Webinar Bikes on Buses 30th November 2015 3:00 PM CET CIVITAS Thematic Group: Collective Passenger Transport Jiří ČERNÝ, Brno Public Transport Company Co. (DPMB)

Bicycle Transportation in the public city transport Specific case of transportation Different approaches in various cities In some cities not allowed at all Contents Technical solutions Organisational solutions General recommendations for public transport providers Introduction of new solution into operation Practice in the cities of Central Europe 2MOVE2 Measure in Brno: Backside racks on buses 2

Why do passengers take the bicycle on board? To cross the crowded and jammed area (city centre) To transport the bicycle from the city center to countryside To transport broken bicycles To use the public transport in the case of bad weather To transport the bicycle when the bicycler is in the bad condition (tired, after alcohol etc.) 3

Technical solutions Trailers for bicycles Trailer coupled to the bus Advantages Capacity up to 20 bicycles Disadvantages Less convenient for operation in the city Longer loading and unloading Driving license group D + E needed 4

Technical solutions Specially modified vehicles for bicyclers Reconstruction of standard vehicle Removal of seats Instalation of fixation system (hooks) Advantages Large bicycle capacity Disadvantages Limited usage of modified vehicle on standard lines Usually worse cost-effectiveness 5

Technical solutions Backside racks Construction designed for fixation on the rear side of the bus Used for hanging and fixing bicycles Capacity: 4 8 bicycles Advantages Simple and fast fixation of the bicycle Low investment costs Bus equipped with backside rack can be used on standard lines Disadvantages Passengers do not see the bicycle during the ride 6

Technical solutions Frontside rack Steel or plastic construction for fixation in the front part of the vehicle Advantages Driver sees the bicycle all the time during the transport Disadvantages Not allowed in some countries (Czech Republic) Low capacity 7

Technical solutions Kit for fixation inside the PT vehicles Construction used for fixing bikes inside the vehicles Various shapes, ways of fixation and capacity Advantages Cheap, simple Disadvantages Low bicycle capacity Can be obstacle for other passengers Can be the reason why there are less seats inside the vehicle 8

Technical solutions Shared place with prams/wheelchairs Place in the vehicle without seats for prams/wheelchairs Marked by the symbol Conditions of usage by bicyclers is different according to the city Advantages Simple, no need to buy special equipment Disadvantages Lower bicycle capacity Bicycles can be obstacles for other passengers Possible conflicts between passengers with bike and passengers on wheelchairs or prams 9

Organisational solutions Legislation Area Tariff Placement of the bicycle Time regulation Transport integration 10

Legislation Law of the EU or particular states can regulate technical solutions of the vehicles Law can also involve the transport conditions Area Network-wide bicycle transport Part of the city Particular line 11

Tariff Regular fare/reduced fare Special fare for bicycles Bicycle transport for free Placement of the bicycle Shared place in the vehicle Special place in the vehicle Backside or frontside racks Trailers 12

Time regulation 24 hours a day/7 days a week Weekends only Combination (weekends + selected time during working days) Transport integration (Integrated transport systems) Bicycle transportation integrated into existing system Bicycle transportation separated from transport system 13

General recommendations 24 hours a day/7 days a week All lines, all means of transport, all vehicles Unified tariff in the whole system Fare shouldn t be higher than regular single ride Benefit for passenger with prepaid ticket Shared place in the vehicles with prams and people on wheelchairs Priority for passengers on wheelchair and prams Using of special equipment on lines with higher demand for bicycle transportation 14

Issues needed to be solved before introduction of additional bicycle transport service Selection of the type of the vehicle Route Places for loading and unloading the bicycle First and the last stop Selected stops All stops Provider of loading and unloading Responsibility for the bicycle Safety of the bicycle (insurance) Tariff integration 15

Practice in the cities of Central Europe Cycling share on modal split in the cities of central Europe: usually up to 5% Depends on Level of cycling infrastructure Terrain type in the city Social factors Bicycle transport in public transport vehicles is one of the factors that involve the share on modal split Possibility of bicycle transport is making leisure cycling more popular 16

Practice in the cities of Central Europe In most cities bicycle transportation is allowed network-wide Tariff Lots of cities classify the bicycle as small luggage, pays ½ of regular fare Most of other cities allow to transport the bicycle free of charge Regulations Some cities set the time, when the bicycle transport is not allowed (peak hours, working days) Some cities don t allow bicycle transportation in some means of transport Some cities allow to transport the bicycle only on some line or on some part of the route/line Some cities charge more for bicycle transport in some time periods 17

Practice in the cities of Central Europe Special equipment Trailers (used in summer, usually on season lines, only on weekends) Backside racks (Stuttgart, Kraków, Brno, Funchal, Zagreb) Cyclobuses, Cyclotrams (Ostrava CZE) Fixation sets inside the vehicles 18

Examples Praha (CZE) Funicular Underground Trams (only some parts of the network) Salzburg (AUT) Special places in all trolleybuses Szczecin (POL) Simple fixation sets in new buses 19

Examples Stuttgart (DE) New backside rack Underground non-stop Trams not allowed during peak hours Most and Litvínov (CZE) Cyclotram, cyclobus (trailer) Olomouc (CZE) Cyclobus in the past Bicycles not allowed at all Košice (SVK) Bicycles not allowed in normal lines During summer season 1 line allowed with special conditions 20

The capital city of the South Moravian region Second largest city in the Czech Republic 400 thousand inhabitants Area: 230 km 2 The city of clean electric public transport 79.4 km of tram tracks 306 trams 54 km of trolleybus track (largest trolleybus network in the Czech Republic 145 trolleybuses Electric boats on Brno Reservoir Transport operator: Brno Public Transport Company, Co. (DPMB) 21

Bicycle transport in Brno Share on the modal split: 1 2 % Bicycle transport in PT vehicles allowed 24/7, all lines, all means of transport - ½ of regular fare - holders of pre-paid ticket: free Outside the city bikes are allowed only in trains and on cyclobuses 2002: special lines C1 + C2 operated by cyclobuses - closed after 1 year, low interest (buses were operated with special tariff conditions) 22

CIVITAS 2MOVE2 project DPMB joined CIVITAS 2MOVE2 in 2012 The measure Extension of bicycle transport was established Preparation process Type of the bus Technical solution Tariff conditions Transport line Tender process for the backside rack 23

Operation of buses with backside rack Start 13.06.2015 (press conference) Finish 01.11.2015 Following years 01.04 31.10. 5 buses SOR with backside rack Line no. 55 (Židenice, nádraží Mariánské údolí) from the transport terminal near the city centre to popular recreation area Weekends: 33 transport links in one direction, working days: 19 transport links in one direction Included to the standard tariff 24

Operation of buses with backside rack Loading and unloading only on terminus stations and 3 selected stops Loading and fixation of one bicycle takes 20 sec 1 minute Special insurance Damage while loading and unloading Damage during the transport When the bike is stolen Drivers motivation First season: 1002 bikes transported 25
