To the attention of: - FMNs - CONUs MIES, 21 December 2015 Changes for 2016 Dear Presidents and Secretaries General, We are honoured and delighted to have this opportunity of working more closely with all of you, with the FIM Management and with all the FIM Administration staff to make the 2016 sporting season and those that follow the very best we can with the resources we have at our disposal. With a view to the 2016 season, the FIM Sports Department is working on harmonising the sporting rules in several key disciplines. We shall return to this point in greater detail at a later stage. In terms of communication, which is a priority for the Sports Department, the FIM official website FIM-LIVE.COM will be fully ready by 1 January 2016. We would remind you that the site provides information on all the FIM s Sporting Disciplines, access to the Codes and Regulations, as well as information concerning the cross-cutting FIM activities in the fields of medical and technical services, anti-doping and the environment. Below you will find some information of a general nature and relating to specific disciplines and commissions to help you prepare your 2016 FIM season. Licences and calendar We are pleased to inform you that the 2016 FIM licences are now available on the extranet at extranet.fim.ch. FMNs can also register 2016 events in the calendar through the extranet. Disciplinary Code Following a change in the FIM Disciplinary and Arbitration Code, the security deposit to be paid when presenting a protest at FIM Championships and Prizes is now EUR 660.- across the board.

Technical Commission (CTI) General Information for all the disciplines: Fuel There is an updated registration process for race fuel companies (other than fuels sold to the public through roadside fuel stations ). Competitors will be required to declare the make/type/batch of race fuel used, as a reference for fuel testing. Details will appear in the 2016 Technical Rulebooks. Helmets The FIM Helmet Certification Program (FHCP) will start in July 2016. Helmets used in FIM competitions and prizes will require an FIM certification and identification, as from 2017. Details will be circulated in the second quarter of 2016. Track Racing (CCP) Ice Speedway Gladiators: Modification of the minimum age for Ice Speedway from 17 to 16 years old. New qualification system Personal Number for the 15 permanent riders of the Final Series Ice Speedway Training Camp in Finland from 03 to 06 December 2015 Sidecar 1000cc World Cup, A test event will be held in March in Australia. Flat Track: maximum capacity 450cc Safety in Speedway and Long Track: New FIM Certification for Additional Protective Devices APDs (A+) with bigger dimension of the modules and more energy absorption. Recommendation of changes for the hard Safety fences in exit of bend 2 and 4. It is highly recommended to replace them by kinetic absorbing fences or install additional foam devices. Mandatory in 2017. An info letter will be sent in December 2015. CCP-CTI Technical : New certified silencers and heatshields for Track Racing. Details will be announced in the 2016 Technical Rules for Track Racing motorcycles. Communication Ice Speedway: Social Media + FIM Ice Speedway Gladiators App (Live results, news) in English and Russian Enduro (CEN): ISDE: A new sporting jurisdiction with a race direction (Clerk of the Course, Race Director, Course Inspector) and a Stewards Panel (2 FIM Stewards + 1 FMNR Steward). Review of the penalties and clarifications of the protest and appeal procedures (work in process by the CEN, will be published soon).

Cancellation of the Day off (Usually on Sunday) Change of the Teams composition: o Trophy Team will be composed of 4 riders. 1 joker. and no restart o Junior Team will be composed of 3 riders. 1 joker. and no restart o Women s Team: will be composed of 3 riders. 1 joker. and 1 restart / rider EnduroGP: The Enduro GP category will be drawn from classes E1 E2 E3 Starting order for the event: overall standings (number of points) following the intermediate rankings of the Enduro GP championship (for the first event, based on the overall standings after the 2015 Italian round, the CEN Bureau will validate the first start list.) World Championship title in Enduro GP - E1 E2 E3, Juniors Review of the penalties and clarifications of the protest and appeals procedures. SuperEnduro 3 Finals per event for the Juniors 2 Finals per event for the Women Only one event scheduled in 2016 No prize money. Training Camp A training camp for Women and Youth will be held in France in September immediately after the last EnduroGP (TBA) FIM Enduro Vintage Trophy This new event will be held during the ISDE at the Circuito Navarra in Spain: - 14 October - administrative verifications, technical inspection, acceleration test in evening then Parc fermé - 15 October - Race day - Parc fermé - 16 October- cross final (with deviation) Communication: ISDE There will be an ISDE app, Facebook page and dedicated website. An online registration system will be made available. Cross Country Rallies and Bajas (CTR) Rallies: Improvement of the TV distribution (global visibility) and creation of the FIM Cross-Country Rallies Veterans Trophy Bajas: The format for future races can be open to new desert races such as GNCC types (2017). Rallies and Bajas: The chief timekeeper must be in possession of a FIM timekeepers licence and FIM CRT Sporting Steward Licence.

Before each FIM Jury meeting, the chief timekeeper must present any useful information to the Clerk of the Course. The FIM Jury must receive a copy of the information. Satellite and GPRS Tracking Companies: In 2016, tracking companies will go through a new FIM Certification (3-year contract, 2 levels of certifications TBA). Rallies: Tracking Company Stewards: Appointed Tracking Company Stewards must be qualified to use the Tracking devices and software. The chief steward must be in possession of a FIM CRT Sporting Steward Licence. From 2017, only FIM Certified Tracking Companies will be authorized in the FIM Rally Championship and Cups. Before each FIM Jury meeting, the stewards must present any useful information to the Clerk of the Course. The FIM Jury must have a copy of the information. Rallies, GPS Stewards: Appointed GPS Company Stewards must be qualified to use the GPS devices and software. The chief steward must be in possession of a FIM CRT Sporting Steward Licence. Before each FIM Jury meeting, the stewards must present any useful information to the Clerk of the Course. The FIM Jury must have a copy of the information. CRT-CTI Technical aspects: Cross-Country Rallies and Bajas: For quads, heavy duty straps may be added in places on the front and the rear guards to lift the vehicle. Details will be announced in the 2016 Technical Rules for Cross-Country motorcycles. Medical (CMI) Introduction of FIM Medical Officer in circuit racing WC GP in 2016 with introduction of FIM Medical Intervention Vehicles in circuit racing WC GP and associated introduction of FIM Intervention Team License for doctors, nurses and paramedics or equivalent and new SuperLicence for GP & SBK CMOs. Introduction of protocol for assessment and management of concussion in all disciplines. Development and introduction of FIM alcohol testing procedure and associated regulations in medical and sporting rules for all disciplines. Introduction of electronic web-based health record for riders initially in MXGP. Ongoing programme of anti-doping controls including blood testing. New protocol for FIM Officials in event of serious or fatal accident. Circuit Racing (CCR) All disciplines: Celebration on the straight line after the chequered flag will be prohibited. MotoGP: Several changes already approved by the GP Commission and communicated by Press releases during the season. Further information will be displayed by CP after the last GP Commission Meeting to be held in Madrid on 10 December. SBK: New Technical regulations in order to reduce the costs of all classes. Further changes will be announced by CP after the last SBK Commission Meeting to be held also in Madrid on 10 December.

Endurance: Permanent Race Direction. Two members of this Race Direction will be nominated by FIM CCR (Race Director and Safety Official) the third member (FIM Licence holder) will be named by the Promoter Introduction of two new classes in the Open Category: Supertwin and Experimentals. Supertwin class will count for the FIM Endurance Supertwin Trophy Absolute number of bikes limit for practice(s) and race will be 70 Permanent lighting during practice(s) & race for all events Different lights color to distinguish the EWC class (white) from the others (yellow) New start procedure New calendar format: from 2017, calendar straddling on two years (end 2016 beginning 2017) Sidecar World Championship & World Trophy F2 (600cc): Change the engine capacity from 1000cc to 600cc for 2017. In order to make a smooth transition for the teams from a financial point of view, the 600cc World Trophy has been included in the FIM Sidecar World Championship in 2016. Both categories will race together during this transition year, with two classifications. From 2017 only the 600cc will compose the Championship. Moto3 Junior World Championship: Creation of a subclass Moto3 Production within the Moto3 Junior World Championship, with standard motorcycles in order to keep costs the lowest as possible and to permit new teams to enter in the Championship. Restrictions on unofficial private practices. Harmonisation of the regulations with the other CCR FIM Regulations (composition of the Race Direction, adjunction of the Disciplinary Code, ) Standards for Circuits: New kerbs (FIA/FIM Double kerbs) as an alternative at the artificial grass (Astroturf) (Subject to final approval from FIM Institute and F 1 Inspector) New VERTICAL tyres barrier as an alternative for Type D (Foam Bales) (Subject to final approval from FIM Institute) New Type C Homologation (Subject results of the final test at the FIM Institute on 29 January 2016) CCR-CTI Technical aspects MOTOGP: Modifications/clarifications in the technical rules as published by the MOTOGP Commission. Details will be announced in the 2016 Technical Rules for MotoGP, Moto2 and Moto3. SBK, Supersport, Superstock: Modifications/clarifications in the technical rules as published by the SBK Commission. Details will be announced in the 2016 Technical Rules for Superbike, Supersport and Superstock (SBK). Endurance (EWC) and Superstock: Small changes, editorials or clarifications. The dismantling of engines may take place on the following day of the race to enable the final technical control Tyres restriction for EWC AND for Superstock classes. Details will be announced in the 2016 Technical Rules for Endurance (EWC)

Superside (Sidecars): The F2 class will be powered by 600cc 4-cylinder engines (from FIM homologated Supersport/Superstock 600 models). Details will be announced in the 2016 Technical Rules for Superside. Motocross (CMS) Closing dates for entries: 15 days before the event for MXGP, MX2, Women s Motocross, Veteran Motocross, S1GP SuperMoto, SnowCross and Women s SnowCross 30 days before the event for Sidecars, Junior Motocross, Motocross of Nations, SuperMoto of Nations, SnowCross and Women s SnowCross Race Direction/FIM Stewards/International Jury - sanctions (new): Fine of maximum 10 000 CHF for MXGP, MX2, Motocross of Nations, Women s Motocross, Veteran Motocross, Junior Motocross Fine of maximum 3 000 CHF for Sidecars, SuperMoto, SuperMoto of Nations Loss of right to participate in the Championship which may be applied to one or more events Riders: Riders must ride in a responsible manner and not cause danger to any others or they will be sanctioned Unsporting, aggressive or reckless behaviour form a rider or his surroundings will be sanctioned Whenever a rider is receiving treatment by the medical staff, team members/family are not allowed to interfere or hinder their proceedings. The non-respect of this rule may be sanctioned Riders must wear unmodified, commercially available full upper body protection (recommended in FreeStyle and SuperMoto) Gloves and goggles must be worn at the start of each practice, qualification, sighting lap or race Flag Marshals: Minimum age: 18 years (instead of 16) Must also have a whistle New way of positioning flag marshals around the track Sighting lap: Changing of motorcycles after the sighting lap will be allowed (MXGP, MX2, Motocross of Nations, Women s Motocross, Veteran Motocross) Stopping of a race: After 2 laps and before 51% of the time has been covered: staggered restart from the pit lane according to the riders positions in the lap preceding the stopping of the race (MXGP, MX2, Motocross of Nations, Women s Motocross, Veteran Motocross) Sidecars: Maximum 14 World Championship events Maximum number of crews per group: 30 S1GP SuperMoto/SuperMoto of Nations: Maximum 7 tyres per event Single tyre manufacturer for the SuperMoto Championships

New wording: Medical flag (formerly: white flag with a diagonal red cross) Pits (formerly: repair and signaller zone) The Pits includes a pit lane for riders to enter and exit the pits and pit boxes for the mechanics Technical Aspects Amendments concerning throttle control. Details will be announced in the 2016 Technical Rules for Motocross. Trial (CTR) Restructuring of the FIM Trial Appendices - Regrouping of several Championships formulation of numerous articles, terms and definitions. - Many new wordings and definitions in the Rules books. - Yellow Card : «After the Section observer has communicated the penalties, a rider or his assistant speaks with a Section observer or the rider goes down from his motorcycle and enter the section walking. Sporting Modifications-Trial Outdoor New entry fees for Trial Outdoor: - Riders: For one day: EUR 50.and for two days: EUR 80.- - Assistant: For one day: EUR 45 and for two days: EUR 70.- - FIM Trial Team Manager: For one day: EUR 45 and for two days: EUR 70.- - Manufacturer Team Manager: Free. New entry fees for TDN and TDNF: - Men's and women s team: EUR 150. - Assistant Per day: EUR 45.- - Team Manager Per day: EUR 45.- Updates of the financial penalties for the riders, assistants, and Team managers. An event will be organised with a «Parc Fermé» during the 2016 Championship. Change of the names of the catégories: World Championship «World Pro» becomes«trialgp», World Cup «Trial»becomes «Trial2» and FIM Prize «125cc» becomes «Trial125» New teams composition for the «Trial des Nations «One nation is composed of 10 persons with FIM bibs as follows 3 Men riders, 3 Women riders, 2 Assistants for all the Teams, 1 Team Manager, 1 FMN delegate.

Electric bikes: in 2016 New mention of «e-class» inside the «international» category Recommendation for the use of riders chest protectors (front and back) for 2016. Mandatory for 2017. Minimum Ages to participate in the World Championships FIM Trial: - 14.with use of a motorcycle having an engine capacity of 125 cc up to 16 years and valid rider's license corresponding to the capacity of the machine, except on closed circuit. - For the FIM Prize«Trial125» : from 14 to 18 years (Not reaching 19 years hold in the year of the competition) Entered Assistants: «Every rider can be accompanied by only one assistant present for safety reasons». Possibility for the «Women World Cup» and «Trial125» to race over 2 laps instead of 3 laps. Classifications and results: - «Trial125» : Total minus 4 worst results (TBC). - «Women Trial» : Total minus 1 worst result. New timetable for the Administrative and Technical controls. Practice and walk of the Sections the day prior the competition. CTR-CTI Technical aspects: Amendment for rear brake discs. Details will be announced in the 2016 Technical Rules for Trial. Communication: Trial: FIM Trial Facebook page + FIM Trial App (Live results for X-trial and Trial World Championships) Please find below the changes for the non-sporting commissions: CTL - Code for Touristic Gatherings Amendments: - Add the Mototour of Nations - Allow for extra-charges for late comers - Adapt age limit - Add new prizes - Reduce the minimum number of participants to qualify for some prizes - Create a new category for Meritum Masters (over 50 FIM Rallies) - Widen the definition of Gatherings to include adventure touring events

CIE - Environmental Code - Amendments: - Include Drag Racing as new discipline (with specific requirements for the dimension of the environmental mat) - Add suggestions on waste management (container, location, etc.) and catering facilities Good governance Introduction of the FIM Code of Ethics, applicable to the entire FIM family (e.g., officials or riders) * * * Please communicate the above changes to the relevant people in your FMN or CONU and particularly those in charge of the various sporting disciplines.
