1. INTRODUCTION 1.1 The FIA APRC Malaysian Rally 2013 will be run in compliance with the FIA International Sporting Code and its appendices, the 2013 FIA Regional Rallies Championships Sporting Regulations, the Automobile Association of Malaysia (AAM) National Competition Rules which comply with the FIA regulations and these Supplementary Regulations. Modifications, amendments and / or changes to these Supplementary Regulations will be announced only by numbered and dated bulletins (issued by the Organiser or the Stewards). Additional information relating to specific articles in these Supplementary Regulations will be published in Rally Guide 2 to be issued on Friday, 2 August. ENTRIES 4.1 Closing date for entries Friday, 2 August at 1700hrs. 4.2 Entry Procedure 4.2.1 Those wishing to take part must send the duly completed official entry form (including Co-Driver details) to the Permanent Secretariat. 4.2.2 The entry application will be accepted only if accompanied by the total entry fees or by a receipt issued by the competitors ASN. 4.3 Number of entrants / competitors accepted 4.3.1 The maximum number of entries is 50. 4.3.2 Entries will be accepted for eligible cars which conform to Article 4 and Article V4 of the 2013 FIA Regional Rally Regulations. The homologation period for certain cars in all Regional Championships has been extended to 31 December 2016 in accordance with Article 4.4.6 of the 2013 FIA Regional Rally Sporting Regulations, subject to safety requirements. Any bank charges incurred will be charged to the entrant. Please ensure that the driver s name is included as reference on all bank transfers. 4.6 Refunds Entry fees will be refunded in full only: - to candidates whose entry has not been accepted. - in the case of the rally not taking place. No other refunds will be made. 5. INSURANCE The Organisers hold Motorsports Public Liability Insurance to cover the entire running of the Rally. The claims for any one period of insurance is unlimited but only up to RM5 million for any one accident. The insurance coverage for the competing car is the sole responsibility of the entrants. All competitors are recommended to have personal travel and medical insurance. Supplementary Regulations 2013 APRC Malaysian Rally Page - 6 -

Service vehicles, management vehicles and reconnaissance vehicles, including those bearing special plates issued by the Organisers may never be considered as official participants of the rally. They are therefore not covered by the insurance policy of the rally and will remain the sole responsibility of their owner. In the event of an accident the Entrant or the Entrants representative must notify the Clerk of the Course in writing within 4 hours and provide full details including the names and addresses of those involved and any witnesses. 6. ADVERTISING AND IDENTIFICATION 6.1 Competitors attention is drawn to Article 18, 19 and V4 of the 2013 FIA Regional Rally Sporting Regulations and FIA Asia-Pacific Rally Championship Regulations. 7. TYRES Tyres specified for use during rally The use of studded or spiked tyres is prohibited under pain of exclusion. Refer also to Appendix V of the 2013 FIA Regional Rally Sporting Regulations. 8. FUEL 8.1 Fuel shall comply with the provisions of Appendix J Article 252.9. 8.2 The use of complying FIA fuel is permitted but will not be made available by the Organisers. 8.3 The use of unleaded commercial petrol available at petrol filling stations is permitted. 8.4 During the event, refuelling may be carried out only in the refuelling zones designated by the Organisers in the Road Book. 9. RECONNAISSANCE 9.1 Procedure for registration Before starting reconnaissance, all crews must supply to the Organiser full details of the reconnaissance car. Reconnaissance registration will take place at the Rally Secretariat on Tuesday, 20 August from 1200hrs. Crews may have another team member to collect their documentation only if their entry form is completed otherwise they have to register in person. 9.2 Schedule Schedules will be provided in the Rally Guide 2. 9.3 Restrictions 9.3.1 Reconnaissance will be conducted in convoy strictly in accordance with the published schedule. 9.3.2 Each competitor will be issued with a Reconnaissance Card valid for up to 2 passages over each special stage according to the reconnaissance schedule. Crews must stop at the start of each stage where a Rally Official will endorse the Reconnaissance Card and at any other location where instructed. 9.3.3 No late entry into a stage for reconnaissance will be permitted. 9.3.4 Throughout reconnaissance, maximum speed on special stages is 80km/h, unless the traffic signs, the road book or bulletins indicate a lower speed limit. Excessive speed will be penalised according to Article 20.2 of the 2013 FIA Regional Rally Sporting Regulations. The Clerk of the Course may impose a fine of RM80.00 for every kilometre per hour over the speed limit. 9.3.5 Crews are only permitted to enter a special stage from the start point shown in the Road Book and may not under any circumstances drive in a direction opposite to that of the rally unless instructed by an official of the event. 9.3.6 Reconnaissance outside the schedule as set by the Organisers is considered a very serious offence and will be advised to the Stewards who may apply penalties. 9.3.7 Crews must have their headlamps switched on when travelling on special stages during reconnaissance. 9.3.8 For reconnaissance purposes, any stage used more than once during the Rally is counted as a single stage. 9.4 Each competitor using a reconnaissance car will be issued with 3 sets of numbers. The 2 larger sets of numbers must be placed on the rear side windows of the reconnaissance vehicle. The smaller number must be placed on the front windscreen in the top corner on the co-driver s side. 10. ADMINISTRATIVE CHECKS 10.1 Documents to be presented The following items must be presented at Administrative Checks: Entrants / Competitor s Licence Driver and Co-driver competition licences Driver and Co-driver civil driving licences ASN authorisation for foreign competitors Completion of all details on the entry form Competitors are required to hold a signed Administration Clearance Form prior to Scrutineering. 10.2 Timetable Venue Date : Rally Secretariat, Level 7, KSL Resort & Hotel : Tuesday, 20 August from 1200hrs until Wednesday, 21 August at 2100hrs. 11. SCRUTINEERING, SEALING AND MARKING Competition numbers, rally plates and advertising decals shall be affixed on the car before entering the Scrutineering venue. 11.1 Scrutineering Venue and timetable Venue : Proton Edar Service Centre, Plentong, Johor Date : Thursday 22 August from 0730hrs until 1330hrs. All spare parts sealing will take place on Friday, 23 August at the Service Park from 0900hrs 1200hrs. The scrutineering schedule will be posted at 1200hrs, Tuesday, 20 August on the Official Notice Board. 11.2 Mud flaps Transversal mud flaps must be fitted in compliance with Appendix J Article 252.7.7. 11.3 Windows / Nets The use of tinted glass and/or safety film is permitted in side and rear windows. In such cases, it must be possible for a person situated 5 meter from the car to see the driver as well as the contents of the car. 11.4 Marking & Sealing The FIA Technical Delegate will seal / mark all cars contesting the FIA APRC Championship. 12. SHAKEDOWN Shakedown is compulsory for all APRC and Asia Cup competitors and will be held on Thursday, 22 August from 1600hrs until 1830hrs at Plaza Angsana. Shakedown for other competitors is by invitation. 13. OTHER PROCEDURES 13.1 Ceremonial Start and Start of SS1 procedure and order Crews may be required for promotional purposes on Friday, 23 August. Details will be published in Rally Guide 2. The Ceremonial Start which will be followed by the running of SS1 will take place as follows :- Venue : Angsana Shopping Complex, Tampoi Time : Friday, 23 August at 2000hrs The Opening Ceremony will be preceded by a pre-start park, adjacent to the start zone. A representative of the team may deliver the car to the pre-start park. The pre-start park will be open from 1800hrs to 1900hrs. The penalty for late arrival is RM50.00 per minute. 13.1.1 Crews must wear their approved overalls and be present with the car in the pre-start park at least 15 minutes before the ceremonial start time of the first car. 13.1.2 During the Ceremonial Start, all cars will be flagged off at intervals of between 30 sec to 45 sec. 13.2 Start of Leg 1 (SS1) Right after the Ceremonial Start, all competing cars will be directed to a designated Holding Area next to the Ceremonial Start area for the start of SS1. 13.3 Start Order and Intervals The start order for each Leg will be determined in accordance with Article 45 of the 2013 FIA Regional Rally Sporting Regulations. However, the start order for Leg 2 will be determined based on the classification after SS7. The starting interval for all competitors will be 2 minutes except for SS1, SS8 and SS15 where following cars will only start after the preceding car has completed or been cleared from the stage. 13.4 Starting system of special stages A digital clock will be displayed at the start of each special stage. The crew will observe the clock and start on the time indicated on their time card. A false start will be detected by a photo-cell placed in front of the start line. Article 37.3 of the 2013 FIA Regional Rally Sporting Regulations will be applied as alternative starting system if the need arises. 13.5 Failure to Complete SS1, SS8 and SS15 If a car fails to complete any of the above stage, it will be placed at the road section after the finish control of the stage and the crew will be allocated a stage time of the fastest time plus 5 minutes. In such a case, the crew will be deemed to have completed the stage at its due time and be subject to all the normal rules, regulations and service restrictions of the rally. Any crew recording an actual time in excess of the fastest time plus 5 minutes will be allocated a time equal to the fastest time plus 5 minutes. 13.6 Early Check-In at the End of each Leg It is permissible to check in early at the end of each Leg without incurring any penalty. 13.7 Notification of Traffic Offence Notice and Accident Reporting Competitors are required, upon entering all Parc Fermes, to notify the Competitor Relations Officer in writing if they or any member of their team have received a Traffic Offence Notice. The submission of an entry is also an agreement that the Royal Malaysian Police and the Malaysian Road Transport Department may advise the Organisers of the details of any notices issued. 13.8 Retirement Any crew retiring permanently from the rally must report such retirement to the Organisers as soon as possible. Please contact the Competitor Relations Officers and confirm by submitting the Withdrawal Form at the back of the Road Book. Any crew failing to comply will be liable to a sanction at the Stewards discretion. 13.9 Finish Procedure The Finish of the rally will be at TC 15C. From there, competitors must follow officials instruction to drive over the finish ramp and into final Parc Ferme. Details of Ceremonial Finish and Prize Giving procedure will be published in Rally Guide 2. 13.10 Removal of Cars from the Final Parc Ferme All cars must be removed from the final Parc Ferme at the latest by 2000hrs on Sunday, 25 August, providing the Stewards have authorised the Parc Ferme to be opened. 13.11 Rallysafe The Rallysafe tracking will be used. An overview of the system which provides significant safety benefits can be found on www.rallysafe.com.au 14. FINAL CHECKS 16.1 Final Checks Venue : Proton Edar Service Centre, Plentong, Johor Date : Sunday, 25 August from 1630hrs A summons to attend the final cheks will be given to the entrant/competitor selected as per Art. 28.2 of the 2013 FIA Regional Rally Sporting Regulations. The cars will be collected from the Pick Up area after the Ceremonial Finish and taken to final cheks by the driver or a team representative. A representative of the entrant as well as mechanics with appropriate tools (in case of dismantling) must be present at the final check. 16.2 Protest fees The protest fee set by the FIA is 500.00.
