Minutes of Bowls Devon Executive Committee Meeting held at the Exeter Golf & Country Club on Wednesday, 27 th April, 2016 at 7.00p.m. Present : Presidential Team: Mr. D. Mercer and Mrs J. Hobbs (Section 8). 1.Welcome: Chairman Alan opened the Meeting and welcomed all in attendance. Action 2. Apologies: Mrs. P. Adams, Mrs. J. Bishop, Mrs. S. Silcox, Mrs. L. Joachim-Rowe 3. Minutes of Meeting held on 13 th January 2016 Having been previously circulated the Minutes were agreed and signed as a true record by the Chairman.
4. Matters Arising: There were no matters arising. 5. Correspondence : Administrator Carol circulated a copy of correspondence received and reported on the resignation of S.V.P. Ruth Voysey who unfortunately had resigned due to ill health. There have been several changes to Club Officers for 2016 and all other clubs will be notified by newsletter shortly. 6. Finance and General Purposes Committee :- The Treasurer reported on the Meeting of the Finance and General Purposes Committee held earlier in the evening and the Minutes from that Meeting would be circulated. 7. Bowls Devon Alliance : Apologies were received from Sue Silcox, Bowls Development Officer, and her report was circulated. Sue reported on a possible Safeguarding Course at Barnstaple for all the North Devon clubs and another at Buckfastleigh to cover South Devon clubs. As soon as dates are known for these events Carol will notify all Section Secretaries. These courses are designed specifically for Welfare Officers and Coaches of bowls Clubs. The four hour course costs 35. Bowls England will provide a 50% bursary, one per Club, if applied for. It was also noted that there were still two places available for Level 1 Coaching at Isca Starting in May and again a bursary of 50% can be obtained from Bowls England. Sue had visited all Sections and they, in turn, expressed their thanks for the excellent work she had undertaken. Applications for Silver and Gold packages were at a record high, which was very gratifying. It should be noted that the window for applications is open all year now that Devon is designated as a Hotspot. 8.. Report from Bowls Devon Patrons Association : A report from the Patrons Secretary, Vicky Hingston, had been circulated. 9. Nomination for Bowls Devon Junior Vice President : A nomination for the male Junior Vice president had been received. Michael Birch was proposed by Alan Horwell of Kings B.C. and seconded by Ray MacDonald (Section 6 Chairman). The Chairman asked is it the wish of this Meeting to accept Michael Birch as J.V.P. Everyone was in favour and the Men s President presented Michael with his badge of office. 2
10. Bowls Devon Ladies Match Secretary : The Chairman confirmed that Mrs. Sue Trott of Hemyock had been nominated for the position of B.D. Ladies Match Secretary. He asked if it is the wish of this Meeting to accept Mrs. Sue Trott as B.D. Ladies Match Secretary and everyone agreed and thanked Sue for coming forward. The Chairman also asked for approval for the job description of the Ladies Match Secretary to be the same wording as that of the Men s job description and on a show of hands this was agreed. The Ladies Administrator s job description would be adjusted accordingly. 11. Report from County Competition Committee : The Minutes of the last Meeting dated 19 th January 2016 had been Circulated. The Executive Committee were asked for approval for an amendment to Schedule 7 (County Points System 1.1) whereby it is stated that the member shall be awarded their badge at their first County game or at the annual Luncheon. It was recommended that reference to the Annual Luncheon should be removed as it was causing confusion. After a show of hands this was agreed. David Butterworth reported that evening matches and travel had been discussed but nothing can be done for 2016 but the Committee will monitor the situation and if necessary meet with other parties to look into the matter further for 2017. 12. Report from Bowls England : Harry Riley (Bowls England Delegate) reported that Bowls England has held its A.G.M. and was duly attended by himself and Administrator Carol. From 2017 players in the National Top Club, National Club Two Fours and Tony Allcock Trophy may only represent the Club from which they enter National Championships. Also from 2017 three new national championships will be introduced - a National Senior Men s Fours Championship, a National Senior Ladies fours Championship and a National Men s Junior Pairs Championship. There are no changes to the Amy Rose Bowl or the White Rose Trophy. Finally Harry confirmed that David Tucker had been elected unopposed as a Bowls England Director for a further three years and he was confirmed as Chair of the Policy and Management Committee. Harry went on to thank David for his endeavours on behalf of all our bowlers. 3
13. Reports from Sections : Section 1. - Martin Rowe. Everything is going well. Section 2. - Sue Trott and Tony Broome. Sue asked if all clubs should standardise charges. However, it would appear that clubs are able to charge what they wish. It would be wise for clubs to know what the charges are before they go to play. Section 3 - Brian Baker. Everything is going well. Section 4. - Joan and Peter Martin. Everything is going well. Joan asked if the new Lady Match Secretary could keep Sections up-to-date with county dates as these affected Section planning. Section 5. - Charlotte Sliney and Margaret Jones. Charlotte said they were very pleased to see the representative from the B.D.A. and Karen Jones from Active Devon at their meeting at Bitton park when over fifty had attended. Section 6. - Mike Birch and Beryl Leach. The B.D.A. came to their meeting and everyone found it very interesting. Mike asked for clarification on the wearing of shorts. He was told that shorts are allowed but they must be the Bowls England design. Section 7. - Sharon Parnell. Nothing to report. Section 8. - Martin Hobbs. All competitions are going well and on the Bowls Devon website. Martin, like so many others, expressed the Section s thanks to Sue Silcox for her recent and very interesting visit. 13. Any Other Business : There was no other business 14. Date of the next Meeting The date of the next Meeting is Wednesday 26 th October 2016 at Exeter Golf and Country Club. Following Meetings are :- Wednesday 18 th January 2017, Wednesday 19 th April 2017, Wednesday 25 th October 2017.
