1 HOCKEY IRELAND CUP COMPETITION RULES & REGULATIONS INTRODUCTION 1.1. Hockey Ireland Cup Competition Rules & Regulations cover all Cup Competitions under the auspices of Hockey Ireland, including Irish Senior Cup, Irish Hockey Trophy, Irish Hockey Challenge and the Irish Junior Cup The FIH Rules of Hockey, including any experimental rule changes approved by Hockey Ireland for use in Competitions shall be observed except as herein provided. A copy of these Hockey Ireland Cup Competition Rules & Regulations will be available on the Hockey Ireland website Hockey Ireland shall own the broadcasting rights to all games played in Hockey Ireland Cup Competitions be it, terrestrial, satellite, cable, or internet streaming. All other broadcast coverage may be permitted with the prior approval of Hockey Ireland Hockey Ireland has approved the use of photographic/film/video equipment at all games under the jurisdiction of the Association. All players who participate in these competitions shall freely permit their images to be used without any payment or compensation. It is the responsibility of participating teams to ensure they have appropriate parental consent for their players, where required Binding Force of the Regulations Each club, by its entry into and participation in an Irish Cup Competition, and each player by registering to participate in the Cup Competition, shall be deemed to have given consent to abide by the Rules of Hockey Ireland, the Hockey Ireland Code of Conduct, the Hockey Ireland Cup Competition Rules and Regulations and the Code of Ethics and to any amendments that may be ratified by the Board of Hockey Ireland or Competitions Working Group. Each club and/or player shall be deemed to have agreed to abide by the decisions of the Hockey Ireland Competitions Working Group in relation to these Rules & Regulations or any matter not covered in these Rules & Regulations and any penalty or sanction it may see fit to impose. The Board of Hockey Ireland reserve the right to update and/or amend all relevant regulations and codes during any season and will communicate any such updates or amendments to clubs or bodies competing in such competitions. All such updates or amendments shall be binding on participants from the date communicated by the Board of Hockey Ireland. In addition the Board of Hockey Ireland reserve the right to interpret any Hockey Ireland rule, regulation or code governing competitions. Matters of interpretation shall be determined by the Board. 2. MANAGEMENT 2.1. The Management of Hockey Ireland Cup Competitions will be under the auspices of the Cup Competitions Sub-Working Group of the Hockey Ireland Competitions Working Group who shall be responsible and answerable to the Board of Hockey Ireland. 2 3. ELIGIBILITY Clubs may enter no more than one team per Cup Competition and no more than one cup competition per team subject to the following qualification criteria: 3.1. Irish Senior Cup (Men and Women) EYHL Teams Ulster Premier Teams (see options list, appendix 1.) Leinster Division 1 Teams (see options list, appendix 1.) Munster Top Three Teams from preceding season 3.2. Irish Hockey Trophy (Men) Ulster 1 st XI Senior 1 Teams (see options list, appendix 1.) Leinster 1 st XI Division 2 Teams (see options list, appendix 1.) Munster 1st XI teams in Division 1, excluding Top Three Teams from preceding season Irish Hockey Trophy (Women) Ulster 1 st XI Senior 1 & 2 Teams (see options list, appendix 1.) Leinster 1 st XI teams in Division 2, & 3 Munster 1st XI teams in Division 1, excluding Top Three Teams from preceding season, plus teams ranked 1 to 3 in Division 1 (b) from preceding season. South East 1 st XI on application at time of entry Connacht 1 st XI (excluding EYHL team from current season) on application at time of entry 3.4. Irish Hockey Challenge (Men) Ulster All 1 st XI teams that is ineligible for the ISC & IHT. (See options list, appendix 1.) Leinster All 1 st XI teams that are ineligible for the ISC & IHT (see options list, appendix 1.) Munster All 1 st XI teams that are ineligible for the ISC & IHT 3.5. Irish Hockey Challenge (Women) Ulster All 1 st XI teams that are ineligible for the ISC & IHT (see options list, appendix 1.) Leinster All 1 st XI teams that are ineligible for the ISC & IHT Munster All 1 st XI teams that are ineligible for the ISC & IHT South East 1 st XI not in IHT & 2 nd XI of clubs entered into the IHT Connacht 1 st XI not in IHL, IHT & 2 nd XI of clubs entered into the IHT, EYHL Page 2 of 12

Irish Junior Cup (Men) Ulster 2 nd XI teams competing in Junior 1, 2 & 3 Leinster 2 nd XI teams competing in Divisions 2, 3 & 4 Munster 2nds XI teams competing in Division 1 & Irish Junior Cup (Women) Ulster 2 nd XI teams competing in Junior 1, 2, & 3 Leinster 2 nd XI teams competing in Division 2,3 & 4 Munster 2 nd XI teams competing in Division 2, 3 & 4 Connacht 2 nd XI on application at time of entry South East 2 nd XI on application at time of entry 3.8. Player Eligibility Player eligibility as per the Hockey Ireland Player Eligibility Rules for all Cup Competitions. 4. TEAM ENTRY 4.1. Prior to the season starting, Club Secretaries (as advised to Hockey Ireland) will receive an Entry Form from Hockey Ireland detailing how to enter teams to the various Cup Competitions It is the responsibility of each Club to enter teams (subject to the qualification criteria) by the closing date as stated on the Entry Form. 4.3 For entries to the Senior, Junior, Trophy and Challenge Cups to be accepted, each club must nominate a graded umpire(s) who has agreed to umpire firstly under the national appointments or, if not required nationally, under their provincial appointments. For a club who has a team involved in the Irish Senior Cup (ISC), they are required to nominate one graded umpire for selection (see appendix 2 ). If so desired, this umpire can be made from the list of national graded umpires. For a club who has a team involved in the Irish Junior Cup, Irish Trophy and Irish Challenge, they are required to nominate one graded umpire per team for selection. Important: This umpire cannot be made from the list of national graded umpires Entries which fail to adhere to regulation 4.3 will not be accepted for inclusion in any Hockey Ireland Cup Competition. 4 4.4 The Cup Competitions SWG shall have the authority, in exceptional circumstances, to permit entry to teams which fail to meet the eligibility criteria stated above. 5. TEAM AND PLAYER REGISTRATION 5.1. Registration requirements for players at the beginning of the season, or mid-season, is as per the Hockey Ireland Player Registration Rules for all Hockey Ireland Competitions. The onus of proof regarding eligibility is on the club. Failure to abide by the Hockey Ireland Player Registration Rules can lead to a range of penalties as outlined in those rules. 6. CUP DRAWS 6.1. The dates for each round of every Cup Competition is set prior to the beginning of each season and published in the Events Calendar for the season and available on Hockey Ireland website The draw for the first round of each Cup Competition s made once the entry list is known. An open draw for subsequent rounds of each Cup Competition, excluding the Irish Hockey Challenge, is made after the date of the previous round The draw for the first round(s) Irish Hockey Challenge will be made and the pairing drawn so as to minimise, where possible, the travel requirements for the participating teams. Teams will be drawn against opposition from their own province or adjoining neighbouring province where possible Each draw will be organised by the Cup Competitions Sub-Working Group with at least two scrutineers present The location of each draw will be publicised in advance to facilitate clubs to attend. 7. PRE-MATCH DAY CLUB RESPONSIBILITIES 7.1. The first named team is the home team and has choice of ground except for the Final and in the case of the ISC, the semi-final ground will also be appointed by the Hockey Ireland Cup Competitions WG 7.2. The home club must contact their opponents to confirm arrangements by 8.00pm on the Monday prior to the match. Team colours to be established and if there is a clash, the away team must change The home club must contact both Umpires to confirm arrangements by 8.00pm on the Monday prior to the match. Travel arrangements, time of departure and any pick-up requirements should be confirmed. Page 4 of 12
5 7.4. The home team will be responsible for inputting the time of their game onto esports system, this should be completed by 8.00pm on the Monday prior to the match. 8. BAD WEATHER PROCEDURE 8.1. For all Cup Competition games, clubs must follow the Hockey Ireland Bad Weather Procedure. The Bad Weather Procedure provides guidance on actions to be taken by the home club in the days prior to the match and on the match day itself. 9. MATCHDAY ADMINISTRATION 9.1. The Competitions Working Group shall be responsible for setting the dates for all rounds of the Cup Competitions All Cup matches must commence no earlier than 1.00 pm and no later than 3.00 pm unless agreed by the Cup Competitions Sub-Working Group Matches must start on time and if a team arrives more than 30 minutes after the appointed start time the match will be forfeited unless otherwise agreed by the two teams Pitches All Cup Competition matches shall be played on a synthetic pitch except for the Challenge which may be played on shale provided the pitch is the regular home club s surface Umpires decide on the fitness of the pitch before and during the match and the Hockey Ireland Bad Weather Procedure shall be followed in case of poor weather conditions The pitch must be available to both teams for a minimum of 20 minutes warm up time prior to the scheduled start time Duration of Matches The duration of each match shall be 35 minutes each way. There will be no period(s) of extra time played In the event of a draw a penalty stroke competition will be played to establish the winner of the match The Penalty stroke competition will be played in accordance with the FIH Rules of Hockey. (see appendix 3) 9.6. Abandoned Matches Once a game has started, the decision on whether it should be abandoned rests with the Umpires When a game has been abandoned, the Umpires should ensure the Match Card is completed and signed in line with the procedure for completed games The home club is responsible for returning the Match Cards to the Hockey Ireland Office within 24 hours. 6 In the event of a match having to be abandoned as a result of adverse weather, serious injury or safety reasons the re-fix must be arranged through the Hockey Ireland Cup Competitions Sub Working Group. The re-scheduled match will be played in its entirety from the start Any disciplinary issues that occur prior to a match being abandoned will be dealt with under the Hockey Ireland Games Discipline Procedure and the Hockey Ireland Cup Competition Rules and Regulations, as appropriate Match Day Responsibilities Both teams are responsible for having a Match Card containing the team details prior to the start of the game (Match Card can be found on Hockey Ireland website). Only players named on the Match Card may be on the pitch / bench Both teams are responsible for creating their Team List on the Sports Manager system. Print and provide their completed Match Card to the Umpires prior to the start of the game. (Team Lists may be altered prior to start of match) The winning team is responsible for returning BOTH Match Cards to the Hockey Ireland office to arrive within 24 hours of the completion of the game. Fax, scanned or photo d images are encouraged ( hockeyirelandcups@gmail.com) Both teams must take a photo of the completed match cards and retain as a record in event of issues arising The home team will receive a results text prior to the game and it is their responsibility to reply to this text with the result of the match and the names of the scorers immediately after the game. This text then updates the results page on the Hockey Ireland website and missing scores will be shown as no results submitted Home clubs must provide post-match hospitality, including a postmatch meal, to visiting teams and match officials where travel is from outside of the home Branch. Visiting clubs should notify home clubs in advance if they do not require post-match hospitality. 10. COMPOSITION OF TEAMS FOR MATCHES A maximum of 18 players may be used by each club in each match (of whom 2 must be goalkeepers in full goalkeeping equipment). If a team chooses not to include a second goalkeeper on the bench, then they are limited to 16 players (in line with FIH Tournament Regulations) Players must wear numbered shirts. This number must be of contrasting colour to the shirt. Each player s number must be the same as that submitted on the match card Teams must have player names on shirts for nationally televised Finals, if there is a request by the Broadcaster. 7 10.3. Each team must have a captain or acting captain who is responsible for the behaviour of the team players on the field of play and who must wear a distinctive arm band or ribbon on the field of play or the team bench at all times during a match. Upon suspension of the captain, a team player on the field of play or the team bench must take over the armband or ribbon and role of team captain Each team must have a minimum of 8 players on the field of play for a match to be started. In case a team does not fulfil this condition, the opposing team will be considered as having won the match by a score of DISCIPLINE The Hockey Ireland Code of Conduct and the Hockey Ireland Games Discipline Procedure apply to Cup Competitions and any issues will be dealt with by Hockey Ireland Games Disciplinary Panel and the Hockey Ireland Appeals Committee, if necessary The Hockey Ireland Disciplinary Panel will review all Card Reports and may increase a suspension Suspension dates will be notified by Hockey Ireland Disciplinary Panel via the Club Secretary. 12. UMPIRES Umpires for all Cup Competition matches will be notified by the IHUA Umpires will wear the standard IHUA uniform In matches where a Technical Officer is appointed their duties, responsibilities and authority shall be as per Hockey Ireland Tournament Rules In a match where there are no IHUA appointed umpires are available the game shall proceed with two umpires agreed by both sides. In the event of no umpires being available the match shall proceed with a player from each team undertaking the umpiring role. A player so appointed cannot partake in the match as a player. 13. DISQUALIFICATION OR FAILURE/REFUSAL TO PLAY A team either disqualified or refusing/failing to play or to complete a match shall be considered as withdrawing from the Cup Competition A fine of up to 750 or Sterling equivalent and or a period of suspension may be imposed on Clubs withdrawing from Cup Competitions. Clubs will be asked to complete a Report Form giving reasons for their withdrawal. 14. BREACH OF REGULATIONS & PENALTIES Page 7 of 12
8 Any club found to be in breach of the Cup Competition Rules and Regulations may be subject to further penalties, as detailed below, in addition to any penalty imposed by a specific regulation herein The Cup Competitions Sub-Working Group shall at its discretion have the right to impose any penalty, including, but not exclusively fines, suspension of players, suspension of teams, and power to make teams play matches away from their home venue, on a club for breaches of any or all of the Hockey Ireland Cup Competition Rules and Regulations and/or the Hockey Ireland Code of Conduct In addition the Hockey Ireland Cup Competitions Sub-Working Group shall at its discretion have the right to require that clubs reimburse opposing clubs, officials and/or Hockey Ireland for any expenses incurred by breaches of the Cup Competition Rules and Regulations A fine of 50 or Sterling equivalent will apply for late payment of Cup entry fee. This will increase by 10 or Sterling equivalent for every week payment is late after a fortnight from when the payment was due A fine of 50 or Sterling equivalent will apply where the home team does not adhere to the Regulations in relation to contacting and hosting Umpires and Technical Officials (see 7.3 and 9.7.5) A fine of 50 or Sterling equivalent will apply when the winning team does not adhere to the Regulations in relation to notifying the Hockey Ireland Office of the result and scorers (see 9.7.4) or returning the match card (see 9.7.3) 15. APPEAL PROCEDURE Teams and players have the right to appeal against a decision of the Hockey Ireland Competitions Working Group or Cup Competitions Sub-working Group to the Appeals Committee of the Hockey Ireland Board, in line with the Appeal process within the Hockey Ireland Constitution as if the said decision of the Competitions Working Group was a decision of the Games Disciplinary Panel as described therein Any other club that may be directly affected by an appeal shall, as soon as reasonably possible, be notified of the appeal and subsequently the outcome of the appeal There shall be no appeal in respect of a decision where the Cup Competitions Rules and Regulations have been applied. 9 Appendix 1. Cup Competition Eligibility (Options) Due to the restructuring of the provincial leagues in both Ulster & Leinster as a direct result of the formation of the EY Hockey League the Cup Competitions Sub Working Group has agreed to give teams which would not have been promoted, or would have faced relegation, in a pre EYHL season the option to choose which Cup Competition they wish to enter. (Applies to season only.) The following is a list of teams involved and their options: 1) Irish Senior Cup or Irish Hockey Trophy:- Ulster (Men): Belfast Harlequins, Portadown, Raphoe and North Down Leinster (Men): Avoca, Fingal, Kilkenny, Dublin University and Weston. Ulster (Women): Portadown, North Down and Dungannon Leinster (Women): North Kildare, Avoca, Rathgar, and Genesis 2) Irish Hockey trophy or Irish Hockey Challenge:- Ulster (Men): PSNI, Newcastle, Armagh and Ballnahinch. Leinster (Men): Mullingar. Ulster (Women): Greenisland, Owls, Limavady. Appendix 2. Nominated Umpires. National Umpire Recruitment EASY GUIDE The season will see the introduction new rules regarding National Umpire Recruitment. This will increase the pool of qualified umpires which will lead to more games being covered by neutral umpires. This information has been issued to all clubs and is available on Hockey Ireland website. ( The purpose of this easy guide is to address questions that have been asked by clubs and provide clarification on the new requirements: Page 9 of 12
10 1. All Clubs entering a team into an Irish Competition are reminded that their registration will only be accepted if it fulfils the rules and guidance (as above). 2. Clubs are required to nominate one graded umpire for each team they have playing in each Irish Competition. 3. A graded umpire is any umpire who holds an Introductory Umpire Certificate or holds a recognised national umpiring grade (Grade 3, Grade 2, Grade 1 or National Panel). 4. Umpires must be available for selection for Irish Competitions throughout the whole season and to be deemed as available they must accept appointments at any location or with any colleague. The umpire must also accept and complete at least 4 out of every 5 appointments. 5. For a club who has a team involved in the Irish Hockey League (IHL) and/or Irish Senior Cup (ISC), they are required to nominate one graded umpire for selection, as defined by Point 3 above. If so desired, this umpire can be made from the list of national graded umpires. 6. For a club who has a team involved in the Irish Junior Cup, Irish Trophy and Irish Challenge, they are required to nominate one graded umpire per team for selection, as defined by Point 3 above. Important: This umpire cannot be made from the list of national graded umpires. 7. All clubs are strongly advised to build a pool of graded umpires within their club to ensure that the requirements are met and to prevent the need for financial penalties to be imposed. Page 10 of 12

Further queries or questions should be addressed to: Appendix PENALTY STROKE COMPETITION 3.1 (a) Five players from each of the two teams, chosen by their respective team manager from the players listed on the Team Entry Form, or, in the case of a classification match, from the players nominated for that match, except as excluded hereunder, shall take a penalty stroke alternately against one and the same defending goalkeeper of the other team unless the latter has been incapacitated and replaced, making a total of ten penalty strokes, five for each team. The players must take the penalty strokes in the same sequence as the list of five players nominated and communicated by the team managers to the Technical Officer on duty prior to the start of the penalty stroke competition. (b) (c) No player who has been suspended by the Tournament Director, or in the case of a classification match, has been permanently suspended (red card) by the umpires during that same match, shall take part in a penalty stroke competition. If during a penalty stroke competition a player (either a stroke taker or a defending goalkeeper) is suspended, then that player shall take no further part in that penalty stroke competition and, unless a defending goalkeeper, cannot be replaced. If a stroke taker, any stroke the player should have been entitled to take will be counted as no goal. If a defending goalkeeper, the replacement may only be from one of the nominated stroke takers. The player replacing the defending goalkeeper may continue to take penalty strokes but, when required to defend penalty strokes, must wear protective headgear. This player may also wear other approved protective equipment. 3.2 The umpires, after consultation with the Technical Officer on duty, shall choose the goal to be used and shall toss a coin with the captains, the winner having the choice to take or defend the first penalty stroke. The team having scored or been awarded the highest number of goals shall be the winner and the competition will cease once an outright winner has been established. 3.3 In the event of an equal number of goals having been scored or awarded, a second series of penalty strokes must be started with the same players, subject to incapacitated defending goalkeeper(s) being replaced, and shall cease after a team shall have scored or been awarded one more goal than the opposing team after an equal number of strokes (no minimum, no maximum) have been taken by each team. That team shall be the winner of the second series. The sequence of stroke takers does not need to be the same as in the previous series and the team manager has freedom of choice at the time of each stroke as to which of the nominated players shall take the stroke. In this second (unlimited) series, all five nominated players shall take a stroke before any of them are eligible to take a further stroke. 3.4 The team whose player has taken the first penalty stroke of the first series (see Clause 3.1(a) of this Appendix) must defend the first penalty stroke of the second (unlimited) series. 3.5 During a penalty stroke competition all persons on the Team Entry Form are permitted on the field of play in an area designated by the Technical Officer appointed for the match which area shall be outside the 23 metre area. A player who is authorised by an umpire or technical official on duty to take or defend a penalty stroke may enter the 23 metre area for that purpose. Page 11 of 12
