Authrity See Emergency Operatins Plan, Authrity. Intrductin The Emergency Supprt Functin (ESF) annexes t the Emergency Operatins Plan rganize the applicable cllege District psitins, departments, and utside supprt agencies int grups accrding t their rles in strategic respnse t a campus emergency r disaster. Outside agencies may include: gvernmental, nn-gvernmental, private sectr, and ther vlunteer resurces. The ESF annex prvides basic infrmatin n available internal and external departments and agencies that might be needed fr an incident that affects Dallas Cunty Cmmunity Cllege District. Each ESF has at least ne lead psitin r department within the District that will lead the specific respnse, ne r mre supprting departments within the District that will prvide respnse supprt, and ne r mre external supprting departments frm the surrunding cmmunities, and neighbring jurisdictins. ESFs will nrmally be activated at the directin f the Emergency Operatins Center (EOC) Directr in respnse t activatin level 3 r greater emergencies as utlined in the EOP. Designated department and agency resurces may be requested t respnd r recver frm emergency incidents that affect the District. Nrmally, the respnse and recvery actins will be crdinated frm the EOC as Incident r Unified Cmmand will use the resurces at the incident scene. The primary psitin/department/ffice(s) will nrmally be respnsible fr crdinating specific requirements assciated with the emergency supprt functin. Supprt psitin/department/ffice(s) may be cntacted t prvide expertise and assistance, as needed. Finally, external departments/agencies may be needed if internal resurces are verwhelmed r where District capabilities d nt exist (such as emergency medical r fire DCCCD 3 Emergency Management Annex

services.) In all cases, prir memrandums f understanding, mutual aid agreements, r funding issues wuld need t be addressed prir t requesting assistance. Purpse The purpse f ESF 5 is t identify the internal and external departments respnsible fr crdinating the emergency management actins that may take place in an emergency. Scpe Emergency Supprt Functin 5: The lead department will be respnsible fr the management f the Emergency Operatin Center t include the EOC activatin prcess. ESF-5 includes the develpment and maintenance f district emergency plans and incident actin planning. Situatin Dallas Cunty Cmmunity Cllege District is expsed t many hazards, all f which have the ptential fr disrupting the cmmunity, causing casualties, and damaging r destrying public r private prperty. Ptential emergencies and disasters include bth natural and human-caused incidents. See the EOP Hazard Summary fr the ptential emergencies that may impact DCCCD. Assumptins The district makes the fllwing planning assumptins: District resurces will be quickly verwhelmed. Cmmunicatin systems may fail during a majr incident. Backup systems will be available, but may take time t activate. Shrtfalls can be expected in bth supprt persnnel and equipment. DCCCD 4 Emergency Management Annex

Lcal, state, and federal assistance may nt be immediately available. Cncept f Operatins General A cmmn perating prcedure within the district and acrss lcal jurisdictins prvides the framewrk fr emergency management crdinatin and directin. Interperable systems make this framewrk pssible. Resurces are in existence thrughut the cllege district and the cities in which district prperties lie t prvide crdinated capabilities fr the mst effective and efficient warning, respnse, and recvery activities. When these capabilities are prperly crdinated, respnse activities becme mre effective and efficient. The Emergency Operatins Plan prvides verall guidance fr emergency planning. ESF annexes are designed t prvide general guidance and basic infrmatin t include pints f cntact in case additinal resurces r expertise is needed at the EOC r incident scene. Organizatin Natinal Incident Management System cncepts will be used fr all incidents. Incident r Unified Cmmand will be used by respnding departments and agencies. When requested, ESF persnnel will reprt t the EOC and utilize the EOP, its annexes, and ther SOPs t activate and perate during an incident r event. The Assciate Directr f Emergency Management, as the district s Emergency Management Crdinatr, will perate during an emergency as the EOC Manager. Activatin If ESF 5 requires activatin, the EOC Directr will cntact the apprpriate resurces t activate the EOC. DCCCD 5 Emergency Management Annex

The district emergency ntificatin system may be utilized fr the ntificatin and recall f grups needed fr the functin f the ESF. Directin and Cntrl The Incident Cmmand System (ICS) is used by district persnnel t respnd t emergencies and disasters. During the emergency respnse phase, all respnders will reprt t the designated Incident Cmmander (IC) at the Incident Cmmand Pst (ICP). All emergency management peratins will be crdinated thrugh the EOC using the prper prcedures prvided by NIMS, the district EOP, its annexes, and departmental SOPs. Emergency Supprt Functin Operatins The emergency supprt functin will primarily take actin in the fllwing phases: Preparedness Maintain the Emergency Operatins Plan (EOP) and the district-wide emergency management prgram. Cnduct and crdinate any exercises. Develp and maintain a list f pssible resurces that culd be requested in an emergency. Maintain a list f persnnel (at least ne primary and ne back up individual) that can be called t the EOC, as needed. Develp prcedures t dcument csts fr any ptential reimbursement. Respnse When necessary, activate and manage the EOC. Obtain, priritize, and allcate available resurces. Activate the necessary equipment and resurces t address the emergency. Crdinate all emergency peratins thrugh NIMS cmpliant prcedures. DCCCD 6 Emergency Management Annex

Recvery Crdinate assistance as needed by the IC r EOC Plicy Grup, as apprpriate. Ensure that ESF 5 team members r their agencies maintain apprpriate recrds f csts incurred during the event. Respnsibilities ESF Crdinatr Develp, maintain, and crdinate the planning and peratinal functins f the ESF Annex thrugh the ESF primary agency. Maintain wrking inter-lcal agreements r ther functinal cntracts t blster the ESF capability. Maintain the EOC Handbk t include activatin and general perating actins. ESF Primary Agency Serves as the lead agency fr ESF 5, supprting all phases f emergency management peratins befre and after activatin f the EOC. Develp, maintain, and update plans and standard perating prcedures (SOPs) fr use during an emergency. Maintain plans and prcedures fr prviding timely infrmatin and guidance t the campus cmmunity r general public in time f emergency Test and exercise plans and prcedures. Cnduct utreach/mitigatin prgrams fr internal and external stakehlders. Define and encurage hazard mitigatin activities, which will reduce the prbability f the ccurrence f disaster and/r reduce its effects. Identify, train, and assign persnnel t staff ESF 5 when district EOC is activated. Training requirements may fund in the Training, Testing, and Exercise supprt annex, published under a separate cver. ESF Supprt and External Agencies Develp, maintain, and update plans and prcedures fr use during an emergency. Identify, train, and assign persnnel t staff ESF 5 when district EOC is activated. At a minimum, the Natinal Incident Management System ICS-100 and IS-700 n line classes shuld be cmpleted by assigned persnnel. Supprt the primary department as needed.
