Direction générale g de la santé THE PEP WORKSHOP ON SAFE AND HEALTHY WALKING AND CYCLING IN URBAN AREAS 30 September 1 October 2010 (Batumi, Georgia) SESSION II: Laying the groundwork - policy, legislation and institutions to support infrastructure and planning The French Challenge : Promoting Safe and Physically Active Mobility Policies and Actions Caroline Paul French Ministry of Health

Promoting Safe and Physically Active Mobility (walking, cycling, ) = an objective of several French Action Plans - 2nd NEHAP (action Nr.14) - National Nutrition & Health Program (1 of the 9 priority goals is Physical Activity) - National Cancer Plan (measure Nr.11) - Particle Plan (action Nr.3 of Transports section)

- 2nd NEHAP Promoting «active transport & soft mobility» Action 14-1 Action 14-2 Action 14-3 Encouraging local authorities to develop these modes of transport Encouraging private and public enterprises to develop these modes of transport Encouraging alternative modes to the private car in developping and securing zones for pedestrians and cyclists

- National Cancer Plan Promoting preventive actions on the links between food, physical activity and cancers

- Particle Plan Promoting «active transport & gentle mobility»

Objective : promoting safe and physically active mobility concrete actions the ministry of Health and the ministry of Environment-Transport have brought together different partners : - local authorities (WHO French Healthy Cities Network,...), - public agencies (on health, on environment, on urbanism and transports, on sport, ) - associations (promoting biking, promoting hiking, ) - organisms of education -.

Terminology : how to call these modes of transport??? Active mobility? Mobilité active? Gentle mobility? Mobilités douces? Active transport???? Transport actif?

Drawing up an action programm on «active mobility» with 4 parts : Research - Studies (taking into account expertise, and report on the benefit of the physical activitie on the health, complete with studies on accidentology, on socio-economical benefits of these modes of transport) Information - Education for general population, for local councillors (promotion of good examples, creation of a specific website, translation in French of the PEP toolbox,...) Regulations (taking theses modes of transport into account in local urbanism plans,...) Specific actions to target populations (children, elderly, workers, ) (increase the use of walking to go to school, actions with the enterprises to promote active mobility, and decrease accidents from house to workplace... )

Some examples of actions : Documents on cycling and walking in town for local councillors Pedestrian zone, 20 km/h zone and 30 km/h zone: which one to choose?

Helping local authorities to set up «walking/cycling school bus»

Promoting «bike-campus»

Promoting the walkability of a town 12-minutes walk Speed limited to 30 km/h in the center of Lyon

Providing to doctors communication tools to promote active mobility
