Introduction 3 LEADERS IN URBAN TRANSPORT PLANNING & MANAGEMENT PROGRAMME 2012-13 CEPT Batch -1 C.RADHAKRISHNA KURUP JOINT DIRECTOR URBAN AFFAIRS KERALA

Program learnings 4 Abstract Eco friendly and Human-centered Urban Transport System Transit Oriented Development(TOD) is putting transport planning in priority designing Urban Space Need for Land Transport Master plan Making Public Transport a Choice Mode Manage Road Usage: Ownership restraint, Usage Restraint (ERP) Parking Guidance System

Program learnings 5 Contd 2 Need to integrate Transport Plans into Spatial Plans. Promote Public Transport Need for MRTS/BRTS Promote NMT: Promoting NMT is essential for a green sustainable City.Pedestrian & Road Facilities: Pedestrian over head bridges, crossings and covered link ways and barrier free facilities help people to walk, promoting NMT Great cities start with great pedestrian environments. Walking is the most universal form of NMT.

Program learnings 6 Cntd 3 Vehicle population has increased drastically. As a result traffic congestion and air pollution shoot up. In order to encourage walking and cycling, it is essential to provide roads and other facilities that are designed to not impede the use of these modes. To encourage walking and cycling, it is essential to provide roads and other facilities that are designed to not impede the use of these modes To encourage pedestrian use, areas should be designed to provide socially attractive routes. ULB should consider aspects such as landscaping, surfacing and lighting to provide routes that are attractive to pedestrians. Routes across parks are likely to have high aesthetic value.

MODEL-2 8

Utilisation of experience gained 9 Provision for NMT and Pedestrian facilities in Kerala After gaining experience from the Leaders Programme I have submitted a proposal to the state Govt. for allocation of fund for NMT projects. Accordingly fund was provided in the State Budget 2013-14. Kerala State budget for 2013-14 Urban Development 135. The allocation for 2013-14 under Urban Development sector is fixed at ` 1130.49 crore which is 16.7% more than that of the previous year.. 136. As part of the initiative to encourage walking and cycling, an amount of ` 10 lakh is earmarked for the construction of cycle tracks, uninterrupted walk ways and cycle racks under PPP mode. 137. A detailed project reports will be prepared for priority schemes such as improvement of existing roads, construction of ring roads & link roads, formulation of parking policy, construction of parks and parking places, shopping streets, improvement of markets and greening of cities.

Utilisation of experience gained 10 Master Plan for Thiruvananthapuram City: Vision-2031 Master plan for the City of TVM. has been revised in 2013. I made specific proposal for giving thrust for NMT,especially for bicycle track and pedestrian facilities, in the master plan. Accordingly the Traffic and Transportation Plan-2031 in the Master Plan contains :- 27.2 CYCLE TRACK Cities across the world are discovering bicycles by providing exclusive cycle lanes. The larger benefit from promoting cycling lies in reducing energy consumption and pollution levels. The concept cycling cities is on a roll and it is suggested for TVM. City also. 27.9 Pedestrian Facilities Pedestrians are the most neglected group in planning process Foot paths are often reduced to widen roads Elderly find it very difficult to walk through foot path which is uneven

Any projects/proposal 11 PROJECTS PROPOSED Non-Motorised Urban Transport: I T- enabled Bicycle Sharing System for the city of Thiruvananthapuram on PPP basis

Thank You 12
