6 CLA LAG quare white flag with the ff class insignia 7 RACING AREA On Port Philip adjacent to Mordialloc ailing Club 8 THE COURE 8.1 The course and sequence of laps will be as described in Appendix 1 8.2 All marks will be left to port, except where gates are used. Where there is a gate used, boats shall sail between the gate marks from the direction of the previous mark and round either mark. All marks need not be in position at the preparatory signal. This changes rule 33 8.3 The Course number to be sailed will be displayed on a board on the race committee start boat before or with the warning signal. The approximate magnetic bearing to the first (windward) mark may be displayed on a board on the race committee start boat before the Warning ignal. 9 MARK Marks will be as shown in Appendix 1. In the event of a missing gate mark the remaining gate mark is to be taken to port. 10 THE TART 10.1 To alert boats that a race or sequence of races will begin soon, an orange flag will be displayed with a long sound signal at least five minutes before a warning signal is made. 10.2 Races will be started in accordance with Rule 26, and amended as follows Times will be taken from the visual signals; failure of a sound signal shall be disregarded. ignal Visual ignal Minutes before ound ignal starting signal Orange flag One long 10 or more Warning Class flag One 5 Preparatory P, U or Black flag One 4 One-minute P, U or Black flag One long 1 removed tart Class flag removed One 0 10.3 The starting line will be an imaginary line between a staff displaying an orange flag on the Race Committee Vessel at starboard end and either the flag of a start mark at the port end or an orange flag on a Race committee Vessel at the port end. A clearance buoy may be attached to the stern of or laid near the Race Committee Vessel and the buoy together with its mooring line shall be considered a part of the Race Committee Vessel. 10.4 If flag U has been displayed as the preparatory signal, no part of a boat s hull, crew or equipment shall be in the triangle formed by the ends of the starting line and the first mark during the last minute before her starting signal. If a boat breaks this rule and is identified,
she shall be disqualified without a hearing but not if the race is restarted or resailed or postponed or abandoned before the starting signal. This changes rule 26 tarting Races. When flag U is used as the preparatory signal rule 29.1 Individual recall does not apply. The scoring abbreviation for a flag U penalty is UD. This changes A11 coring Abbreviations 10.5 A boat that crosses the starting line more than five minutes after its starting signal will be scored DN (Did Not tart).without a hearing. This changes rules A4 & A5. 11 CHANGE O THE NEXT LEG O THE COURE To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. A replacement or new mark will be as described in Appendix 1 1 Marks. 12 THE INIH 12.1 The inish Line will be an imaginary line between an Orange lag on the Committee Vessel and the course side of the inish mark as shown in Appendix 1. 12.2 Any boat finished or still racing but not on final leg shall keep well clear of boats that are finishing and close to the active inish Line or be subject to protest under RR rule 2. 12.3 All boats failing to complete the course in accordance with this sailing instruction shall be scored DN (Did Not inish). 13 PENALTY YTEM A boat that has taken a penalty or retired in accordance with rule 31 or 44.1 shall complete an acknowledgment form at Regatta Race Office before the end of the protest time limit. 14 TIME LIMIT AND TARGET TIME 14.1 The time limits and target times (in minutes) are as follows. # Races in ession Time Limit Mark 1 time limit Target time Multiple races 60 15 35 ingle race 80 20 55 If no boat has passed Mark 1 within the Mark 1 time limit the race will be abandoned. ailure to meet the target time will not be grounds for redress. This changes RR rule 62.1(a). 14.2 It is planned that all Race essions will have Multiple races unless there is only one race remaining to reach the maximum of 9 races. o it is only possible for a ingle Race ession on Monday 14 th March and only if 8 races have already been completed. 14.3 Boats failing to finish within 15 minutes after the first boat sails the course and finishes, will be scored Did Not inish (DN) without a hearing. This changes RR rules 35, A4 and A5 15 PROTET AND REQUET OR REDRE 15.1 Protest forms will be available at the Race Office. Protests shall be delivered there within the protest time limit.
15.2 The protest time limit will be either 60 minutes after the last boat has finished the last race of the day or 60 minutes after the last race of the day is Abandoned or Postponed with code flag N over A or AP over A which ever is the latest. The same time limit applies to protests by the Race Committee about incidents they see in the racing area and to requests for redress. This changes rules 61.3 and 62.2. 15.3 Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the MC Training Room / The Long Room (first door on right from the wet entry door), beginning at the time posted. This shall constitute official notification to all posted parties in accordance with RR 63.2. 15.4 Notices of protests by the Race Committee will be posted on the official notice board to inform boats under RR 61.1(b). 15.5 Breaches of ailing Instruction s 13 (Penalty ystem), 17 (afety Regulations), 20 (Event Advertising), and 22 (upport Boats) shall not be grounds for a protest by a boat but may result in action by the Race Committee or Protest Committee. This changes RR rule 60.1(a). Penalties for these breaches may be less than disqualification if the Protest Committee so decides. 15.6 Requests to reopen a hearing shall be in writing and lodged at the Race Office and shall include the grounds for the request. On the last day of the regatta, a request to reopen a hearing shall be delivered: within the protest time limit if the party requesting the reopening was informed of the decision on the previous day; no later than 30 minutes after the party requesting reopening was informed of the decision on that day. This amends rule 66 16 CORING The Low Points coring ystem specified in Appendix A will apply as modified below. The regatta will consist of up to nine (9) races for the Championship of which three races are required to be completed to constitute a series. 16.1 When five or less races are completed a boat s series score shall be the total of all her race scores. 16.2 Where six to eight races are completed, a boat s series score shall be the total of her race scores excluding her worst score. 16.3 Where nine races are completed, a boat s series score shall be the total of her race scores excluding her 2 worst scores. 16.4 Handicaps will be determined by back calculation based on the finishing times in the early races. A boat s handicap may be adjusted according to its results in subsequent races. Points will be awarded for handicap results in accordance with 16.1, 16.2 and 16.3 above. 16.5 A boat that finishes in the first three places in either the Open Division or first place in the ilver or Classic Divisions will be ineligible to win the Handicap Trophy 17 AETY REGULATION 17.1 ign On and ign Off: All boats must sign on before leaving the shore and sign off as soon as practicable after returning to shore at the completion of the session s racing. 17.2 The ign On period will close at the scheduled warning signal time of the first race for that session on that day. Competitors who wish to sign on for subsequent races in that session must advise the Race Office. The ign Off period will close 60 minutes after the last boat has completed the last race of the session.
17.3 To ign On and ign Off each race day each boat shall sign the sign-on / sign-off form located inside the MC hed near the rear door. This action may not be undertaken by a boat representative. ailure to ign On or ign Off in accordance with I 18.1 may result in that boat being scored DQ in her first race of the race session of the omission without a hearing. This changes RR rule 63.1 and A4 and A5. 17.4 Retiring yachts. Competitors that did not start or do not finish, or have finished and wish to indicate retirement shall sign the declaration sheet provided within 30 minutes of the last boat coming ashore, indicating DN or DN and the race(s) these apply. 17.5 All competitors shall wear whilst afloat, a personal flotation device, which is in good condition and in accordance with the Yachting Australia pecial Regulations Part 2 or Off The Beach Boats 5.01.2. (Note inflatable PDs shall not be used). ailure to comply with this instruction may result in the boat being scored equal to DQ for the race or races, without a hearing. This changes Rule 63.1. 18 REPLACEMENT O CREW OR EQUIPMENT 18.1 There shall be no change of crew without the permission of the Race Committee and any replacement thus granted shall not helm the boat unless within the spirit of the game and has the consensus of the competitors (this varies I Class Championship Regulations, 11 Crews ). Any replacement crew must also satisfy the eligibility requirements of the Notice of Race Eligibility and Entry. When a change of Crew or Helm is granted the previous results for the boat will be counted for the new Crew and Helm combination in that same boat. 18.2 In the event of damage or breakage, equipment may only be substituted after a written request to the Race Committee is approved. 18.3 If damage occurs on the water, equipment may be substituted before the following race provided the damaged equipment is inspected and a written request is received before the end of protest time on that day. 19 EQUIPMENT AND MEAUREMENT CHECK Random measurement and compliance checks may be carried out at the discretion of the Race Committee or Association Measurer. A boat notified of inspection shall follow the instructions of the Race Committee or Association Measurer 20 EVENT ADVERTIING RR Part 6 rule 80 and Class Rule B17 will apply; however the forward 25% section of the hull length on each boat s side shall be reserved to affix event advertising and bow numbers. All boats may be required to display bow numbers and/or event sponsors advertising chosen and supplied by the Organising Authority. The Organising Authority reserves the right to refuse advertising by a boat or competitor when it is in conflict with an event sponsor or the laws of the Victorian or Australian Governments. 21 RACE COMMITTEE BOAT Race committee boats and patrol boats may display the MC Burgee 22 UPPORT BOAT 22.1 upport boats shall register at the race office during the registration period. upport Personnel shall keep to leeward and more than 100 metres clear of any competitor or mark of the course from the time of the preparatory signal until all boats have finished or the race
committee signals a postponement, general recall or abandonment, except when asked to assist by the Race Committee. ailure to comply may result in protest of boats associated with the infringing vessel. 22.2 Team leaders, coaches, other support personnel and support boats (registered or otherwise) shall not interfere with boats that are racing. 22.3 All support boats which are in the vicinity of the course when Code lag R is raised must remain in the vicinity of the course and render all assistance requested by the Race Officer, his representative or the Race Control Tower until code flag R is lowered. Violation of this instruction may result in any penalty that the race committee deems appropriate, including the disqualification of the skipper or skippers who are coached or supported by the offending coach or support boat from the regatta. 23 RADIO & ELECTRONIC COMMUNICATION Except in an emergency, a boat, whilst racing, shall neither make nor receive Radio or Electronic Communications. This restriction also applies to mobile phones. (this changes Class Rule B14.5). 24 PRIZE As listed in the Notice of Race 25 DICLAIMER O LIABILITY Competitors shall accept that their participation in this Regatta is at their sole exclusive risk in every respect. Entry to the Regatta shall indemnify MC, lying ifteen International Victoria their officers, members, servants and agents in respect of all claims and demands of whatever nature which may be made upon them in connection with or who so ever arising from their participation or intended participation in the Regatta. The competitor s attention is drawn to IA undamental Rule 4. DECIION TO RACE - The responsibility for a boat s decision to participate in a race or to continue racing is hers alone. 26 INURANCE Each participating boat shall be insured with valid third party liability insurance with a minimum cover of $ 10,000,000 per event or the equivalent. All owners/competitors who sign the entry form or the Owner /kipper s Declaration at registration are deemed to have made a declaration that they hold such cover. Owner/competitors not holding this cover shall withdraw their entry. 27 RIGHT TO UE NAME AND LIKENE In participating in this event, a competitor automatically grants the Organising Authority and the event sponsors the right in perpetuity to make, use and show from time to time and at their discretion, any motion pictures, still pictures and live, taped or film television and other reproductions of him / her during the period of competition for the said event in which the competitor participates and in material related to the said event without compensation.
