Parkview Men's Golf League Rules and General Information Section 1 1-A 1-B 1-C 1-D 2 2-A 2-B 2-C 3 3-A 3-B 4 4-A RULES OF THE LEAGUE USGA will govern all play, subject to local and league rules. Rules except USGA rules can be amended by a majority vote at a meeting which has a minimum of the majority of team representatives present. New or amended rules are not retroactive. The rules and handicap committee will consist of the league officers, with the handicapper serving as the chairperson. League officers will consist of a President, Vice-President, Treasurer, and Handicapper, and shall be elected annually. (Note - President and Vice President have traditionally been the previous years winning team.) MEMBERSHIP Membership will be limited to males, eighteen years or older. Any member resigning forfeits all rights invested. In the event that an entire team drops from the league, any substitute team will start with the same record as the lowest team in the standings at the time the substitute team joins the league. Matches played against the original team will stand in their opponents record. ROSTERS Teams will consist of two members, with each team selecting its own captain. lf one member is absent, an alternate may play in his place. Intent to enter a team in the league must be submitted to the league handicapper by the date established by the officers. Rosters of teams must be submitted to the league handicapper by the date established by the officers. PLAYING TIME AND SCHEDULING All league matches shall consist of nine consecutive holes, and shall be played at Deerwood Golf Course, either nine, on Monday night of the week scheduled, starting between 3 and 6 pm, unless the officers declare a rain date.
4-B 4-C 4-D 4-E 4-F 4-G 4-H 5 5-A 5-B 5-C 6 The league schedule will consist of a 15 weeks, 16 weeks for the 5 O'clock division. After the matches have all been played, there will be a two week playoff between the first and second place team in each division. The winners of the playoffs will then play to decide the league champions. The first night of play shall be the first Monday of May. All matches must be played on Monday, as scheduled, except for the first two weeks in May. Any match not played as scheduled will be scored as a forfeit for the team or teams that did not show and/or play. lf one team does not show up by 6 pm, or the "agreed upon" time for a match or on a make-up match, the other team may claim a forfeit by teeing off, playing their nine holes, and turning in their card to the handicapper. All match results (score cards) must be placed in the "Parkview Men's Golf League" box at the Fairways Restaurant on the scheduled match date. Failure to comply will indicate that the match was not played and will be scored as a forfeit to both teams. Matches may be played prior to the scheduled date. Handicapper should be notified and cards submitted before the "scheduled" match date. If a match is rained out, the make-up will take place the following Monday night by matching cards. Each team will play their regular match, and then match cards with the team that they were scheduled to play the preceding week. The same nine holes must be played. If both teams that were rained out agree to make up the round instead of matching cards, they may. The makeup must be completed before the Monday following the rain out. METHOD OF PLAY In order to play a match, a team must have at least one league player playing. Players must indicate intent to play before teeing off, no withdrawals. Postponements made for reasons other than the weather must be made twenty-four hours in advance by the team captains. METHOD OF SCORING
6-A 6-B 6-C 6-D 7 Thirteen (13) points are awarded for each match. One (1) point awarded for match play (best ball) lowest net individual score for each hole, total of Nine (9) points. Two (2) points will be awarded to the Team that wins the most match play holes won in the match. Two (2) points will be awarded to the Team with the "lowest" medal play (stroke play) best combined Team net score. A total of Fifteen (15) points could be awarded to a team that wins all Nine (9) holes of Match play, plus Two (2) points for winning total Match play plus Two (2) points for Medal play plus your Two (2) points for showing up to play. Teams that win by "forfeit" or "bye week" shall receive Thirteen (13) points if they meet or beat their own handicap. Otherwise they will only win Nine (9) points. Each regular player will receive One (1) points for showing up to play in scheduled game, Team total of Two (2) points when both regular players show up. Teams that find a "substitute" to replace a regular team member will also receive One (1) point toward Team total, Two (2) points for a team with regular player a subsitute player. Teams that forfeit their match will lose an additional five points unless they notify their opponents twenty-four hours in advance. Points are split in case of a tie. The scorecard must be "attested " by both captains and turned in to the handicapper the day the match is scheduled to be played. Failure to do so results in zero points for the team(s) at fault. This rules applies to any Tournament or Event affiliated with the Parkview Men's Golf League Team using a substitute golfer, if their first and last names are not on the attested scorecard, NO POINTS will be awarded to team. PLAYING RULES 7-A 7-B 7-C "new 2018" 7-A, 1 7-A, 2 Winter rules as defined below will apply, except in the rough and course hazards. A ball on the fairway may be placed up to one club length in any direction, but not nearer the hole or to avoid a hazard or obstacle. A ball in the rough or a hazard must be played as it lies, or take a "penalty" stroke for touching it. A player may change his ball on the fairway or green but must bring it to the attention of the opposing team beforehand. White tee marker's will be used as Men's teeing ground. Yellow tee marker's May be used for player's that are 75 years of age and older, that cannot play from the white tees. White tee's will be used on the Par (3) Three's during Bingo, Bango, Bongo and the End of the Year Tournament
7-D 7-E 7-F 7-G 8 8-A 9 9-A Out of bounds, the player shall drop the ball two club lengths along the flight of the ball as it went out of bounds, and take one (I) stroke penalty. The drop spot shall NOT be nearer the hole than the line of flight as it went out of bound. The provisional ball play is prohibited to speed play. Fawn - Hole # 1, # 2 & # 4 left of the white stakes is out of bounds, bring back ball two club lengths along the flight of the ball as it went out of bounds into the fairway, no closer to the hole, without a penalty stroke. Doe - Hole # 1, # 2 & # 3 right of the white stakes is out of bounds bring back ball two club lengths along the flight of the ball as it went out of bounds into the fairway, no closer to the hole, without a penalty stroke. Lost ball in the rough or natural water, player drops a ball, not nearer the hole, with one (1) stroke penalty. Lost ball in designated marked " Natural Habitat" area's player drops a ball, not nearer the hole, without a penalty stroke. If a ball is in course equipment or interferes with the player's stance, stroke, or backward movement of his club, the ball may be dropped within two club lengths, but not nearer the hole without penalty. Ditches are to be played as a lateral hazard. Hit if you can. If you can not, drop within two club lengths, not nearer the hole, with a one (I) stroke penalty. PROTESTS AND DISPUTES Any protest shall be made in writing to the chairperson of the rules and handicap committee, (see Rule 1-C.) who will make a ruling. Appeals will be made in writing to the full committee whose decision will be final. HANDICAPS Handicaps carry over from last season for veteran players, and are recalculated each week. The most recent score replaces the oldest round. For new players to the league, their scores will also be calculated each week, but they obviously do not have the scores from the past year, and therefore will have only the current season to go by. Handicaps are frozen at the end of the regular season (15/16 week schedule). Scores from the past ten scores submitted are used. Handicaps are revised for each new week of play, and posted before the day of play at the Deerwood Club House (Fairways Restaurant). Handicap will decrease appropriately as the player improves, (could decrease by more than one stroke per week), but can only increase by one stroke each week. Handicap is based upon the past ten (10) scores submitted.
9-B 9-C 9-D 9-E All scores are entered as they were played. However, for the purpose of determining handicaps, the USGA handicap system will be used. Entered scores on cards will be "adjusted" using the USGA Equitable Stroke Control Chart. The process of determining "Handicap" is adjusted score minus the Course Slope, multiplied by 113, divided by Course Rating, this gives you your Handicap Differential, then multiplied by 0.96 to get your Handicap Index. Once the Handicap Index is established, using the USGA Course Handicap Calculator your, 9-Hole Handicap is established. Note : Handicap Index is the average of the last ten (10) scores submitted, as per Rule 9-A Example: (Score = Adj Score - Slope x 113 / Rating x 0.96 = Handicap Index - USGA Calculator = 9 Hole Handicap Maximum handicap is (18) eighteen strokes for net play. A player will use his total handicap for net play, but only is granted one (1) stroke on a par three. The additional remaining handicap strokes will be used on the next highest handicapped holes. Example : John has a Handicap of eighteen (18), Bob has a handicap of eight (8), (18-8=10), Bob will be giving John ten (10) handicap strokes. John will receive one (1) stroke on each of the nine holes played an one additional stoke on the first highest handicap hole, receiving two (2) handicap strokes on that one hole. A player will receive their total handicap for 9 Hole in net "Skins" play. Handicap's will be your 18 hole Handicap for the end of the year Tournament. 10 10-A 10-B 10-C 10-D 11 11-A MEMBERSHIP DUES League Dues are due the first month of the season (May) which are $100.00 to be paid to Treasurer, if no payment is received by May 31st your dues will be increased $5.00 per month, and (2) two points will be deducted from your team each week payment is not received. Dues are payable as soon as possible to the Treasurer. Failure to pay after this date is considered a forfeiture, and the team will be subject for removal, a new team may then be substituted for the following week. Dues will be applied toward the end of the season banquet, skins game, green fees, along with mid season skins game wing night and cookout. Surplus funds roll into the next season, no refunds are given. Substitute teams pay the full dues. AWARDS Eligibility for individual awards is limited to members in good standing.
11-B 11-C "new 2018" 12 12-A All Season awards are based on the 15/16 week schedule, playoff's are not included in the season awards. Awards will be limited to one (1) per person in all catagories. Substitutes are not eligible for any prizes Hole in One Club:. $10.00 per person, [optional) monies will be handed out at end of the year if no winner, monies go to a carry over for following year, if multiple winners divide equally Monies to be collected by the League Treasurer. End of Year Tournament, Stableford and Bingo, Bango, Bongo Games will be included in the Hole-in-One club. SCORING SYSTEM Each player will receive 100 % of the difference of his handicap and that of the lowest handicap player. The strokes will then be applied to the holes, in order, from the toughest hole, to the easiest hole, and so on, should the difference be larger than nine. See examples below. Player Handicap Handicap used during play Jim 8 5 (8-3 = 5) Wally 10 7 (10-3 = 7) Don 3 0 (3-3 = 0) Jack 18 15 (I8-3 = 15) Jim would receive strokes on the 1, 3, 5, 7 and 9 handicap holes. Wally would on 1, 3, 5, 7, 9, 11, and 13 handicap holes. Don would have no handicap holes. Jack would receive one stroke on each hole, plus a second on each of the next six, except par threes. Rule 9-D will take effect here. 13 13-A 13-B 13-C DETERMINING STANDARDS for CHAMPIONSHIP There are two divisions. Places in the standings will be determined by the total number of points. In the event of a tie in total points at the end of the season for first or second place, there will be a playoff. The two or more teams involved must arrange a mutual time, and play with the posted handicaps. As soon as the first two places have been determined, these two teams from each division will play each other, with the winner moving to the League Championship against the winner from the other division. NO SUBSTITUTES ARE ALLOWED FOR PLAYOFFS, REGULAR TEAM MEMBERS MUST PLAY OR ACCEPT THE AUTOMATIC LOSS OF TWO POINTS FOR MEDAL PLAY. 13-D In the event of a tie after nine holes, the two teams continue playing until one team wins a hole. Use handicaps as usual.
