The City of Blue Springs has established special and specific qualifications to assure quality of the program. The Pool Management Contractor who operates the Centennial Pool-Plex shall possess municipal swimming pool management skills and experience with swimming facilities with similar water features, and pool water area equal to or greater than the water area of the Centennial Pool-Plex, and the ability to perform quality work, as solely determined the City of Blue Springs, which qualifies it to operate the Centennial Pool-Plex as specified. The core function of the contractor shall be swim pool facility management. Contractor shall provide for the operation of the Centennial Pool-Plex on a year-round basis. The operational year is broken into a school year season (fall/winter/spring) and summer seasons: School Year Season (Indoor Pool): Operates the 25-yard indoor pool only, from approximately the middle to end of August to the middle of May. Summer Season (Indoor and Outdoor Pool): This operates from the Saturday of Memorial Day weekend through Labor Day. It is the desire of the City to award an exclusive Management Agreement to one Contractor for the right to manage and operate the facility. The contract will be valid for three (3) years, 1
October 1, 2017 September 30, 2020, with the option to renew annually for up to two (2) @ one year optional years under the same terms and conditions. No contract will be awarded to any Contractor who, as determined by the City, has an unsatisfactory performance record or experience, or who lacks the necessary capital, organization, and equipment to conduct and complete the services in strict accordance with the specifications. There shall be no sub-contracting of any pool management services under this contract. Selection Process: A selection committee will evaluate and rank firms submitting an RFQ based on the following criteria, but not limited to, as listed below. Rankings will be qualifications based. The City of Blue Springs will then endeavor to negotiate a contract with the top ranked firm. In the event an agreement cannot be finalized with the top ranked firm, then the City will enter negotiations with the next highest ranked firm, and so on until an agreement is reached. POOL GENERAL MANAGEMENTT QUESTIONS (Required information of RFQ) Please reply to the following general questions so that we can better understand your pool management abilities and to better understand how you would propose to manage the Centennial Pool-Plex for the City of Blue Springs. ALL questions must be answered. Management Issues: 1. The agreement requires an on-site manager. Will the manager have a set of on-site office hours? If yes, please provide anticipated schedule. 2. Are you able to comply and show proof of the proposed insurance requirements? 3. Will all guards, site managers and area supervisors be current lifeguard certified? 4. The Centennial Pool-Plex is equipped with a motion and door sensor detection security system. Your staff will be responsible for the management and testing of the system, to arm/disarm the system and would handle all call outs when the alarm is tripped. FEATURES: A 50 meter x 8 lane outdoor pool (165 x 85 ), 25 yard x 6 lane indoor pool with diving well (75 x 45 ), 20 x 30 ft. wading pool with active water features (outdoor), bathhouse and concession building, and 150 car parking lot. GENERAL INFORMATION: The enclosed pool area is 103 x 62, containing 6,386 square feet, and a total of 15,500 square feet with the bathhouse. The enclosed pool area contains a 25-yard, six-line pool and diving well. The deck area is 14 feet on each side of the pool. The roof is 37 feet high at its peak, resulting in 365,520 cubic feet of air. The fabric roof panels are attached to and supported by a wooden superstructure. 11
