Glasa is over 30 years old Leagues: Recreational, Academy, new Coed Adult league, Sponsor 2 Tournaments per year (Carey, Bob Wiseman) 300+ referees made up of Grades 9, 8, 7, 6, 5, 4 Games at 5 complexes (Unity, Bakersfield, Chinn Chapel, Lake Park, RailRoad) with a new Highland Village Complex in the future Feb

5 Focus Area Referee Information Identify foul, Quickly blow whistle to stop play, Quickly give direction of restart (little players give color of jersey), move down field Check goal cages for anchoring on each game. If not anchored no gameto be played. Find a League Official to notify. Contact Assignor. Feb
6 Referee Information Misconduct Reports(Non-NMCSA Games) AllMisconducts (Yellow & Red cards), Coach / parent / player ejections get recorded. 7 Referee Information Misconduct Reports(NMCSA Games) -For U13 19: Check all player ID cards against team roster before game starts. 7

9 Referee Information At all complexes place NMCSLOfficial Game Reports in the plastic Misconduct Form boxes Do notleave complex until report filled out and placed in box AllMisconducts (Yellow & Red cards), coach / parent / player ejections are to have a Misconduct Report filled out within 48 hours Do notfax to Glasa A&D Write neatly and legibly 9
10 Referee Information Know the Laws (offside, substitution, etc.) Call the foul with whistle, give direction Unity, Bakersfield: All fouls are InDirect. Arm up. Ask questions of senior referees or assignor if not clear on a Law or Mechanics All referees keep score for all ages (ARs and Middle) Goals not anchored - no games played Hear thunder / See Lightning -blow whistle loudly and clear field / bleachers U9 and above get Game Report from Coaches prior to game start 10
11 Referee Information U5 U8Kickoffs / Quarter Restarts / Substitutions: Kickoff after each quarter, change team sides at half time Substitutions are made at quarter stoppages and half time; unlimited by both teams No coaches / parents on field. Be Gentle with coaches 11
12 U8 Player Rules: U8 Glasa ByLaws 1. Goalkeepers (GK) allowed 2. GK wears different jersey or penny 3. GK can touch ball in penalty area 4. GK can not kick ball on a goal kick. Only throw or roll ball. If punted, restart by GK with throw or roll 5. GK injury sub for GK only 12
13 GK Violations: U8 Glasa ByLaws - continued 6. GK touches or carries ball outside of PA. Restart: IFK at spot of touch by defensive team on whistle. 7. GK is fouled by attacker. Restart: IFK at top edge of PA. 8. Defensive team foul in PA. No penalty Kick. Restart: IFK for attacking team at top of PA + 2 yards. 13
14 Weather Hot and Lightning Hot Weather have water breaks. 2 min max. Keep clock running. Do not add time. Referees and ARs get water also. Lightning Detectors When they go off (1 blast) instruct teams off fields and to cars not under trees. Referee crew also. 3 blasts return or as advised by League Official Stop your watch. Note location on field for restart (dropped ball if on pitch at stoppage). 14

17 MEMORANDUM U.S. Soccer Federation Referee Program Law and Interpretation Changes for 2012/2013 June
18 Memorandum Law 1 (The Field of Play) Interpretations commercial advertising Present text Commercial advertising shall be at least 1 m (1 yd.) from the boundary lines of the field of play. New text Advertising on the ground shall be at least 1 m (1 yd.) from the boundary lines of the field of play. 18
19 Memorandum New text (continued) Upright advertising shall be at least: 1 m (1 yd.) from the touchlines, the same distance from the goal line as the depth of the goal net, and 1 m (1 yd.) from the goal net 19
20 Memorandum Law 3 The Number of Players New text If a named substitute enters the field of play instead of a named player at the start of the match, and the referee is not informed of this change: The referee allows the named substitute to continue the match. No disciplinary sanction is taken against the named substitute. The number of substitutions allowed by the offending team is not reduced. The referee reports the incident to the appropriate authorities. 20

27 Do s and Don ts DO be respectful to Players, Coaches, Parents Don t tolerate a disrespectful Coach. Foul language the coach is Dismissed Procedure: (ASK, TELL, DISMISS) DOenforce the Laws of the Game Don tbe blind to a foul. Call foul. DOblow the whistle loudly, give direction for the foul and restart all in a one motion. DO provide instruction to U6-10 players 27

31 Referee Assignments & Pay Games are assigned thru Arbiter Sports and paid through RefPay. You need a Glasa account. Referees provide their Availability via the Glasa website, Referee page, Availability. Go to Glasa website, Referee page for Arbiter Sports / RefPay training presentation for assistance. 31
32 Pay Periods / 2013 Certified Pay Periods are every 2 weeks on Wed Referees have to input scores of games on Assignor game schedule before leaving complex to be paid Referee has to be 2013 certified to be assigned games Assignors will not assign you games this year if not 2013 certified 32

36 Clinics - continued All referee clinic registrations are on-line All referee USSF RECERTIFICATION is on-line including payment and testing via Game Official. Need Login / Pswd info for Game Officials, contact Kathy Sexton at North Texas State Soccer Association Recertifications for Grade 7, 6, 5, 4 are via registered clinics. Go to NTSSA for clinic information. Badge year is from January to December of each year. 36
37 Annual Referee Re-Certification If you take the course after July 1 and before December 31 you are registered for the coming year Example: Course completion date Aug 5, 2012 Registration is from Aug 5 Dec 31, 2013 You ll need to re-certify for 2014 between July 2013 and Jan 31, 2014 All Re-certification is done on-line through GameOfficials You ll need the log-in/password you used to sign up for this clinic. 37
38 Annual Referee Re-Certification If you take a course between Jan 1 Jun 30 you are registered for current year Example: Course completion date Jan 20, 2013 Registration is from Jan 20 Dec 31, 2013 You ll need to re-certify for 2014 between July 2013 and Jan 31, 2014 All Re-certification is done on-line through GameOfficials You ll need the log-in/password you used to sign up for this clinic. 38

40 Grade 8 & 9 Re-Certification Requirements Register - pay fees - and take the on-line exam through GameOfficials between Sept 1 Jan 31 Minimum passing score is 80% You can review missed questions on-line Exam may be taken multiple times Objective: to learn what you don t already know Registration after Jan 31 will incur an additional $10 reinstatement fee 40
