FRAMEWORK Sport as an universal right, and a value for social transformation and society development in an age of rights, diversity, inclusion and equality, must go beyond to a multidimensional vision, in which coexistence of different sights, approaches and expressions can be possible. Paralympic sport through a path of big transformations, progresses and achievements over seven decades, has crystallized the right to sport, for more than one million human beings with disability.
This is the challenge assumed by the Paralympic Movement in America, to be shared with the whole community of nations among the sport organization in the American continent, seeking the right development of sport in the twenty century. Sport as an effective and accessible right for all human beings without exclusion or discrimination, in a continent characterized by diversity and a substantial value: Although we are different the same sun shines to all of us."
The main richness of America is its human, cultural, ethnical, geographical and social diversity. According to this vision we welcome this great Paralympic event, New Millennium Culture. The universal sporting reality includes the Paralympic sport as one of its components with high organizational, technical, scientific and competitive development, turning now a days this activity, as an essential key for post modern life.
Paralympic sport has direct impact in different fields of sport development. Its implications were demonstrated and documented for over half a century, mainly in the recent twenty years with the realization of Olympic and Paralympic Games at the same level of organizational development as it will be seen in London 2012, with the autonomy and specificity of each of the two movements. America must accept this reality without delay in time.
The Paralympic Summit addresses to harmonize knowledgement, public policies, plans, programs and other useful tools towards the coherent strengthening of sport process, for diversity and human social development in the Americas. Sending a message to achieve legitimacy in coordinated action to motivate this process, is an important issue.
JUSTIFICATION The construction of policies with high impact in continental Paralympics, through an academical proposal, seeking the attention of Goverments, Ministers of Sports and the commitment of Olympics, assures a new dynamic of transformation based in social inclusiveness and sports.
IPC VISION To Enable Paralympic Athletes to Achieve Sporting Excellence and Inspire and Excite the world.
IPC MISSION Support and encourage educational, cultural and scientific activities. Ensure the necessary means to support future growth of the Paralympic movement. Develop sport opportunities from initiation to elite.
GENERAL OBJECTIVE Strengthen the development of Paralympic in technical, medical and administrative issues, in coordination with public and private organizations (Ministers of Sports, PASO, ASC, SSO, CCSO, NPCs, NOCs, etc).
SPECIFIC OBJECTIVES Contribute to new methodological tools in sports technical and administration areas to coaches, athletes, directors, and professionals involved in Paralympics; also public and private sectors and educational instititutions. Provide to all those who participate in sports processes a new view of Paralympics, forward an assertive and intelligent planning.
SPECIFIC OBJECTIVES Establish an overview for the integration of sports organizations of people with disabilities and Olympic organizations. Setting up strategic alignments for development, co-working and intervention in Paralympics. Invite educational instititutions to develop and implementate research processes applied to Paralympic s system. Increase knowledge and vision of professionals participating in Olympic processes.
SPECIFIC OBJETIVES Provide academic basis where NPCs of America acquire the required tools for strenghting the organizational, administrative, and operational structure for the benefit of Paralympic Movement in each country and the region.

ADDRESSED TO NPCs of America as well as professionals and leaders linked to the sports system in each country of America. In Colombia are invited outstanding students from careers with incidence in sport: Sports Management, Marketing, Physical therapy, Occupational Therapy, Medicine of sports, Physical Education, Law, Political Science.

WHAT IS THE PRE DRM? It is an essential and key meeting of Paralympic Committees NPC`s with Representatives of the London Organizing Committee of the Olympic and Paralympic Games London 2012 LOCOG.
WHAT IS PRE DRM? The meeting will be held jointly with representatives of the Department of Sport Entries, Accreditation and Relations and Services LOCOG NPCs. LOCOG will send a team of professionals on each continent (in this case America), to facilitate the attendance of NPC's and therefore reduce costs that would be more onerous, if the countries would have to travel to London for this meeting.
WHAT IS PRE DRM? The purpose of the meeting is to verify all relevant information to each country in America that will participate in the Paralympic Games in London. It will be reviewed information about athletes, coaches, officials, guests and political representatives following the guidelines established by the accreditation guide of IPC International Paralympic Committee and the qualification criteria of each International Sport Federation that will be present at London 2012.

This academic event is divided into two groups proposed by IPC and APC respectively : 1. NPCs. 2. Public and Private Organisms, Olympic and Paralympic System, Outstanding Students from related Careers. The first day will be held plenaries for both groups. The second day workshops will be held for outstanding individuals of Paralympic System and NPCs.
