level. For example: registered CIS athletes in the sport of volleyball are not permitted to play Mixed Volleyball. Players may only play for one team per sport. If an individual is found playing for more than one team the team and the individual(s) in question will be penalized as a result. If a participant is registered on more than one roster prior to the start of league play without the Team Captain(s) knowing, then, the team that the participant plays his/her first league game with will be the team that the participant will be officially assigned to. Participants may not switch to another team after playing one league game. Any additions to team rosters must be done in person and recorded on the official team roster form filed in the Intramural Sports Office. Any additions must be done prior to the mid way point of league play. Participants must participate in at least three league games to be eligible for any post-season play. If a player participates under an assumed name and/or student number that individual and his/her respective team will be subject to penalty. The same procedure will apply if the participant in question is not a current student of the U of R. Teams will forfeit any game(s) in which they are caught playing/using an ineligible player. IMPORTANT: Student Photo ID cards and accompanying class validation forms will be mandatory for all playoff games. It is often impossible for the Intramural Sports staff to check the eligibility of everyone competing although random checks do occur. Intramural Sports encourages participants to report suspected ineligible players to the Intramural Sports Office for investigation. NOTE: Please refrain from wearing your outdoor shoes in the gymnasiums. 4

5 PERFORMANCE BOND FEES Performance Bond fees are assessed for activities to ensure schedules are maintained, facilities utilized and administrative expenses covered. This Performance Bond or a portion of it (up to a maximum of $50.00) will be refunded where applicable. Refunds will be issued after the conclusion of the championship game and can be picked up at the Intramural Sports Office. Deadline to pick up Performance Bond refund cheques: Thursday, April 19, 2012 at 12:00 p.m. (noon) from Room 170, CKHS Note: Money not picked up on or before these dates will be unavailable. DEFAULTS Defaults not only hurt the program, but also are unfair to those participants who take the time, travel and expense to participate in the Intramural Sports Program. It is the Team Captain's ultimate responsibility to ensure that there will be a sufficient number of players present to participate in each game as scheduled. If a team does not have the required number of players necessary at the immediate start of the scheduled game, a default will be recorded and that team will receive a "0" as its Fair Play Rating for that game. FEE PENALTIES (Please note that all fee penalties are taken from your $50.00 performance bond) * Missed Captains' Meeting Exclusion from schedule * 1 default $25.00 penalty * 2 defaults $25.00 penalty * 3 Defaults Expulsion from league * No minor official(s) present $25.00 penalty & any other total points penalty as indicated in the League Rules. * Ineligible Player Default of every game player played in (for every game they play in it will be a loss of $25.00, if 3 or more expulsion from the league) * Damaged/Lost Equipment Replacement cost of equipment * Incomplete Game Sheets $25.00 penalty (recorded as a default) * Failure to assist in putting equipment away $25.00 penalty (recorded as a default) LEVELS OF PLAY The following classifications have been developed to ensure that every participant/team may choose the level of play best suited to their interest and playing ability. The nature of the activity and the number of interested participants/teams determine the levels of play for each activity. Please note that it may not be possible to offer both levels in certain activities. A ELITE: The highest caliber of play within a structured league. There are league standings, playoffs, and championship awards. 5

6 B COMPETITIVE: Generally, higher caliber of play within a more structured league. There are league standings, play-offs, and championship awards. C RECREATIONAL: Less structure with more emphasis on recreation and participation. There may be no standings, play-offs, or championship awards. PROTESTS/APPEALS Any team or individual registered in any activity may formally protest/appeal the result of any game(s) if that team or individual feels a breach of the rules governing the Intramural Sports Program has been committed (i.e. ineligible player). Protests will NOT be considered for judgement calls made by game officials. The following procedure is to be followed when lodging an official protest/appeal. Come down to the Intramural Sports Office and complete and submit a Protest and Appeal Form no later than 1 work day following the game in question and/or any disciplinary action taken. The Intramural Sports Office will review each case to determine the appropriate course of action to be taken. Any team or individual may formally appeal any disciplinary action rendered by the Intramural Sports Office. Appeals must be submitted in writing to the appropriate Intramural Sports Program Supervisor. CONDUCT OF PARTICIPANTS The Intramural Sports Office will review and evaluate the need to discipline participants and/or teams when necessary. Ideally, all participants can enjoy their involvement under the spirited philosophy of the program and Intramural Sports personnel will ensure that this end is met. Definitions: Fighting: occurs with any physical confrontation between two or more participants which includes, but is not limited to, strikes/blows to person (gloves on or off) and will result in suspension for one full calendar year from time of infraction. Physical Abuse: includes fighting, and any attempt to injure a fellow participant, official, and/or team supporter. Technical Disqualification: to declare a participant/team supporter ineligible for further competition because of violation of the rules. T.D.'s will automatically carry an additional minimum one game suspension. Any team that receives three technical disqualifications during league play, regardless of their win: loss record will be suspended from post-season play. A. No Participant/Team Supporter shall: 1. Disrespectfully address game official(s) and/or Intramural Sports Program personnel. Only the designated Team Captain may address (courteously) the game official(s) concerning the interpretation of a rule/call. 2. Physical abuse of another player or Intramural Sports Personnel. Offender(s) may be barred from all Intramural programs for the period of one full calendar year from the time of infraction. Please note that any physical and/or verbal abuse directed toward Intramural Game Officials will 6

7 automatically result in the technical disqualification of that person from the Intramural activity with further review pending. 3. Abuse of the facilities or equipment of the University of Regina or any off campus facilities used. Offender(s) may be charged for damages, lose Physical Activity Centre privileges, and may be subject to further disciplinary actions pending review by the University of Regina. 4. Possess or consume alcohol before, during and after any intramural competition unless during special events where licensed premises exist. The individual or team will be disqualified/defaulted for that game. Further review may occur pending the circumstances of the incident(s). B. Warning Levels 1. The official(s) and/or Intramural Sports personnel may present a warning and/or eject a participant/team supporter, for any unsportsmanlike conduct. This may include, but is not limited to: slamming/spiking the ball in disgust; hanging onto the basketball rim, profanity, obscene gestures, physical and/or verbal abuse of officials/opponents, and abuse of facilities and/or equipment. 2. In the event of a bench or sideline violation, the designated Team Captain will be warned and/or technically disqualified. Upon technical disqualification of the Team Captain, the team must appoint another team representative to act as Team Captain. Note: Participants, and/or team supporters may receive a technical disqualification during any intramural activity with no previous warning from the official(s) or Intramural Sports personnel. Anyone receiving a technical disqualification must leave the playing area immediately after the infraction. If the player refuses to leave the playing area immediately, the game will be forfeited and the team in which that player is affiliated will receive a default. 3. While serving any suspension, players are not permitted in the playing venue. FAIR PLAY RATING SYSTEM This system will be imposed for those activities that have game officials. The game officials following each regular season game will rate teams. The average of these ratings will serve as the criteria for play-off eligibility. 1. In order for a team to qualify for post season play, it must: a) Have at least a 3 rating average during the regular season. b) Did not default three times during the regular season c) Not have more than 3 technical disqualifications during league play. 2. Fair Play Ratings will be based on the following criteria: 5 Excellent Conduct: Players cooperate fully with game officials, staff and other participants. The Team Captain calmly converses with the officials about rule interpretations and calls. The Team Captain also has full control of teammates and ensures that all equipment is properly treated and put away. "4" Good Conduct: Team members may verbally complain about some decisions made by the officials and/or show some minor dissension toward their opposition which may or may not merit a warning. "3" Average Conduct: Team members display some verbal dissent toward an official, staff and/or opposing team members may merit a warning. The Team Captain exhibits minor control over his/her teammates, but is in control of him/herself. 7

8 "2" Below Standard Conduct: Team constantly complains to officials, staff and/or opposing team from field and/or sidelines. The Team Captain exhibits little control over teammates or even him/herself. "1 Poor Conduct: Team is completely uncooperative. The Team Captain has no control over teammates and/or his/herself. 0 Default: Team has defaulted the game for whatever reason. Any team that receives 3 0 ratings in one season will be removed from league play. 3. Special Game Situations: a) Games that are unable to be re-scheduled due to inclement weather or facility problems, etc. - Both teams will receive a "5" rating. b) A team winning a game by default will automatically receive a "5" rating. c) A team losing a game by default with no attempt to re-schedule will automatically receive a "0" rating. 4. Any team receiving a "0" rating will be placed on probation and will be required to participate in an exemplary fashion for the remainder of their games. Any team that receives three "0" ratings (regular season and/or play-off) will be barred from further competition. INTRAMURAL PARTICIPANT OF THE WEEK This award is presented weekly to a male and female University of Regina student who exemplifies the spirited philosophy of the Intramural Sports program through their involvement. Recipients are selected based on nominations brought forward from their peers and are based upon the following selection criteria: demonstration of leadership, fair play, team work, and respect for rules and program officials. Consideration is not based solely on athleticism.
