State Street, Westerville, Ohio, 43081, until 3:00 p.m. (local time) on Thursday, November 17, 2016 and will be publicly opened and read immediately thereafter. In compliance with your Advertisement for BIDS, BIDDER hereby proposes to perform all WORK in strict accordance with the CONTRACT DOCUMENTS and to the complete satisfaction of the City, within the time and at the prices stated herein. 3 12614 MAINTENANCE TRAFFIC General. The CONTRACTOR shall be responsible for providing all traffic control devices, flaggers and police officers required to properly and safely maintain traffic. All traffic control devices shall be furnished, erected, maintained and removed by the CONTRACTOR in accordance with the Ohio Manual of Uniform Traffic Control Devices for Streets and Highways, current revision (OMUTCD). Copies of which are available from the Ohio Department of Transportation, Bureau of Traffic, 1980 W. Broad Street, Columbus, OH The ENGINEER should be notified immediately if any traffic signs will interfere with the WORK or be lowered or dislodged by construction. A flashing arrow panel shall be used for lane closures on multi lane roadways (i.e.; the closure of one lane of two lanes of traffic in same direction) and drum spacing shall be 50 feet maximum except on tapers where it shall be 25 feet maximum. The length of restricted traffic zones shall be kept to a minimum consistent with the specification requirements for protection of completed courses. The services of special duty Westerville City Police Officers may be required during peak traffic periods. If so required, the CONTRACTOR shall provide such services at the direction of the ENGINEER Payment. The cost of this WORK will be paid for at the unit price bid for: Item Unit Description 614 Lump Sum Maintenance of Traffic 614 Hours Law Enforcement Officer
4 13499 POLE PAINTING General Materials. The CONTRACTOR shall mobilize the labor, tools, equipment, and materials necessary to paint the existing street lighting poles, post top street lighting poles, tear drop street lighting poles, cobra head luminaires, traffic signal poles, pedestrian signal pedestal poles, combination traffic signal/street lighting poles, and traffic signal controllers in accordance with the plans and specifications. The existing poles and traffic signal controllers are painted Westerville Green. Following completion of the WORK, the CONTRACTOR shall clean up and demobilize. The extent of the WORK is along Polaris Parkway from the City of Westerville Corporation Limit on the west side to North State Street on the east and a portion of Altair Parkway east of Cleveland Avenue. The WORK includes the Polaris Parkway/Worthington Road, Polaris Parkway/Cleveland Avenue, Polaris Parkway/Meridian Way, Polaris Parkway/Africa Road, Polaris Parkway/Meijer Entrance, Polaris Parkway/North State Street, and Cleveland Avenue/Altair Parkway intersections. The CONTRACTOR shall perform all WORK in compliance with applicable requirements of governing agencies having jurisdiction and in accordance with these plans and specifications. The CONTRACTOR shall provide manufacturer s product data, test reports, material certifications, paint preparation process, paint application process, and samples of the paint for review and approval by the ENGINEER. The CONTRACTOR shall not proceed with purchasing materials nor painting until APPROVED by the ENGINEER. The CONTRACTOR will be responsible to furnish all painting materials needed to complete the WORK of this section. The CONTRACTOR shall examine areas and conditions under which the painting WORK shall be completed. Notify the ENGINEER in writing of conditions detrimental to proper completion of the WORK. Do not proceed with the WORK until unsatisfactory conditions have been corrected in a manner acceptable to the ENGINEER. The CONTRACTOR shall provide black semi gloss paint per Federal Standard 595C Color The paint and primer shall be per the recommendations of the manufacturers of the poles and traffic signal controllers. The paint shall be warranted against cracking, peeling, or fading due to normal climatic exposure for a period of five years from the date of application. The CONTRACTOR shall provide the ENGINEER with five gallons of black semi gloss paint per Federal Standard 595C Color
5 Painting. The CONTRACTOR shall remove any existing dirt, debris, and loose paint from the poles and traffic signal controllers before painting. The CONTRACTOR shall prime the poles and traffic signal controllers in accordance with manufacturer s written instructions. The CONTRACTOR shall apply two full coats of paint to the street lighting poles, post top street lighting poles, tear drop street lighting poles, cobra head luminaires, traffic signal poles, pedestrian signal pedestal poles, combination traffic signal/street lighting poles, and traffic signal controllers in accordance with manufacturer s written instructions, applicable standards, and with recognized industry practices. Spray painting is not allowed. The CONTRACTOR shall apply the paint and primer within the temperature ranges and climatic conditions specified by the manufacturer. The CONTRACTOR shall paint the poles and traffic signal controllers as follows (please see the attached details for reference): Street Lighting Poles Paint the street lighting poles, decorative clamshell bases, luminaire mastarms, and luminaires. The decorative clamshell bases shall be removed from the street lighting poles so that the entire length of the poles can be painted. Reinstall the decorative clamshell bases after the paint has completely dried. Post Top Street Lighting Poles Paint the post top street lighting poles and post top luminaires. Tear Drop Street Lighting Poles Paint the street lighting poles, decorative clamshell bases, luminaire mastarms, and tear drop luminaires. The decorative clamshell bases shall be removed from the street lighting poles so that the entire length of the poles can be painted. Reinstall the decorative clamshell bases after the paint has completely dried. Cobra Head Luminaires Paint the cobra head luminaires which are attached to the street lighting luminaire mastarms on the combination traffic signal/street lighting poles. Traffic Signal Poles Paint the traffic signal poles, traffic signal mastarms, traffic signal heads, pedestrian signal heads, illuminated street name signs, and electrical disconnect switches. Do not paint the pedestrian pushbutton signs, pedestrian pushbuttons, and video detection cameras.
6 Pedestrian Signal Pedestal Poles Paint the pedestrian signal pedestal poles and pedestrian signal heads. Do not paint the pedestrian pushbutton signs and pedestrian pushbuttons. Combination Traffic Signal/Street Lighting Poles Paint the traffic signal poles, traffic signal mastarms, traffic signal heads, pedestrian signal heads, illuminated street name signs, electrical disconnect switches, street lighting luminaire mastarms, and luminaires. Do not paint the pedestrian pushbutton signs, pedestrian pushbuttons, and video detection cameras. Traffic Signal Controllers Paint the traffic signal controllers and attached electrical disconnect switches. The street lighting poles, traffic signal poles, pedestrian signal pedestal poles, combination traffic signal/street lighting poles, and traffic signal controllers shall remain in service throughout the WORK. The CONTRACTOR shall take great care to not spill primer and paint and to cleanup all areas affected by this WORK. The CONTRACTOR shall provide maintenance of traffic per Specification Section Basis of Payment. Payment for accepted quantities as provided above will be made at the contract unit price.
