AGM RULE PROPOSALS SUMMARY OF PROPOSALS AS DETAILED BELOW; PROPOSAL 1 Playing Condition 2.1 Match Format (Overs) Introduce 40 over cricket at Tier 2 (Championship Divisions). PROPOSAL 2 Playing Condition 3.1 Fielding Restrictions a) Introduce fielding restrictions at Tier 2 (Championship Divisions) and Tier 3 (1A Divisions). If successful; b) Introduce fielding restrictions at Tier 5 (1B Divisions). Please note if Proposal 2A is successful, the committee will withdraw proposal 2C c) Remove fielding restrictions from Tier 4 (2A Divisions). PROPOSAL 3 Amend Constitution, Section 17.9 Eligibility of Players Change existing rule for Premier Division Only, so that it falls in line with those of the Kent Cricket League. PROPOSAL 4 Amend Constitution, Section 19 Disciplinary Procedures and Voluntary Code of Conduct Changes to the existing constitution so as to take into account the new proposed Disciplinary Committee. PROPOSAL 5 Amend Constitution, Section 9 Ground Sub Committee Add Rule 9.3 in summary, giving the league management committee special dispensation to allow teams (at the lowest level of the structure) to play on artificial wickets through-out the season, subject to specific parameters being in place.
PROPOSAL 1 (CLUB) Confirm playing conditions for all Divisions at the AGM; Last season it was agreed that All Divisions 1A and below (1 st team structure) and All Divisions 2A and below (2 nd team structure) will play the 80 over format. We would request to extend the shortened format to both Championship Divisions within the 1 st team structure. Therefore it is only the Premier Division that will remain at the 92 over format, details as set out in the playing conditions. Proposed = Headcorn CC Seconded = Westgate-on-Sea CC PLEASE NOTE THAT THIS PROPOSAL WAS APPROVED AT THE AGM. CONFIRMATION THAT CHAMPIONSHIP DIVISIONS WILL PLAY 80 OVER FORMAT FOR THE FORTHCOMING SEASON. BY DEFAULT, START TIMES WILL REVERT TO 1.30PM. Playing Condition (Page 88) 2.1 a) For the Premier Division - the normal duration of play shall be 92 overs. 2.1 b) For all other Divisions the normal duration of play shall be 80 over matches. Confirmation of the duration of matches for each division will be published by the League Management Committee prior to the start of the playing season.
PROPOSAL 2A (CLUB) Amend the existing rule with regards to fielding restrictions, so that additional divisions play with this in place. Currently, Tier 1 (Premier) and Tier 4 (2A) divisions have this rule in place. To extend this rule, so that Tier 2 (Championship) and Tier 3 (1A) divisions have this fielding restriction in place for all league matches. Proposed = Bromley Common CC Seconded = Dartford CC Current Rule: Playing Condition (Page 89) 3.1 The following restrictions are applied in the premier division of the first XI and both A divisions of the second XI competitions of the league. PLEASE NOTE THAT THIS PROPOSAL WAS DEFEATED AT THE AGM. THUS, PROPOSAL 2B WAS REJECTED. FOR CLARIFICATION, PROPOSAL 2C WAS APPROVED. THEREFORE, ONLY THE PREMIER DIVISION WILL HAVE THE FIELDING RESTRICTIONS FOR THE NEW SEASON.

PROPOSAL 2C (COMMITTEE) Amend the existing rule with regards to fielding restrictions in the 2A divisions of the KRCL structure. That is, remove the fielding restrictions from these divisions, and hence they only apply in the Premier Division only of the KRCL structure. Please note that if Proposal 2A is accepted, then the committee would withdraw this proposal in so that the top tiers all played with the fielding restrictions in place. Proposed = General Committee Seconded = n/a PLEASE NOTE THAT THIS PROPOSAL WAS APPROVED. THEREFORE, ONLY THE PREMIER DIVISION WILL HAVE THE FIELDING RESTRICTIONS FOR THE NEW SEASON. Playing Condition (Page 89) 3.1 The following restrictions are applied to the premier division only of the KRCL league structure.
PROPOSAL 3 (CLUB) Eligibility of Players Amendment to the Constitution with regards to rule 17.9 Propose to AMEND the existing rule to so that teams relegated from the KCL, and those seeking promotion from the Premier Division have the same eligibility criteria of players. Thus the proposed amendment only applies to the Premier Division of the KRCL structure Proposed = The Roebucks CC Seconded = Bromley CC PLEASE NOTE THAT THIS PROPOSAL WAS APPROVED. AS ADVISED, THIS ONLY APPLIES TO THE PREMIER DIVISION. NEW RULE AS STATED BELOW. League Constitution (Page 85) 17.9 a) Premier Division Only A player* who has played in a recognized Test match, One Day International or T20 International for a country which is a full member of the International Cricket Council, other than England, will be ineligible to play in the League during that calendar year and for the next three full seasons. * Please note that this only refers to male players. At the discretion of the Management Committee, dispensation will be given to female players. [AMENDED] 17.9 b) All Other Divisions A player who has played in a recognised test match or one day international for a country which is a full member of the ICC, other than England, will be ineligible to play in the League during the calendar year and for the next three seasons. In addition, no club shall be represented by any player who has played first class or County second eleven cricket (or an equivalent standard) during the same season or during either of the preceding two seasons.
PROPOSAL 4 (COMMITTEE) Make amendments to the Constitution with regards to section 19 Disciplinary Procedures and Voluntary Code of Conduct. If successfully elected, the KRCL will have in place a Disciplinary Chairman and also a Disciplinary Committee. With this in mind, the Management Committee seek approval to amend the wording of the constitution Proposed = General Committee Seconded = n/a PLEASE NOTE THAT THIS PROPOSAL WAS APPROVED. NEW RULE AS STATED BELOW. League Constitution (Page 86) 19.1 In the event of any player being reported to the league under the VCC, the report must be sent to the Disciplinary Chairman within 48 hours after the day of the match. The Disciplinary Chairman, having consulted with the Disciplinary Committee will formally notify the club of the offending player that such a report has been received and that under the VCC the club should suspend the player for the relevant period of time. 19.2 The Disciplinary Chairman will also notify the Chairman of the Management Committee who will review the report. Should the conduct concern a captain, or the behaviour concerned is of a sufficiently serious nature, then a further suspension may be added. This is likely to be an additional two weeks but could be more if the offense is considered serious enough. There is no appeal against such a suspension unless the total suspension exceeds six weeks. Any such suspension carries over from season to season. 19.3 It should also be noted that a suspended player is also ineligible to play in any competition run under the management of Kent Cricket.
PROPOSAL 5 (CLUB) Make amendments to the Constitution with regards to section 9 Ground Sub Committee. Special dispensation to be provided at the start of the season so that teams can play on artificial wickets, in the lowest tier of the KRCL structure. This is not to gain an advantage in inclement weather, but to provide cricket in areas where there are no pitches, or existing council pitches are dangerous. Proposed = Bexleyheath CC Seconded = Beckenham CC PLEASE NOTE THAT THIS PROPOSAL WAS APPROVED. NEW RULE AS STATED BELOW, SUBJECT TO SPECIFIC CONDITIONS IN PLACE, AS APPROVED AND AGREED BY THE MANAGEMENT COMMITTEE NAMELY AS BELOW; a) The artificial wicket is suitable for league cricket b) All home matches are played on this facility c) There is no other suitable grass wickets in the vicinity d) No advantage is gained in playing on days with inclement weather e) This only applies in the lowest tier of the KRCL structure League Constitution (Page 83) 9.1 The Ground Sub Committee shall comprise a Chairman and one representative who shall be elected by the General Committee. The Chairman, and Secretary of the League shall be ex officio members of this sub committee. 9.2 The Ground Sub Committee shall determine the standard of grounds and facilities appropriate to each Division from time to time, and shall make recommendations to the Management Committee as to which clubs should be required to make necessary improvements in order to retain their position in the Division or League, or be a candidate for promotion to a higher division, and shall monitor the implementation of any such requirements. ADD 9.3 The Ground Sub Committee shall seek special dispensation from the Management Committee to allow teams to play on artificial wickets throughout the league season. This of course would only apply in the lowest tier of the league structure, subject to other conditions being met as set out by the Ground Sub Committee.
