The term "scaffld" means any temprary elevated platfrm (supprted r suspended) and its supprting structure (including pints f anchrage), used fr supprting emplyees r materials r bth. 16.7.1.2 This standard is nt intended t prvide specific instructins n scaffld erectin r dismantling. Detailed requirements fr the erectin r dismantling are available thrugh the manufacturer f the scaffld, OSHA 29 CFR 1926.451, r ANSI standards A10.8. 16.7.2 REQUIREMENTS 16.7.2.1 Scafflds shall be prvided fr emplyees engaged in wrk that cannt be dne safely frm the grund r frm slid cnstructin, except fr such shrt perids f wrk as can be dne safely frm ladders r aerial manlifts. 16.7.2.2 Scafflds shall be designed by a cmpetent persn and shall be cnstructed and laded in accrdance with that design. Scafflds shall be erected, mved, dismantled, r altered nly under the supervisin and directin f a cmpetent persn. Such activities shall be perfrmed nly by experienced and trained emplyees. Scafflds and scaffld cmpnents shall be capable f supprting, withut failure, its wn weight and at least fur times the maximum intended lad applied r transmitted t it. If scafflding is leased r purchased, safety instructins fr erectin and use must accmpany the equipment. Never interchange the scafflding cmpnents frm different manufacturers. 16.7.2.3 The fllwing are requirements t be cmpleted prir t the erectin f the scaffld: The jb site shall be inspected t determine grund cnditins r strength f supprting structure, prximity f electric pwer lines, verhead bstructins, wind cnditins, and the need fr verhead prtectin. The fting r anchrage f scaffld shall be level, sund, rigid, and capable f carrying the maximum intended lad withut settling r displacement. Unstable bjects such as barrels, bxes, lse bricks, r cncrete blcks are nt t be used t supprt scafflds r planks. Damaged r deterirated equipment will nt be used. Wd planking shall be inspected t ensure that it is graded fr scaffld use, is sund and in gd cnditin, straight-grained, and free frm saw cuts, splits, and hles. 16.7.2.4 Emplyees engaged in assembling scafflds r wrking frm a scaffld withut a standard guardrail r incmplete deck shall wear apprved fall prtectin devices and be tied ff while wrking at elevatins six feet r mre abve grund r flr levels. They will cntinue t use fall prtectin devices until wrk platfrms with prper handrails and midrails are installed. (See Safety and Health Standard 16.20) 16.7.2.5 The fllwing are general requirements that apply t scafflding: Guardrails, mid-rails, and te bards shall be installed n all pen sides and ends f wrking platfrms mre than six feet abve the wrking surface. Any cmpnents f a scaffld damaged r weakened shall be immediately tagged ut f service and repaired r replaced. Platfrm planks shall be laid with their edges clse tgether s the platfrms will be tight with n spaces thrugh which tls r fragments f material can fall (n mre than 1 wide). The maximum span fr 2" x 12" planks (scaffld grade r full thickness undressed lumber) shall be eight feet (medium-duty rating f 50# / square ft intended lad). Where planking is lapped, all planking r platfrms shall be verlapped a minimum f 12" and secured frm mvement. Scaffld planks shall extend ver their end supprt at least 6" but nt mre than 12" and must be cleated r therwise restrained by hks r equivalent means. The legs r uprights f scafflds shall be plumb and rigidly braced t prevent swaying. Ftings shall be level, sund, rigid, and capable f supprting the laded scaffld withut settling r displacement. Base plates r screwjacks with base plates must be in firm cntact with the fting and / r sills and the legs f the scafflding. Leveling n uneven grund can be cmpensated fr with screw jacks and base plates. Unstable bjects such as blcks r lse bricks shall nt be used. 16.7.2.6 Scafflding must be secured at the nearest hrizntal member when the height f the scaffld exceeds fur (4) times the minimum base width and repeated vertically at lcatins f hrizntal members every 20 feet. Ties shuld be installed as the erectin prgresses and remved nly as scaffld is dismantled t that height. Means f access may be a securely fastened prtable ladder, fixed ladder, ramp, runway r stairway. Structural members will nt be used fr means f access. Stair twers are required fr scafflds requiring an ascent greater than 18 feet. 16.7.2.9 Emplyees shall nt wrk n scafflds during strms r high winds. Emplyees shall nt wrk n scafflds that are cvered with ice r snw. Ice and snw must be remved and the planking sanded t prevent slipping. Overhead prtectin shall be prvided fr emplyees in a scaffld expsed t verhead hazards and fr persns that may pass under a scaffld. Wrking heights must nt be exceeded by planking the guardrail r by the use f bxes, ladders, r ther means n scaffld platfrms. Tls, material, and debris shall nt be allwed t accumulate in quantities t cause a hazard. 16.7.2.10 Scafflds and scaffld cmpnents shall be inspected fr visible defects by a cmpetent persn befre each wrk shift, and after any ccurrence, which culd affect the scaffld s structural integrity. A scaffld Permit be cmpleted prir t scaffld use (See Exhibit 16.7.1 Scaffld Permit). Upn cmpletin f the jb, the Scaffld Permit will be frwarded t the Safety Office and retained n file fr a perid f nt less than six mnths. 16.7.2.11 The area in which scafflds are being erected, used, r dismantled shall be rped ff r therwise barricaded fr a sufficient distance t prevent passers-by frm being struck by falling materials and t prevent unauthrized entry int the area.
