Cntrller-Supervisr Purpse The Cntrller-Supervisr psitin is respnsible fr verseeing service delivery and guaranteeing quality cntrl in the prvisin f safe, reliable and efficient passenger train service t the public. This psitin supervises train perating crews. Descriptin Under directin f the Superintendent f Transprtatin, this psitin is respnsible fr railrad dispatch (bth passenger and freight trains), train cntrl, radi cmmunicatins, field supervisin, field custmer service, field safety and accident investigatin, supervisry and administrative duties, emplyee assessment, cunseling and training. Under abnrmal r emergency cnditins, this psitin may be required t perate a train in revenue service and therefre, the Cntrller-Supervisr must meet r exceed all requirements f an Engineer and Cnductr, and must expect t perfrm any f the duties f a SMART Engineer r Cnductr, in additin t ther requirements and duties nted in this class specificatin. As trainers and supervisrs f Certified Lcmtive Engineers (CLEs), Cntrller-Supervisrs must als meet r exceed SMART's requirements fr the status f Designated Supervisr f Lcmtive Engineers (DSLE). This psitin prepares and implements Standard and Emergency Operating Prcedures. Duties and Respnsibilities include, but are nt limited t the fllwing: Class specificatins are intended t present a descriptive list f the range f duties perfrmed by, and minimum requirements required f, emplyees in the class. Specificatins are nt intended t reflect all duties perfrmed within the jb. SMART reserves the right t determine and amend jb respnsibilities. Mnitrs, cntrls, crdinates and supervises the status and perfrmance f SMART passenger train peratins, and freight train peratins n SMART-wned and SMARTperated lines. Maintains direct and cntinuus cmmunicatin with Train Crews and Cntrller Supervisrs in the field. Oversees rail peratins by use f cmputer-generated displays, display bard, indicatins, cmputer inputs and vice cmmunicatins. Mnitrs and interprets the train cntrl display bard, cmputer wrk statin displays and radi cmmunicatins t determine the status f revenue passenger train and freight train peratins, nn-revenue equipment and vehicle activity, intrusin alarms, bridge and ther system status cntrls, and respnds with apprpriate cmputer cmmands and verbal instructins t Engineers and ther Operatins persnnel t maintain system perfrmance and safety. Respnds t any site n the SMART system when field cnditins require the physical presence f a persn with Operatins Department authrity, including perating incidents, passenger incidents, actual r ptential surces f delay and requirements fr n-site lcal peratin f mveable bridges. Cntrls switches and signals thrugh the SMART train cntrl system, and, under emergency cnditins, in the field. Cntrls mvable bridge peratins remtely in the Central Cntrl ffice, r n-site in the field using lcal bridge cntrls. Cmmunicates with Operatins and ther persnnel n weather, envirnmental r ther cnditins affecting train mvement. Dispatches and directs passenger and freight train mvements using SMART's train cntrl and signal systems, and radi cmmunicatins. Mnitrs system perfrmance and delays. Takes crrective actin t prevent delays frm interfering with a high level f n-time perfrmance f scheduled service. May request respnse frm Vehicle Maintenance, Signal Technicians, Field Cntrller Supervisrs r Maintenance-f-Way persnnel t cnditins r incidents in the field. Participates in the develpment and implementatin f emergency actin plans and simulatins. Develps and maintains direct relatinships with and prvides equipment and Operatins rientatin and training t first respnders frm all jurisdictins lcated alng the SMARTwned right f way, as well as alng tracks wned by ther entities n which SMART perates. This includes Plice and Fire Departments, Snma and Marin Sheriff s Departments and the Califrnia Highway Patrl. Crdinates n-site r remte activities during emergency, abnrmal r unusual incident situatins such as delays, accidents, breakdwns, passenger disruptins, safety issues, etc. Crdinates emergency peratins with field persnnel, and ther departments and utside agencies. Advises and requests the assistance f first respnders frm jurisdictins alng SMART's lines. Participates in the implementatin f repair activities, and establishment f safe wrk znes alng SMART's right-f-way. Maintains awareness f prgress n assigned cnstructin activities t assure cmpliance with designated time and established standards. Perfrms n-site truble shting f SMART passenger equipment in the field r directs truble-shting activities thrugh radi and phne cmmunicatins. Ensures that vehicles, facilities and equipment are perated safely. Crdinates the mvement f trains with activities f Maintenance f Way and Vehicle Maintenance staff, and cntractrs, t minimize service interruptins. Prvides SMART Management and ther departments with technical infrmatin relating t train cntrl peratins. Prvides training and re-training t Train Crews and ther SMART staff required t perate passenger equipment and ther rail-brne equipment; develps lessn plans, Page 2 f 7

administers examinatins and maintains training recrds. Assists in the preparatin and updating f, and prvides training and rientatin fr, Standard Operating Prcedures and Emergency Operating Prcedures. Perfrms activities while ensuring that pre-established perating schedules are maintained fr ptimal revenue service. Evaluates passenger service t ensure that existing systems are functining prperly and that District plicies, prcedures, rules, and regulatins are being fllwed. Ensures Operatins cmpliance with all railrad rules, prcedures, and safety regulatins, and guidelines f the Federal Railrad Administratin (FRA) relating t train mvement. Perfrms check rides, bserves and mnitrs the perfrmance and appearance f Engineers and Cnductrs relative t the schedule and ther expected nrms; Determines whether Engineers pssess and emply the skills necessary t safely perate SMART trains in accrdance with their current lcmtive engineer certificatin; prvides crrective training r cunseling as needed. Develps actin plans fr imprving perfrmance. Observes check-in f Engineers and Cnductrs t ensure timely service cverage and perfrm persnal bservatin f appearance and fitness fr duty. Maintains accurate hurly and daily recrds and special reprts f wrk being perfrmed. Participates in investigatins and prepares reprts n emergency, unusual incidents and passenger cmplaints. Assists with investigatins in safety-related incidents and preparatin f reprts fr submittal t Califrnia and Federal versight agencies. Makes necessary n-scene measurements, phtgraphs accident scenes and prepares prper reprts. Perfrms supervisry and administrative functins, including applicatin f SMART s disciplinary system when required. Perfrms duties and respnsibilities as they relate t the FRA and DOT Drug and Alchl Testing regulatins. Cllects perating statistics and perfrms analyses f SMART train peratins. Keeps updated with current laws, regulatins and develpments in areas related t rail peratins. Attends and participates in prfessinal grup meetings, stays abreast f new trend and innvatins in the field f train cntrl. May assist in the develpment and implementatin f departmental gals, bjectives, plicies, prcedures, and wrk standards. Adheres t SMART's guidelines and plicies regarding appearance and unifrms. Perfrms additinal duties as required, including all thse nrmally assigned t Engineers and Cnductrs. Page 3 f 7

Qualificatins, Skills, Knwledge and Abilities Minimum Qualificatins: Must be a FRA Certified Lcmtive Engineer and be able t perfrm any f the duties required f an Engineer. Must pssess current certificatin issued by a railrad with a Certificatin Prgram that cmplies with rules f and is apprved by the Federal Railrad Administratin, as described in 49CFR Part 240. Must meet r exceed SMART s requirements fr the status f designated Supervisr f Lcmtive Engineers as described in 49 CFR 240.105. Must meet r exceed requirements fr Certified Cnductr and be able t perfrm any duties required f a Cnductr. Must pssess a high schl diplma, GED r recgnized equivalent. Five (5) years (full-time equivalent) f verifiable wrk experience in a General Railrad System envirnment. At least tw and ne half (2.5) years f thse five years must be as a certified Lcmtive Engineer r Engineer-Cnductr. Must be at least 21 years f age. Other Qualificatins: Experience as a Dispatcher r Supervisr preferred. Pssessin f a valid Califrnia s drivers license (r ability t btain ne within 60 days f emplyment). Physical Wrking Cnditins The physical demands and wrk envirnment are characteristic f a train, statin, yard and railrad right-f-way envirnment. Sme wrk is dne in an ffice envirnment, and invlves cntinuus visual mnitring f cmputer screens; sme wrk may be dne in cnfined spaces, primarily, but nt exclusively in an perating cab; wrk in the cab is subject t cntinuus bservatin by an interir vide camera. Sme wrk is perfrmed utdrs, and is subject t inclement weather. Cntrller-Supervisrs are subject t external rad nise as well as nise in the train yard and n the right-f-way. Cntrller-Supervisrs may need t shut t cmmunicate, and are subject t cnsiderable vibratin. These cnditins are representative f thse an emplyee encunters while perfrming the essential duties and respnsibilities f this jb. This psitin is subject t Federal Railrad Administratin hurs f service regulatins. Physical Requirements Must be physically able t: Climb safely, using three-pint cntact, frm the level f track ballast int a SMART Passenger car whse flr is lcated 48" abve the tp f rail. Walk safely t r alng tracks and trains, in the yard, n the mainline, and branches and spur track. Climb int trains r a lcmtive cab. Requires maintaining physical cnditin necessary fr sitting fr a prlnged perid f time and fr walking, bending, stping, climbing and walking n uneven surfaces. Must have the ability t frequently reach, lift, maneuver, and carry bjects f varying dimensins and weights up t 100 punds. Must have gd manual dexterity and gd eye-hand crdinatin. Must meet r exceed Federal Railrad Administratin standards fr visin and hearing acuity. Page 6 f 7

Requires maintaining a cnditin f mental alertness, and an ability t sustain cncentratin n signals and detailed bservatin f wayside cnditins withut becming fatigued and bred. Must be able t perfrm, r assist in, the safe evacuatin f verweight and/r ptentially disabled passengers frm a high flr (48" abve tp f rail) passenger train car nt the track ballast level. Must be able t ccasinally carry, kneel, crawl, balance, cruch, push/pull, type, and utilize a muse. Must be able t regularly stand, walk, climb, reach verhead, and speak. Must be able t cnstantly visually distinguish clr and symbls, hear, sit fr prlnged perids f time, drive a mtrized vehicle, utilize manual dexterity, and eye/finger crdinatin, grasp bjects. Psitin Details: Base hurly wage: $43.06 - $52.34 per hur. There is a 12-mnth prbatinary perid fllwing appintment t this psitin. FLSA Status: Nn-Exempt. At Will, Full-Time. A thrugh backgrund check will be required including, but nt limited t: current and past emplyers, persnal cntacts, educatin verificatin.
