Welcome Message As Chairman of the Performance Rally, I welcome each of the competitors and their teams, alll of our volunteers, sponsors, media, and our enthusiastic and all-important land owners, as we embark on the 26 th running of NEFR in July, 2016. The off season has presented us with a number of challenges. The first of which has been, as many of you are aware, that Ted Goddard, the past chairman of the Maine and The New England has not been well, and will be unable to join us this year. Ted has been involved with our event since its early inceptionn doing the myriad things that need to go into running a National Rally event. From managing the registration process to coordinating the entries, to making sure the workers have all they need to perform their jobs. Ted has been theree (not always so quietly) performing these duties. We have to remember that this event would not be what it has been these many years withoutt the professionalism he has brought to NEFR. Ted s constant oversight has been the key element that has kept our event on course and his presence is surely missed. We have been extremely fortunate to have a large number of key volunteers step up and share the load presented by Ted s absence. Another key role that needed to be filled was that of Rallymaster, since Mark Everett, who had performed this role for the past 6 years, has a conflict in his schedule and cannot be at the event this year. Rest assured that Mark has been very much involved in pre-event planning and organization. In Mark s absence, John Buffum, the originator of these Maine/New Hampshire events has graciously agreed to serve as our Rallymaster, in which he will use his vast expertise in the running of the 2016 New England. In doing so, he will step down as the team manager of the Vermont Sportscar Rally Team for the duration of the event. We certainly appreciatee and thank Vermont Sportscar for allowing John to be of service. NEFR once more would like to thank the land owners who permit our use of their lands and roads for our enjoyment. The Towns of Peru and Woodstock allow our use of the Concord Pond Stage; one of the stages used every year. Seven Islands Land Management has provided roads used on both Friday and Saturday from the very beginning. The use of Wagner Forest Management s roads has been welcomed, and has addedd to the diversity of our stages. Our Plum Creek Forest group has been a wonderful partner in our stage use. Recently they were bought by Weyerhaeuser whose new management is reticent to permit use of their roads this year. We look forward to bringing them back into the event in the coming year if we are successful in helping them understand our sport and its positive effect in the community. There will be plenty of stages to keep you all happy, so no worries. We would like to thank all the men and women working in these companies; without their support the event could not happen. Our permission to return each year is a testament to the high standards in which we as competitors, organizers, workers and fans conduct ourselves and to our high regard for the environment through which we travel. When driving on the recce, please be ready to pull over and give way to the logging trucks who are on their way to the mill! This is all so we can continue to race on their roads. 2 of 22

1. Event Description The is to be held on July 15-16, 2016. It will start and finish at the Sunday River Resort located in Newry, Maine. Friday s Maine Regional Rally will have three traditional stages totaling approximately 32 miles of roads. Saturday s New Hampshire Regional Rally will have approximately 70 miles of stages. Most are fast, with occasional twisty bits; they range from rocky to smooth, changing many times in the same stage. We have reverted to an old ending for the northern-most stage and we ve added a new stage linking this with the familiar Magalloway area stage. Some are being used as access for current logging operations and all are on gravel with short stretches of asphalt. The roads tend to be fast and may cut-up in some softer areas. Friday s stage, Concord Pond will again be run mid-day this year to alleviate some spectator issues from year s past. The two day, National, Forest Rally comprises both regional rallies above. Parc Exposé and Parc Fermé will be located in the South Ridge Parking Lot 2 at the Northwest end of the Sunday River Resort just outside the. Service Parks will be located on Friday in South Ridge Parking Lot 3, just Northwest of the Phoenix House restaurant (now newly named) and on Saturday in Errol, NH at the grasss field, adjacent to the JML Trucking facility. The route is contained in an area 60 miles to the North and 60 miles to the East and West of Bethel, Maine. Maps will be included in the front of the route book and in the Supp s. The route is approximately 440 miles long with approximately 101 miles of special stages. The altitude of the areaa covered ranges from 600 Feet (200 Meters) to 2000 Feet (600 Meters) in height. Rally Headquarters and Official Notice Board All activities, unless otherwise indicated, take place at various Sunday River Resort facilities. The Sunday River Resort is located in Newry, Maine. Maps are available on the internet and herein; use them to find specific locations referenced in these Supplementary Regulations and in the Service book. Headquarters on Thursday, Friday and Saturday, beforee the start of the rally, will be at the South Ridge Welcome Center of Sunday River and will be open at times listed in the Schedulee and Appendices. Recce Registration will take place on Wednesday Evening in the Grand Summit Resort Hotel at times listed in the Schedule and Appendices. The OFFICIAL NOTICE BOARD will be located at the rally headquarters registration area until the start of the rally on Friday morning. During the running of the event, the OFFICIAL NOTICE BOARD will travel with Rally America s scoring vehicle, along with their scoring monitors, and will generally be located at the service areas. 6. Type of Event This is a performance rally consisting of approximately 10 day stages, to be run over closed roads, linked by transit sections with liberal time allowances. All competitive driving will be on gravel stages. Total length of the route will be approximately 450 miles, including approximately 101 miles of stages. The Official Route Book will include distances and tulip diagrams. Timing will be in seconds and tenths of seconds. Stage Notes will be provided in a separate book for the special stages. Organizers reserve the right to change the number of stages and exact stage/transit mileage within a reasonable margin. If it is changed, a competitor s bulletin will be issued. 6 of 22

8. Exceptions to Rally Rules 1. The Route and Route Book will have some transit mileages of more than 5 miles in length between instructions. 2. Leg is defined as the part of the route starting at an MTC and ending at an MTC or an RGC. 3. MPL will de 15 minutes for each LEG of the event. 9. Features of the Rally All speed limits, which may differ from posted limits, are given in the Route Book. Thesee are mandatory, and any penalties for excessive speed will be based on these speed limits. If unposted the SPEED LIMIT on gravel roads is 30 mph. O Controls may be in Operation! Official time will be available at MTC s and at Registration on Friday as well as at the Rally America RV. QUIET ZONES are to be traversed at 5 mph below the posted speed limit, using low beams and being quiet. The initial STARTING ORDER will be determined on the basis of the Rally America Speed Factor List. Cars qualified to start in the first group will be started per Rally America Rule 1.7. E.4, based on the draw Thursday evening. If a control issues a time that the competitor believes to be in error, the competitor will point out the problem to the control worker and request a correction. If the dispute cannot be solved immediately, the worker will, on request, initial the time and note the nature of the dispute in the Control Log. Competitor scoring inquiries will follow Rally America rules. All INCIDENTS/ACCIDENTS must be reported on the appropriate forms; forms are printed in the Route Book. It is the responsibility of the competitor to hand the completed form to one of the Stewards. All rally officials and their delegates are Judges of Fact. Their observations constitute valid testimony, and they are authorized to report violations of these rules and the Rally America rules to the Stewards. Please do not block side roads or driveways while waiting to check into an ATC. Pleasee use Porta Potties at Concord Pond Start area so as to not make local homeowners unhappy. 8 of 22

All competitors are advised to commit the paragraph in the Rally America rules (7.10) concerning Force Majeure to memory. Remember, all stages are hot until stopped by a red cross. All personnel connected with the rally MUST sign the WAIVER at Registration and wear their wristband at all times until the conclusion of the event unless they have a valid Rally America issued Hard Card. Competitors and Service Crew Members must be able to show their wristbands or hardcards whenever necessary. New USAC Servicee Crew Licenses will be available at Registration at a cost of $10.00 each for this specific event. Commencement of Rally Participation: Once team members have signed the waiver, for the rally or the recce, they have begun their participation in the event and are subject to the regulations, rules of conduct and penalties established in the Rally America Rulebook and these Supplementary Regulations. When stage roads are run twice, if you stop or are stuck on course your car will be left in a safe location until after the second running of the stage. We have refined MPL as above to allow the Sweep and Medical team to more closely follow the majority of competitors. This means that between Regroups your maximum time to be late is 15 minutes shorter than normal. But your day-long lateness is about the same (or longer). Please respect the Sweep vehiclee in doing his job. For Teams running only the Saturday Regional rally there will be a mandatory driver s meeting at 7:30am at the MTC Out. Any circumstances not covered by these Supplementary Regulations and the Rally America Rules and Bulletins shall be decided by the Chairman, Rallymaster/Clerk of the Course, and/or the Stewards, as applicable. Refuel to Remote refuel = Transit 45 mi; Stage 18 mi Remote refuel to S3 = Transit 32 mi; Stage 14 mi Service 3 to Remotee refuel = Transit 19 mi; Stage 14 mi Remote refuel to S4 = Transit 47 mi; Stage 18 mi Service 4 to Finish = Transit 40 mi; Stage 4 mi 9 of 22

10. Event Registration Entries can be remitted Online at: www.rally-america.com. Please have required documentation per Article 4 of the Rally America Performance Rally Rules. Complete the Rally America Registration Form online or mail or present it with full payment, to the NEFR Competitor Registrar. Please Pay Online at: www.newenglandforestrally.com or by check or money order. These must be made payable to: Performance Rally, LLC". Mail payment to: Pam Bowman, NEFR Competitor Registrar, 178 Miller Rd. Dalton, NH 03598 (They must be postmarked before proper deadline.) Post-dated checks are not acceptable. NSF checks will be subject to a $50.00 administration fee and entries will be considered Withdrawn until such time as replacement funds are received by the Registrar. Please allow five days for mailing from within the USA. Entrants may confirm receipt of their entry by checking the Rally America A website. Entrants may confirm receipt of entry payment by emailing Registrar at Pam@teamoneil.com. CARS License Holders CARS license holders are required to fill out the Rally America entry form online. Documents The completed Rally America registration must accompany the entry fee. The waiver must be signed by the driver, co-driver, and all servicee crew by the close of registration unless they have a Rally America issued Hard Card. All applicable documents must be presented at registration and must be valid on the days of the event. Rally licenses must be obtained prior to the start of competition and are available from Rally America at Registration. Maximum Number of Entries The maximum number of entries will be 75. If more than 75 entries are received, entry will be determined on a first pay / first serve basis (i.e. payment must be received before your entry is considered. A wait list will be utilized. The organizer reserves the right to allow more entries. Withdrawal of Entry Withdrawal of an entry MUST be made in writing to the NEFR Competitor Registrar: Pam@teamoneil.com before the opening of registration. 10 of 22

Entries that are not paid in full at this time will be charged the Late Entry Fee. Entries submitted on the day of the event must be paid in cash or check. Refund Policy A request for a scratch refund must be received in writing prior to the opening of registration on Thursday, July 16, 2016. Theree will be no refunds for any entry that has participated in any portion of the rally. The NEFR reserves the right to make partial refunds for proven special circumstances. 12. Starting Order Starting order will be determined in accordance with Rally America rules and posted on official notice board as soon as possible after the Close of Registration. 13. Odometer Check An odometer check is included in the Route Book; if you need a longer one please use the following instructions. Re-zero at the junction of Sunday River Road and Route 2, heading East on Route 2, toward Rumford and Mexico. From here to the junction of Route 2 and Route 5 (Rumford Point) the distance is 9.26 miles. 14. Scrutineering Scrutineering will be held at the Sunday River maintenance shed, indicated on the map and during the times mentioned in the schedule. Competitors must present their vehicle log books at technical inspection. Only vehicles that have successfully passed Scrutineering will be permitted to participate in the shakedown stage and the event. Please arrive no later than 7:15pm on Thursday as Scrutineering needs time to check your car and they will close promptly at 7:30pm. Please schedule with them if you need to have them available on Friday morning or Saturday morning for a re-entry inspection. NOTE: Log books will only be issued by prior appointment at Scrutineering. Please book an appointment with Don Taylor or Mike Hurst ahead of time. You may go to Tech before Registration. TECH FORMS will be available at Tech! 15. Vehicle Visual Identification Competitor ID packages, including Rally America door panels, series sponsor s decals Windshield decals and number packages will be available from Rally America at Registration When ordered in advance from Rally America. There may also be event sponsors who require their stickerss to be placed on competing vehicles. Sponsors are entitled to receive the full benefit of their advertising. Please show your appreciation of their support by displaying their advertising with pride. Competitor ID materials and event sponsor decals must be applied to the satisfaction of the Scrutineer. 16. Autograph Session An informal Autograph Sessions will be held at Parc Exposé on Friday beginning at 9:00. Please remain at or near your cars through Parc Exposé for this opportunity to sign autographs. Remember that the kids especially appreciate the interaction with the competitors and appreciate the Autographs immensely. 12 of 22

17. Media/ /Shakedown Stage There will be a combined Media/Shakedown Stage for competitors Road TBD Team O Neil Rally School will be hosting scheduled testing on Wednesday July 13 th, 2016. They are doing testing by the hour and you need to sign up and pay in advance here: https://teamoneil.com/product/nefr-test-2016/ Event registration and Scrutineerin ng must be completed before entering the shakedown stage. All competition safety gear & competition driving suits is required of drivers and co-drivers. Media ride alongs will be required to have been properly registered and wear helmet and head and neck restraints meeting the requiremen nts of Article 5.1 of the Rally America Performance Rally Rules 18. Reconnaissance (Recce) Please see the Schedule for Registration location and times. The Stage Notes and recce instructions will be handed to competitors at recce registration. We plan to start competitors at approximately 30 second intervals within specified time intervals. Competitors are allowed to be on the stage roads only within the time intervals listed by the organizer. Vehicles used in reconnaissance must be normal streett vehicles with no lettering, advertising or other markings/customizations which would call attention to the vehicle. Exhausts must be quiet. The Clerk of the Course will be the final arbiter of the suitability of a vehicle intended to be used for reconnaissance. It is customary that only the driverr and co-driver are allowed in the vehicle during reconnaissance. Additional passengers are not allowed unlesss they are a registered driver or co-driver in this event. Recce requires a lot of concentration to do it well, any distractions would put teams at a disadvantage. Competitors should therefore make arrangements with their service crew (or another team) to take their car through Scrutineering. The Novice Competitor School will be located at the. Shakedown will be short for novices attending the school. 13 of 22

19. Unauthorized Practicing / Reccee (IMPORTANT!!!) The Performance Rally, LLC (NEPR) has worked very hard with the various landowners to obtain the right to use their land for stage roads. One must remember these stage roads are private, active, logging roads. Logging trucks are paid to deliver logs. To do so safely they travel the middle of the road. Every landowner has made it clear, if we have a repeat of past problems, e..g., trespassing, their land will be closed for good. No more New England Forest Rally. NEPR has agreed to notify all Participants - Drivers, Crew & Workers of the following: The landowner s roads are CLOSED for any rally related purpose at all times throughout the year except for date & times approved for the NEFR. Anyone found on the roads at any other time will be banned from competing in NEPR, LLC Rally s under Article 4.8 of the Rally America rules. If you desire to use any of these landowner s roads for testing, you must have prior written permission from the landowner with a copy to NEPR, LLC clearly stating the Date, Time and Road. The landowners reserve the right to set conditions on said use which may include a road use fee or actual denial of access. The Rallymaster/Clerk of the Course shall be the sole arbiter of any potential violation. The official Media/Shakedown Stage providedd to competitors is not consideredd a violation during its official hours of operation. Participation in the official reconnaissance when providedd is not considered a violation during its scheduled times. Before the event, competitors and service crews are free to travel on any paved road getting to and from hotels, fuel stations, meals, etc. During the event small detours from the service route, for service, vehicle fuel, food, etc. are allowed, as long as all travel is on asphalt roads. All unpaved (dirt/gravel) roads within a 80 mile radius of Sunday River Rally Headquarters are off limits to all competitors. 14 of 22

20. General Event Running Information Pre-Event Parc Exposé The Parc Exposé will be at Sunday River, in the South Ridge Parking Area, Lot 2. Competitors must be in position by the scheduled time at the latest ( to avoid a monetary $50.00 penalty). Refueling is to be done in the authorized Refueling Area. Please see the schedule for drivers meeting times and location. Informational Scores for Friday and Restart times for Saturday will be available at approx. 8:30pm and will be posted at the Sunday River Grand Summit and the. Friday Evening Parc Fermé (For National Teams Only) National Entrants will be required to follow the service times and enter the Parc Fermé control at your correct time. Upon leaving that control you may drive to the refuel area and refuel ONLY; then return promptly to the Parc Ferme. In the morning the Parc Fermé will open for all competitors per the competition Schedule to allow for additional service time; no refuel is scheduled at this time. Any National Team failing to enter this overnight Parc Ferme will be penalized for Illegal Servicing; a 10 minute penalty shall be applied (You can buy your way out of the Parc Ferme for 10 minutes). A guard will be provided for overnight security for National entry cars locked in Parc Fermé Saturday Morning Restart There will be a Parc Expose on Saturday morning; drivers are requested to line up in their starting order for checking into MTC 4 on your appropriate minute. Time cards will be available at this MTC for the running of the first section of Saturday s stages. Turnaround Stages Due to many circumstances beyond our control, it is necessary that we use a Turnaround again this year on Friday. Please follow the marshal s advice in parking your vehicles in an orderly fashion to be ready for the restart. Once competitors clear the end of the Control Zone they are freee to work on their cars-with equipment and parts carried therein. Competitors must be ready to restart at their IDEAL START time, although their actual restart time will depend on Course Opening. National & Regional Cars DNFing All teams (National and Regional) DNFing on Friday must notify scoring in writing, before 9pm Friday, that they plan to re-start on Saturday in order to be included in the re-seed. Those that do not notify scoring will be seeded at the rear, regardless of speed. Making a note on the bottom of their surrendered time card is also an acceptable means of notifying scoring of the intent to re-start the next day. 15 of 22

21. Service Park and Servicing All service personnel directly associated with the competitors must sign the waiver and have a wristband unless they have a valid Rally America issued Hard Card. Note that anyone working on a rally car in a service area that does not have a wristband or Hard Card will subject that team to the penalties associated with illegal servicing. Service areaa marshals will also inspect team personnel for wristbands. All personnel traveling into a service area in a vehicle displaying a Service Vehicle must be egistered. Rally America Scoring will have a supply of waiver forms and wristbands. Information in the service routebook will contain locations, scheduled service times and other pertinent information. Service work on rally cars before or after the event in the GRAND SUMMIT area at Sunday River may only be accomplished in LOT 8, which is the large dirt parking lot on the left just before entering the Grand Summit parking areas. All trailers must be parked at Lot 8 only. Please confirm with Walter Clark, our Service Area Coordinator by emailing him at: (walterclark1@comcast-dot-net) size or a different footprintt is possible; charges vary by size if you need more space than the normal Rally America size of 20x60 feet. Extra requested. REQUESTS FOR OVERSIZED AREAS MUST BE SENT TO WALTER BY JULY 11. Planning ahead of time is always a smart idea! Basically if it fits in the 20x60 areaa you are free to park it there. Payment for larger areas must be made at Registration; $200-400 depending on additional size required. Only servicee vehicles will be allowed to enter the servicee areas; spectator cars and vehicles not actually performing work should be left outside the Service Area. Please read and comply with the above sentence BEFORE arriving at the service park entrance. Vehicles in service areas failing to display their assigned service vehicle passes will be fined $ 200.00 each occurrence. Full coverage ground sheets MUST be used at all times; jack stands with flat bottoms or 12 X 12 platforms under the stands must be used. Service Crews may spectate at Official Spectator Areas but service vehicles must not leave the pavement at Spectator points. You may walk in to Official Spectator Area s to spectate, following the general spectating rules and observing Spectator and other Marshals. Service Crews are not allowed in any Hot areas of controls. 16 of 22

Errol Service Area The Errol Service Park is located 1.2 miles North of LL Cote on Route 26 in the town of Errol in the field adjacent to JML Trucking. Service spots generally will not be pre-assigned. We have allowed space commensurate with the known service vehicle sizess from past events. Please follow the Service Area Marshal s instructions when setting up your service location. The Service Park is located on the right side of the highway as you travel north. A re-fueling location will be included in the Truck Yard adjacent to the service area for refueling on your transit out of Errol Service s. 22. Parc Fermé, Impound and Teardown All vehicles are subject to inspection by the Technical Inspection team at any time during the rally. This team is aware of the running schedule, and transit times are such to allow the Technical Inspection team to complete their during-event checks without exposing a competitor to road penalties. All finishing competition vehicles will be directed to an impound area at the final MTC. Vehicles so directed are required to remain in the Parc Fermé area until released by the Event Steward or his designee or referred for additional inspectionn as required. Selected vehicles may also be subject to a tear-down. 23. Fuel/Refueling While the rally is in progress (Opening of the Service Area at Sunday River on Thursday until the finish of the rally on Saturday) refueling may only be conductedd in official rally Fuel Depots. Regional Competitors in an emergency can use a normal public gas station. Refueling may never be done in a Service Area, regardless of whether the area is active at the time or not. Fuel Depots are located adjacent to Service Areas. Refueling will typically be after exiting a service area. Refueling time will be incorporated as part of the Regroup time in which the refueling takes place. Fuel Depots are considered Hot Areas. The following Fuel Depot requirements must be observed (to satisfy State Fire Marshall requirements): Only registered drivers, co-drivers and service crew are allowed in the Fuel Depot. All parties in the Fuel Depot must wear long pants and closed toe shoes. Teams must man a fire extinguisher (minimum 5 Lb. / 40 BC) during refueling. All refueling must be done on a protective tarp. Teams must have absorbent pads to clean up any fuel spills before leaving the Fuel Depot. While in the Errol areaa please Use the LL COTE PUMPS for your Service Vehicles and personal transport, located on the East side of Route 26, as they are our sponsor! 17 of 22

Optional Fueling Friday s optional fueling at the end of the day is after SSS #3 as you transit back to Sunday River. It is located at the Ball Field, ¼ mi after turning Right onto Route 120, just North of Andover, Maine. Small vehicles only will be able to take part; no large service trucks will be accommodated. You will have a monitored remote re-fuel. Please enter this location in an orderly manner. Please remember there is no service allowed in this control. It is Fuel Only It is suggested that if you require this remotee refuel you plan on a small crew so that you will have time and crew available for a major end of day Service. Saturday s two optional refuels are both at the DOT lot on Route 16, between Wilson Mills and the finish of SS# 6+7. Small vehicles only will be able to take part; no large service trucks will be accommodated. You will have a monitored remote re-fuel. Pleasee enter this location in an orderly manner. Please remember there is no service allowed in this control. It is Fuel Only VP Fuel Delivery VP fuel delivery will be scheduled on Thursday, July 14 th, 2016 between the approximate hours of 12 noon and 5pm. Please schedule your service team to pick-up fuel in Sunday River s Lot 8. 24. VIP Rally Program We encourage any teams that may have VIP team personnel or family to take advantage of the VIP Rally Program. Information on this program is available along with sign-up on the NEFR website at: http://www..newenglandforestrally.com/vip-bus-program/ A coach bus, chef catered lunch and special viewing locations will be featured. Both Friday and or Saturday programs are offered. The program is hosted by experienced rally people to allow for our VIP s full enjoyment. 25. Results and Awards Results will be posted in accordance with Rally America rules. Awards will be presented for the class (3 cars per class required to make a regional class) and overall finishers of the Regional and National events Saturday s Finish will be on the Slope Side of the South Ridge Welcome Center. Post-race Impound will be on the Slope and the Champagne Spray will be adjacent to the Patio in front of the Sunday River Chondola. A Barbecue and Bar will be available and is open to the Public.
