Highway Committee MINUTES OF MEETING August 22, 2016 Meeting of the Highway Standing Committee of the Chemung County Legislature Minutes of a meeting of the Highway Committee of the Chemung County Legislature held in the Legislative Chambers, 5 th Floor, Hazlett Building, 203 Lake Street, Elmira, New York on Monday, August 22, 2016 Members and officials present: John Pastrick, David Manchester, L. Thomas Sweet, Joseph Brennan, Kenneth Miller, Brian Hyland, Cornelius Milliken III, Peggy Woodard, William Fairchild, Aola Jackson, Paul Collins, Martin Chalk, Richard Madl, Rodney Strange, Donna Draxler, Michael Krusen, Karen Miner, J. Michael Mucci, Robert Dieterle, Robert Page, John Webert, Mark Watts, Christopher Moss, William Schrom The meeting was called to order by the Chairman of the committee, John Pastrick. Motion made by David Manchester, seconded by Richard Madl, and Passed with a vote of 6-0, awarding RFB-1897 2016 Phase 2 Pavement Construction to Dalrymple Gravel and Contracting Company, Inc. In response to question from Dr. Milliken and Mr. Fairchild regarding the composting equipment to be purchased, Mr. Watts stated that the County purchased a Tub Grinder in 2013 that turns yard waste into mulch which can be used by local municipalities. The new composting equipment will make the mulch into topsoil that will be available to municipalities as well. Mr. Watts noted that the equipment will not be purchased until the grant money is received. Mr. Sweet noted that when the Tub Grinder was purchased the County took out a bond to cover the $400,000 cost. He is concerned that the same grant money is now being used to purchase a second piece of equipment. He also raised concerns regarding the County operating the composting site. Mr. Sweet stated that the County got out of the solid waste business eleven years ago when Casella took over operation and management of the Chemung County Landfill. He reminded the Legislature that composting is controlled by the New York State Department of Environmental Conservation and that they could issue consent orders and fines for the site. Motion made by William Fairchild, seconded by David Manchester, and Passed with a vote of 6-0, authorizing agreement with the Chemung County Soil and Water Conservation District (Composting Equipment) Motion made by William Fairchild, seconded by David Manchester, and Passed with a vote of 6-

CHEMUNG COUNTY ROUTE SLIP * PERSONNEL REQUISITION Resolution authorizing agreement with the Chemung County Soil and Water Conservation District (Composting Equipment) Resolution #: 02 Slip Type: SEQRA status OTHER Explain action needed or Position requested (justification): Requesting Resolution authorizing the County to reinvest $197,500 in recycling grant monies (that was originally earmarked to reimburse the County for a portion of the a table grinder that was purchased in 2013). The Chemung County Soil and Water Conservation District (the "District") would like to use this money for a County composting program (location to be determined). An agreement between the County and the District would provide the District with the grant funds to purchase equipment and storage facilities to be used in connection with composting.
