MINUTES OF THE REGULAR CITY COUNCIL MEETING OF THE CITY OF POLO HELD IN THE CITY HALL CHAMBERS, CITY HALL, 115 S. FRANKLIN AVE., POLO, ILLINOIS, OCTOBER 15, 2018. INVOCATION: Mayor Doug Knapp gave the invocation. PLEDGE OF ALLEGIANCE: Mayor Knapp led the Pledge of Allegiance. CALL TO ORDER: Mayor Knapp called the regular meeting of the Polo City Council to order at 7:00p.m. on Monday October 15, 2018. PRESENT: Alderman Jim Busser, Alderman Phillip Peterson, Alderman Justin Grobe, Alderman Troy Boothe, Alderman Keith Chesnut and Alderman Randy Schoon. Also, present was Attorney Tom Suits, Mayor Doug Knapp and Deputy Clerk Susan Waszak. ABSENT: City Clerk Sydney Bartelt APPROVAL OF THE MINUTES OF THE 10/01/2018 REGULAR CITY COUNCIL MEETING: Alderman Chesnut made a motion to approve the October 1, 2018 minutes of the regular city council meeting, seconded by Alderman Boothe. Ayes 6, nays 0. The motion carried by voice vote. ACCEPTANCE OF THE SEPTEMBER 2018 TREASURER S REPORT TO FILE FOR AUDIT: Alderman Boothe made a motion to accept the September 2018 treasurer s report to file for audit, seconded by Alderman Chesnut. Ayes 6, nays 0. The motion carried by voice vote. APPROVAL OF THE LIST OF BILLS: Mayor Knapp asked if there were any bills to add to the list of bills; Alderman Busser added a bill to be paid to Constellation for street lights in the amount $196.68 and Alderman Schoon added a bill to Constellation for electric at the water plant in the amount of $997.54. Alderman Busser made a motion to accept the list of bills as amended, seconded by Alderman Peterson. Mayor Knapp requested the Deputy Clerk call roll on the motion; Alderman Busser yes, Alderman Peterson yes, Alderman Grobe yes, Alderman Boothe yes, Alderman Chesnut yes, and Alderman Schoon yes. Chief Cavanaugh also stated Brian Diaz is moving along with his training down state in the police academy. SAFETY AND ACCIDENT REPORTS: COMMENTS & QUESTIONS FROM THE PUBLIC: UNFINISHED BUSINESS: A. Consideration & Possible Action on Ordinance 18-10, an Amendment to the Polo Code of Ordinances to Chapter 112; 112.01 Definitions, 112.15 Classifications of License & Fees, 112.16, Limitations on Numbers to Add a Class B, F, & H Liquor License for Sale of Package Beer/Wine Coolers, Sunday Package, & Hard Liquor. (Second Reading) Alderman Grobe made a motion to accept ordinance 18-10, an amendment to the Polo Code of Ordinances to chapter 112; 112.01 Definitions, 112.15 Classifications of License & Fees, 112.16, Limitations on Numbers to Add a Class B, F, & H Liquor License for Sale of Package Beer/Wine Coolers, Sunday Package, & Hard Liquor, seconded by Alderman Boothe. Mayor Knapp requested the Deputy Clerk call roll on the motion; Alderman Peterson yes, Alderman Grobe yes, Alderman Boothe yes, Alderman Chesnut yes, and Alderman Schoon yes, Alderman Busser yes. The motion carried.

B. Consideration & Possible Action on Employee Health, Life, and Dental Insurance. Alderman Schoon stated that the committee has met at least 3 to 4 times. After comparing the rates and deductibles he thought that Humana was the best option. He also considered the various options of the rates increase to the employees from 10 up to 15%. Alderman Schoon felt that the 15% rate was the best solution. Alderman Schoon also mention that Insurance Agencies do not write policies like this one anymore due to that Humana will keep raising the prices every year. Humana offers a Go365 program to all employees which can help lower their premiums as much as 15% and that it would be up to the individual employee. Alderman Boothe asked who was offering this insurance plan. Alderman Schoon the Diamonds Brothers was our current agent, yet the policy is from Humana Insurance. Alderman Schoon state that he does not understand why the city could not go with a local agent, as long as the exact policy continued to stay in place. Tammy Merdian of Scholl Insurance has given the city a document to change the agent/broker of record change for Attorney Suits to review. After further discussion regarding both the agent and rates increase to employee withholding to 15%, Alderman Schoon made a motion to switch the insurance broker from Diamond brothers to Scholl Insurance providing they can provide the proper paper work to continue with the current plan/policy in place with Humana and increase the employee withholding to 15%, seconded by Alderman Peterson. Mayor Knapp requested the Deputy Clerk call roll on the motion; Alderman Grobe yes, Alderman Boothe yes, Alderman Chesnut yes, Alderman Schoon yes, and Alderman Busser yes Alderman Peterson yes. The motion carried. C. Consideration & Possible Action on a Sales Tax Rebate for Tushar Patel. Mayor Knapp asked if there were any questions regarding the proposed tax rebate as presented. Alderman Schoon brought up some other options regarding the sales tax rebate proposal. One possible option to consider is a 5 years reduction of sales taxes at 75%, which would than expired the same time the forgiveness loan would be complete and then possibly re-address the proposal at the end of the 5 years. Discussion was held regarding this and other options and commitments. Alderman Busser made a motion to accept Jacob & Klein s projections for a sales tax rebate for 15 years for Tushar Patel as presented, seconded by Alderman Chesnut. Mayor Knapp requested the Deputy Clerk call roll on the motion; Alderman Boothe yes, Alderman Chesnut yes, Alderman Schoon yes, Alderman Busser yes, Alderman Peterson yes, and Alderman Grobe yes. The motion carried. NEW BUSINESS: A. Consideration on the Announcement of the 2018 Tax Levy Amount. Deputy Clerk Waszak report the tax levy amount of $358,117.00. The levy amount must be announced twenty days before the passage of the Tax Levy Ordinance, in which the first reading will be done at the November 5, 2018 meeting. This dollar amount can change up until the actual passage of the ordinance. B. Consideration & Possible Action on Police Station Roof. Alderman Boothe questioned the condition of the roof. Chief Cavanaugh stated that he is continually picking up shingles. Chief Cavanaugh stated along with shingles missing from the current roof that it does not leak now, but it s just a matter of time. Alderman Boothe asked if a metal roof was even considered as well as any other options available or other ways to cut down the cost. Discussion was held. Alderman Schoon made a motion to accept Boss Roofing s proposal in the amount

of $19,949.00 for the Police Station Roof, seconded by Alderman Chesnut. Mayor Knapp requested the Deputy Clerk call roll on the motion; Alderman Chesnut yes, Alderman Schoon yes, Alderman Busser yes, Alderman Peterson yes, Alderman Grobe yes, and Alderman Boothe yes. The motion carried. C. Consideration & Possible Action on Change Order No. 4 for Contract No. 1. Matt Hansen from Willett Hofmann and Associates stated he met with both Mayor Knapp & Alderman Schoon to go over the change orders in detail. Mr. Hanson continued on giving the council a briefing of the change orders. Alderman Schoon made a motion to approve change order no. 4 for contract no. 1, seconded by Alderman Busser. Mayor Knapp requested the Deputy Clerk call roll on the motion; Alderman Schoon yes, Alderman Busser yes, Alderman Peterson yes, Alderman Grobe yes, Alderman Boothe yes, and Alderman Chesnut yes. The motion carried. D. Consideration & Possible Action on Pay Request # 7 for Contract 1 & Willett Hofmann & Associates Engineering Invoices. Alderman Schoon made a motion to approve pay request #7 for contract 1 & Willett Hofmann & Associates engineering invoices, seconded by Alderman Busser. Mayor Knapp requested the Deputy Clerk call roll on the motion; Alderman Busser yes, Alderman Peterson yes, Alderman Grobe yes, Alderman Boothe yes, Alderman Chesnut yes, and Alderman Schoon yes. The motion carried. OTHER BUSINESS: Mayor Knapp stated that he is still an advocate on trying to get diesel fuel in town and that a petition was circulating around town which currently has over 200 signatures. Mayor Knapp stated he has been communicating with Mr. Johnson regarding diesel fuel tanks and the Buffalo Street entrance. Discussion was held. Matt Hanson from Willett Hofmann & Associates stated he would look further into the Buffalo Street entrance. Marvin Bushman asked what was going on with the scrap yard along South Division and Dement Street. Attorney Suits stated that they have been to court and that this is an ongoing battle. Chief Cavanaugh stated he continues to watch this address. Mr. Bushman also inquired about the scrap yard out by the railroad tracks along North Union Ave. It was stated that Mr. Dearborn was contacted reminding him he had 6 months to put up his fence. Attorney Suits stated that the 6 months starts from the date of the zoning approval not the building permit. Deputy Clerk Waszak stated she would look into that and that a J.U.L.I.E. dig request was received today regarding this property. Susie Corbitt stated that the City should be very proud of their City Clerk Sydney Bartelt for making the effort for attending the Institute and Academy for the Municipal Clerks of Illinois and that professors for Eastern University puts this on. That this conference is very stringent. She will be kept very busy from 7:00 morning thru to 6:30 in the evening and will be doing this for 3 years. Aaron Golden of Illinois Risk Management introduced himself and asked if there were any questions regarding the City s Liability Insurance. Melanie Pomeranning requested the city raise their limits of number of dogs within the city limits, which is currently 3. She stated other cities have a 4-dog limit. It was agreed the council would look into it.
