I would be delighted if not only Liberec but the whole country were to live and breathe the Championships. We have a reason to be proud, and our pride should be seen. PŘEMYSL SOBOTKA President of the Senate of the Czech Republic As a Liberec native and a Liberec patriot, I have supported the idea of the Nordic World Ski Championships since the very beginning. For over 40 years, the Jizerská 50, perhaps the most signifi cant mass ski race in the entire Central European region, has been held in Bedřichov, a short distance from Liberec. I believe that our sporting past, as well as sporting present, warrants that such a prestigious event as the World Championships take place in Liberec. Thousands of MIREK TOPOLÁNEK Prime Minister of the Czech Republic INVITATION skiers prove this right every winter weekend. I realize that we are a true skiing superpower, ranking alongside, for example, Sweden or Norway. Hence, it is only appropriate that we will host the next Nordic World Ski Championships. We Czechs, as a nation, possess specifi c properties that will help us organise a really successful Championships. And above all, as one who knows them, I can assure you that the Liberec people will do their utmost. Skiing is an extremely popular pastime in the Czech Republic one more reason why I gladly provided my personal endorsement for the 2009 Nordic World Ski Championships in Liberec. It is no coincidence that the Czech Ski Association is one of the oldest skiing associations in the world. Millions of people engage in skiing at least recreationally, and probably every Czech knows the names Raška, Neumannová and Bauer. We may not have high mountains, but Czechs nonetheless love the snow, as can be seen from the level of facilities and amenities at winter resorts. I am convinced that Liberec will prove this fact as well when it hosts the FIS Nordic World Ski Championships in February 2009. This international sporting event represents a great challenge to the Czech Ski Association, for its Organising Committee, for the town of Liberec, the Liberec region, and for the Czech Republic as a whole. I understand the hosting of the World Championships as recognising the Czech Republic s standing in this white sport. I am looking forward to when the international Nordic skiing elite will meet in Liberec during the World Championships. I am also sure that the organisers will prepare everything perfectly, and that the fans will provide the athletes with an excellent atmosphere. And of course I wish all an unforgettable experience; may they give their best and may the best skiers win! 6FIS NORDIC WORLD SKI CHAMPIONSHIP 2009 INVITATION INVITATION JIŘÍ KITTNER Mayor of the Chartered Town of Liberec I have been involved in the Liberec World Championships since the very beginning I experienced the candidacy, participated in its preparation, represented the town at a host of negotiations about the Championships and, of course, also participated in the construction, or reconstruction, of the sports facilities on Ještěd Mountain and in Vesec. And I have never harboured any doubts that the Championships are a unique opportunity for the city of Liberec and the entire region. An opportunity not only to put ourselves on the map of the world (at least the sports world) and, as a result, attract to Liberec more tourists and sports lovers (and not only winter sports), but also to show the specifi c singularity Liberec has, refl ecting both its past and its present. Today, the countdown has begun in earnest the World Championships will take place in less than a year s time and the majority of works in the sports venues have been completed, or are close to completion. Both of the sports facilities have undergone their load test, which, owing to the bad weather (and perhaps fate too) was a true baptism of LUKÁŠ SOBOTKA President of the Czech Ski Association fi re. However, notwithstanding all the complications, the FIS World Cups that took place here this year were a success. So, now the imaginary relay is shifting towards fans of skiing and all those who want to come and see the World Championships, since it will be they who will be given the unique chance to make the Championships unforgettable thanks to the atmosphere created at the stadiums and in the city as a whole. We like to regard the Championships not merely as a meeting of top athletes in a particular sport, but also as an opportunity to enjoy a beautiful time in Liberec, which is usually at its most charming at the end of February and beginning of March. I believe that all the guests of the Championships, be they from the Czech Republic or abroad, will be impressed by Liberec and that the city will enchant them, just as it never fails to enchant me. And I hope that they will become regular visitors. I look forward to meeting everyone during the FIS Nordic World Ski Championships 2009 in Liberec. Dear sports friends, In relation to the approaching Nordic World Ski Championships, it is my honour to invite you all to beautiful northern Bohemia and the town of Liberec a town whose inhabitants live and breathe sports, and a town whose cultural and historical past make it a treasure of which the Czech Republic may be rightfully proud. I am convinced that this important event which the Nordic World Ski Championships certainly are will be a wonderful and festive occasion for all fans of sports and healthy living, and that we will be able to celebrate the excellent performances of Czech skiers while also sharing the joy of victory by all skiers who will be fi ghting for a medal. The Czech Ski Association is the oldest organised skiing association in the world, meaning that skiing has deep roots in our country. It is our duty to try to attract as many young people as possible to the sport of skiing so that they may continue this tradition. This showcase of the best athletes from all countries of the world is an excellent opportunity for presenting Nordic skiing to the general public and for helping to fi ll sports centres. I can say with certainty that we are doing our utmost to ensure the smooth fl ow of the Championships, so that we may proudly pass on the organisational baton to our successors. It is our honour to welcome all athletes, realisation teams, visitors, audiences, fans and other winter sports fans to Liberec, and we hope to provide you with a beautiful sports and cultural experience.

KATEŘINA NEUMANOVÁ President of the Organising Committee of the FIS Nordic World Ski Championships 2009 in Liberec During my sports career I have taken part in numerous Championships, World Cups and other important sports events. In addition to being there as an athlete, I have also had the opportunity to have a good look behind the scenes and talk to the people preparing these events. All of them have been true ski enthusiasts being very proud to be part of the preparations. Together with sport experiences from big events I always enjoyed the atmosphere around, what the sports grounds and the whole town breathed with, what atmosphere they had and what the spectators were like. Today, with the benefi t of hindsight, I have increasingly realised that this is precisely what carves itself into the memory of the contestants, spectators, as well as television viewers. We at the Organising Committee who have been preparing the World Championships are now counting the days. The final modifications to the sports facilities are under way. We brought back from the FIS Congress in Cape Town, among other things, the Championships complete and definitive programme. At the present time, the Championships have a very specific form that will not essentially change. (Perhaps a little fine-tuning will be necessary, but that s all.) I am convinced that ours will be very pleasant and successful Championships, held at one of the most INVITATION state-of-the-art ski facilities in Europe. It will be the greatest sports event in the history of the independent Czech Republic and this significant test has also been closely monitored by those involved in other sports disciplines. It is possible that the taking place of other similar championships is largely dependent on the success of our event. I also believe that it is being carefully observed by the International Olympic Committee, who will take it into account when considering our candidacy for the 2020 Summer Olympic Games. The FIS Nordic World Ski Championships 2009 in Liberec is not just the matter of a single, action-packed two weeks of sport in Liberec and its environs. This event is also crucial for many other events in the whole country. And it is an event we should be duly proud of. Hence, I believe that I will see, and I look forward to seeing, on Ještěd and in Vesec keen crowds of enthusiasts, fans and spectators, as we always see in Prague s Old Town Square following a football or ice hockey victory. I believe that those watching the TV transmissions throughout the world will feel the atmosphere of the Championships and together with spectators on site will enjoy beautiful sport moments and results. 8FIS NORDIC WORLD SKI CHAMPIONSHIP 2009 INVITATION WELCOME TO LIBEREC When in 2005 the decision that the FIS Nordic World Ski Championships 2009 would be held in Liberec was taken, a great sense of joy overwhelmed not only those who had directly participated in materialising this immense success but also skiers throughout the Czech Republic. And since the Czech Republic is a country of skiers, the joy was enormous indeed, with the Liberec square being at the centre of the celebrations. Three years of intensive preparations are now behind us, and the fi nishing touches are now being applied. Liberec is getting ready for its grand world premiere, its position as a global skiing town. The forthcoming FIS Nordic World Ski Championships will be the most prestigious sports event ever to have taken place in the history of the independent Czech Republic or, for that matter, the former Czechoslovakia. It is also recognition of the successes Czech athletes have achieved in all skiing disciplines in the past and present alike. The selection of Liberec and the Jizera Mountains was no accident. Owing to their position and terrain, the Jizera Mountains are among the most sought-after skiing locations, with the Jizerská Artery being clearly the number one ski track in the wider region, one used not only by Czechs but also cross-country skiers from throughout Europe. In addition to sports possibilities, the city of Liberec itself offers a host of cultural and social events. It also enchants its visitors with its unique Sudetan-style architecture. Liberec is nestled below the Ještěd Ridge and grew out of the original settlement by the ford on the Záhvozd road connecting Bohemia and Lusatia. In the 16th century, drapery and linen-drapery developed in the town, later on progressing to extensive textiles production. Today s Liberec (with a population numbering over 100,000) is attractive for visitors all year round. In the spring the city is adorned by rhododendrons and azaleas in bloom in gardens and parks; in the winter Liberec becomes an important centre of winter sports. Owing to its position in the middle of recreation areas, it is an ideal starting point for the Jizera Mountains and the spine of the Ještěd Ridge. When it comes to historical monuments, the greatest landmark is the Neo-Renaissance Town Hall dating from 1893, whose 65-metre main tower dominates the entire city. Hence, the approaching FIS Nordic World Ski Championships 2009 promise to be a superb spectacle with plenty of vivid experiences in store not only for the athletes but also the spectators. The Czech Republic is already considered the heart of Europe. From 16 February to 1 March 2009 it will defi nitely be at the heart of the world of skiing.

12FIS NORDIC WORLD SKI CHAMPIONSHIP 2009 INVITATION SKI JUMPING VENUE JEŠTĚD Medal ceremony on the square Ještěd: Ski Jumping hills to keep their profiles Ski jumping hills were erected on the northern slope of Ještěd Mountain back in the 1970s. They bear the hallmark of Miloslav Bělonožník, longtime Chairman of the FIS Ski Jumping Committee. At the present time, root-and-branch reconstruction aimed at building state-of-the-art infrastructure is being completed at the facility. The success of the reconstruction and modernisation was proved by the smooth running of the FIS Word Cups which took place here at the beginning of the year. The profi les of the jumping hills HS 134 and HS 100 meet the current requirements of the FIS and hence there is no need to change them. Accordingly, only minor modifi cations have been carried out, with the aim to provide complete safety of jumpers and make it possible for both of the hills to be used all year round. Equipment for cooling the track has been installed too. At the same time, construction of grandstands with the capacity of approximately 10,000 spectators is under way. For the purposes of the World Championships, the capacity will be extended by means of mobile stands. In addition to the modern facilities, new access roads have been built and high-quality fl ood lighting installed (crucial with regard to the fact that ski jump disciplines will mainly be held in Liberec in the evening). The ceremonial announcement of winners of individual races of the FIS Nordic World Ski Championships 2009, including the handing over of medals and world champion titles, will take place in the historical centre of Liberec on Dr. Edvard Beneš Square, one of the oldest places in the city. The square has been the venue of all signifi cant events in the history of Liberec. Dr. Edvard Beneš Square is dominated by one of the most beautiful buildings in Liberec, the stately Neo-Renaissance Town Hall dating from 1888-93, which serves as a symbol of the city s wealth and economic and cultural development. In many respects, it is reminiscent of Vienna s Town Hall, since it was designed by the Viennese architect Franz Richter von Neumann. The 65-metre Town Hall tower is, with the exception of that on Saint Anthony Church, the highest in Liberec. There is

CROSS-COUNTRY VENUE VESEC Vesec: Strategic location and demanding terrain The cross-country tracks for the FIS Nordic World Ski Championships 2009 began originating on a green-fi eld site on land in Vesec, a Liberec quarter situated on the south-east edge of the city. The cross-country complex has been conceived in such a manner that the construction and all modifi cations suitably blend in with its overall design not only in terms of the World Championships in 2009 but also year-round use for the public. In addition, it only takes about a quarter of an hour to get from the ski jumping hills on Ještěd to the ski tracks, which facilitates smooth and rapid movement of both athletes and spectators during, for example, Nordic Combined competitions. Experts from the International Ski Federation have already appraised the location and the demanding terrain of the tracks. Athletes will fi nd in Vesec two basic 3.75-km-long circuits that can be shortened to 3.3 and 2.5 km. Combination of these circuits will result in the origination of tracks 5 km and 7.5 km long. Also present is a sprint track, 1.3 km for ladies and 1.6 km for men. a clock at the level of the roof and beneath it the coat-of-arms held by two varlets. The front façade with copious decoration and precious stained-glass windows is supplemented by an imposing entrance with a wrought-iron bar. At the present time, an information board counting down the number of days until the start of the Wold Ski Championships is placed on this part of the building. Dominating the top of the Town Hall tower is a 2.2-metre, 138-kilogram statue of the Knight Roland, the protector of municipal and trade rights. The celebrations upon being awarded the FIS Nordic World Ski Championships 2009 culminated on Dr. Edvard Beneš Square. During the course of the world championships, pride of place on the medal square will be given to the greatest heroes from the ski tracks in Vesec and the ski jump towers on Ještěd. FIS NORDIC WORLD SKI CHAMPIONSHIP 2009 INVITATION FIS RULES Eligibility and Citizenship of the Competitors (Art. 8) To be eligible for entry in FIS World Championships the competitor must be a citizen of the country of which National Ski Association he has a license and prove this with a valid passport (ICR 203). Number of Participants and Officials (Art. 9.1) The maximum number of participants from each country shall be: Nordic events No more than 32 competitors in total (Cross-Country 12 men + 12 ladies, Nordic Combined 6, Ski Jumping 6 men + 4 ladies) plus the competitors according to art. 9.3. Number of participants in each single event (Art. 9.2) In each single event no more than 4 competitors per National Ski Association plus the competitors according to art. 9.3 are entitled to start. Offi cial Training Ski Jumping and Nordic Combined. A maximum number of 6 athletes may take part in the offi cial training plus competitors according to art. 9.3. The reigning FIS World Champions have the right to participate in addition to the quota in the event they won at the next FIS World Championships, if they are entered by the same National Association (this is valid only for the individual competitions and not for the team competitions). If however the World Champion is also entered for other events, he/she must be included within the quota. (art. 9.3) Qualification Race for 10 km C Ladies and 15 km C Men - Qualifi cation race (5 km for Ladies and 10 km for Men) on 18 February 2009 - Ladies with more than 120.00 FIS Distance points according to the last FIS point list (no.4, valid as from 6th February 2009) before the WSC have to do the qualifi cation - Men with more than 90.00 FIS Distance points according to the last FIS point list (no.4, valid as from 6th February 2009) before the WSC have to do the qualifi cation - From each gender the best 10 athletes in the qualifi cation race are qualifi ed - Entries have to be done until 2 hours before Team Captains meeting on 17 February 2009. The FIS Anti-Doping Rules compiled in accordance with the World Anti-Doping Code define all by-laws concerning anti-doping controls and the FIS Medical Guide describes the rules and procedures for gender verification. (Art. 14.2) Anti-doping control of all events is compulsory. (Art. 14.3) Organizing Committee Each National Ski Association Each National Ski Association National Ski Association National Ski Association/ Team Captain The Organizing Committee shall provide a Doping Control Station that is used solely as a Doping Control Station for the duration of the event, be situated near to the location where the press conference is taking place (finish area, press conference vicinity) and clearly marked. The Station must consist of a waiting area, a working room and toilets (ladies and men). It is recommended that the doping control station is also equipped with running water and TV set. Canned or sealed bottled refreshments (mineral water, soft drinks, fruit juice, etc.) must be available in the waiting area. These drinks should only contain water, minerals, sweeteners and carbohydrates. (Art. 14.3.1) The Organizing Committee is required to provide the necessary number of chaperones per competition to accompany the athletes after they have been selected to undergo a doping control who should also be able to recognize the athletes on sight; they should be able to communicate in principle in English and if possible other languages. Otherwise the Organizing Committee shall provide an additional person who can assist the doping control officer identify an athlete (see FIS Anti-Doping Rules for details). (14.3.2) The Organizing Committees of the FIS World Championships are responsible for the arrangements for the post-competition doping controls and if requested the gender verification. The costs for these arrangements must be paid by the Organizing Committee. (Art. 14.4) For the Nordic Disciplines (Cross-Country and Nordic Combined) FIS RULES a specialist Agency appointed by FIS will carry out blood testing controls. (Art. 14.5) 17.6 Qualification for Free Accommodation Competitors who qualify according to the following criteria are entitled to free accommodation with full board including non-alcoholic drinks with each meal for the duration of their participation. Participation is defi ned from the day (evening meal) before the fi rst official training until the morning (breakfast) after the competition. The number of nights free accommodation with full board for qualifi ed competitors are in principle as follows, whereby the system is adapted to the respective championship programme and published by the Organising Committee in the team invitation, following agreement with FIS: Cross-Country All athletes, male and female, having achieved at least one result better than 75 FIS Cross-Country points, as well as one male and one female athlete of each FIS affi liated National Ski Association without an athlete qualifi ed according to the above-mentioned limitations. Ski Jumping All athletes who qualify for participation in FIS World Cup and Ski Flying competitions who: - have already gained WC points - have gained at least one COC point in the past or the current season. Nordic Combined All athletes who qualify for participation in FIS World Cup competitions who: - have already gained WC points - have gained at least one COC-NC point of the past or of the current season (former World Cup B ). For the Nordic Disciplines: Cross-Country, Ski Jumping, Nordic Combined the number of nights of free accommodation for qualifi ed competitors who participate in the respective competition is 4 nights per competition. The maximum number of nights of free accommodation with full board cannot exceed the total duration of the championships. The free accommodation with full board applies specifi cally to the qualifi ed athlete and are nontransferable. 17.6.3 In addition, the current FIS World Champions in the nordic disciplines will profi t automatically from free accommodation with full board for the event in which he/she is reigning world champion. FIS NORDIC WORLD SKI CHAMPIONSHIP 2009 INVITATION INFORMATION OF THE ORGANIZER ACCOMMODATION Reservation and the way of payment The accommodation for the individual teams will be handled by IBTravel, the offi cial travel agent of the FIS Nordic World Ski Championships Liberec 2009. Cost related aspects of the accommodation will be also handled by IBtravel in accordance with FIS regulations. Additional costs have to be borne by teams themselves. Until 30 th September 2008 please, send the fi lled Teams Hotel Accommodation Form to the offi cial World Championships registration offi ce IBTravel by fax (+420 222 723 571) or e-mail (accommodation@liberec2009.com). Teams who register late and do not observe this deadline have no right for the reservation or the payment of accommodation expenses. A deposit of 20% is required upon receipt of the reservation confi rmation by IBTravel. The settlement must be made by the 15th November 2008, additional 60% until December 15th 2008, the remaining 20% not later than 15 th January 2009. Cheques are not accepted. The reservation will be considered as defi nitive upon receipt of the deposit. Once the settlement is made you will receive a voucher to hand in at the Hotel. If you have any other requests concerning the university campus (e.g. depository rooms for ski, meeting rooms, high amount of parking places, etc..), please, specify them with all the details as an attachement to the accommodation form. Cancellation conditions for accommodation: cancellation fee until the 14th January 2009 is 0%, from 15th January until 16th February 80%, from 17 th February 100%. The last specifi ed booking received and reconfi rmed before 15 th 2009 is concerned as defi nite one for the calculation of cancellation fees. Whole university campus is newly reconstructed and will work as a 3-stars hotel only for the accredited teams, fulfi lling all the standards as a 24 hours reception desk, daily cleaning, breakfast buffet, lunch and dinner in large dining hall open all day, training facilities and fi tness, TV and internet in the room. Instead of hotel rooms, there will be fl ats with two or three bedrooms (1 person per 1 bedroom), with shared bathroom, spacious hall and kitchen corner. TRANSPORTATION Transportation from the Prague airport First step: Fill in the Transportation Form with exact information on dates and times of your arrival and departure, number of arriving people, amount of luggage and number of fl ight. Send it then on e-mail address transportation@liberec2009.com. Deadline is 14 th January 2009! If you do not need the transportation from the Prague airport to Liberec, fi ll in the fi rst part of the transportation form anyway, so as we know your NSA will not use this service. Second step: After having arrived at the airport, fi nd Info-point. Here you can learn a lot of information about transportation, accommodation or accreditation. Info point will stand both at Terminal 1 and 2. At the info point you will be picked up and transported to your hotel or accreditation centre.
