The Manawatu Car Club (Inc) Proudly Presents SUPPLEMENTARY REGULATIONS: PART ONE 1. JURISDICTION This event is a National Rally promoted by The Manawatu Car Club (Inc) and will take place on Saturday, 30th October 2010 in the Manawatu and Palmerston North districts. The Rally will be held under these Supplementary Regulations, the MotorSport NZ Inc National Sporting Code and its Appendices and Schedules, in particular Appendix Three, Schedule R being the Standing Regulations for all Rallies, and Appendix Two, Schedule A Driver and Vehicle Safety Requirements. MotorSport NZ Inc Permit Number is: Central Region Rally Series Permit Number is:7494 This event is the: Final Round of the 2010 Geartech Central Region Rally Series. 2. THE EVENT 3.1 Venue Manawatu District Council roads. 3.2 Length Comprises of approximately 142.84 kms of Special Stages and 187.07 kms of Touring. A full stage description is appended to these Regulations. 3.3 First Car Starts at 08.30 hours from Automotive Direct Car Yard Cr of Aorangi st & Kimbolton Road Feilding, on Saturday, 30th October 2008. 3.4 First Car Finishes at approximately 1621 hours on Saturday, 30th October 2010 at the final control which is situated at The Square, Palmerston North. 3.5 Duration of Event Starts with Documentation on Friday, 29th October and concludes at the end of prize giving on Saturday, 30th October 2010. 4. ENTRIES 4.1 Opening and Closing: These open with the publication of these regulations and close at 17:00 hours on Friday, 15th October 2010. Entries received after this date may be accepted at the organisers discretion, but will be subject to the additional late entry fee of $100. 4.2 Entry Acceptance: Entries shall be made on the correct form and to be deemed valid must be complete in all details and accompanied by the appropriate fees. Any entry form not completely filled out, will NOT be accepted. Acceptance will be at the organising committee s discretion. Organisers reserve the right to refuse any entry in accordance with the prescribed provisions of the National Sporting Code. 4.3 Fees: All competitors $600.00 Note: Entry fees include GST. A withdrawal fee will be charged for competitors withdrawing after the closing date for normal entries. This fee will be $ 75.00 incl GST. After start of Documentation on 29th October 2010 there will be no refund of entry fees. 4.5 Number of Starters: The organisers reserve the right to abandon the event if less than 60 entries are received at normal closing date. The maximum number of starters will be 100. Any additional entries received will be placed on the reserve list in order of receipt. Priority entry will be given to those competitors who are registered for the Central Region Rally Series provided they have entered by 5pm Friday 15 th October 2010. 4.6 Acceptance of Entry: These will be e-mailed on Wednesday 20 th October 2010 together with the entry list and your report time for documentation and scrutineering (if applicable). 4.7 Competitor Requirements: (1) Knowledge and Understandings: In signing the entry forms competitors (Entrant and Drivers) are deemed to fully understand the MotorSport NZ National Sporting Code and its relevant Appendices and Schedules. Particularly, (a) The National Sporting Code articles pertaining to protests and competitors obligations, and (b) Appendix Three Schedule R articles pertaining to Stage notes (c) The articles of the Central Region Rally Series (if applicable). (2) Licence Requirements: Both the No. 1 and No. 2 drivers shall hold a National Rally Grade or higher MotorSport NZ issued Competition Licence. If the Entrant is other than a driver, an Entrants licence in the name of the Entrant is required. (3) New Competitors: Any driver(s) who have not previously competed in three or more rallies must attend the new competitor special briefing which will be held at Rally HQ at 7.45am Saturday 11 th September 2010. 5. ELIGIBLE VEHICLES 5.1 Compliance: All vehicles shall comply with Appendix Two, Schedule A and Appendix Three, Schedule R of the current MotorSport Manual unless stated otherwise in these supplementary regulations. 5.2 Classes: Automotive Direct Daybreaker Rally will recognise place getters the following classes: Class A 0-1400cc (2WD) Class B 1401cc - 1850cc (2WD) Class C 1851cc - and over (2WD) Class D 4WD all 4WD not eligible for & not entered in Class E Class E 4WD Pre 1996 Notes: 1. At prize giving Automotive Direct Daybreaker Rally will, in addition to those classes listed above, also recognise the 1 st, 2 nd, & 3 rd overall placegetters and the first Manawatu Car Club member to finish the event. 2. Class E Eligibility: Competitors in this class should familiarise themselves with the pertinent regulations in the Geartech Central Region Rally Series articles. 3. Competitors are permitted to enter one class only. 5.4 Central Region Rally Series : Competitors in this Series should be familiar with the requirements of their Articles. 5.5 All vehicles entered in the CRRS will carry Geartech advertising in space A1 as illustrated in the current NZ Motorsport Manual. All competitors will carry number stickers on the rear side windows Cars will not be admitted to the start area until all of their numbers and advertising requirements are firmly affixed in the appropriate places on the vehicle. Failure to comply is a breach of these regulations. Appendix One, Schedule P, NSC4 outlines penalties for competitors not complying with these regulations, and not arriving at their designated time. These penalties will be imposed. 6. DOCUMENTATION AND SCRUTINEERING AUDIT All Competitors (or their representative) shall attend documentation for the checking of licenses and appropriate documents. Competition number sets and applicable advertising material will be issued at this time. Additionally, Competitors will be advised whether their car will be required for safety audit scrutineering and where applicable, the checking of turbocharger restrictors. The venue for Documentation and Auditing is the UCOL Motorsport School 110 South Street Feilding. 6.1 Documentation and Auditing Friday, 29th October 2010 UCOL Motorsport School 110 South Street Feilding 17:00hrs to 20:00hrs 6.2 Scrutineering (a) All entries In an effort to reduce competitors costs and time, Competitors can arrange with their own Car Clubs licenced Scrutineer to perform a scrutineering audit in the week prior to the event. This must be organised through the Chief Scrutineer for the event prior to the 20 th October 2010. To do this the following shall apply: 1. Supply the Chief Scrutineer your Car Clubs licenced scrutineer details 2. The Chief Scrutineer will arrange with your club scrutineer the audit program. OFFICIALS IDENTIFICATION Officials of the event will be identified as detailed below: Assistant Clerk of Course Stage Control (Post) Chief Scrutineers Competitor Relations Officers Marshals Other Officials Will wear Yellow Bibs with ACOC on the back Will wear Orange Bibs with Post Chief on the back Will wear Orange Bibs with Scrutineers on the back Will wear Yellow Bibs with CRO on the back Will wear Orange Bibs with Safety on the back Will wear name badges and swingers 8. OFFICIAL BULLETINS Official Bulletins may be issued in accordance with the provisions of the National Sporting Code. 9. OFFICIAL NOTICE BOARDS These will be at any of the following venues: Outside Secretaries office at Documentation Rally Headquarters Results venue Start Controls 10. RESULTS It is expected that unofficial progress results will be available at the Service Park at Apiti these will be posted at the Apiti Tavern Provisional results for the event will be posted at 6.00pm on Saturday 30 th October at the Forest Elbow Sports Bar Featherston St Palm Nth. Live provisional results will also be available on www.chrissport.co.nz 11. STAGE NOTES 11.1 The use of Stage Notes will be permitted provided that they are original copies as created for this Event and supplied by the MotorSport NZ authorised provider, Neil Allport Motorsport. For those competitors wishing to purchase the Stage Notes it is essential that they complete the registration form and send direct to Neil Allport Motorsport. The cost of stage notes is $200.00 per competitor. Information: The stage note system uses an automated computer program to generate a description of the special stage road using sensors fitted to a vehicle driven through each stage. Such notes describe the route in more detail than the Road Book and can be used without reconnaissance. The purchase and use of the stage notes is a direct contract between the competitor and Neil Allport Motorsport with the organiser s involvement being limited to authorising the use and facilitating the preparation and distribution on behalf of Neil Allport Motorsport. There is no obligation on any competitor to purchase these stage notes. 12. REJOINING 12.1 All Competitors Rejoining will be permitted subject to the following conditions being met: The Road Book contains a Temporary Withdrawal form, a Final Withdrawal form and a Rejoining form. No competitor will be permitted to restart the Rally once they have handed in a Final Withdrawal form. If a competitor believes that they may be able to restart after an incident they should complete a Temporary Withdrawal form and hand it to an appropriate official. If a competitor then wishes to rejoin the event they may only do so at (a) the Out Control of each Service Park, or (b) at the start control of a stage immediately following a Service Park The opportunity to rejoin is at the discretion of the Clerk of the Course. All cars that have suffered accident damage must be inspected and cleared by the Chief Scrutineer or his designated official before rejoining. 12.2 Any competitor rejoining the event will not feature in the final results for the event. 13. SERVICING All Service vehicles are to be registered with the Organisers at the time of entry. They must display throughout the event the official windscreen decal, in the top left hand side. These will be issued at Documentation. Servicing from an unregistered vehicle will be deemed to be the same as servicing in a prohibited area and will be penalised accordingly. a. All Competitors Servicing is encouraged in areas designated as Service Parks. However, competitors may service in other areas along the route, except where expressly forbidden. Notwithstanding, competitors in these divisions are required to clock in and out of service park controls or regroups respecting their target times. There will be REGROUPS in Apiti as per the route & speed schedule. All crews are required to service their vehicles on tarpaulins and to clean up any dirt left behind Service Park Locations SP1 SP2 SP3 Apiti Apiti Apiti 14. FUEL No Pump gas is available at Apiti Competitors are advised to familiarise themselves with and adhere to MotorSport NZ Code of Practice Fuel, which is available on MotorSport NZ website (www.motorsport.org.nz) 15. EARLY BOOKING INTO CONTROLS Competitors may be invited to book into the following time controls early, without penalty: 2b,4b,6b and 7a If requested by an Assistant Clerk of the Course or Post Chief to book into a time control early, the competitor must do so, without penalty 16. GENERAL 16.1 Seeding: Seeding will be at the organisers discretion. All entrants are requested to record previous rally experience on the entry form to assist with seeding. You are encouraged to do this in order to ensure an appropriate start position. 16.2 Change of Co-Driver As per Appendix 3, 2.4 clause (b) (i) (v). 16.3 Prizegiving: The prizegiving function will be held on Saturday evening as soon as results have been finalised expected start time 7.00pm, duration 30 minutes. There will be no formal dinner. It is intended there may be nibbles. Additionally there will be a prizegiving function for those competitors registered for the Geartech Central Region Rally Series on Saturday evening as soon as results have been finalised expected start time 7.30pm duration 45 minutes. 16.4 Accommodation: Accomodation is available at The Sherwood on Featherston. Palmerston North. Call Free 0800 770 909 This is next to the Forest Elbow Bar and has plenty of parking area available 16.5 Supplementary forms: Attached are forms for the, service crew registration, and remittance form. Please complete these forms and return with your entry form regardless of whether you intend to purchase these services or not. DO NOT remove and throw away. 16.6 The following documents have the same force and status as these Supplementary Regulations: Entry Forms Acceptance of Entry (Part Two of these regulations) Road Book Service Crew Road Book 16.7 Cellphones: There is limited cell phone coverage on the rally route. 16.8 Fence / Property Damage Competitors are reminded that you MUST fill out an INCIDENT SHEET and hand this to the next Control Point, should you damage any fence or property. This will assist with the prompt repair of damage. Any entrant found in breach of this regulation may be penalised in accordance with Appendix 1 Schedule P Failure to report damage. Competitors will be responsible for all costs associated with any repairs. 16.9 Vehicle Recovery Should you stop and be unable to continue please have your WITHDRAWAL FORM completed ready for the Sweeper Vehicle to collect. Normal assistance will be provided by the Manawatu 4WD Club to retrieve vehicles back onto the road. From there it is the competitors responsibility to arrange for further transportation. Inskter 31:41) What a great way to start the rally with the longest toughest stage, Starts at Sandon Block Rd finish is on Beaconsfield Valley Rd. Classic rally roads, fast & flowing in parts with many tight bits as well, 3 small pieces of tarmac as well, finish now a straight to remove tricky finish line corners. Stage 2 McBeth Road - 7.72km - (G. Argyle 5:27) Short, sharp, tricky stage. Starts tight & twisty. A crowd on hairpin left. Climbs to ridge top to fast road with off camber corners. All hard base gravel. Stage 3 Tunipo Road 1 8.90km - (G. Inkster 5:56) Starts with steep, narrow hillclimb. Then faster, flowing road. Fast, but tricky stage. All hard base gravel. Stage 4 Utuwai 1 19.88km - (G. Inkster 12:50) Fast start, steep, tight gorge in middle. Fast, flowing to finish. Hard base gravel. Stage 5 Tunipo Road 2 8.90km A repeat of stage 3.
