3 1. EXECUTIVE SUMMARY Prior to independence football activities were deemed as the only other alternative for young people living in the townships, to indulge in. After independence and the reorganization of the football structures in the country, things have not changed much, with this in mind Khomas Football Region s objectives and goals clarified a new challenge, on how to tackle serious questions about the future direction and the clubs social responsibility. Arcadia Football Club is a community based sports club committed to mobilising the world s largest under-utilised human resource: young people as an effective resource in social development efforts. The team has the following as cornerstone approach : Youth-led approach Skills and Leadership development and Attitude and behavioural change training The team currently has partnership with the After School Centre, which falls under the Ministry of health and Social services. The objective is to formolarise this partnership for the benefit of both the team, its players and the youth at the After school Centre, through activities that highlight the HIV and AIDS pandemic. OBJECTIVES 2.1 Organization background Arcadia Football Club was established in 1986 to provide young people from the suburbs of Katutura and Khomasdal with a recreation activity in the form of playing football. Arcadia Football Club is a member of the Khomas Football Region, which is affiliated to the Namibia Football Association. The Club currently relies on individual contributions to effectively run the club. Among the first players of the club was, Mr Finastus Mutiwali, Frenky Inana and Moses Nauseb. The club got promoted to the second division in 1988, after a very successful string at the third division. 2.2 History The club was originally established as Rocano Rangers, and played in what was regarded as the Bush League, due to lack of organized football structure for the lower league at the time. The team got promoted to the Second division after winning all the teams in the bush league, which provided some initial start up capital to pay for affiliation and player registration for the team. At the time the league was structured in such a way that the team was obliged to travel between km, to play against other opponent in the same league. The team traveled to places such as Okahandja, Gobabis and Rehoboth. Between 1989 and 1990, the team won the second division league, but due to problems with the mother body, no prize monies were paid out and no promotion took place. Between 1991 and 1994, this proved to be the most challenging time for the team. Most of the players, after having been with the team for more that six to seven years, and seeing no progress into the Premier league, started to loose hope. The team ended fourth and second last in the last two years. Between 1995 and 1997, proved to be a turning point for the club. Playing in the second division cost the team between N$3 000,00 and N$ 5 000,00, to play in the league. Without any sponsorship, the team relied on the goodwill of the working players, who funded the expenses of the team. During this period, trying to recruit new players proved very difficult, with the team, fielding between seven and nine players for league games. This was mainly because the games were scheduled in the morning on Saturday, and with working players working for half a day on Saturday, while school going players had to first finish family chores before joining the team for games. Because of the scenario that the team found itself, the founders realized the need to formalize the club structure and bring in new members. The club held its first Annual General Meeting in 1997 and incorporated new members. The club also adopted a revised constitution that would guide the club. (See annex 1) Page 4 of 10

SUPPORT AND PARTNERSHIP The team received a donation of materials from the GTZ to raise awareness on HIV and AIDS among its players and also to join in the campaign, in supporting the spreading of the message to other teams in the Khomas Football League. 3. ACHIEVEMENTS Khomas Football Region 2007_08 Season The last three seasons has been progressive in the Khomas Second Division, with the team ending up as third runners up in the 2004_05 Season and three times in second place in the 2005_06, 2006_07 and 2007_08 Season. (See log standing annex 2 and 3) The 2005_06 was most memorable as the team registered a maximum of 22 players, and this player committed to assist the team to reach higher heights. The commitment of the players led to the team performing so well in the league that the team was awarded, the Hansa Pilsner Team of the Season Trophy. This followed the teams performance in the inaugural Hansa Pilsner Cup, where the team won the preliminary round in the Khomas Region convincingly and proceeded to the top 16, where the team lost out 3 2 to a team from the Karas Region. 6 3.1 CLUB MANAGEMENT Club: Technical Team Team Management The team is currently managed by a FIFA Futuro III Regional Instructor, Mr Mathew T Haikali. Coaching The team is currently coached by a CAF High Level B Licensed Coach and a two time winner of the Regional Namibian Newspaper Cup, Mr Frenky Inana,( standing in green adidas tshirt holding the Newspaper Cup Trophy in 2005 right) and left (some of the under 11 players during a league game against SKW) Mr Inana was appointed in 2004 to take the regional team to the Namibian Newspaper Cup, where he won the Cup against reigning Champions, the Omaheke region. He was retained for the 2005 edition of the Cup and retained the cup again in Oshakati. Sports Medicine The club medical support is provided by a German Football Federation Certified medic, Mr Nelson Qwena-Kambombo. (Seen in the picture receiving his certificate after finishing a two week intensive sports medicine course in Windhoek). Page 6 of 10

7 Club : Day to Day Administration Team Administration The above named three individual are currently acting as the technical team and the management committee of the team. The Administrator is the club secretary, while the coach is the Technical Director for the Club. The medic is also serves as the club treasurer and is responsible for the club finances. The team has a constitution and a bank account. Club : Training The club currently training on a gravel ground that is owned by the After school Centre in Katutura. The club does not have training gears and players are required to bring their own water, training shoes as well as shorts and a tshirt, as training outfits. While this is helpful, it takes a ways the uniformity that should be displayed by the team during the training session. The lack of support to provide leadership training is an area that the club is looking at addressing by engaging other organization to assist in this area. Page 7 of 10

HIV and AIDS Awareness Following a donation that was given to the team, by the German Technical Support of tshirts and materials around HIV and AIDS, the team has been at the forefront of distributing and sharing the materials with team in the Khomas Region. The distribution of this material s to all the teams in the Khomas Region ensures that Arcadia Football Club, is at the forefront of issues around HIV and AIDS. Page 8 of 10

9 4.1 CHALLENGES Financial Due to the high financial cost involved in maintaining and running a second division club in the Khomas Region, the club has been engaging various stakeholders in securing resources, to be able to play in the first division and ultimately in the Premier League. The current cost of playing in the second division is around N$ ,00, while playing in the first division is N$ ,00, The current cost of playing in the premier league is estimated at around N$ ,00. With no start up capital being offered to play in the league, and no sponsorship for the club, chances of advancing to the next level are very minimum. Although the team continues to perform very well in the league, without the necessary resources, the team will continue to play in the second division. Infrastracture The training ground at the After school centre, while providing basic training ground, is in need of an upgrade to the tune of N$ ,00. During the 2007_08 season the team received material from the GTZ, and this created uniformity during the games, but there is a need to acquire training gear for all the players, for the training sessions. This continues to be a challenge to dress the players in standard uniform during training. This also includes having the necessary training equipment, such as ball, cones etc. Capacity building on leadership skills The HIV and AIDS pandemic which requires resolute attention by all concerned stakeholders, if the behavioral change necessary to bring about a downward shift in the rate of growth of the virus is to be realized in the near future support at grassroot level, Arcadia FC can play a key role, because of their involvement with the young people who come from the surburb of Katutura and its surrounding. The need for capacity building workshop and activities related to HIV and AIDS as well as leadership skills is important for the team to take the process forward that was started in 2007_08 season. This should also include support for football activities linked to issues around HIV and as well as tournaments that can bring young people together. Page 9 of 10

MONITORING AND EVALUATION PLAN The club will continues to evaluate the team progress and the anticipated results through the following indicators: number of youth participating in events organized by the clubs and the partners; number of skilled youth from skills acquired in training conducted by the club and partners; Increased numbers of private sector partners in supporting football club activities 6. WAY FORWARD To effectively continue progressively, the team has successfully mobilized the players and the management, for various resources including a computer, cameras and volunteers. With the team continuing to act as a feeder team for team in the upper league, there is a need to ensure that the team ahs the support and capacity to continue to provide community services to the remaining and upcoming players that are passing through the ranks of the team. The coach has been identified the need to develop a new team with a limit on age of under 23, the team is also grooming an under 15 squad, that will hopefully become a feeder for the team. The team is also trying to engaging parents and guardians in the development of the youngsters, although, it is proving to be a challenge. Page 10 of 10
