Minutes All teams were represented except: North Devon Homes, totalling 40 votes 1. Apologies were given for Sue Hartnoll and North Devon Homes. 2. The minutes of the 2012 AGM were reviewed and agreed, proposed by Elaine Norton and seconded by Lorraine Beel. There were no matters arising. 3. The Chairman s Report was given by Katrina Venner, copy of the notes attached. 4. The Treasurer s Report was given by Sally King. Copy of the Income/Expenditure account is attached. These accounts were agreed. The following were noted/ a. Despite the high credit amount the interest is very low, but we are unable to move the money into a higher interest account because of the association nature of our league. b. Some money from the reserve may be used to replace the posts as this may be part of our obligation. c. Some of the reserve will be used to offset rising fees for the courts. 5. The County Secretary s Report was given by Sharon Curtis including a summary from the Devon Netball Development Officer. Copy attached. SC particularly noted the following: a. All previous county committee members were voted back b. The MyNet site will only be open from 1 August due to maintenance, all registrations should then be done as soon as possible c. Expenses to the county should be submitted as soon as possible and not some months after the event, as has been the case this year

6. The Umpiring Report was given by Katrina Venner as part of the Chairman s Report. Copy attached. 7. The Junior Development Report was given by Chris Farr. Copy attached. CF particularly drew attention to: a. There will be a meeting for anyone wishing to get involved in helping with the Junior League on Monday 22 nd July 8. Proposed Changes to the Rules and Regulations were read out by Katrina Venner. Copy attached. Votes taken as follows: a. Rule change b, to increase the penalty for playing an underage player from forfeit of match 30-0 to forfeit of match 30-0, 10 fine, deduction of 2 points from position in the table. There was much discussion against this, particularly from Elaine Norton on the grounds that this is not a problem, very rarely happens and when it does it is always by mistake, usually by teams struggling for players and not realising the person offering to play is younger than Year 10, hence when it does happen the committee rarely enforce the existing penalty, so there is no need to make the penalty greater. KV, NB and other members of the committee felt that this was a loophole which should be closed as there were teams who, if very short on players with less than 24 hours notice, might put underage players at risk in order to avoid the penalty of loss of points from cancelling within 24 hours. (Proposed by Nina Barum seconded Lorraine Beel) CARRIED: 26-11-2 b. Rule changes d, h1, h2, currently these rules all carry the same penalty, forfeit of match 30-0, for playing a player who is registered to another team or club, playing more than one borrowed player or borrowing a higher division player. The proposal was to increase these penalties to forfeit of match 30-0, 10 fine, deduction of 2 points. KV pointed out that these are similar loopholes that teams can employ to avoid the bigger penalty of loss of points from cancelling within 24 hours. There was strong discussion against this proposed change from SK, EN, from the floor and KV. It was argued that illegal playing of players generally only happens by accident or by teams who suddenly find themselves very short of players on the night. They automatically lose 30-0 but to hit struggling or inexperienced teams with loss of points too is unfair and demoralising. Plus, at least by playing illegal players the opposition gets a good, friendly game and a player nomination (counted for the awards), umpiring/scoring goes ahead as normal and most importantly the players who have turned up/struggling teams aren t further demoralised or penalised. KV and SK wanted to point out that this would apply to single teams too if they are so short of players at short notice that they cannot play, they could borrow from another club/team, automatically lose the game but still have a good friendly, give the opposition a match and

not lose points. There was general agreement from the floor, therefore it was proposed that if teams find themselves in an extreme position where they cannot get enough legal players, they should borrow whatever players they can (ie borrow 2 players from same or lower division, from a higher division or from another club/team) and declare a friendly. The match will be played, umpired and scored as normal including nominating a player as normal but the official scoreline will be 30-0 to the opposition. No loss of points or fine. (Proposed en bloc by LB, seconded by PC) CARRIED: 36-0-4 c. In light of this discussion proposed rule change c was abandoned and it was recommended to remove this rule at the next AGM. However it was noted that teams failing to register new players cause KV huge amounts of time and effort. Teams MUST write new players as new players on the results sheet. 9. Election of Officers was conducted. a. The following positions were elected: Chair - Katrina Venner (Proposed by EN Seconded by MC) CARRIED: 40-0-0 (Unanimous) Vice-Chair - Nina Barham (Proposed by EN Seconded by MC) CARRIED: EN MC 40-0-0 (Unanimous) Treasurer - Sally King (Proposed by EN Seconded by MC) CARRIED: 40-0-0 (Unanimous) Junior Development Secretary - Chris Farr (Proposed by EN Seconded by MC ) CARRIED: 40-0-0 (Unanimous) b. Members of the committee stepping down: Lauren Bowden c. All other previous committee members were proposed for re-election (Proposed by KV Seconded by LB) CARRIED: 40-0-0 (Unanimous) d. New member Sue Hartnoll (Proposed EN Seconded by KV) was CARRIED: 40-0-0 (Unanimous) 10. Any Other Business there was no any other business. The AGM closed at 8.25pm Attachments: 1. CHAIRMAN S REPORT CHAIRMAN S REPORT 2013 Thanks to all of the committee members. Another busy year with over 40 teams in both the winter and summer leagues and more new teams interested in joining. Unfortunately the weather was not as helpful as last year and therefore the winter was a long one with many changes to the fixtures!! We did get there though and we have a new team on top well done to Titans Apollo who managed to narrowly defeat Carol Anne Diamonds to take the title from them for the first time in 12 years. Clubs and leagues the clubs in our area continue to develop with Langtree, Titans and Carol Anne maintaining their CAPS accreditation. Carol Anne Diamonds have kept their place in division 2 of the regional league and finished 4 th this season. The top few positions were extremely close and the last day of matches determined the top 6. Titans won the county league and the regional league play-off so they will join Diamonds in division 2. Venners and Carol Anne Sapphires finished 3 rd and 5 th respectively in this county league. This year the county league will not be held which is a shame, but hopefully I will be able to arrange a few triangular fixtures/mini tournaments with some teams out of North Devon for any teams who may be interested. In our league it has been great to see the new teams / clubs coming through. Blue Oasis has continued to progress up the tables. CPB, Gaters and Georgeham have all shown great improvement and are gaining momentum. Topaz, Coodes, Pluto and Anacondas battled in division 3 with the top four positions only determined in the final two matches. Woolacombe Bay secured the division 2 title fairly early but Blue Oasis turned the tables on them in the last match of the season. Carol Anne Quartz were unbeaten in division 4 and have stepped up to the challenge in the higher division in the summer.

The junior league has continued to be run by Chris Farr with help from Tess and Ange which has once again been very successful. Chris will say more later. Chris and Ange also coached the Satellite Academy giving talented youngsters the chance to start on the first rung of the England Netball ladder. Christina Brend, Millie White, Keziah Hoskin, Evie Gubb, Rebbekkah Hoskin, Maddie Boyles, Molly Maskell, Issy Wakefield and Lauren Huggins were selected for the County Academy. A huge contingent from North Devon the most by far. Millie and Christina and Evie went to the first round of regional academy trials and Christina has been selected for the final trial next weekend. Many other youngsters will be trialling for the county academy next weekend also. Coaching many players from our league have been on courses to improve their coaching skills. Last summer Lorraine Cleverdon, Michelle Sampson, Debbie Squirrel, Kerri Wall, Liz Wilton, Hattie Burgess, Gemma Braunton and Sophie Lamont passed L1 and Rebecca Manley, Nicole Worth, Sharon Box and Vicky Innes have completed L2 this year. Well done. Back to Netball - The league ran a couple of Back to Netball sessions on Sunday mornings. These were not as successful as last year although those who attended were very keen. We now need to arrange a few more dates. Schools tournaments Most schools have entered every age group and there has been a great standard. Thanks to everyone within the league who has helped to officiate these for various schools. Charity unfortunately the Lyn Bonnett tournament was cancelled. We may try to arrange a date as a pre-season event at the beginning of September depending on the fixtures!

Umpiring as always North Devon continues to develop many umpires starting from the very young. Lorraine Beel has led by example and we are very lucky to have someone as passionate and dedicated in our area giving her time to mentor any umpire who is keen to progress. She and Adele have umpired the National Premier League. Rebecca Manley and I umpired in the regional league and Kirsteen Durk, Abi Aageson, Sharon Curtis, Lisa Cetinkaya and Celia Maxwell have umpired in the county league. Lorraine has run one course in North Devon with another booked for this Sunday. Steph May passed her C test and Heidi Thorne and Claire Hill have passed their Beginners. A number are waiting to be tested and hopefully there will be enough time next season to get more new umpires through. Well done and thank you! Website huge thanks to Elaine for updating the website very regularly! It will be used to advertise events and reminders and to post messages if matches are cancelled so please use it. Next Year we SHOULD be able to have some fixtures at Tarka Tennis Centre. This will cause me a bit of hassle doing the fixtures to ensure everyone gets to play there sometimes and that clubs teams are not split between venues too drastically to ensure we can cover umpiring. It is quite exciting as the league is expanding and it means more teams can play each week. Hopefully we will be able to include umpiring evenings the aim is to start with one then the Lyn Bonnett Tournament, then the league. Also we may only need one reserve date to be a Sunday, maybe none at all just depends on the number of teams entering. Finally thanks again to a great committee. We are still looking for new members to join us!!

County Report Attached is a copy of the NDO report which gives a summary of what has happened in the different areas of netball over the last 4 years. The County AGM was held on Tuesday 11 th June, and the same members were voted in again for the next season. NORTH DEVON NETBALL LEAGUE YOUTH DEVELOPMENT REPORT - JULY 2013 This year we had 3 age groups - High Five, U12 and U14. No U16 s this year. In terms of participation we had a total of 16 teams this year. Last year we had 17. All age groups played league matches and the top three teams in U14 went forward to the county tournament. The U14 league was contested by 5 teams. Carol Anne, Titans and Venners qualified for the county tournament. They finished 4rd, 5 th and 7 th respectively. Carol Anne went on to the South, South West finals. The U12 league was contested by 5 teams, won by Bude Jets and the runners up were Carol Anne. The High Five league was contested by 6 teams, won by St Mary s School and runners up were Carol Anne All age groups had End of Season Tournaments, which again was run on the same day and the league awards were presented at the end of the tournament. The event was very successful as we were able to bring all age groups together, play and celebrate their achievements. Also introduced awards to recognize the efforts of the growing number of young volunteers who have contributed in some way to the league and their clubs We again held a ND schools High five tournament in Nov and this year we had 12 teams. This was won by St Helens, Abottsham. The purpose was to stimulate interest in the High

Five sessions which we focus on in the second half of the season Satellite Academy 20 selected players did ten sessions of training this year. Next year the academies will be increasing to 15 sessions. 9 players were selected for County Academy. This year s trials for county are on 13 th July. Good luck to all the players nominated, hopefully we will be as successful as last year. I would like to call a meeting of all who have been involved in the junior league on Monday 22nd July 2013 at 5.45pm - Park School sports hall balcony to discuss the way forward next year. Anyone who would like to get involved is welcome to come along. We will always need volunteers to be coaches, team managers, umpires etc. so if interested please let us know or come along to the meeting if you want to know more about what is involved in entering a junior team. It is possible to adopt a team of players who come along and are not attached to a team already. Finally I would like to thank all those who were involved in any way - coach, umpire, team manager.
