1. OBJECTIVES As a highway authrity we have a statutry duty under sectin 41 f the Highways Act 1980 t keep the netwrk available and safer fr ur custmers. We are als permitted under Sectin 58 f the Highways Act 1980 t use a special defence in respect f actin against us, t shw that we have kept the highway in reasnable repair. The Highway Inspectin regime has been develped in accrdance with the recmmendatins cntained in the Well-maintained Highways A Cde f Practice fr Highway Maintenance Management (July 2005). Our regime is set ut within a practical and reasnable framewrk f risk assessment and inspectin frequency, which takes accunt f all rad users, including thse wh are mst vulnerable. Our main bjectives are: Ea T lcate and identify defects n the highway and where apprpriate, adjacent t the highway and t priritise its repair. T assess the ptential risks f damage and / r injury t highway users that may result frm these defects. T ensure that apprpriate measures are put in place t manage, eliminate and minimise risk. T ensure that thse measures are effective in eliminating, r at least minimizing the risk. st Sussex Highways

2. IDENTIFICATION OF DEFECTS The table belw sets ut the varius defects t be identified in a safety and service inspectin. The defects are arranged in grups accrding t the element f the highway in which they ccur. The list is nt exhaustive and persns carrying ut the safety inspectins are requested t recrd any defect that might create a hazard t users f the highway. They cannt be maintained t the same specificatins and standards as the metalled carriageway. ** Fr a large number f street furniture elements sme frm f prefabricatin wuld be required t achieve a permanent repair which may nt be pssible within 28 days. Under these circumstances the defect wuld be made safe until a permanent repair was pssible. Safety Interventin Levels Carriageway: High: Cat 1 Medium: Cat 2 Lw: Cat 3 (any defect in the carriageway, causing in a change in level, resulting frm raised r sunken irnwrk, pthle, failed surface) Greater than 100mm and at least 300mm wide in all directins Greater than 60mm and less than 99mm deep and at least 300mm in all directins Greater than 40mm and less than 59mm deep and at least 300mm in all directins NOTE: At all frmalised, pedestrian crssing pints and n carriageway cycleway, Ftway interventin levels shall be used.

Ftway: High: Cat 1 Medium: Cat 2 Lw: Cat 3 (any defect in the ftway r designated cycleway, causing in a change in level, resulting frm raised r sunken irnwrk, pthle, failed surface, displaced paving, kerb) Greater than 40mm deep and at least 200mm wide in all directins Greater than 30mm and less than 39mm deep and at least 200mm in all directins Greater than 20mm and less than 29mm deep and at least 200mm in all directins Pavements, Kerbs & Blacktp / Tarmac Pavements In defined Primary and Secndary Walking rutes where the adpted inspectin frequency is the same, repairs will be carried ut when a trip hazard f 20mm is either fund thrugh ur regular safety inspectins r where the fault is reprted t us by members f the public. Missing irnwrk cvers r gratings. Damaged safety fences/barriers impeding the highway r ftway. Damaged signs / street furniture which verhang the highway r ftway and which are likely t cllapse. Lse rad studs Cracks in ftways / cycleways wider than 25mm (1 inch) and lnger than 300mm (1 ft).

3. INSPECTION FREQUENCIES Categries f Inspectin Inspectins can be cnsidered under the fllwing tw categries: Safety Inspectin Inspectins t identify all defects likely t create danger t users r the wider cmmunity, and therefre requiring immediate r urgent actin. Service Inspectin - Inspectins t identify all defects likely t cmprmise serviceability and sustainability. Safety Inspectin Frequency Inspectin frequencies have been determined accrding t the netwrk hierarchy fr bth rads (carriageway) and ftways based n the Well-maintained Highways A cde f Practice fr Highway Maintenance, and are set ut in the tables belw. Service Inspectin Frequency Other inspectin regimes Service Inspectins t identify all defects likely t cmprmise serviceability and sustainability shall be carried ut n the features listed in the table belw; such inspectins may be carried ut as part f respective general maintenance regimes fr each feature, if applicable. Nevertheless, the highway inspectr is expected t nte and reprt a ptential hazard fund during a service inspectin. The inspectin shall be planned that it will alternate between when the trees are drmant and in full grwth. Defect Classificatin 4. RESPONSE CATEGORIES Categry Defects Timescales Any safety defect identified n the Highway that exceeds the Safety Interventin Level(s) identified in sectin 2 f this guidance dcument shall be respnded t under ne f the fllwing three categries: Categry 1 Defects (High) - Attend, make safe r repair within 2 hurs Thse that require prmpt attentin because they represent an immediate and imminent hazard r because there is a risk f shrt term structural deteriratin. Categry 1 defects shuld be permanently crrected (if reasnably practicable), temprarily crrected r made safe at the time f inspectin. Permanent repairs shuld be carried ut within 28 days f defect identificatin. Categry 2 Defects (Medium) - Attend, make safe r repair within 5 days Thse which, fllwing an inspectin, are deemed nt t represent an immediate hazard r risk f shrt term structural deteriratin. Such defects may have safety implicatins, althugh f a far lesser significance than Categry 1 defects, but are mre likely t have serviceability r sustainability implicatins. These defects are nt required t be urgently rectified, yet shuld be permanently / temprary crrected r made safe within 5 days, r at the time f inspectin, if reasnably practicable. Permanent repairs shuld be carried ut within 28 days f defect identificatin. Categry 3 Defects (Lw) - Attend, make safe r repair within 28 days Thse which, fllwing a risk assessment, are deemed nt t represent an immediate hazard r risk f shrt term structural deteriratin. Such defects may have safety implicatins, althugh f a far lesser significance than Categry 1 defects, but are mre likely t have serviceability r sustainability implicatins. These defects are nt required t be urgently rectified, yet shuld be permanently / temprary crrected r made safe at the time f inspectin, if reasnably practicable. Permanent repairs shuld be carried ut within 28 days. Street Faults requiring the replacement f illuminated Lighting & mandatry traffic signs and illuminated traffic Traffic 1 Day bllards, including thse made safe as Signals emergency faults. ADDITIONAL INFORMATION ON INSPECTION AND RESPONSE ARRANGEMENTS Other inspectin infrmatin The inspectr is expected t carry ut the highway safety inspectin in reference t the interventin matrix cntained within Appendix 1, but is als expected t nte and reprt any ptential highway hazard fund during any ther rutine service inspectin. The respnse time, if different frm categries 1, 2 & 3 are set ut within the Wrks Infrmatin. Days are based n calendar days and weekends are included within calendar days. Defects reprted by the public Enquiries by the public will be reviewed within 10 wrking days and actined where necessary, in accrdance with the abve respnse categries. Inspectin Recrds All repairs shall be recrded and details retained fr a minimum f 6 years.
