EASTMORELAND WOMEN S GOLF CLUB 2017 HANDBOOK

WELCOME! WELCOME to Eastmoreland Women s Golf Club! We are delighted to have you join us for 2017. We have a great group of women you will enjoy playing with. EWGC Club General Guidelines are as follows: Any woman golfer with a USGA handicap index of 40.4 or less may be a member. There will be 3 flights for weekly competition. Days of play for current dues paying members are Thursday and/or Saturday mornings and run from March through October. Thursday and Saturday Tee Time 8:45 am March, April and October 8:15 am May thru September Annual dues of $65.00 include handicapping through OGA, the Hole In One Club, and PNGA membership. (Green fees are paid separate from membership dues.) $3.00 is collected each play day for Gross, Net and Pay ball prizes. $5.00 is collected for Tournaments and Special Days play. Hole in One payout of $100.00 is given out ASAP (usually within 1 week.) A Roster of Members will be emailed to each member in mid-april and then once more during the season, at the discretion of the Board. Page 1

EASTMORELAND WOMEN S GOLF CLUB The Eastmoreland Women s Golf Club (EWGC) was founded in 1964 when the Eastmoreland Men s Club and Women s Club formally separated their affiliation. In those days the club was known locally as The Eastmoreland Thursday Ladies and the Eastmoreland 18-holers. Annual dues were $3.00. Nobody had heard of micro-fiber yet. Golf shorts were wool and the best-dressed members had a closet full of Alpaca sweaters. In 2000 the EWGC added a Saturday 18-hole group, offering league-type play for women unable to play on Thursday and becoming the only local organized ladies golf group with guaranteed, premium Thursday and Saturday tee times. While green fees and annual dues have increased since 1964, the founding goals of the club remain intact - encouraging women golfers to have fun, meet new players and promoting the interest and knowledge of golf among women. Today, EWGC welcomes golfers of diverse backgrounds and golf playing abilities. Member handicaps range from single digits to 40.4 and annual dues are $65. We compete with and against each other in organized play and tournaments; we learn the rules and etiquette of the game; and above all, we have fun and make lifelong friendships. On behalf of the EWGC Board, we welcome new and returning members as we celebrate 52 years of golf at the historic and beautiful Eastmoreland Golf Course. Page 2

SPEED OF PLAY Eastmoreland Golf Course has a speed of play policy that governs the pace of play so that by the end of the day all players finish their round in 4.5 hours or less. Suggestions Practice ready golf when reasonable. USGA Rules govern the order of play, however, in stroke play there is no penalty for playing out of order. Undue Delay and Slow Play can result in penalties to a player or an entire group if they fall behind the group in front of them, or the 4 ½ hour round expectation. Make sure your ball is clearly marked for identification. Select the club for your next shot as you walk to your ball. One or two practice swings. Scoring partners are responsible for spotting partner s ball! When riding, drop passengers off at their ball before proceeding to yours. If your group is more than ½ holes behind, the first 2 players that have finished the hole should proceed to the next tee. Pull carts and bags to back of green so not to block approaching group. If you believe your ball may be out of bounds or may be lost outside of a water hazard, announce and play a provisional ball. Hole # 13 - The approximate distance from Red Tees marker on the tee box to the gulley is 150 yds. The gulley is 60 yds across. To promote speed of play, do not look for balls in the gulley. You may proceed to the drop zone. Keep in mind that your place on the golf course is directly behind the group in front of you. Page 11

LOCAL RULES USGA Rules of Golf shall be observed in all golf events, and shall be enforced and interpreted by the Rules Committee. NEW! When a player s ball lies on the putting green, there is no penalty if the ball or ball-marker is accidentally moved by the player, his partner, his opponent, or any of their caddies or equipment. The moved ball or ball-marker must be replaced as provided in Rules 18-2, 18-3 and 20-1. This Local Rule applies only when the player s ball or ballmarker lies on the putting green and any movement is accidental. Note: If it is determined that a player s ball on the putting green was moved as a result of wind, water or some other natural cause such as the effects of gravity, the ball must be played as it lies from its new location. A ball-marker moved in such circumstances is replaced. Distance measuring devices are allowed under Local Rule (14-3). Cell phone apps or any other multi-function device may be used as long as it measures distance only and complies with Appendix IV in the Rules. Winter vs. Summer Rules Winter or Summer rules will be posted in the EWGC room on play day. Unless otherwise instructed you should assume Summer Rules, which is to play the ball where it lies. *Winter Rules - Through the green (not in hazard or bunker) the player may MARK, lift, clean and place the ball no more than 6 inches from its original lie, no nearer the hole in the same cut of grass. A player may not take relief under this rule if anything makes the stroke impracticable (e.g. a ball lies to close to a tree or in deep grass that you wouldn t otherwise be able to play it). There is a drop zone at Hole # 12, across the hazard, two club lengths from the lower edge of the left bunker. There is a drop zone at Hole #13 which can be used on the players 3 rd or higher stroke. It is located 2 club lengths on either side of the 150 yd Pole, no closer to the hole. Page 13

LOCAL RULES (cont.) Provisional Ball Local rule: If there is doubt whether a ball is in or is lost in the water hazard from the tee on #16, in addition to your options under Rule 26-1 you may declare and hit a provisional. If your ball is found in the water hazard you may play it as it lies or if you choose not, you MUST play the provisional ball. Animal Dung: If your ball lies on or has dung adhering to the ball, you may MARK, lift, clean and place at the NEAREST point of relief from the dung. You MUST give your fellow competitors the opportunity to agree and witness the lifting and placing. Mud and worm casings are not dung and not subject to relief in summer rules Code of Conduct Policy All EWGC members and guests are expected to conduct themselves according to the Code of Conduct. EWGC reserves the right to suspend or terminate a player s participation in the Club if found to be in violation of the policy. If a player is terminated, her club fee is not refundable. EWGC members and guests are expected to: know and play by the Rules of Golf, conduct themselves at all times in a sportsmanlike manner, respect the golf course and the rights of other contestants, fulfill their playing obligations and know and abide by the EWGC Pace of Play Policy. The Spirit of the Game Golf is played, for the most part, without the supervision of a referee or umpire. The game relies on the integrity of the individual to show consideration for other players and to abide by the Rules. All players should conduct themselves in a disciplined manner, demonstrating courtesy and sportsmanship at all times, irrespective of how competitive they may be. This is the spirit of the game of golf. Eastmoreland Women s Golf Club (EWGC) believes in modeling, playing under a shared Code of Conduct that furthers our enjoyment in golf. The overriding principle is that consideration should be shown to others on the course at all times. The EWGC Code of Conduct Policy is posted upstairs and on the website. Page 14

Posting your Score: At the conclusion of each round (or as soon as possible) post your score. Post all scores, every time you play, here or elsewhere, even 9 holes. Posting your scores maintains your handicap. You may use the computer upstairs to post your scores or post on-line at www.ghin.com 2017 Oregon Golf Association (OGA) Handicapping Revision Dates OGA revises our handicaps on the 1 st & 15 th of each month from March thru November. You can check handicap information on the web at the OGA Website: www.oga.org Your Eastmoreland Handicap is found on the inside of the upstairs storage closet door. Equitable Stroke Control Handicap Adjustments Equitable Stroke Control (ESC) sets a maximum score that a player can post on any hole, depending on the player s 18-hole course handicap. Example: Using your course handicap, which is posted upstairs, use the following table to know what the maximum hole score you can post on a hole. If a player has a 25 handicap, she can post a maximum hole score of 8 on any hole. There would be no limit to the number of 8 s this player could take. Put your total number of actual strokes for the hole on your scorecard, but post your ESC maximum. Handicap Maximum Score Posted 0-9 2 over par 10-19 7 per hole 20-29 8 per hole 30-39 9 per hole 40 and over 10 per hole Page 17
