HPNS History Founded as a commercial dry dock in 1869 and owned by private companies Union Iron Works and Bethlehem Shipbuilding Company Purchased by US Navy in 1939 Provided deep-water ship repair and maintenance during World War II Naval Radiological Defense Laboratory (NRDL) activities (1948-1969)» Decontamination of ships exposed to atomic weapons testing» Conducted research on the effects of radiation Served as an active Navy base until 1974 Leased in 1976 to Triple A Machine Shop Private company that repaired commercial and Naval vessels Navy reclaimed property in 1986 To manage investigations and cleanup, the 843 acre-shipyard was divided into smaller portions, known as parcels Investigations and cleanup at HPNS continue today Contaminants include volatile organic compounds, metals, petroleum, radiological, etc. HPNS dry-docks 1940 USS Iowa in dry-dock at HPNS 1953 3 HPNS Environmental Remediation Program Overview

Environmental Cleanup Process at HPNS Cleanup at HPNS follows the CERCLA Process AKA: Installation Restoration Program Formalized and linear Focus on regulatory agency and community input during the decision making process Petroleum cleanup can be separate from the CERCLA process Includes 5-year reviews The CERCLA Process Preliminary Assessment / Site Inspection Remedial Investigation / Feasibility Study Proposed Plan Record of Decision Remedial Design / Remedial Action Site Monitoring / Maintenance 4 HPNS Environmental Remediation Program Overview
