I: BACKGROUND The Agriculture and Food Authority - Sugar Directorate produces a monthly newsletter that gives insights into how the sugar industry performed in a given period focusing on the local sugar market prices, production, imports, exports, sugar by-products and the world sugar market. This is the August 2018 newsletter that covers the period January August 2018 vis-à-vis January - August 2017. II: INTRODUCTION In the period January - August 2018, the Sugar Industry reported a sugar production of 325,393 tonnes compared to 230,766 tonnes achieved in the same period last year, an increase of 41%. The increase in production is attributed to improved performance in all the sugar factories during the period under review except for Chemelil and Muhoroni sugar factories. The production was further boosted by operationalization of Olepito Sugar Company and inclusion of processed bulk sugar imports at West Kenya and Sukari mills. From January to June 2018, sugar production has been on the declining side; the decrease in production was brought about by a number of factors cutting across the entire sugar factories. The downward trend reversed from a low of 28,320MT in June 2018 to close the period under review (August 2018) with an improved sugar production of 35,533 MT. Overall, most sugar factories are operating below 50% of their installed crushing capacity due to cane shortage in most sugar zones. On the other hand, Kwale International Sugar Company remained closed during the month for a scheduled factory annual maintenance. Meanwhile, Mumias and Muhoroni Sugar Companies stopped milling operations in March 2018 and May 2018 respectively, due to farmers withdrawal due to delayed cane payments. Total sugar sales in January August 2018 were 315,529 tonnes compared to 232,384 tonnes sold in the same period last year, an increase of 36%, attributed to improved production and rising local sugar demand. Total sugar closing stock held by all the sugar factories at the end of August 2018 was 6,705 tonnes against 1,464 tonnes observed in August 2017. During the period under review, Kwale International Sugar Company accounted for the highest proportion of stocks, representing 88% of the industry s total. More details on sugar production, sales and closing stocks are given on Figure I & Table 1 below. 2

III: LOCAL SUGAR MARKET a) Ex-Factory Sugar Prices The ex-factory sugar prices started the year 2018 at a monthly average of Kshs 3,626 and increased to Kshs 3,745 per 50kg bag in February. However, due to pressure from low priced sugar imports, the price dwindled to a monthly average of Kshs 3,671 per 50kg bag in March 2018. Some price re-correction was observed in the subsequent months to end August at a high monthly average of Kshs 6,024 and a range of Kshs 5,100-6,600 per 50kg bag. The steady increase in ex-factory prices in the period between May - August 2018 was due to high demand of local sugar from consumers arising from scarcity of imported sugar in the market amidst acute shortage in local sugar production. It is good to note that imported sugar supply dropped in May 2018 drastically following the Government s crackdown on contaminated sugar in the market. Overall, in the period January - August 2018, ex-factory sugar prices ranged between Kshs 3,400 and Kshs 6,600 with a mean price of Kshs 4,283 per 50kg bag compared to an average price of Kshs 5,564 per 50kg bag recorded in the same period last year, a decrease of 23%. The price decrease is attributed to competition from cheap imports. For more details, refer to Tables II. b) Wholesale Sugar Prices Wholesale sugar prices opened the year 2018 at a monthly average of Kshs. 3,877 per 50kg bag and picked an upward trend in the succeeding months, though with some hesitations in April to record a lower price of Ksh 3,925/ 50kg bag. Thereafter, the prices increased steadily to end August 2018 at a monthly average of Kshs. 6,723 per 50kg bag. Notable is the sharp increase in sugar prices in August 2018 (by 22%) from the previous month s, attributed to Government s intensified crackdown on non-compliant sugar in the market, causing the commodity to be scarce. In the month of August 2018, local sugar price was ranging from Kshs. 5,900 to Kshs. 7,700 giving a mean of Kshs. 6,744 per 50kg bag, whereas imported sugar ranged Kshs. 5,500-7,700 yielding a monthly average of Kshs 6,808 per 50 kg bag. Thus local sugar was cheaper than imported sugar by Kshs 64 per 50kg bag. Wholesale prices for both local and imported sugar averaged Kshs 6,723 compared to Kshs 4,624 per 50kg bag in August 2017, an increment of 45%, attributed to increased stocking prices witnessed in the period between June - August 2018. Overall, in January August 2018, the wholesale sugar prices traded in the range of Kshs 3,600 to 7,700, resulting to a mean price of Kshs 4,620 per 50kg bag compared to an average price

of Kshs 5,884 per 50kg bag observed in the same period last year, a 21% decrease. Wholesale stocking prices for local sugar in August 2018 ranged between Kshs. 6,000 and Kshs. 7,500 with a mean price of Kshs. 6,562 per 50-kg bag. Imported sugar was stocked at a price range of Kshs. 5,650-7,500 per 50-kg bag, giving an average of Ksh. 6,624 per 50-kg bag. Overall, wholesale sugar stocking price in August 2018 averaged at Kshs. 6,541. It is therefore observed that a trader was making a gross profit of Kshs. 182 per 50kg bag. Retail Sugar Prices The retail sugar prices started the year 2018 at a monthly average of Kshs 107 and dealt on a decreasing trend to attain a low of Kshs 101 per kilogram in May 2018. However, due to increased scarcity of sugar in the market (as discussed above), the prices picked an upwards trend in the succeeding months to end August 2018 at a monthly average of Ksh 152 per kg. In August 2018, loose sugar traded at a price range of Kshs 120 to Kshs 180 per kilogram, resulting to an average price of Kshs 151/kg. On the other hand, prices for branded sugar ranged between Kshs 135 and Kshs 185 per kilogram, resulting to an average price Kshs 155/kg. It is noted that branded sugar was more expensive than loose sugar by Kshs 4 per kg, attributed to the packaging costs. Overall, in January August 2018, retail sugar prices ranged between Kshs 75 and Kshs 200, yielding an average of Kshs 114 per kg, compared to average price of Kshs 141/kg witnessed in the same period last year, a 19% decrease. In August 2018, retail stocking prices for local sugar ranged Kshs. 5,800-8,000, giving a mean price of Kshs. 6,674 per 50kg bag, while imported sugar was supplied at an average price of 5

Kshs. 6,623 per 50kg bag. Overall, retail stocking price for the month averaged Kshs. 6,637; thus a trader was making a gross profit of Kshs. 913 per 50kg bag. Sugar Imports Total sugar imports in August 2018 were 22,565 tonnes compared to 523,542 tonnes imported in the same period last year, a decrease of 96%. During the month of August 2018, table sugar imports totaled 14,492 tonnes while refined white sugar was 8,073 tonnes. COMESA FTA countries supplied Kenya with 4,531 tonnes, while 2,500 tonnes came from COMESA NON FTA. EAC provided 9,921 tonnes, all being from Uganda whereas the rest of the world countries imports were 5,613 tonnes. Tables 4 (a) & (b) below gives the summary for Sugar Imports. b) Sugar Exports Total sugar exports in August 2018 were 865 tonnes against a mere 0.83 tonnes in the same period last year. Tanzania received the highest exports (845MT), all being white refined sugar. Overall, sugar exported during the entire period January August 2018 was 1,947 tonnes against 361 tonnes in the same period last year. The low exports are attributed to the fact that Kenya is a deficit sugar producer with most of her production being targeted to local consumers. Moreover, Kenyan sugar is expensive and therefore not attractive for exports. For more details, refer to Table VIII. V: WORLD SUGAR MARKET a) Market in August 2018 During August, the world market remained under pressure of surplus fundamentals, further reinforced by a renewed weakness of the currency of the world s dominant sugar exporter Brazil, with prices pushed to multi-year lows. Raw sugar spot prices (the ISA daily price) started the month at 11.09 cents/lb, improved to the month s high at 11.56 cents/lb on August 7th but moved down to the level of 10.75 cents/lb on August 20th, the lowest daily quote since December 2008. With a subsequent technical correction, raw sugar prices ended the month on a friendlier note improving to 11.17 cents/lb. This circular motion resulted in a monthly average of 11.09 cent/lb, down 5.4% from 11.72 cents/lb in July 2018. Spot prices for white sugar (the ISO White Sugar Price Index) followed a similar path, improving first from USD 314.65/tonne to USD 326.25/tonne but falling to only USD 304.90/tonne on August 20th. Then, the prices partly recovered to USD 324.65/tonne resulting in a monthly average of USD 314.70/tonne. This is the lowest monthly price since December 2007. Meanwhile, the Nominal White Sugar Premium (the differential between the ISO White Sugar Price Index and the ISA Daily Price) showed only marginal changes, decreasing from USD 70.64/tonne in July to USD 70.11/tonnes. It remains considerably lower than the long-term (threeyear) average of USD 84.57/tonne. b) Conditions and Prospects On August 21st, the ISO released its first full-scale forecast for the world sugar balance in 2018/19 (October/September). In line with the initial expectations, another substantial statistical surplus is forecast for the season to start in October with the global surplus being estimated at 6.747 mln tonnes. This surplus is lower than 8.6 mln tonnes established in the previous season. So,

market fundamentals are not likely to be supportive of market values over the coming 12 months. DATAGO currently expects a global surplus of 9.39 mln tonnes in 2017/18 and 6.71 mln tonnes in 2018/19, compared to the previously estimated 9.66 mln tonnes and 6.48 mln tonnes, respectively. The August update of FO Licht world sugar balance led to an upward revision of the 2018/19 (October/September) world sugar surplus to 8.3mln tonnes from 7.2 mln tonnes in the previous estimate in June, while the 2017/18 surplus rose to 7.9 mln tonnes from 7.3 mln tonnes. Projected world production remains practically unchanged at 194.2 mln tonnes, raw value, as an increase in the estimate for India (+1.5 mln tonnes) is offset by a reduction in the European Union (-0.9 mln tonnes) and Brazil (-0.6 mln tonnes). However, global offtake was cut to 185.7 mln tonnes from 186.4 mln before. VI: WORLD MOLASSES MARKET The outlook for the grains market for the July 2018 to June 2019 period points to increasing feedgrain prices. Both compound mixers and feed blenders are looking towards the steady availability and recent decline in the cost of molasses as credentials for its inclusion into rations. Additionally, the warm summer weather in Europe, and the increased size and number of feedlots in the US, increased the overall volume of feed that was required over the last few months. In India, the price has also risen. However, the next crop is coming while tanks are still full. Higher ethanol purchase intentions by the oil companies, from December 2018, will help to lift finished product. But it is difficult to see an increase in in-season ethanol offtake by the oil majors from the distillers, which would be needed to help the sugarcane industry manage its molasses storage issues. Molasses prices in India have remained below USD100.00/tonne since the beginning of the year. Lastly, the use of molasses as a feedstock in other industrial applications, other than ethanol production, needs to also be considered. The EU change to eliminate molasses from its register of waste products eligible for double counting under its biofuels programme reflects the increased use of molasses as a substrate for the fermentation industry. For the first five months of 2018, EU imports total 847,000 tonnes, up from 639,000 tonnes last year. Increased imports from other origins have contributed to this higher total. Interestingly, the second biggest origin last year Egypt has only shipped around half the volume that it exported to the EU during the January-May 2017, but this has been replaced by others. 8
