4 PLAYER ELIGIBILITY
5 Player Registrations All players will be registered on forms provided by the League as follows: Form R6 Registration of an Amateur Payer Form R9 Transfer of an Amateur Player Registration forms must be sent by recorded post, and more than one form may be sent in one envelope. Secretaries should retain the yellow bottom copy for their records. The blue copy will be returned to clubs at the next League meeting. Players must be registered/ transferred at least 3 days before the date of the match, i.e. Wednesday for Saturday. A player cannot be signed or transferred after 31 March in the current season. A Club participating in the DAWFL may not transfer more than four players from another member club in a season, directly or indirectly. A player having played 10 league games for a DAWFL Club in any season cannot be registered for another DAWFL Club in that season. The DAWFL is an amateur league and therefore the payment of players is strictly prohibited, with the exception of expenses they effectively incur. If a club is found to contravene this they will be dealt with by both the Irish FA and the League Committee.
6 Player Registrations & Transfers A player is ineligible for the DAWFL if they have taken part during the current season in one or more IFA Premiership match; or four or more matches accumulatively in the following competitions IFA Championship Division 1 or 2; Irish FA Intermediate Cup; Premier or 1st Division Amateur League, i.e. NAFL Premiership Division 1c; Steel and Sons Cup; any games of Intermediate Status. A player may transfer twice in a season on the central registration system but during this period the player will be eligible to play in official matches for two clubs only. Examples Player X signs for Club A, however does not play a competitive fixture for them. He can transfer to Club B and represent them, as well as transfer to Club C and represent them. Player Y signs for Club A and plays a competitive fixture for them. He can transfer to Club B and play a competitive game for them, before transferring back to Club A. Player Z signs for Club A and plays a competitive fixture for them. He can transfer to Club B and play a competitive game for them, as well as transferring to Club C, however he cannot play for Club C. Clubs must agree to transfer a player within seven days of request unless they can show good reason why the player should be retained. A player owing money to a club is not regarded as a reason to withhold a transfer.
7 INELIGIBLE PLAYER PENALTIES
8 Ineligible Player Penalties The DAWFL take the issue of playing ineligible players extremely serious. A player is only eligible to represent one DAWFL team on any one day. If caught playing an ineligible player The club could be fined 50 per player and lose league points/ cup games If they persistently do this, they could have their membership terminated. Any club caught playing a suspended player will be fined a min 350 by the IFA, a further 100 by the DAWFL and lose the points awarded for said game If the player is played under an assumed name The Club will be fined 100 The team represented will lose a minimum of 9 points The Player will be suspended for 10 games The Official who signed the match card will be suspended from all DAWFL activities for 12 months. If the match card is unsigned the registered manager will be held liable, even if they were not at the fixture and will receive the suspension.
9 Ineligible Player Penalties Remember that suspensions carry through from last season and must be served with the team at which the player or official received the suspension. Check the County Antrim FA, DAWFL & Irish FA Websites for details of suspensions Do not rely on a player telling you that he is suspended. Pay special attention to players who have only moved to your club, as they may be carrying a suspension forward and it is unlikely their previous club will inform you.
10 CUP ELIGIBILITY
11 Cup Eligibility A player is only permitted to play for one Club in each of the DAWFL Cup Competitions within a current season. Prior to the date of each round, each player must have played at least one DAWFL league game for the Club represented in the Competition. Only four recognised 1st team players will be eligible to play in the Reserve team cup competitions. A recognised 1st team player is defined as a player who has who has played10 or more matches in the Premiership or Division 1. N.B. This includes Premier Cups games in the DAWFL, but excludes Junior Cup and Junior Shield fixtures.
12 FIXTURES
13 Fixtures Clubs must play fixtures on dates arranged by the League. Kick off times may be brought forward or moved back on the date arranged by the League, but only by mutual consent of both teams and the League Secretary Fixtures may be brought forward, but only where both clubs are in agreement, permission is granted from the League Council and the allocated fixtures sequence is not affected. A club may not play more than one fixture per team on any one day. Any club requiring a free Saturday for any reason must notify the League of the date giving a minimum of four weeks notice in writing. Clubs will only be granted two free Saturdays a season under this Rule. Free weeks requested for dates after 31 March will be at the League Council s discretion. If 28 days notice is not provided a free week will not be granted. In the event that a Club s 1st XI is granted a free week, their 2nd XI will not be allocated a fixture.
14 MATCH DAY
15 Pre-Game All teams must supply goal netting, proper nylon corner flags (6 foot with flags attached), a whistle, at least two match balls for home matches, and at least one match ball for away matches The condition of balls will be monitored this season. In the event two teams have the same colours, the home team must change. Ensure you play in the colours registered with the league. Check the Club Details booklet and League Website to ensure there are no clashes, including with goalkeepers. A colour clash is not limited to just shirts, but also shorts and socks. If your club is responsible for a colour clash they run the risk of losing the fixture 3-0. The home team must have their ground ready for inspection by the match official(s) 30 minutes before stated kick-off time. Match Cards must be completed and passed to the Referee before the game commences Clubs must put full names in capitals, not initials, of all players including the substitutes on the match card before the game begins. They must be signed by a Club official, who must also complete their name in Block Capitals They must be completed in pen, i.e. not in pencil Player s shirt numbers must correspond to that on the match card In the event there is no official Referee, it is the home teams responsibility to provide a match card and ensure it is returned to the league within 72 hours of the game being played All teams must have a First Aid kit available at pitch side during fixtures.
16 Pre-Game If any club has any doubt about the condition of their match day pitch, they may request a pitch inspection through the League Secretary a minimum of 2½ hours before the scheduled kick-off time. The Club requesting the pitch inspection will be responsible for paying the referees expenses. The Referee s decision is final as to whether a ground is playable. If Clubs decide to play the fixture regardless, the result will be declared void. Delayed kick-offs are for emergency only and apply to the away team. Only Match day officials and the registered substitutes are permitted in football dugouts, including at Cup Finals.
17 Referees If a referee fails to arrive for a Premier fixture, and a referee is available at the same ground, he should take charge of the Premier fixture providing his allocated fixture is not a Cup match which shall take preference. In the event a Referee fails to arrive, clubs must either mutually agree the referee or toss a coin for the choice of referee. If teams fails to mutually agree or toss a coin, both clubs will be fined 150 and no points will be awarded for the fixture Any club official(s) or player(s) found guilty of assaulting a referee shall be expelled from this League. The Referee should be paid immediately after the fixture by the home team in the league, with the away team responsible for cup fixtures. The referee should not have to go looking for his fee.
18 Results Results need to be texted into the League Website in the format outlined within the Club Details document. Results must be sent on the date the game took place, i.e. before midnight. The result must be sent from the mobile number registered with the League Secretary. If the result is sent from a different number, the result will not be recognised by the system. It is the responsibility of the Home Club to ensure that the result is texted into the League Website. In the event the Result is not received, a fine of 5 will be imposed on the Club. Check the League website to ensure it is displayed.

20 PROMOTION/ RELEGATION
21 Promotion/ Relegation The format of the League will change in , with the number of clubs increasing from 32 to 36 and the first teams being split into 3 divisions of 12 teams. The reserves league will remain in two divisions. What does this mean in terms of promotion and relegation in ? There will be no promotion to the Premiership, with the top 12 teams at the end of remaining in that position. The bottom 4 teams in the Premiership at the end of will move into Division 1a (name of division to be confirmed), alongside the top 8 teams from Division 1 at the end of The bottom 8 teams in Division 1 at the end of will move into Division 1b (name of division to be confirmed), alongside the 4 new sides admitted to the league. What happens if teams finish on the same number of points in promotion/ relegation position? If points and goal difference are equal, then a higher goals for count will be used to determine the position. In the event two teams can still not be separated a play-off on neutral ground will be used to decide the higher position. Whereby three or more teams can still not be separated the League Council will determine the format to decide the overall position.
