In accordance with The FA Standard Code of Rules which leagues must be compliant clubs must follow the procedures below: Rule 4(D): Except where otherwise mentioned (see below) all communications shall be addressed to the Secretary who shall conduct the correspondence of the Competition and keep a record of its proceedings. Rule 4 (E): All communications received from Clubs must be conducted through their Officers and sent to the Secretary. Failure to comply with this Rule will result in a fine (in accordance with the Fines Tariff). Kick-off times may be changed subject to both competing teams and the referee being in agreement. Clubs are requested to be cooperative and flexible when asked by the home club to enable the best use of facilities and referees. Clubs cannot change a kick-off time and ask for a replacement referee. In the event that Clubs are in disagreement regarding a kick-off time then committee will invoke the above standard times unless the two Clubs negotiate a mutually agreed time which is also acceptable to the appointed referee. It is not permissible to postpone a fixture due to clubs failing to agree a kick-off time. In such cases both clubs may be charged and dealt with under the rules and regulations pertaining to unfulfilled fixtures. All changes of kick-off time must be notified to the appropriate Fixture Secretary and to the Referees Appointments Secretary at least 28 days prior to the date of the match. MATCH RESULTS & REPORTS Both Team Secretaries/Managers must provide the result and details of matches This must be done by: 7.00pm (September, March, April, May) 5.00pm (October to February inclusive) The following details must be given: The age group and division The names of the two competing teams The full time score The half time score Scorers for both sides including first names if known Man of the match for each team Any other points of interest a brief report Clubs who fail to provide the above information will be fined in accordance with league rules. 8 NOTTS YOUTH LEAGUE KO CUP DATES OF ROUNDS: Saturday Competitions: Sunday Competitions: October 13th October 14th November 10th November 11th December 8th December 9th January 12th January 13th Semi-Finals will be played midweek on neutral grounds in February/March (These dates may be changed at the discretion of the Notts Youth Football League) NOTES: In all rounds prior to the semi-finals the HOME team is responsible for payment of pitch costs. The match official(s) fee is to be paid in equal shares by the two competing teams. Cup matches take precedence over league matches and in the event that the first-named team in the draw does not have its ground available, then it must obtain an alternative ground in order that the match may be played on the scheduled date. In all rounds, including semi-finals and finals, in the event of a draw at the end of normal time, extra time of 10 minutes each way shall be played. If the scores are still tied at the end of extra time, the match shall be decided by the taking of kicks from the penalty mark (see KO Cup Rule 6.4) Semi-finals will be scheduled for midweek on neutral grounds if possible. The costs of staging these matches (pitch hire, match officials fees & travel expenses) will be paid in equal shares by the two competing teams. The League will pay a portion of the cost of the pitch hire. Finals will be played on neutral grounds dates and venues to be notified to clubs in due course. The league will pay all costs for the finals. There will be an admission fee for spectators. At least seven days prior to semi-finals and finals each team must submit a squad list to the G Brown (geoff@nyfl.co.uk) - players must have played in at least three bona-fide matches (league, NYFL KO Cup, Notts FA Youth Cup) in order to be eligible to play in semi-finals and finals. Both team secretaries/managers must complete the match statistics on our Full Time website within two days of the date of the match. This must include the scorers, opponents sportsmanship/respect mark (out of 10) and the referees mark (out of 100) Information & Directory Season : Page 8

9 MATCH ADMINISTRATION GUIDE PRIOR TO THE MATCH The Home Team Secretary must ensure that a pitch is booked in readiness for the match. The Home Team Secretary must notify the referee and opponents at least 5 days prior to the match (ie for a Saturday match, notification must be given by Monday for a Sunday match by Tuesday). Give the following details: o Exact location of ground and changing rooms o Name of Referee (if no official referee, see note below) o Colours if there is a clash, the away team must change unless mutually agreed otherwise. If the League has not appointed a Referee, please make sure that your opponents are aware of this. The two clubs must mutually agree on a replacement referee (do not leave this until the day of the match). If the League appoints a Referee, the clubs must use this Referee failure to do so will result in action against the club(s). Any such referee will have the same authority of a qualified and registered referee and his/her decisions will be final and binding. Such referees must report any incidents (cautions, sending-off etc) to the appropriate county association) The Away Team Secretary & Referee must acknowledge receipt of match details. If there has been any change to the scheduled kick-off time, by mutual agreement, notify the appropriate Fixture Secretary. If you are not playing at the ground stated in the directory, notify the appropriate Fixture Secretary. MATCH DAY Be at the ground at least 45 minutes prior to the kick-off. The Home Team Secretary must arrange for a member of their club to meet the Referee and the opponents at the ground and ensure that they are aware which changing room and pitch are being used. If the Referee appointed by the League fails to arrive, the two clubs must agree a replacement referee and the match must be played. The home team must report the nonarrival of the referee to the General Secretary (peter@nyfl.co.uk) If the away Team fails to arrive by kick-off time, the Home Team and Referee must wait until half-time when, if the away Team still hasn t arrived, the Referee may declare the match to be postponed. Both Team Secretaries must provide the Referee a copy of their Team Sheet at least 15 minutes prior to the kick-off numbers on the team sheet must correspond with the number on the player s shirts. Team Secretaries must inspect the registration cards/photographs of the opposing team s players prior to the kick-off. Players are not permitted to play if their registration card isn t available for inspection. The Referee s fee must be paid before the start of the match. Immediately after the match the Team Secretaries must exchange Team Sheets, fully and accurately completed please ensure that names are clear and scorers and man of the match are indicated on the sheet. 10 The Both Team Secretaries/Managers must the result and details of the match to the General Secretary by 7.00pm for Saturday matches and by 6.00pm for Sunday matches. In the event that the match is postponed, The Home Team Secretary must notify the League as above. This is to enable the league to write a press report. Both Team Secretaries must text the result to the Full-Time website immediately after the match, and provide full details of the match within two days (ie by Tuesday) by completing the Full Time website, Please note that numbers on the Team Sheet must correspond to the shirt numbers worn by the players. CODE OF CONDUCT Clubs are responsible for the conduct of their Players, Club Officials and Spectators, before, during and after the match. Club Officials must ensure that their Players, Officials and Spectators: treat members of the opposing club with due respect at all times, irrespective of the result of the game treat Match Officials with due respect and accept their decisions without protest avoid words or actions which may be considered to be offensive, racist or sexist accept success and failure, victory and defeat equally Alcohol must not be taken out of the clubhouse and must not be at the side of or anywhere in the vicinity of the pitch Club Officials must make themselves conversant with The Football Association s Codes of Conduct, which are on pages of The FA Handbook, a copy of which has been issued to each Club. Any Club found in breach of the Codes of Conduct will be charged and appropriate action will be taken. Should a Club have a complaint it must be reported, in writing, to the General Secretary, clearly defining the reasons for the complaint. The League monitors the disciplinary points accrued by each team as a result of actions taken by the Notts FA and Clubs with unsatisfactory disciplinary records will be charged with bringing the League into disrepute and appropriate action taken. 3G (RUBBER CRUMB) PITCHES Matches may be played on 3G (Rubber Crumb) pitches subject to them meeting the FA requirements. A full list of FA approved 3G pitches in Nottinghamshire can be obtained from Ricky Stevenson at Notts FA ALCOHOL Alcohol is NOT permitted at the side of any pitch. 11 The Nottinghamshire FA launched its Respect Programme in February 2009 since when there have been further developments in the implementation of the programme throughout the county. This is part of a national programme to improve touchline behaviour by coach s, managers, spectators towards referees and youth players. We want to get everybody agreeing to and enforcing the Codes of Conduct, helping create fun and safe playing environments. The Respect programme will help us in: Supporting existing referees to stay in the game Recruiting more referees Creating fun and safe playing environments Educating people on what is acceptable and unacceptable behaviour Addressing poor and unacceptable behaviour towards referees and youngsters Taking action against those committing abuse. The Notts Youth Football League has been awarded the status of a FA Respect League and all member clubs are required to comply with the expectations and ensure that: Team captains wear the FA Respect armbands Spectators are at least 2 metres from the touchline either by use of respect barriers, posts & ropes, cones or marked line parallel to the touchline. To familiarise themselves, and all members of their clubs including club officials, players, spectators and parents, with the FA Respect Codes of Conduct and comply with these at all times both on and off the field of play. Clubs who breach any of the FA Respect Codes of Conduct will be: Stage 1: Stage 2: Stage 3: Required to respond to any written allegations detailing the investigations undertaken by the club in respect of these allegations and subsequent actions in the club to ensure that all its members are compliant with the FA Respect Codes of Conduct. Required to attend a meeting with the League Disciplinary & Respect Committee. 12 Respect Codes of Conduct We all have a responsibility to promote high standards of behaviour in the game. As a player, spectator, parent/carer, referee, club official, you have a big part to play. That s why The FA is asking every player, spectator, parent/carer, referee, club official to follow a Respect Code of Conduct. It is the responsibility of every club to ensure that all of its members (players, managers, coaches, officials, parents/carers) are aware of the Respect Codes of Conduct and in the event of any breach of these codes, to take appropriate action against the offending party and communicate such actions to the League. Players Players are required to: Always play to the best of Their ability Play fairly don t cheat, complain or waste time Respect their team-mates, the other team, the referee or their coach/manager Play by the rules, as directed by the referee Shake hands with the other team and referee at the end of the game Listen and respond to what their coach/team manager tells them Talk to someone they trust if they are unhappy about anything at their club They may: Be required to apologise to their team-mates, the other team, referee or team manager. Receive a formal warning from the coach or the club committee Be dropped or substituted Be suspended from training Be required to leave the club Spectators and Parents/Carers They must: Remember that children play for FUN Applaud effort and good play as well as success Always respect the match officials decisions Remain outside the field of play and within the Designated Spectators Area (where provided) Let the coach do their job and not confuse the players by telling them what to do Encourage the players to respect the opposition, referee and match officials Avoid criticising a player for making a mistake mistakes are part of learning Never engage in, or tolerate, offensive insulting, or abusive language or behaviour They may: Be issued with a verbal warning from a club or league official Be required to meet with the club, league of CFA Welfare Officer Be required to meet with the club committee Be obliged to undertake an FA education course Be obliged to leave the match venue by the club Be requested by the club not to attend future games Be suspended or have their club membership removed Be required to leave the club along with any dependents Information & Directory Season : Page 12

13 Match Officials They must: Be honest and completely impartial at all times Apply the laws of the Game and competition rules fairly and consistently Manage the game in a positive, calm and confident manner Deal with all instances of violence, aggression, unsporting behaviour, foul play and other misconduct Never tolerate offensive, insulting or abusive language or behaviour from players and officials. Support their match officials colleagues at all times Set a positive personal example by promoting good behaviour and showing respect to everyone involved in the game Communicate with the players and encourage fair play Respond in a clear, calm and confident manner to any appropriate request for clarification by the team captains Prepare physically and mentally for every match Complete and submit, accurate and concise reports within the time limit required for games in which they officiate Coaches, Team Managers & Club Officials They must: Show respect to others involved in the game including match officials, opposition players, coaches, managers, officials and spectators Adhere to the laws and spirit of the game Promote Fair Play and high standards of behaviour Always respect the match officials decision Never enter the field of play without the referee s permission Never engage in public criticism of the match officials Never engage in, or tolerate, offensive, insulting or abusive language or behaviour Place the well-being, safety and enjoyment of each player above everything, including winning Explain exactly what they expect of players and what players can expect from them Ensure all parents/carers of all players under the age of 18 understand these expectations Never engage in or tolerate any form of bullying Develop mutual trust and respect with every player to build their self-esteem Encourage each player to accept responsibility for their own behaviour and performance Ensure all activities they organise are appropriate for the players ability level, age and maturity Co-operate fully with others in football (eg officials, doctors, physiotherapists, welfare officers) for each player s best interests. They may be: Required to meet with the club, league or County Welfare Officer Required to meet with the club committee Monitored by another club coach Required to attend a FA education course Suspended by the club from attending matches Suspended or fined by the County FA Required to leave or be sacked by the club Information & Directory Season : Page 13

14 NOTTS FA NOTICEBOARD NOTICE OF APPROACH ILLEGAL APPROACH Please read the copy of FA Rule C2a regarding approaches to players registered with other clubs you will find this in the rules section of your secretary s folder. Please note that you must not: Talk to any player registered with another club with a view to encouraging that player to come to your club prior to having given 7 days written notice of intent. Permit or encourage any player registered with another club to attend a training session with your club this is classified as illegal approach. If a player who is registered with another club approaches your club, you must give 7 days written notice of intent of approach before speaking to the player. Transfer forms are available from the Notts FA website, NYL website or the League Registrations Secretary. TOURNAMENTS & FRIENDLY MATCHES Any Club wishing to participate in tournaments and/or play friendly matches against clubs from outside Nottinghamshire must request permission from the Nottinghamshire FA and from this league. Failure to do so will invalidate your insurance and may incur other disciplinary action. Notts Youth League matches take precedence over tournaments and friendly matches in accordance with the FA Standard Code of Rules. CLUB TOURNAMENTS Any Club wishing to organise its own tournament must apply to the Nottinghamshire FA for sanction of such. Failure to have your tournament sanctioned will invalidate your insurance and you may not use Nottinghamshire registered referees. Notts Youth League matches take precedence over tournaments in accordance with the FA Standard Code of Rules. MATCHES AGAINST FOREIGN OPPOSITION Any Club wishing to play matches against foreign opposition must obtain the appropriate form from the Football Association and request permission from the Nottinghamshire FA. If these matches are planned to take place during the league season, clubs must obtain permission from the league who may, if they so wish, refuse to postpone any league/cup matches. SPONSORSHIP - SHIRT/KIT ADVERTISING Clubs wishing to advertise their sponsors names on kit must apply in writing to the Notts FA, Unit 6b Chetwynd Business Park, Chilwell, Nottingham, NG9 6RZ, giving details of the sponsors. You must obtain Notts FA permission before having the sponsors names printed on the kit. Information & Directory Season : Page 14

15 The Football Association Safeguarding Children Best Practice Guidelines Celebrating Football Through Photographs and Video There has been much talk about whether it s safe to take pictures of under 18s playing sport. The FA would like to assure parents, carers, coaches, spectators, players and local media that we encourage the taking of appropriate images of children in football. Potential risks The FA has developed this guidance to help avoid the following: The inappropriate use, adaptation or copying of images for use on child abuse websites on the internet (often referred to as pornography sites); The identification of children when a photograph is accompanied by significant personal information that will assist a third party in identifying the child. This can lead, and has led, to children being groomed ; and The identification and locating of children in inappropriate circumstances which include: (i) where a child has been removed from his/her family for their own safety; (ii) where restrictions on contact with one parent following a parental separation exist e.g. in domestic violence cases; (iii) in situations where a child may be a witness in criminal proceedings; or (iv) other safeguarding children concerns. The majority of images taken are appropriate and taken in good faith. If we take the following simple measures, we can help to ensure the safety of children in football. Common sense considerations to ensure everyone s safety: DO 1. share The FA s guidance on taking images with all parents, carers and members when they join the club; 2. ensure the club has parental consent to use a player s image if it is to be used in the public domain e.g. club website or newspaper article. This is essential in relation to point 3 below; 3. ensure that any child in your club who is under care proceedings is protected by ensuring that their image is not placed in the public domain. This can be done by using an Annual Consent Form, so that parents/carers can identify whether thisapplies to children in their care; 4. focus on the activity rather than the individual; 5. ensure all those featured are appropriately dressed (a minimum of vest or shirt and shorts); 6. aim to take pictures which represent the broad range of youngsters participating safely in football e.g. boys and girls, disabled people, ethnic minority communities; and 7. report any instances of inappropriate images in football to The FA Case Manager or the Internet Watch Foundation (IWF). DON T 1. publish photographs with the full name(s) of the individual(s) featured unless you have written consent to do so and you have informed the parents as to how the image will be used; 2. use player profiles with pictures and detailed personal information on websites; 3. use an image for something other than that which it was initially agreed, e.g. published in local press when initially produced for a clubhouse commemorative picture; and Information & Directory Season : Page 15

16 4. allow images to be recorded in changing rooms, showers or toilets - this includes the use of mobile phones that record images. Remember It s not an offence to take appropriate photographs in a public place even if asked not to do so; No one has the right to decide who can and cannot take images on public land; If you have serious concerns about a possible safeguarding children issue relating to the recording of images then call the Police. This action should only be taken where you believe that someone may be acting unlawfully or putting a child at risk; The land or facility owner can decide whether or not photography and/or videoing at football activities will be permitted when carried out on private land. However, you will need to make this known before allowing individuals access to the private property; Try not to use images that include individuals wearing jewellery (as wearing jewellery whilst playing is contrary to the Laws of the Game as well as being a health and safety issue). Commissioning professional photographers and the local media If you are commissioning professional photographers or inviting the press to cover a football activity, ensure you and they are clear about each other s expectations. Remember the key is to plan ahead and communicate early on. Provide a clear brief about what is considered appropriate in terms of content and behaviour; Inform them of your club s commitment to safeguarding children and young people. Establish who will hold the recorded images and what they intend to do with them, e.g. place on a website for sale, distribute thumb nails to the club to co-ordinate sales; Issue the professional photographer with identification, which must be worn at all times; Inform participants and parents or carers prior to the event that a professional photographer will be in attendance and ensure you have established that no under 18s will be compromised due to safeguarding children concerns if their image is taken remember this can be done by using the Annual Consent Form at the start of the season. 17 FA GUIDELINES ON SOCIAL NETWORKING WEBSITES Clubs are asked to remind all participants at your club, with particular reference to all players, of the following key points in relation to the use of social networking websites: All comments on social networking sites may be considered public comment by The FA Any comments which are improper, bring the game into disrepute or are threatening, abusive, indecent or insulting may lead to disciplinary action Comments about match officials which imply bias, attack officials integrity or are overly personal in nature are considered improper Comments which include a reference to a person s ethnic origin, colour, race nationality, faith, gender, sexual orientation or disability may be considered aggravated and attract a higher disciplinary sanction Re-tweeting another person s post may lead to disciplinary action if the original comment was improper Deleting or apologising publicly for improper posting, whilst advisable, does not prevent disciplinary action being taken An individual is strictly responsible for any posting on his/her account. Participants should take every care to ensure that others do not access their account, as the fact that a posting or comment may have been made by a third party will not prevent disciplinary action being taken against the account holder Participants are required to act in the best interest of the game at all times and should be aware that their postings on social networking sites are likely to be subject to public and media scrutiny Whilst we are conscious that the use of social networking sites can be positive we must advise that Participants exercise caution with the content of any postings Information & Directory Season : Page 17
