FORT WORTH BOAT CLUB 2019 SAILING INSTRUCTIONS (Revised January 2019) 1. RULES Races will be governed by the rules as defined in the 2017-2020 Racing Rules of Sailing and the prescriptions of participating fleets. 2. NOTICES TO COMPETITORS Notices to competitors will be posted on the race committee bulletin board located on the east porch of the FWBC. 3. CHANGES IN SAILING INSTRUCTIONS Any change to the sailing instructions will be posted two hours before the warning signal of the first race on the day it will take effect, except that any change in the schedule of races will be posted one week before it will take effect. 4. SIGNALS MADE ASHORE 1. Signals made ashore will be displayed on the harbor flagpole. 2. When flag AP is displayed ashore, one minute is replaced with not less than 30 minutes in race signal AP. This changes the RRS Race Signals. 5. SCHEDULE OF RACES Refer to the 2019 FWBC Notice of Race. 6. CLASS FLAGS Refer to the 2019 FWBC Notice of Race. 7. RACING AREA Attachment A shows the racing area and permanent mark locations. 1

8. THE COURSE 1. The course will be posted on the race committee signal boat. Marks shall be left to port in the order posted unless the race committee signal boat displays a green flag or shape to indicate that marks are to be left to starboard. 2. No later than the warning signal, the race committee signal boat will display the approximate compass bearing from the race committee signal boat to the first mark. 9. MARKS 1. Marks will be permanent and/or temporary buoys. Permanent buoys will be orange or white cylinders with a letter designation as shown on Attachment A. Temporary buoys will be orange tetrahedrons or red spheres. They are designated by numbers: 1-windward mark, 2-reaching mark and 3-leeward mark. 2. When a temporary buoy is used as a new mark as provided in instruction 13, it will be an orange tetrahedron with a black band or red sphere with a black band. 3. The starting and finishing marks will be marks of the course as described in instruction 9.1. 10. AREAS THAT ARE OBSTRUCTIONS Because of the Regulations of the Tarrant Regional Water District, boats may not sail between the marker buoys surrounding the Azle Water Pump. 11. THE START 1. Races will be started using rule 26. The race committee may sound several brief signals prior to the first warning signal in a starting sequence. A blue flag or shape may be substituted for flag P. This changes RRS rule 26. 2. The starting line will be between a staff displaying an orange flag on the race committee signal boat and a nearby mark. 3. Boats whose preparatory signal has not been made shall keep clear of the starting area and of all boats whose preparatory signal has been made. 4. A boat starting later than 10 minutes after her starting signal will be scored Did Not Start. This changes rule A4.1. 12. RECALLS 1. Individual recalls will be signaled in accordance with rule 29.1. In addition, the race committee may attempt to broadcast the name or number of each recalled boat on VHF radio channel 68. If rule 30.1 is in effect, boats which cross the starting line in the minute prior to the start may be notified before the starting signal. The following shall not be grounds for redress: a. Failure of a boat to receive the recall broadcast b. Failure of the race committee to broadcast recall numbers c. A boat s position in the sequence of broadcast numbers 2

2. General recalls will be signaled in accordance with rule 29.2. If a subsequent class flag has been displayed, it shall be removed and voided. 13. CHANGE OF POSITION OF THE NEXT MARK To signal a change of course to a permanent buoy the race committee will display the letter designation of a new permanent mark instead of the compass bearing to it. This changes rule 33. After a new permanent mark is designated, the remainder of the course will be sailed as originally described, with the new mark substituted for every occurrence of the old mark. 14. THE FINISH 1. The finishing line will be between a staff displaying an orange flag on the race committee boat and a nearby mark of the course. 2. When the course is shortened, the finishing line will be between a staff displaying an orange flag on the race committee boat and a nearby mark of the course. This changes RRS 32.2. 15. TIME LIMIT Boats that have not finished within 45 minutes after the first boat for their class sails the course and finishes will be scored Did Not Finish (DNF). This changes RRS 35 and A4.1. 16. PROTESTS AND REQUESTS FOR REDRESS 1. Protest forms are available on the race committee bulletin board or in the FWBC office. 2. For each class, the protest time limit is 30 minutes after the race committee finish boat docks after the last race of the day. The time of docking will be signaled by a sound and the time posted on the race committee bulletin board. 3. Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses and the location of the hearings. 4. Notices of protests by the race committee or protest committee will be posted to inform boats under rule 61.1(b). 5. Breaches of instructions 11.3 and 18 will not be grounds for protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides. 17. SCORING The Low Point scoring system of Appendix A will apply. The number of races to be sailed and the number of throw-outs shall be specified for each event or series. 18. SAFETY REGULATIONS 1. A boat that retires shall notify the race committee as soon as practical by radio or by notifying the harbor master or the FWBC bar to contact them. 2. Personal flotation devices (PFDs) are required to be worn by all crew members on any boat racing with less than three on board (i.e., one or two persons on board) or the boat will not be scored. 3

19. PRIZES 3. Add to rule RRS 41: (e) help to recover from the water and return on board a crew member, provided the return on board is at the approximate location of the recovery. Refer to the prescriptions for participating fleets. 20. DISCLAIMER OF LIABILITY Competitors participate in the races entirely at their own risk. See RRS 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after any race or series. 4
