95nd ANNUAL REGATTA Rhodes 19 and Herreshoff 12 1/2 July 12, 13, 14, 2018 SAILING INSTRUCTIONS 1 RULES The regatta will be governed by the rules as defined in The Racing Rules of Sailing. 2 NOTICES TO COMPETITORS 2.1 Notices to competitors will be posted on the official Race Committee notice board located in the entrance to the main hall of the Edgartown Yacht Club. 2.2 A skippers meeting will be held Wednesday July 11, at 1700 hrs in the Main Hall. 3 CHANGES TO SAILING INSTRUCTIONS Any changes to the sailing instructions will be posted before 0900 hrs on the day it will take effect, except that any change to the schedule of races will be posted by 2000 hrs on the day before it will take effect. 4 SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed from the Club station mast. 4.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 1 hour in the race signal AP. 5 SCHEDULE OF RACES 5.1 Rhodes 19 and Herreshoff 12 1/2 July 12, Racing First Warning Signal: 1300 hrs July 13, Racing 1300 hrs July 14, Racing 1300 hrs 5.2 If a subsequent race is to be sailed, the finishing line signal boat will fly pennant second substitute at the finish. 5.3 On the last day of the regatta no warning signal will be made after 1530 hrs. 07/03/18 R19 H12 Regatta SI 1

6 CLASS FLAGS The class flags used by the Race Committee will be a flag with an approximation of the sail insignia for each class. 7 RACING AREAS The racing area for both classes will be the area known as the Outer Harbor approximately one nautical mile from the Edgartown Lighthouse at a bearing of approximately 060 degrees magnetic. 8 THE COURSES 8.1 Windward/Leeward courses will be indicated by a number which will be the number of legs. Therefore, a 4 would be sailed windward-leeward-windwardleeward. 8.2 For the Rhodes, a course with four legs, for the first windward leg, the windward mark will be the furthest windward mark. For the second windward leg, the windward mark will be the Herreshoff-12 windward mark. A course with an odd number of legs, i.e. 3 or 5, the boats shall sail to their usual windward mark but on the last windward leg of the race the finish will be at the furthest windward mark on the course. 8.3 The course for the Herreshoff 12 ½ class will be Windward-Leeward, a course with an odd number of legs, i.e. 3 or 5, the boats shall sail to their usual windward mark but on the last windward leg of the race the finish will be at the furthest windward mark on the course. 8.4 Additionally, the Herreshoff Class will have the following triangle course options: 1. "O" the OLYMPIC COURSE windward-reach-reach-windward-leeward-windward to finish. 2. "G" the GOLD CUP COURSE (one leg shorter) windward-reach-reach-windward-leeward to finish. 8.5 No later than the warning signal, the Race Committee signal boat will display the approximate magnetic compass bearing and distance of the first leg. 8.6 Marks, including the windward offset mark if used, shall be rounded in order and, with the exception of a gate, if used, left to port. 9 MARKS 9.1 The windward, leeward, offset, wing, and gate marks will be inflatable marks. 9.2 New marks, as provided in instruction 11, will be inflatable marks with a black band. 9.3 The starting and finishing marks will be a Race Committee boat and an inflatable buoy which may be a rounding mark. 9.4 A standoff buoy may be set off the stern of the Race Committee signal boat. This standoff buoy shall be regarded as part of the signal boat. 07/03/2018 R19 H12 Regatta SI 2

9.5 When a change of course is intended for a specific class, the corresponding class flag will be displayed. If no class flag is displayed, the change of course is for both classes. 10 THE START 10.1 The starting line will be between a staff displaying an orange flag flown on the Race Committee signal boat and an inflatable buoy, which may also be a rounding mark of the course. 10.2 Boats who are not racing and whose warning signal has not been made shall avoid the starting area. 10.3 A boat starting more than 5 minutes after her starting signal will be scored Did Not Start (DNS) without a hearing. This changes rule A4. 10.4 If any part of the boat s hull, crew or equipment is on the course side of the starting line at the starting signal, the Race Committee will attempt to broadcast her sail number on VHF channel 72. Failure to make a broadcast will not be grounds for a request for redress. This changes rule 62.1(a). 11 CHANGE OF THE NEXT LEG OF THE COURSE To change the next leg of the course, the Race Committee will lay a new mark with a black band (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. 12 THE FINISH The finishing line will be between a staff displaying a blue flag flown on a Race Committee signal boat and a nearby mark, which may be a rounding mark, and which will be on the same side of the Race Committee boat as the staff displaying the blue flag. In the event of a shortened course the blue flag will be replaced by a code flag "S". 13 PENALTY SYSTEM 13.1 For both classes a penalty turn shall include one tack and one jibe. This changes rule 44.2. 13.2 A boat that has taken a penalty or retired under rule 31, 44.1, or 44.2 shall report their action to the Race Committee immediately upon finishing or retiring. 14 TIME LIMIT 14.1 The time limit for the first boat to finish in both classes is 60 minutes. 14.2 Boats failing to finish within 15 minutes after the first boat sails the course and finishes will be scored Did Not Finish (DNF) without a hearing. This changes rules 35 and A4, and A5. 15 PROTESTS AND REQUESTS FOR REDRESS 07/03/2018 R19 H12 Regatta SI 3

15.1 Protest forms are available at the Race Committee office. Protests and requests for redress or reopening shall be delivered within the appropriate time limit. 15.2 For each class the protest and request for redress time limit is 1 hour after the Race Committee signal boat arrives at her dock. The same time limit applies to protests by the Race Committee and the Protest Committee about incidents they observe in the racing area and to requests for redress. This changes rules 61.3 and 62.2. 15.3 Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings of which they are parties or named as witnesses. Hearings will be held in the Ward Room, located next to the Race Committee office, beginning as soon as practicable after the posting of notices. 15.4 Breaches of instructions 10.2, 13, 17, and 18 will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalty for these breaches may be less than disqualification, if the Protest Committee so decides. 15.5 On the last day of the regatta a request for reopening a hearing shall be delivered (a) within the protest time limit if the party requesting reopening was informed of the decision on the previous day; or (b) no later than 30 minutes after the party requesting reopening was informed of the decision on that day. This changes rule 66. 15.6 Breaches of RR 55 Trash Disposal will not be grounds for protest by a boat. This changes rule 60.1(a). 16 SCORING 16.1 The number of completed races will constitute the series. 16.2 (a) When fewer than 6 races have been completed, a boat s series score will be the total of her race scores. (b) When from 6 to 12 races have been completed, a boat s series score will be the total of her race scores excluding her worst score. 17 SAFETY REGULATIONS 17.1 Every boat shall orally check in with the Race Committee signal boat at the starting area by passing astern of the signal boat on starboard tack. Each boat shall state her class and sail number. The Race Committee will acknowledge by responding with the sail number recorded. 17.2 Coast Guard approved PFDs shall be worn by every sailor at all times (except when actively adding or removing clothing) from the time the boat checks in with the Race Committee until she has retired or finished the race. This changes rule 40. PFDs shall be worn outside of all clothing. 17.3 A boat that retires from a race shall notify the Race Committee as soon as possible. 07/03/2018 R19 H12 Regatta SI 4

17.4 Any boat intending to leave the racing area prior to her finishing the last race of the day shall communicate her intention to the Race Committee prior to leaving the racing area. 18 HAUL-OUT RESTRICTIONS Boats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the Race Committee. 19 EQUIPMENT AND MEASUREMENT CHECKS A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. 20 RADIO COMMUNICATIONS 20.1 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. VHF Channel 72 may be monitored for instructions/directions from the Race Committee. 20.2 GPS systems shall not be used while racing. 20.3 The use of any electronic devises shall be in accordance with class rules, except as allowed by instruction 20.1 21 PRIZES Prizes will be awarded for first place, if three boats qualify; for first and second place, if four boats qualify; and for first, second and third place, if five or more boats qualify. 22 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 07/03/2018 R19 H12 Regatta SI 5
