Minutes of Lincsters General Meeting Wednesday, March 28, 2018 Orchard Creek Multi-Use Room Lincoln, CA The meeting was called to order by Captain Alyce Stanwood at 8:30 a.m. Captain: Alyce Stanwood Welcome to all members attending. Introduced the current Board members Minutes o A Motion was made to approve the Minutes of the General Meeting of 12/6/17 by Alyce Stanwood and 2 nd by Pat Shafer. As of April 4, our play day will begin at 8:00 a.m., and will be played on the Back 9 of either the Orchard or Hills courses. A drawing will be held at the end of the meeting with a variety of prizes given that were donated by Alyce. Co-Captain: Linda Salmon Your Board has been working hard by redoing our Standing Rules and going to rules seminars to keep up to date on all the rules and any changes. Treasurer: Mary D Agostini Bank balance as of today is $9,757.36. The first payment to NCGA/PWGA of $4,914 was made in January which covered 126 members. Tournament Chair: Judy Josse Updates on upcoming tournaments. Bring a Friend Tournament o April 25, the flyer is on the website. o Deadline for entry is April 11. Red, White & Blue Tournament o Nancy McDonald is chairing this tournament which will be held on May 30, to commemorate Memorial Day. Halloween Tournament: Edna Linville o Edna is the chair for this tournament. Halloween falls on our Wednesday play day. The tournament is called Hocus Pocus, it will be played at 1:00 p.m., with a luncheon to proceed it. This way we can all come in costumes at the luncheon, if desired, and can change before playing golf if necessary. It should be a fun tournament.

Indian Creek Tournament o This is an invitational tournament to be held on May 16. The flyer is posted on our website. $37 entry fee. Check out the first prize! Club Championship: Darlynne Giorgi o Darlynne is the chair. She has a great committee, and the decorations are all completed. o The tournament will be held on August 8 and 15, with lunch on the 15 th. Social Chair: Ingela Butters Tonight will be the last night for dinner after 1:00 p.m. golf. PWGA: Sharon McMillan Upcoming PWGA tournament applications are in the binder in the Pro Shop. o 9-hole tournament on 5/1 in Stockton. o 18-hole Tournaments Executive Womens Par 3 Challenge will be held 4/22 at Bartley- Cavanaugh Course in Sacramento. Saddle Up in Manteca on 5/3. Indian Creek on 5/16. Handicap: Linda Salmon A little refresher on how to X-out on a scorecard. This information is also on the Lincster website. o At a recent rules seminar, their information suggested that if you start a hole and then pick up, your score on that hole will be the most likely score you would have made, a guesstimate of your total score on the hole. It will probably be more than your max. You should then put on the scorecard X-then guesstimate score. You can then continue to play and score, but you would not be eligible for sweeps. o If you don t even play or start a hole, then your score would be par+pops. The procedure for pops is described on our Lincster website in detail. The pops are based on the difficulty of the hole which is noted on the course scorecard.

o If you play 7 holes out of 9, then you must post. Your score on the holes not played would be pars+pops. Video show of Unplayable Lies and Water Hazards. o The USGA website (under Rules of Golf) has many videos that all members are highly encouraged to view. Unfortunately for today s viewing, the sound portion of the videos was not working so it would be a good idea to view the videos on your own, not only for specific information on these two rules, but for general knowledge. o Unplayable Lies A good remembering tool is the ABC rule: A hit the ball again from the point of the original hit (stroke & distance) B Go back as far as you want keeping the line of site on the hole. C Two club lengths no nearer the hole. There is a one-stroke penalty. This is also applicable to a ball in the bunker, with the ball remaining somewhere in the bunker on options B and C. o Water Hazards Rule 26 Yellow stakes regular water hazard (like a large pond) For a one-stroke penalty you can: Hit the ball again from the point of the original hit (stroke & distance). Drop a ball behind the hazard anywhere on a straight line drawn from the hole through the spot where your ball went in the marked hazard. You can drop back as far as you want. o Red Stakes lateral hazard (a creek/ditch, etc.) For a one-stroke penalty you can: Hit the ball again from the point of the original hit (stroke & distance. Drop a ball behind in a straight line from the hole to where your ball crossed over the hazard. Drop a ball within two club lengths of and not nearer the hole from where your ball crossed over the red staked margin. Find a spot the same distance from the hole as where your ball crossed over the hazard s red margin that is on the opposite side of the hazard and drop a ball within two club lengths of that spot, not nearer the hole. You can also hit the ball in the water with no penalty, but you can t ground your club or touch the water before you make your stroke.

Hole #6 Orchard o In order to use the drop zone, you should have a realistic intent to go over the barranca/hazard area. For most women, this means that if you have hit out of bounds on your drive (maybe on the right side), you cannot then use the drop zone, since we realistically can t hit over the barranca/hazard area on an initial drive. If you have laid up and then tried to go over the hazard and didn t make it, then you can use the drop zone. o This hole is one that is subject to a local course rule. It is best to be aware of any individual course rules that are usually printed on the course score card. A good rule of thumb with penalty strokes is if you re using a one-club length relief there is no penalty; if using a two-club length relief, there is a 1-stroke penalty. Relief from cart path or casual water o In these instances, if you have taken your stance and dropped the ball and it rolls less than two club lengths away, you don t have to re-drop. Rules: Carol Sexton Provisional Ball o When you drive a ball and it looks like it might have gone out of bounds or lost, you can announce to the group that you are hitting a provisional ball. Let the others in your group hit, and then hit your provisional ball. It is best if you use another color ball or a differently marked ball as your provisional. o You can then go look for your ball under the Rules of Golf you have 5 minutes maximum. If the ball is not found, you take a one-stroke penalty and your provisional ball is the ball in play. o If you find your original ball after you have hit a second time with your provisional ball and the original ball is behind that spot, then your original ball is in play and there is no penalty. If you have hit your provisional ball a second time and it passes where your original ball is found, then your provisional ball is in play and the penalty stays. Klutz Rule o The USGA has proposed a rule to become effective in 2019. WNHGA has adopted this rule to be effective immediately. o When your ball is on the green and you accidentally, unintentionally tap the ball with your club, touch it with your foot, or otherwise cause it to move, you can put the ball back to where it was and you do not incur a penalty stroke. If your ball is on the green and it moves by another means wind, slope of green, etc. you leave the ball where it has moved. You don t pick it up and put it back where it was.

Vote on two Lincster Local Rules regarding the Klutz Rule and the Provisional Ball Time Limit o Motion was made by Ingela Butters and 2 nd by Linda Salmon that the Lincsters will implement the procedure known as the Klutz Rule as our Local Rule effective immediately. Voice vote was held and motion passed. o Motion was made by Margie Jewett and 2 nd by Sharon McMillan that the time limit to look for a ball when using the Provisional ball provision will be a maximum of 3 minutes. Voice vote was held and the motion was passed. GAL: Bev Johnson No updates at this time. Monday Mamas: Margie Jewett There are some issues with the website sign-in procedure. The comments area is not working. If you have a special request, send Margie an e-mail rather than noting it in the comments. The sign-up remains the same. On a side issue, Margie said that she had used the Golf Now site to book a tee time at Lincoln Hills. Because of inclement weather, she called and cancelled with the golf course, but a few weeks later received a bill from Golf Now. Be aware that if you sign up through another site other than the specific golf course, you may have to cancel your round with that site. WNHGA: Sara Cannon and Darlynne Giorgi There are currently 23 members. On April 18, our WNHGA is hosting a Team Play at the same time as our regular Lincster play day. The other teams that will be here are Valley High, El Macero, and Cold Springs. There are several girls golf groups that hold golf tournaments and other opportunities for girls in our area. One is Corina Greens for girls ages 8-17, and also Haggin Oaks has youth golf events. Ask a member of our WNHGA group if you are interested. Questions/Discussion from the Floor Used equipment. o Is there someone who is currently collecting and/or distributing used golf equipment to youth organizations in the area? Possibly Nancy McDonald may have that information, and Alyce will contact her and bet bacdk to members. Sherry Weech o Sherry has a new team shirt, size X-l, that she is selling for $25. A great deal for someone! Question regarding relief from an immovable object on the golf course and whether that included knee walls and fence posts. Ranny Eckstrom posed this question to the Pro Shop and was told that relief would be one club length no

Drawing nearer the hole, no penalty, if your ball landed on or adjacent directly to a boundary fence or knee wall and if it interfered with your intended swing. This is something that our Rules Chair will clarify for us. Meeting was adjourned at 10:00 a.m. Secretary
