All teams must be the youth teams of: (a) (b) Clubs in membership of the FA Premier League or The Football League; or other Clubs as may be admitted in accordance with Rules 1.2 and/or 1.3 below. 1.2 Any member club of The Football League which is relegated to the Football Conference (a Relegated Club ), provided that it was prior to relegation a member of the Alliance, may apply not later then 1st June immediately following such relegation for permission to continue as a member of the Youth Alliance whilst a member of the Football Conference. That application will only be considered where the Relegated Club can demonstrate that it has continuing contractual obligations to players registered as scholars (as defined by Football League Regulations). The Executive shall have the power to determine any conditions attaching to any continued membership provided always that a maximum permitted period shall be two Seasons immediately following relegation. 1.3 Upon such terms and conditions as it may think fit, the Executive may admit additional Clubs in order to supplement the fixtures of its existing members. 96 DISTRIBUTION OF CONTRIBUTORY LEAGUE MATCH OFFICIAL APPOINTMENTS FOR SEASON Referee administration for Contributory League football will, from season 2011/12, be completed online via the Match Official Administration System (MOAS). The system will enable clubs and leagues to view their appointed officials, receive match official reappointments for their games, access live contact information for the match officials appointed, and complete the club report on referee form after each game without the need to it to The FA. A user guide will be distributed to the main club secretary prior to the start of the season with instructions on how to use MOAS. 94
