Request for Qualifications SWIM POOL MANAGEMENT City of Blue Springs, Missouri The City of Blue Springs, Missouri will accept Request for Qualifications (RFQ) statements from interested firms to provide professional municipal swim pool management services for: Centennial Pool-Plex 2401 Ashton Drive RFQ Statements must be received by: 2:00 p.m. local time, Friday, July 14, 2017 Description of Project: Submit four (4) complete statements to: Dennis Dovel Director of Parks, Recreation, Buildings & Grounds 425 NE Mock Ave. Blue Springs, Missouri 64014 Contact at: 816-228-0265 Fax to 816-622-4345 Email to ddovel@bluespringsgov.com Qualified pool management companies (herein noted as "Contractors") are invited to submit Request for Qualification (RFQ) information to provide municipal pool management services at the City of Blue Springs Centennial Pool-Plex in accordance with the specifications contained herein. The City of Blue Springs has established special and specific qualifications to assure quality of the program. The Pool Management Contractor who operates the Centennial Pool-Plex shall possess municipal swimming pool management skills and experience with swimming facilities with similar water features, and pool water area equal to or greater than the water area of the Centennial Pool-Plex, and the ability to perform quality work, as solely determined the City of Blue Springs, which qualifies it to operate the Centennial Pool-Plex as specified. The core function of the contractor shall be swim pool facility management. Contractor shall provide for the operation of the Centennial Pool-Plex on a year-round basis. The operational year is broken into a school year season (fall/winter/spring) and summer seasons: School Year Season (Indoor Pool): Operates the 25-yard indoor pool only, from approximately the middle to end of August to the middle of May. Summer Season (Indoor and Outdoor Pool): This operates from the Saturday of Memorial Day weekend through Labor Day. It is the desire of the City to award an exclusive Management Agreement to one Contractor for the right to manage and operate the facility. The contract will be valid for three (3) years, 1

October 1, 2017 September 30, 2020, with the option to renew annually for up to two (2) @ one year optional years under the same terms and conditions. No contract will be awarded to any Contractor who, as determined by the City, has an unsatisfactory performance record or experience, or who lacks the necessary capital, organization, and equipment to conduct and complete the services in strict accordance with the specifications. There shall be no sub-contracting of any pool management services under this contract. Selection Process: A selection committee will evaluate and rank firms submitting an RFQ based on the following criteria, but not limited to, as listed below. Rankings will be qualifications based. The City of Blue Springs will then endeavor to negotiate a contract with the top ranked firm. In the event an agreement cannot be finalized with the top ranked firm, then the City will enter negotiations with the next highest ranked firm, and so on until an agreement is reached. The contract will then be submitted to the City Council for final approval. 1. Applicability of References 2. Experience managing municipal pool with water area of at least 14,000 square feet. 3. Experience with water slides, diving boards, zero depth entry and other water features. 4. Experience operating facilities with a staff similar in size or larger than and operations like the Centennial Pool-Plex. 5. Ability to recruit and train pool staff. 6. Management of swim lesson programs. 7. Ability to maintain adequate and timely record keeping. 8. Ability to purchase supplies and materials in volume at discount prices. 9. Depth of organization and ability to respond to maintenance and repair needs or the facility. 10. Attention and dedication to safety and training programs. Statement of Bidders Qualifications and Exhibit B Pool General Management Questions: Each bidder is required to answer all questions as specified in the STATEMENT OF BIDDERS QUALIFICATIONS and POOL GENERAL MANAGEMENT QUESTIONS sections included in this RFQ packet or Contractor will be deemed as not qualified. 2

STATEMENT OF BIDDERS QUALIFICATIONS (Required information of RFQ) ALL questions must be answered and the data given must be clear and comprehensive. If necessary, questions may be answered on separate attached sheets. The Bidder may submit any additional information he/she desires. Describe the lifeguard certification program that you would use if awarded the bid and how you interact with it. 4

12. Describe your experience with the management of swim lesson programs such as the planning, staffing, managing and recording of swimmers. Supply information concerning name of the swim lesson program used, pool locations and estimated number of lessons / swimmers taught during the last five years. 13. Submit an example of your Lifeguard Manual and Facility Operations Manual of a facility of similar size to the Centennial Pool-Plex. Have you supplied an example? Supply references / specific information regarding both past and current municipal swim pool clients within the last five years that your company has or are managing. The following information must be supplied for each facility: (Note, Information submitted shall be municipal / public pools only. Private clubs, condominiums, hotels or apartment complexes are not acceptable). 5

POOL GENERAL MANAGEMENTT QUESTIONS (Required information of RFQ) Please reply to the following general questions so that we can better understand your pool management abilities and to better understand how you would propose to manage the Centennial Pool-Plex for the City of Blue Springs. ALL questions must be answered. Management Issues: 1. The agreement requires an on-site manager. Will the manager have a set of on-site office hours? If yes, please provide anticipated schedule. 2. Are you able to comply and show proof of the proposed insurance requirements? 3. Will all guards, site managers and area supervisors be current lifeguard certified? 4. The Centennial Pool-Plex is equipped with a motion and door sensor detection security system. Your staff will be responsible for the management and testing of the system, to arm/disarm the system and would handle all call outs when the alarm is tripped. Are you willing to accept this responsibility? 5. How many and what staff positions of your management team would be current CPO (Certified Pool Operator) or AFO (Aquatic Facility Operator) certified? 8

CENTENNIAL POOL-PLEX FACTS Blue Springs, Missouri LOCATION: Baumgardner Park, 2401 Ashton Drive, North of the Blue Springs High School Campus and Blue Springs Civic Center. FEATURES: A 50 meter x 8 lane outdoor pool (165 x 85 ), 25 yard x 6 lane indoor pool with diving well (75 x 45 ), 20 x 30 ft. wading pool with active water features (outdoor), bathhouse and concession building, and 150 car parking lot. POOL USE: Features have been designed to allow for year round use of the facility for activities ranging from competitive swimming, recreational use, to use by our special need residents. The 25-yard and 50-meter pools are constructed for competition, instructional and recreation use. The School District R-IV shares in its use and cost to provide comprehensive educational programming for the students and patrons of the district. GENERAL INFORMATION: The enclosed pool area is 103 x 62, containing 6,386 square feet, and a total of 15,500 square feet with the bathhouse. The enclosed pool area contains a 25-yard, six-line pool and diving well. The deck area is 14 feet on each side of the pool. The roof is 37 feet high at its peak, resulting in 365,520 cubic feet of air. The fabric roof panels are attached to and supported by a wooden superstructure. 11
