Detainee has not been diagnosed with any type of psychological illness, is not on any type of medication, has no known drug allergies, and has not had any type of surgery. Detainee has a history of mild malnourishment and has been followed by the weight program. In addition, detainee has latent TB but has not been compliant with treatment. 3. S E C R E T //NOFORN / I 20300725 For this update recommendation, detainee is assessed as a probable member of Al Qaida due to his name being found on a number of documents associated with that group. Detainee admitted that he answered afatwa issued by Sheikh Jabrin to support jihad in Chechnya. Detainee traveled to Afghanistan to receive training and supported Ali Mahmud, an Al-Qaida commander, who was closely affiliated with Usama Bin Laden (UBL). He fought on the front lines of Afghanistan during "Operation Enduring Freedom." Detainee was one of many who crossed the Nangahar province in Afghanistan to reach Pakistan. Detainee has tried to refute his claims by stating that his admissions of traveling to Afghanistan for jihad are a lie and that he was forced by the Pakistani authorities to make those admissions. This statement is deemed false due to his knowledge of the front lines of Afghanistan. It is assessed this detainee is a MEDIUM risk, as he may pose a threat to the US, its interests and allies. 4. (S//NF) Detainee Background Summary: Unless otherwise noted, the following paragraphs are based solely on the detainee's statements. a. (S//NF) Prior History: Detainee claimed he attended 12 years of school until around June 2001 and then enrolled in a summer sports center program for two months. b. (S//NF) Recruitment and Travel: Detainee attended a lecture given by Sheikh Abdallah Bin Jibrin where Sheikh Jibrin proclaimed that Russian soldiers were killing innocent Muslims in Chechnya and that the situation warranted every Muslim, no matter what fighting skills they had, to join the struggle. At the Ibn Taymia mosque in Al-Jubay, SA, Sheikh Jibrin told detainee to go to Afghanistan (AF) through Karachi, Pakistan (PK), to meet with other Arabs and get trained. In addition, a neighbor and former student at the University of Imam Bin Saoud in Saudi Arabia, named Ibrahim Al Dhafiri, encouraged detainee to train in Afghanistan and then fight in Chechnya. Detainee claimed Al Dhafiri told him to contact an individual named Abu Sa'id Al-Sharqi in Jalalabad, AF, before going to Chechnya. Detainee left Saudi Arabia for Afghanistan, circa August 2001, to receive military training in order to join the jihad in Chechnya. Detainee traveled from Dammam, SA, via Dubai, United Arab Emirates (TC), to Karachi and Quetta, PK. (Analyst Note: Sheikh Abdallah Bin Jibrin is assessed to be referring to Sheikh 'Abdullah bin 'Abd Ar- Rahman Jabrin who issued a fatwa encouraging individuals to travel to Afghanistan to assist the Taliban in its fight to protect Muslims in Afghanistan. The University of Imam Bin Saoud is assessed to be referring to the Imam Muhammad Bin-Sa'ud Islamic University, which is the same university that has produced a number of confirmed terrorists to include Sheikh Isa Al Awshan who was one of Saudi Arabia's most wanted.) c. (S/NF) Training and Activities: From Quetta, PK, detainee obtained transportation to Kandahar, AF, where he stayed for approximately two to three weeks training at the Al- ) S E C R E T // NOFORN / I 20300725

Detainee then traveled to Kabul and Jalalabad, AF, where he looked up a friend of former Chechen mujahid Ibrahim Al Dhafiri's named Abu Sa'id Al-Sharqi. Abu Sa'id Al-Sharqi lived in a neighboring village. Upon detainee's return to Jalalabad, AF, the war had started and he decided to stay in a village known as "Najm Al-Jihad" for three weeks while trying to come up with a way to get out of Afghanistan. (Analyst Note: The Al- Farouq training camp and the Najm Al-Jihad compound are both associated with UBL and Al-Qaida.) d. (S//NF) Capture Information: Detainee joined a group of Arabs heading to Tora Bora, AF, where he remained for approximately six weeks until the massive withdrawal from Tora Bora to the border of Pakistan. Ali Mahmud commanded the Arab group. Detainee was captured with a7.62 mm round, 1,500 Pakistani rupees (PR), and a cassette player. According to reporting by Pakistani intelligence, detainee was transferred from Kohat Prison, Pakistani control, to Kandahar Detention Facility, US custody, on 31 December 2001. e. (S) Transferred to JTF GTMO: 13 February 2002 f. (S/NF) Reasons for Transfer to JTF GTMO: To provide information on the following: o Al-Qaida-run Al-Farouq training camp in Kandahar, AF o Personalities involved with training fighters in Afghanistan, to include but not limited to Al Jarah o Sheikh Abdullah Abdah Rahman Jabrin, who directed him to go fight o Abu Said Sharki, who was in charge of the Arab safe house in Jalalabad, AF 5. (S//NF) Detainee Threat: a. (S) Assessment: It is assessed the detainee poses a MEDIUM risk, as he may pose a threat to the US, its interests and allies. b. (S//NF) Reasons for Continued Detention: o (S/AIF) Detainee is assessed to be a probable member of Al-Qaida and associated with the Al-Qaida Network. Detainee's associations and activities in Afghanistan are indicative of member ship in that network. In addition, he was also one of Al-Qaida's fighters in Tora Bora, AF. o (S/A{F) Detainee is assessed as a probable member of Al-Qaida. (Analyst Note: A number of admifted Al- Qaida members, including UBL bodyguards, training camp attendees, and individuals associated with Al-Qaida safe houses are on these lists. It was a well-known practice for fighters transiting into Afghanistan for training to have their name and identifying information placed on a master list, and issued a number to retrieve their passport and other items after completing training and/or fighting.) o (C) Detainee's name was listed on the Alneda Internet site that contained information regarding the capture of Taliban and Al-Qaida fighters who crossed the border in the Nangarhar province after 9ll1. (Analyst Note: Document described how eighty-four mujihadeen fighters were trapped in a mosque. As they were preparing to be transported by Pakistanis to a prison in Peshawar, PK, an Arab disarmed a guard. Ten prisoners and six Pakistani guards were killed and six prisoners escaped.) o (C) Detainee's name was found on a list of 78 associates incarcerated in Pakistan. The list was found on a file located on a computer used by suspected Al- Qaida members. o (C) Detainee's name was found on an undated letter written by Salah (assessed to be an Al-Qaida member). The letter listed those Arabs incarcerated in Pakistan and was written to incite people against the Pakistani govemment. o (S/A{F) Detainee's name was found on a list of contact points and telephone numbers for Al-Qaida mujahideen who were scheduled to fight in Afghanistan but were arrested by Pakistani authorities. o (S/A{F) Detainee's name was listed on a document as one of seventy-six that were fighting with the Taliban against the Northern Alliance. o (S/A{F) Detainee's name and phone number were found on a hard-drive belonging to Khalid Sheikh Mohammed (KSM). KSM is a senior Al-Qaida operational planner. KSM's area of operations was unlimited, but he generally directed US and European operatives. o (S/AID Detainee's name was found on computer media recovered during raids against Al-Qaida associated safe houses in Rawalpindi and Karachi, PK. The media listed Al-Qaida mujahideen and their "Trust" accounts (Analyst Note: The Trust accounts were boxes or safety deposit boxes in which recruits placed their important documents such as their passport and wallet. These were held for safekeeping until the recruit left Afghanistan.) o (S/AIF) Detainee was recruited by Sheikh Jabrin to travel to Afghanistan in order to train for jihad in Chechnya. In order to accomplish this requirement, detainee stayed at a number of Al-Qaida-run guesthouses and attended at least one Al-Qaida-run training camp. o (S/AIF) Detainee admitted he gave his money to Abu Khalid in Kandahar, AF, in return for training at Al Farouq training camp. (Analyst Note: Abu Khalid is assessed to be referring to Abu Khalud Al Yemeni who ran the guesthouse used as a waypoint and support center for Arabs transitioning to and from local training camps in the Kandahar area. Jurah is assessed to be referring to Abu Jarah, a Saudi national and confirmed trainer at Al-Farouq's training camp.) o (S/AJF) Detainee admitted that he stayed at an unidentified house in Jalalabad, AF, with an individual by the name of Al-Sharqi. They discussed their mutual friend Al-Dhafiri and Chechnya. Detainee admitted that Al-Dhafiri was part of the reason he traveled to Afghanistan to receive training.. (S/AIF) Khalid Rashd Ali El Muri (ISN 505) claimed that he knew an individual that had previously traveled with him to Bosnia by the name of Ibrahim Aldafiri. (Analyst Note: It is assessed that these ISN 505's Aldafiri and the detainee's Al Dhafiri are probably one in the same. ISN 505 was previously assessed as a member of Al-Qaida and/or its global terrorist network.) o (S/AfD When he became ill with jaundice-like symptoms, detainee stayed at another guesthouse named Nejim Al Jihad where he an Al-Sharqi became separated. (Analyst Note: According to reporting this compound was owned and occupied by ubl.) o (S/Af$ It is assessed that detainee supported UBL, Al-Qaida, and the Taliban against the Northern Alliance during "Operation Enduring Freedom." He stated that the commander was Ali Mahmud, he was aware of how many positions were in Tora Bora, AF, and what was co-located there. Alternate reporting has identified Ali Mahmud as the commander of the Al-Qaida fighters and closely associated with UBL. c. (S//NF) Detainee's Conduct: Detainee's overall behavior has been non-compliant, but not hostile in nature. Detainee only has one reported incident in which he was hostile towards a guard, which is assessed to have been out of frustration. 6. (S/NF) Detainee Intelligence Value Assessment: a. (S) Assessment: JTF GTMO determined detainee is of LOW intelligence value. o (S/A{F) Detainee has provided a few names with little to no information to help GTMO identify these individuals. Detainee's actions in Afghanistan and his probable support of Ali Mahmud means that the detainee should be able to provide additional information on individuals that were in Tora Bora with him as well as those that trained at Al Farouq. Finally, detainee's sparse statements concerning the guesthouse can be expanded upon to nail down just which guesthouses he was at and who was co-located with him. 5 S E C R E T // NOFORN I I 20300725
