3 I. INTRODUCTION 3rd event of 2017 Lithuanian Mini Rally Championship (abr. LMRC) Šiauliai 2017 will be organized by Sports Club Rally 4 fun. It is classsified C league rally. The rally will be run in compliance with: - FIA International Sporting Code (abr. FIA Code); - Lithuanian Automobile Sorts Code (abr. LASC); - Lithuanian Automobile Sports Competition s Organization and Execution Rules; - Rules of the Lithuanian Rally Championship 2017 (abr. T-2017 ); - Regulations of the Lithuanian Mini Rally Championship 2017; - 2017 Lithuanian national technical specifications for SGC group cars; - 2017 Lithuanian national technical specifications for SG group cars; - The present Supplementary Regulations. Supplementary regulations are issued by Lithuanian and English languages. In case of divergence will be guided Lithuanian language issued additional regulations. 1.2 GENERAL INFORMATION Total distance of the rally course (preliminary): 135,78 km Number of stages: 10 Number of stages to be raced twice: 3 Number of stages to be raced trice: 1 Total distance of special stages (preliminary): 19,60 km Number of legs: 1 Number of sections: 3 Surface: asphalt 100% Precise total distance, detailed route and itinerary will be specified in the Road Book. Data about the co-driver may be submitted during administrative checking. Correctly and fully filled and signed original Entry form must be submitted during Administrative checking. By signing the entry form the participant agrees that the information provided in the application is true and can be published 4.4 Team Entry form must be submitted till the end of Administative checking (09-07-2017, Sunday, 9:00 hrs.)
6 4.5 Maximum number of the participants - 60. The Organizer reserves the right to change the maximum number of participants, and inform about it in the separate bulletin. 4.6 Eligible vehicles. 4.6.1 In the rally "Šiauliai 2017" participants can take part on vehicles conforming to division CARS (4.1 to 4.4 p.) of 2017 LMRC Regulations. 4.6.2 Eligible vehicles are divided to SGC and OPEN classifications. 4.6.3 Eligible vehicles in SGC classifications (groups, classes): SGC1, SGC2, SGC3, SGC4, Junior (LMRC Regulations part. 5.1.1-5.1.2) 4.6.4 Eligible vehicles in OPEN classifications (groups, classes): 2WD OPEN, 4WD OPEN, Veterans, Historic cars (LMRC Regulations part. 5.1.1) 4.7 Entry fees : Entry fee Till 28-06-2017 17:00 After 28-06-2017 17:00 For all classifications LMRC team entry fee 80 EUR 120 EUR 25 EUR 25 EUR 4.8 The entry fee must be paid as follows: Beneficiary Asociacija Sporto klubas Rally 4 fun Code 303046600 Bank AB Šiaulių bankas. If the crew, has paid the entry fee, fails to appear in the event due to a serious reason, will be refunded 50 percent of their entry fee paid. In case the Rally is cancelled due to Force majeure, participants will be refunded 75 percent of their entry fee paid. V. INSURANCE 5.1 Every participant of the rally Šiauliai 2017 must hold valid User/driver civil liability insurance or the green card (both for the reconnaissance car and for the race car). 5.2 The Organizer guaranties civil liability insurance towards third parties in the special stages from the start to the finish, either his retirement or expulsion from rally. Participants are not third parties to each other. 5.3 Rally insurance policy is not valid for the service cars, even if they are marked with special stickers issued by the Organizers. 5.4 About damage to property of third parties in the special stage crew must inform competitors relations officer at latest by the end of the rally. Failure of this notice or delay, all liability for damages lies crew. VI. ADVERTISING AND VEHICLE IDENTIFICATION NUMBERS 6.1 The positioning of driver s names, surnames, competition numbers and advertising material provided by LASF or the Organizer is presented in Appendix 1 of 2017 Lithuanian Mini Rally Championship Regulations and in Appendix 4 of these Supplementary Regulations. This advertising is mandatory. 6.2 Losing or removal of Start (car) numbers, rally and advertising stickers. During the event, if are lost in 6.1 point mentioned stickers, crew must inform competitors relations officer till the nearest service area or rally finish. Failure to do it, also intentionally removing of mentioned stickers during the event, will be fined by the Stewards decision or the crew will be expelled from the competition.
7 VII. TIRES 7.1 Allowed to use only certified tires for driving on public roads during the summer season, which are in conformity with Lithuanian Road traffic law, and must have EU-compliant markings (label "E" homologation with the country code, such as: E4, E2, etc.). Allowed to use the retreaded tires. 7.2 Prohibited use of racing tires without tread or with him, and refurbished with sports-type tread. Prohibited use of tires with tag "For competition use only" and so on.). For tires eligibility solves Chief scrutineer. 7.3 It is forbidden any tire tread depth changes or separation. VIII. FUEL 8.1 Refueling is allowed only in the refueling zones or commercial petrol stations, without departing from the rally route. IX. RECONNAISSANCE 9.1 Reconnaissance is prohibited. Offenders, captured by police officers or the Organizer official persons, stewards decision may be expelled from the the rally. 9.2 Walking following SS tracks on foot and cycling is not considered a reconnaissance, but forbidden to do so after the safety car passage (from the moment of closing of the track). X. ADMINISTRATIVE CHECKING 10.1 Administrative checking: Date: 08-07-2017 (Saturday) Time: from 18:30 till 19:30 Date: 09-07-2017 (Sunday) Time: from 7:30 till 9:00 Exact arrival schedule with appointment individual arrival times to administrative checking and pre-start scrutineering will be published together with the start order 05-07-2017 (Wednesday) www.rallykurtuvėnai.lt, www.lasf.lt 10.2 Entrant (representative) or one of the members of crew must personally arrive to administrative checking and must present the following valid documents: - Original signed Entry Form; - LASF or parental ASN issued the annual/ single "M" or higher category Competitor s licenses; - Driving licenses, except younger 18 years old ( LMRC varžybų Regulations 3.2 part.); - for minors - a parent or guardian consent, and a copy of the identity document (Appendix 6). NOTE: Those without LASF or other ASF annual "Driver's license", or single LASF "M" category driver's license, will be able to purchase race day during the administrative checking submitted the policy of the accident insurance policy valid auto-moto-karting competitions and medical certificate. XI. SCRUTINEERING 11.1 Pre start scrutineering Date: 08-07-2017 (Saturday) Time: from 18:50 till 20:00 Date: 09-07-2017 (Sunday) Time: from 7:50 till 9:20 11.2 During the pre-start scrutineering the participants or members of team must present the following valid documents: - Green card / valid user/driver civil liability insurance; - Vehicle registration document; - Technical inspection evidence document; - Rally car certificate (passport) issued by the LASF or parental ASN of other country, if the car is equipped with safety roll cage.
8 11.3 Competition numbers and rally mandatory advertising stickers, issued during the Road Books issuance, the crew must affix on their cars before Scrutineering. In advance receive start numbers and rally advertising stickers is possible in advance agreement with Organizer. 11.4 Inspection of driver s helmets and driver s equipment will be performed by Officials, marked identifying signs, during the pre-start scrutineering also in the Service parks and in closed parks or in equivalent status zones. XII. OTHER PROCEDURES 12.1 Official time of the Rally will be the local time as per Lithuanian radio signals. 12.2 Start of the Rally: Date: 09-07-2017 (Sunday) Time: 10:30 All participating in the rally cars must be parked in the pre-start area alongside company Šiaulių Dagris, Pramonės str.6, Šiauliai till 10:00 hrs. 12.3 Official start list will be announced on the Official Notice board and TC0. Official start time for the third rally section will be announced on the Official Notice board and TC 6B. 12.4 The time interval between crews will be 2 minutes during rally time. 12.6 Time cards will be issued: TC 0, TC3C and TC 6C. Time cards will be collected: TC 3B, TC 6B and TC 10A. 12.7 Early check in without time penalty is allowed in TC 10A. 12. Retired crews must inform the Clerk of the Course by ph. +370 612 50791 about the reasons, place and time of their retirement. Retired crew must also return the time card at the closest control point or the stage opening Marshals, and remove the race numbers from the car 12.9 If the crew whose car is issued LASF Rally car certificate (passport) retired from the Rally after crash, the crew or team representatives must inform Chief Scrutineer, and by his request deliver the car for technical inspection. (T-2017, 27.3 p.). 12.10 Red flag. Upon seeing the Marshal with identification mark displayed red flag, the crew must immediately reduce speed and stop, and continue following the Marshals instructions. Failure to comply with this rule, by the Steward decision crews will be punished according to LASC 12 part. The crew, which has been shown the red flag will be appointed the appropriate result according T 2017 39 art. 12.11 In the Special stages participants are required to wear a helmets, to be fastened seat belts and drive with switched on headlights or the respective LED lights. 12.12 In the Special stages driving in the opposite direction is strictly prohibited. For non-compliance the crew will be expelled from the rally 12.13 Start procedure in the Special stage. In all Special stages start will be executed by means of the electronic timing equipment. When 30 seconds are remaining to start, the crew is handed in the timecard. The electronic clock shows hours, minutes and seconds. When 5 seconds are remaining to start, five red lights will light up every second from one to five. Then these five lights are extinguished, and the crew must start. In case when the start is correct, lights green and continues to light for 20 seconds. In case of premature start - display shows "FALSE" and shows the time, the crew brought forward the belonging start. In case if electronic equipment is not installed or it is not functioning, the start procedure shall be carried out according the requirements of part. 37.3 of the 2017 Lithuanian Rally Sporting Regulations. 12.14 Regruping. After first section will be regrouping without changing of start order (sports channel contraction). After second section will be regrouping with changing of start order according SS 1 SS3 results. During regrouping time the crews are allowed to stay in the park, but is prohibited perform any car repairs works, and is valid all the "Park ferme" rules (T-2017 42.1-42.6 part.). 12.15 Service. Date: 09-07-2017 (Sunday) Time: from 7:00 till 20:00
9 12.15.1 During the Rally servicing of rally cars shall be allowed only in the Service park specified in the Road Book (part. 48 50 of T-2017 ). Refueling is allowed only in the refueling zone or in the commercial petrol stations without departing from the rally route (part 58.1-58.3 of T-2017 ). Entering to the Service Park allowed from 7:00 09-07-2017 (Sunday). 12.15.2 For each crew only one service car without trailer is allowed into the Service Park. Special sticker issued by the Organizer must be stick on the service car windscreen. Failure to meet this requirement will be fined. Please leave your trailers in the Organizer s specified location. 12.15.3 It is forbidden to wash the parts and machineries of cars that are using technical oils (engines, gear boxes and similar) in Service Park. 12.15.4 In the place of servicing in the Service Parks the waterproof fabric (minimum 4x4 m) must be laid under a rally car. In the refueling zone a container must be laid under the place of the neck for tank filling (to collect spilled fuel). Using pumps for refueling, the ends of the tube must be equiped with safety tapes or valves. 12.16 Park Ferme. 09-07-2017 (Sunday) Park Ferme will be carried out after finish of the Rally. Park Ferme will opened by Stewards decision no later than the official results publication. XIII. PRIZES, CUPS 14.1 1st - 3rd places winners in LMRC classifications Class Personal 1st drivers, Class personal 2nd drivers will be awarded as cups and prizes if they are established by the Organizer. 14.2 The teams placed I - III in LMRC team classification will be awarded as cups established by the Organizer. 14.3 Organizers and sponsors may establish additional prizes, which will be published before the start. 14.4 The award ceremony will take place on 09-07-2017 (Sunday), 20:00 hrs. In the bar Brodvėjaus pica, Pramonės str. 6, Šiauliai. 14.5 The crews prize winners having failed to attend the awarding ceremony will be penalized by 15 EUR fine and will lose their right to the prizes. XV. PENALTIES 15.1. Look Appendix No. 5 TABLE OF PENALTIES. XVI. PROTESTS, APPEALS 16.1 All protests shall be submitted according the requirements of the LASC section 13. 15.1.1. All protests shall be filed together with the deposit of 50 EUR. 15.1.2 In case the protester requires dismantling of parts of the vehicle, the person lodging such a protest must pay the additional deposit as specified in clause 10.7 of LMRC Regulations. 16.2 Appeals shall be submitted according the requirements OF LASC (section 15), after paying appeal fee, established by LASFCouncil.
