3 A message from the President In 2013, wrestling faced one of the biggest challenges in its history as its place on the Olympic Programme was questioned. As a result, the wrestling community worldwide came together and demonstrated an unparalleled level of conviction, ambition and confidence. The energy I saw in our administrators, our athletes and our fans from around the world confirmed the absolute strength of our sport. It also showed that we were all ready for positive change. It is my goal to ensure that this energy and attitude continues as we move forward. In order to maintain the wrestling community s focus on improving our sport for the long-term, we developed a strategy that will lead wrestling in the right direction for a stronger future. Your input was sought through interviews, focus group meetings and online member surveys, and as a result of this feedback, the World Wrestling Plan was developed. This document summarises Round 1 of the World Wrestling Plan that covers the period of Our focus and attention to strategy and planning will however be an evolving process that will continue past Updates on the progress and future development of the World Wrestling Plan will therefore be provided on the United World Wrestling website ( I encourage the entire wrestling family to continue to contribute to our World Wrestling Plan as it evolves. We all have a role to play, on the international, continental and national level, in building a stronger future. We have showcased what we are capable of when we work together, and now we must be committed to continuing with this same drive and motivation. I am confident that the World Wrestling Plan will make us stronger and that over the coming years we will continue to strengthen wrestling s position as a leading sport worldwide. 4 Why a World Wrestling Plan? The World Wrestling Plan represents the wrestling family s commitment to positive change and creating a stronger future a future where there is no doubt of wrestling s position as an Olympic sport. The success of the strategy will position wrestling as not only a sport that deserves to be on the Olympic Programme, but one that is also a significant contributor to the Olympic Games and the Olympic Movement worldwide. In early 2013, the International Olympic Committee made a recommendation to exclude wrestling from the core sports of the Olympic programme. This decision was then overturned later in the year due to the commitment and hard work showcased by the wrestling community. However, the situation underlined that the governance of international wrestling was in need of some substantial change. There were crucial decisions to be made and difficult choices to be considered. Wrestling s position on the Olympic Programme is currently safe, but it is still not considered a core sport, meaning this position is not guaranteed past the 2024 edition of the Olympic Games. Therefore, the hard work needs to continue to ensure that wrestling is not in a position of potentially losing its Olympic spot in the future. Many improvements were made throughout 2013 and 2014 improvements to how wrestling is played, showcased and governed worldwide. But wrestling needs to do more than improve it needs to reposition itself and make substantial breakthroughs so that it can confidently benefit from an even stronger future. The World Wrestling Plan, therefore, focuses on making changes that will not only improve wrestling, but that will create this breakthrough. The Plan provides a needed focus as the sport moves forward and a clear system to ensure that positive change actually happens. The World Wrestling Plan was developed with the input of the wrestling community worldwide. Through surveys, focus groups and oneto-one meetings, some of the key blockers to the growth of wrestling were identified, as well as key areas that were significant to stakeholders. These were all considered and combined and the result was the World Wrestling Plan, Round 1:

7 How does the Plan work? Throughout the development of the Plan, it became apparent that there were many things to do on all levels of wrestling from international to continental and down to the national level. It was also apparent that there was a need for these three levels to work together more efficiently and proactively. Therefore, Round 1 of the Plan, for the period , consists of three consecutive phases: Phase 1 The International Level, Phase 2 The Continental Level and Phase 3: The National Level. The first phase, the international level, was launched at the World Championships in Budapest in September The second phase, the continental level, started in 2014, and finally the third phase, the national level, at the United World Wrestling Congress in September With each phase, the entire organisation of wrestling will become stronger, better and more connected to one another. As each new phase of the plan starts, activity of the previous phases continues, so that by 2016, when Round 1 of the World Wrestling Plan is complete, all levels of wrestling are actively working to build a stronger future for the sport setting a strong foundation for the next round to begin. 8 Phase 1: The International Level Phase 1 of the World Wrestling Plan, launched in September 2013, focuses on the international level of wrestling. The vision for this first phase is for United World Wrestling, by 2016, to be a leading international federation among the Olympic sports. Three key focus areas were selected: 1. Management to optimise the organisation 2. Events to improve the product 3. Communication to develop the brand Key priorities and action items were outlined for each of the three focus areas. These drive the improvement of United World Wrestling s output towards its members and its various partners sporting, public and private worldwide. 08
9 1. Management to optimise the organisation United World Wrestling s priorities in regards to management are: to clarify roles and responsibilities throughout the organisation, to understand the needs of all of its stakeholders, to become a more service-oriented organisation and to generally increase the management capabilities across the entire organisation. Since September 2013, the management has been optimised through the following actions: - A new constitution was drafted - The United World Wrestling headquarters was re-structured, creating focused departments and adding new professional staff - New internal policies and procedures were developed to create a more efficient and effective administration - New Commissions and Committees were created to serve the modern needs of the sport - Market research reports were commissioned to better understand the commercial value of international wrestling events and fan demographics - Communication between the International Olympic Committee, SportAccord, the Association of Summer Olympic International Federations and other key stakeholders has increased and become standardized - United World Wrestling s commercial assets were repackaged - A new knowledge sharing platform was developed to improve member services - A standardized system for collecting information from members was created improving membership management - Language policies were reviewed to create more efficient use of resources The completion of these actions has created a more efficient management platform upon which United World Wrestling can now continue to improve. The standards for an international federation are high and United World Wrestling aims to become an example for sports worldwide. DURING , AN EXAMPLE OF ACTIONS THAT ARE PLANNED: - Increase representation of women on United World Wrestling s Bureau and promote more gender balance within all areas of management - Streamline management processes within United World Wrestling administration - Develop management best practices to be shared through World Wrestling Academy training modules for national federations - Define a sponsorship structure to increase potential revenues for United World Wrestling 09

Events to improve the product The priorities in regards to events are: to consistently deliver high-quality events, to collaborate with new partners, to create new event management systems and to increase the knowledge sharing done between events Since September 2013, events have been improved through the following actions: - New rules for international competition were introduced making competition more attractive - New guidelines and regulations were developed to ensure consistency and quality across all international and continental events - New toolkits were developed to assist hosts with marketing and sponsorship - A new application process for hosting events was implemented creating more lead-time for organisers to prepare events - The presence of United World Wrestling staff was increased at events to facilitate knowledge-transfer and maintain quality and consistency between events - The event presentation of major championships was reviewed by professionals - A high-level experienced Consultant was appointed to optimise TV and broadcasting distribution - United World Wrestling s event portfolio and calendar was updated to make each event more valuable - A new event management and registration system was developed to make registration and athlete licensing easier for event organisers, to allow more efficient athlete tracking and to facilitate event promotion - A new international athlete ranking system was developed that will be implemented post 2016 Olympics The completion of these actions has increased the value of United World Wrestling events and many new ideas will continue to be tested at upcoming events so that subsequent actions can be taken. The quality of United World Wrestling events will continue to be standardized and improved. DURING , AN EXAMPLE OF ACTIONS THAT ARE PLANNED: - Improve referee development and training as well as the process of referee selection for major events - Improve the coverage of top competitions through increased high-quality video, images and content development - Implement United World Wrestling brand identity across all international events - Provide event management training, including video analysis, to national federations and event organisers through the World Wrestling Academy. 10

Communication to develop the brand United World Wrestling s priorities in regards to communication are: to provide members with access to marketing and communication tools, to actively engage new partners in conversations as well as increase communication with existing partners and to develop communication skills across the organisation. Since September 2013, the brand has been developed through the following actions: - A new, modern and clear name for the organisation was adapted - A new brand identity including logo and look was created - The United World Wrestling website was revamped - Communication with sporting bodies was increased and standardised, through regular meetings with the leadership of international sports bodies - United World Wrestling staff became more integrated and active in the international federation world through participation in activities in the Olympic Capital, Lausanne - The quality, content and design of United World Wrestling publications was improved - New private partners were engaged with the sport - United World Wrestling actively promoted itself to new potential public sector partners, namely potential host cities - Engagement on social media channels was increased - The first International Wrestling Month was promoted and celebrated successfully worldwide - Attendance and active participation of United World Wrestling representatives increased at global conferences on Sport for All, Sport and Development and Women and Sport The completion of these actions has modernised and strengthened the United World Wrestling brand, but much more is to be done to increase the recognition of United World Wrestling, its members and the many events taking place around the world. Communication will continue to be a priority for United World Wrestling. DURING , AN EXAMPLE OF ACTIONS THAT ARE PLANNED: - Implementation of the United World Wrestling brand across all communication - Appointment of Ambassadors to promote wrestling globally - Development of communication campaigns that engage a wider fan base with a particular focus on youth and women - Develop new multi-language website that is more user-friendly and dynamic 11
12 Phase 2: The Continental Level The second phase, launched in 2014, focuses on the continental level of wrestling. The capabilities and needs of the different continents vary significantly, and therefore each Continental Council has different areas of focus. The priority for this second phase of the World Wrestling Plan, therefore, is to ensure that each Continental Council has the resources and capabilities needed to operate at full capacity in serving, on behalf of United World Wrestling, the needs of the members. The overall vision is that the Continental Councils each increase their relevance and output within their respective regions. 12
13 Getting started United World Wrestling has focused, throughout the first half of 2014, on assisting the Continental Councils through the following actions: - A full-time Development Manager was appointed at United World Wrestling headquarters to assist the Continental Councils - An overall review and consultation was done of current activities and needs through the United World Wrestling Development Commission, the International Olympic Committee, and various other stakeholders - Relationships with international and regional partners were strengthened including Olympic Solidarity, the Association of Summer Olympic International Federations, OlympAfrica, the International Council for Coaching Excellence and others - An expert working group on education was established to assist the Continental Councils with the rollout of the new United World Wrestling Education System - United World Wrestling supported the Continental Councils with the delivery of coaching courses in their regions 13
14 The way forward In order to strengthen the Continental Councils further, United World Wrestling believes that each Council needs to be further empowered and will therefore work with them independently and provide support in strengthening three key areas: Programmes, People and Performance. Programmes To increase the relevance of Continental Councils, United World Wrestling is developing six new programmes that will be accessible to all national federations. These programmes can be adapted to the regional needs. Programmes will be available through regional training centres and on an ad hoc basis. United World Wrestling programmes that will become available within each continent are: 1. Education Training A structured training programme for local/regional educators seeking to deliver coaching and officiating courses themselves. 2. Coaching Level 1 A qualification programme for entry-level coaches. This is the first step of the Coaching Pathway programme that is being developed and will include Level 1, 2 and 3 qualifications. 3. Ready for Wrestling An introduction to wrestling programme that can be run using the online education and promotion resources on the rules, values and traditions of Wrestling. 4. The Advanced School for Coaches This already established programme for advanced coaches is further developed by providing equal opportunities and focus on men and women s coach development. 5. Beat the Streets A new programme that combines education and wrestling for youth in marginalized communities. 6. Technical Assistance A funding programme that provides national federations that have legitimate needs with resources such as wrestling mats or registration fees for competitions. 14
15 People To increase the capabilities of the Continental Councils, United World Wrestling will appoint new Development Officers for each continent. These officers will assist in the daily development of wrestling in the region. Development Officers will assist Continental Councils in: - Creating a regional development plan - Delivering coaching courses as a United World Wrestling Educator - Identifying appropriate development programmes for each national federation - Supporting national federations with their applications to Olympic Solidarity funding and other support/development grants - Administrating United World Wrestling s financial support through an annual application process Performance Once United World Wrestling s development programmes are rolled out, each continent will be assessed in terms of performance of their development plans as well as their performance at events. This will provide United World Wrestling and the Continental Councils with a standardized understanding of the needs of each continent. Funding support will be determined by on-going performance review as overseen by the United World Wrestling Development Manager. The next steps To assist the Continental Councils in increasing their relevance and capabilities, United World Wrestling is in the process of ensuring that each Continental Council has access to the following by mid-2015: - An active Development Officer - A training centre for athletes - Trained educators to run programmes - Material to implement programmes across National Federations 15
16 Phase 3: The National Level In the third phase, the World Wrestling Plan takes on a new dimension. The national members, supported by United World Wrestling and the Continental Councils, are tasked to develop their own plans World Wrestling National Plans. United World Wrestling can provide direction and inspiration to the worldwide wrestling community, but each and every national member has its own cultural and environmental factors affecting the growth of wrestling within its country. Therefore, for a stronger future, national federations must make their own national plans. Each national federation can make a breakthrough for the sport in their own countries. Federations have different levels of resources, both human and financial but all federations have the ability to think creatively and strategically. Federations are not required to create long or detailed strategies, but are being encouraged to capture new ideas and create a focus for their work. The word strategy can be seen as nothing but heavy management speak and national federations may think that creating such a document is not essential to building a stronger future. This argument has some truth to it the document itself will not create success or drive improvements. The THINKING that goes into such a document is what can make national wrestling federations more successful. 16
17 Getting started Phase 3 began at the United World Wrestling Congress in September The Congress aimed at providing national members with inspiration, tools and templates enabling them to develop and implement their own plans starting in early 2015, thus complimenting the on-going work of United World Wrestling and the Continental Councils. To get started, United World Wrestling outlined a three step process for the development of World Wrestling National Plans. Again, depending on the size and resources of the federations, some federations should only focus on the first step and their strategy may be summarized in one single piece of paper, while others may develop a more detailed document. The steps are outlined below. Step 1: Clarify the core elements The very first step in a strategy development process is to clarify the three core elements of any strategy: 1. FOCUS - What will be the focus? Which areas of activities/groups/members, etc. will be the most important? - Without focus there is no strategy (just some loose declarations) - A major part of strategy development is to clarify what will not be done 2. DIFFERENTIATION - What will be done differently? Different from what has been done before and/or different from what others are doing? - Without a strong element of differentiation there is no strategy - It clarifies the process if what will change going forward can be explained 3. COMMUNICATION - How can the new strategy be explained in one tag-line? (max 10 words) - If the strategy can t be explained clearly with few words, it will be hard to convince members to support it - Being able to communicate the core of the strategy (focus + differentiation) is crucial to the success of the strategy It can often be enough to identify these three elements and depending on resources and the size of the federation, strategy development can be limited to this first step. As long as a direction is set and this direction can be clearly communicated, then a strategy is in play. 17
18 Step 2: Outline the strategy The traditional elements in the process of strategy articulation of an organisation would include the following (in this order): MISSION - A short and clear statement basically answering the question: why are we here? - To think of the mission try to imagine what would happen if the organisation was not there what would be missing? VISION - The vision must express in a compelling way how far the organisation can get if everything goes well - A vision must be within sight but can be and often is out of reach OBJECTIVES - The objectives are the limited ( twenty is plenty ) targets that are to be reached within a certain time period - Objectives are often described as SMART because they should be: Specific, Measurable, Achievable, Realistic and Time related GUIDING PRINCIPLES - The guiding principles are the core of the strategy the really strategic part! - The principles must guide the way in achieving the objectives and must be based on the focus and differentiation identified in Step 1 Each of these four elements is important but these elements will not ensure the success of the strategy. They will set the direction, but it is through defining the right actions and having a strong system of implementation that will generate success and drive strategic breakthroughs. 18
19 Step 3: Track the progress Completing the formulation of a strategy (as described in steps 1 and 2) is just the beginning of the process. The hard work and the deciding factor in the success of the strategy are related to the implementation phase Step 3: Track the progress. It often happens that an organisation formulates a smart and very detailed plan but then fails to create a system that will ensure that it is actually implemented. The reason for this is quite simple: lack of time and attention because the daily activities of the organisation require the attention and time from the leaders involved. The solution: create a system where the strategy is directly linked to the daily activities and where the measurement of progress towards reaching the objectives ensures that such progress is actually made. The so-called Balanced Scorecard, developed back in 1995 by Norton and Kaplan, provides such opportunity, and a Balanced Scoreboard is a tailored adaptation for sports organisations of this business tool (developed and tested by TSE Consulting). The Balanced Scoreboard compiles the four areas of the daily activities of a sports organisation of any size and level into a comprehensive measurement system where the objectives from the strategic plan are combined with the action plan. The four areas are: 1) MEMBERS How do you improve services and support? 2) PARTNERS How do you strengthen relations? 3) PROCESSES How do you improve efficiency? 4) PEOPLE How do you develop human resources? The main trick is then to not only measure the final outcome of each objective but also the main driver of each. The driver is the key activity that will move you towards the objective. A driver is something that can be measured throughout the process so that it can be determined if things are moving in the right direction to meet the objective. A driver should be something that can be influenced by those leading the strategy. For example, if the objective is to increase revenues the driver would not be the number of new sponsors brought on board (as that decision lies in the hands of the sponsors themselves) but rather the number of sales meetings with potential sponsors, as this is something that can be directly managed. 19
20 The way forward United World Wrestling, through the work of the Development Officers in each continent, will work with the national members to finalise their strategies, begin implementation and most importantly monitor the progression of the strategies. It is important to remember what strategy is not: - It is not a process of setting unrealistic goals that is what is called dreaming! - It is not a one-off job the process should be on-going as the planning cycle indicates - It is not a guarantee for action one thing is the plan; it must be followed by a solid process of implementation to deliver results However strategy is the guide and framework that will allow each wrestling federation, no matter of their size, resources or history, to become stronger and further develop Wrestling throughout their country. 20
21 The next steps Once the World Wrestling National Plans begin to be implemented, United World Wrestling, through the assistance of the Continental Councils, will put in place a system for exchange of knowledge, experience and ideas between members who have set similar objectives for their strategies. Exchange between members who have experience that can help another member in reaching their objectives will happen, as well as exchange between members who are looking to achieve similar objectives and therefore can either work together in their region, or at the least share experiences. Such a system will ensure the continual cooperation between international, continental and national wrestling building a strong foundation worldwide for the future of wrestling. 21
22 How to contribute to the Plan? The World Wrestling Plan, Round 1: , is just the beginning! Over the next years wrestling must continue to show that it is more united than ever. The achievements so far are just a starting point. The World Wrestling Plan creates focus and drive as wrestling moves towards a stronger future. United the Wrestling family can continue to show that it is a strong partner for the Olympic Movement. 22
